I'm not sure if you want an answer to your question or just sharing your headcanon but, in case you want an answer here that's why I think he didn't.

Enji wanted a child whom he could believe would be able to surpass All Might for him.

What's more, that child should be his 'upgrade', a better version of himself.

Basically he wanted a successor (継承者 'Keishō-sha').

Touya didn't just have a fire Quirk, he had a fire Quirk much more powerful than Enji and Enji believed Touya could, with it, surpass All Might.

While I'm sure Enji knew one could become a Hero with a ice Quirk, he clearly didn't believe Natsuo's Quirk would be enough to surpass All Might... and possibly never saw ice as a very powerful Quirk in itself.

He wanted Shouto to learn his techniques (and again, be his upgrade which is what he said to him) and mostly viewed Shouto's ice Quirk as a way to cool him down when he were to use the fire one. While it's true Shouto's whole Quirk is his own, Enji never though Shouto could go far with his ice Quirk... which incidentally is instead what allowed Shouto to stop Touya when Enji, with his fire Quirk, was powerless to do so.

Long story short... he didn't try to train Natsuo (or Fuyumi) because he didn't judge his Quirk powerful enough. It didn't matter they could still become Heroes (though I don't think they had interest to do so), since he believed they wouldn't become powerful enough, he saw no reasons to force them to train in order to become Heroes.

Did they have the potential to become Heroes? Oh, likely they had.

Touya is a different matter as the doctor told Enji Touya should just NOT USE his Quirk, as his Quirk burns him since he has low heat resistance, not that it was okay for him to use it as long as someone were to cool him down... and BNHA doesn't really care about medical details but to cool down burns with ice actually worsen things... so Enji would have probably ALWAYS be against Touya becoming a Hero.

So would this have made things easier or harder for Shouto?

Hard to say. Having older siblings in the Hero world might have helped Shouto but having all his siblings be Heroes and still be forbidden to become one would have been even worse for Touya, never mentioning that if Natsuo and Fuyumi weren't interested in becoming Heroes but were also forced to do so, might have pushed Rei to crumble sooner.

So it would have been surely nice if all of Shouto's older siblings could become Heroes and help each other but... Enji wasn't interested in Heroes who wouldn't become stronger than All Might, Touya's problems would have likely still made impossible for Enji to allow him to become a Hero and Fuyumi and Natsuo might not have wanted to become Heroes and, if they were forced to do so and ended up having to go through the same (abusive) training Shouto suffered... well, we might have had an even worse family situation.

But it would make for a very nice AU if all the Todosiblings could have become Heroes and help each other. If someone were to make a manga with parallel stories I would love to see this possibility be trasposed because really, the possibility you've suggested look beautiful.

Said all this, sorry if you didn't instead wish for an answer and it'll only feel like I've intruded in your headcanon but I love to talk about the Todoroko family and so it was hard for me not to catch this chance.

After Class 1A's media training, Todoroki seems to have a small frown on his face all throughout the day. It was unusual for you since whenever the two of you are together, he'll usually give you a smile which he rarely gives out in public, but now, he was frowning.

You were having a study session with him in his room when you decided to confront him about it.

"What's wrong, Shouto?" You asked, putting your pen down. You were worried, and you didn't want him to keep it to himself since he seems like he's really upset. Is something bothering him? Did he and Endeavor had a fight again?

Shouto glanced up at you with a forced frown, shaking his head. "Its nothing, [y/n]." He answered. His voice sounding so monotonous and cold. You knew there really is something wrong.

"Did you and your father fought again?" You asked, scooting closer to his side to hold his hand.

Todoroki wanted to give you a reassuring smile, but he suddenly remembered what Mt. Lady told him earlier.

"A smile from you and the ladies will drop like flies!"

It scared him a lot. All these entire time, he always give you smiles. Does that mean he was slowly killing you? The thought drowned the color on his face as he stared at you.

"[y/n]..." He murmurs, giving your hand a gentle squeeze. "From now on, I will never ever smile at you again."

This definitely astonished you. Never again? A frown forms on your face, looking up at him. His smile was your favorite thing in the world- most especially since his smile was only meant for you.

"But why?" You asked, letting go of his hand sulkily.

"I don't want to kill you..." He sighed, holding your hand again. "Mt. Lady told me that if I smile, you ladies will drop like flies."

The sulkiness that you were feeling awhile ago immediately dissipated. You didn't know how to react just yet. You were just staring at him in bewilderment.

Was he serious? He doesn't seem like he's joking though. Can't he be more adorable and dense?

You pursed your lips, trying to contain the laughter that was threatening to slip out of your lips- but you weren't able to do so as you burst out laughing loudly.

Todoroki just looked at you in confusion, letting go of your hand as he watched you laugh.

"Babyyyy~" You giggled, gently cupping his cheek to give it a gentle squeeze. "I don't think that's what Mt. Lady meant."

He furrowed his brows, tilting his head- urging you to continue and explain it to him.

"We all know how ladies are weak when it comes to handsome men like you" You started, holding onto his hand again and intertwined your fingers. "Its a metaphor, baby. Mt. Lady means that, ladies will swoon over you easily if you smile- most especially since you rarely smile at anyone."

"So that means, I'm not slowly killing you?" He asked, his cheeks slowly turning red as he finally realizes what Mt. Lady said.

You giggled at his reaction, giving him a nod. A small exasperated groan left his lips as he buried his face against your shoulder. His arms wrapped around your waist to pull you closer against him so he could hide the embarrassment on his face.

"Well..." he mutters under his breath. "Atleast now, I know how to make you swoon over me again and again."

I actually had the best dream ever last night??

I was watching an episode of BNHA and it was!!! An episode focused on Sero!!!!!!! For dome reasom they were fighting in another tournament- this time filled with not allies, but villains of all shapes and sizes- the heroes are teamed up into four groups of five and they have to get to the top for some reason... and also All for One is there too.

He starts sneakily stealing the students quirks as the tournament progressed until only Iida, Midoriya, Sero, Bakugou, and Todoroki were left- Aoyama saved Iida and got his quirk taken away :( but then he went into a little speech where Sero might be the one person they need to really win this thing, because of his quirks more defensive uses compared to the other four's more attacking quirks and god it was so so nice bc we had like 30 beautiful frames of Sero looking finetm and uGh i wish IT WAS REAL
