Section 1466A of Title 18 makes it illegal to possess, distribute, create anything that resembles that of a minor in drawings, paintings, and otherwise visual representations of such.

It is, but it’s always an additional charge on top of something else. Like if I assault someone and call them a slur that indicates it was a hate crime, I would get charged for both assault and a hate crime, and the time in prison is based on both charges (X years for assault + Y years for hate crime).

This is the relevant part, it tells you what is being changed: “SEC. 3. LYNCHING.(a) Offense.—Chapter 13 of title 18, United States Code, is amended by adding at the end the following:“§ 250. Lynching“Whoever conspires with another person to violate section 245, 247, or 249 of this title or section 901 of the Civil Rights Act of 1968 (42 U.S.C. 3631) shall be punished in the same manner as a completed violation of such section, except that if the maximum term of imprisonment for such completed violation is less than 10 years, the person may be imprisoned for not more than 10 years.”.”
Then you need to ask “what are those sections 245, 247, and 249 of Chapter 13, and what is section 901 of the Civil Rights Act?”

Well reading through those, by-and-large they’re laws pertaining to hate crimes, so this bill looks like it would be lengthening the sentencing time for hate crimes. I’m not knowledgeable enough about this to know if it could be interpreted in a court of law to allow for death penalty, as Amash said. I do see the part in section 245 he was mentioning which oddly doesn’t really pertain to hate crimes, but riots instead:
“b) Whoever, whether or not acting under color of law, by force or threat of force willfully injures, intimidates or interferes with, or attempts to injure, intimidate or interfere with— (3) during or incident to a riot or civil disorder, any person engaged in a business in commerce or affecting commerce, including, but not limited to, any person engaged in a business which sells or offers for sale to interstate travelers a substantial portion of the articles, commodities, or services which it sells or where a substantial portion of the articles or commodities which it sells or offers for sale have moved in commerce; “
I’m not sure what the history is, but maybe that was tacked in there by some conservatives back when these laws were first accepted.
So yeah I can kind of see his reasoning, where it comes from, I don’t think he’s outright lying, but I’m not knowledgeable enough on law to know if his reasoning is sound.

Interesting Intercept Comment
At present, under the American legal system, law enforcement personnel can not only lie to but also use violence against their employer:  the American people. However, I wonder why members of the FBI (i.e., employees of the American people) have yet to arrest not only "Individual-1" but also his co-conspirators in the ongoing criminal conspiracy of this current presidency?  I mean, at what point in time do members of the FBI become nothing more than yet another part of the criminal conspiracy of "Individual-1" and his co-conspirators? Because, for the life of me, I simply cannot find the passage in the Constitution of the United States of America where it states that someone can not only commit a felony to become president of the United States of America but also, if victorious in a presidential election, proceed to nominate American citizens to serve as members of the American federal judiciary, obliterate—momentarily—federal regulatory law for commercial purposes (e.g., short-term profit for long-term environmental destruction), and enact federal legislation with the majority of the members of the United States Congress. Treason
I do believe if the Trump Campaign had disclosed the fact they were a nationalistic movement aligned with other liked minded groups in nations like Great Britain's for Brexit, Le Pen's National Front in France or Putin in Russia, we may have had another Election Day result. One can at least hope our fellow Americans would have come to their senses with votes for a free and independent democratic society. However, I think we better start exploring the definitions of treason when it involves a conspiracy with a foreign government, one maybe even between our President and Russia.
First lets start with the definition of treason from the Merriam-Webster Dictionary:  
1 The offense of attempting by overt acts to overthrow the government of the state to which the offender owes allegiance or to kill or personally injure the sovereign or the sovereign's family.
2 The betrayal of a trust. Treachery.
The tough part being how Trump acts guilty of collusion when he says he did not do it so many times these many past months. He also never gets upset with Russia and gives praise to that nation's leader after his rather bogus (ballot stuffing) election victory and the use of a chemical weapon on foreign soil of our nation's oldest standing ally.
The jury is still out whether or not Trump wants to over throw the United States government by revoking the Constitution. However, based on his lack of interest in protection of the poll machines for the upcoming Elections from Russian hackers, one can come away with a number of different conclusions.
I will state for the record when I start to rethink the 2016 Election in regards to known Russian meetings with Trump Campaign staff members. I feel the possibilities of Treason (from then candidate Trump, do look like lessor degrees of the act), that exist in the U.S. Constitution increases each time I read the document's definitions.  I will give you examples that correlates to the different U.S. Codes for the acts of Treason. But, remember, Trump and his staff, are only guilty if known links to the Kremlin are discovered by Special Counsel Bob Mueller. Let's hope and pray he finds them very soon.
Now, go ahead and read the definitions for treason and how they may relate to Trump and his campaign staffers:

CHAPTER 115—TREASON, SEDITION, AND SUBVERSIVE ACTIVITIES Sec. 2381. Treason. 2382. Misprision of treason. 2383. Rebellion or insurrection. 2384. Seditious conspiracy. 2385. Advocating overthrow of Government. 2386. Registration of certain organizations. 2387. Activities affecting armed forces generally. 2388. Activities affecting armed forces during war. 2389. Recruiting for service against United States. 2390. Enlistment to serve against United States. [2391. Repealed.]
For our purposes  we shall only concentrate on Sections 2381, 2383-2386, 2389 and 2390.
§ 2381. Treason. Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined under this title but not less than $10,000; and shall be incapable of holding any office under the United States.
If the campaign had knowledge of the hacked DNC emails, and or the President, then the aid and comfort part of treason may apply to them. Albeit, a stretch for an actual charge because of the implication of possibly there being a war that exists. However, the interpretation by the writer seems to also imply a possible foreign incursion, not just an act of war, or a declared state of war between the United States and another nation.
If found guilty, death and or imprisonment up to five years are  penalties. I do not believe that a death sentence would be possible for any one of the Trump conspirators. The sentence of five years would be a starting point for many convicted traitors. If, the facts (starting to come together) shows a conspiracy between the Trump Campaign, its surrogates, like Roger Stone and Wiki Leaks with Russian operatives and the Kremlin, then, Roger, might finally serve some time in jail. Update, Manafort was in contact with an FSB-Russian intelligence officer during the campaign in 2016.
§ 2382. Misprision of Treason. Whoever, owing allegiance to the United States and having knowledge of the commission of any treason against them, conceals and does not, as soon as may be, disclose and make known the same to the President or to some judge of the United States, or to the governor or to some judge or justice of a particular State, is guilty of misprision of treason and shall be fined under this title or imprisoned not more than seven years, or both.
This boils down to an easy conclusion: if anyone had any knowledge of the hacked emails without notifications to the judicial system of the United States, the guilty verdict carries up to seven years in a federal prison. One can now see why many of the Trump campaign staff, made a lot of blank stared and general statements or 'Could not recall' answers at Congressional hearings.
§ 2383. Rebellion or insurrection. Whoever incites, sets on foot, assists, or engages in any rebellion or insurrection against the authority of the United States or the laws thereof, or gives aid or comfort thereto, shall be fined under this title or imprisoned not more than ten years, or both; and shall be incapable of holding any office under the United States.
The key words being rebellion or insurrection for a proper application of the law. We realize not a rebellion by the Campaign. However, insurrection could be applied due to the fact states had computer files tampered with by a foreign power before the election. The assumption being to stoke chaos in the election system. If, anyone assisted in the willful act of giving support to the hackers, ten years in prison for this type of traitorous act. Also, one can assume if the President of the United States part of the conspiracy, immediate removal from office by the Congress would be the solution.
§ 2384. Seditious conspiracy. If two or more persons in any State or Territory, or in any place subject to the jurisdiction of the United States, conspire to overthrow, put down, or to destroy by force the Government of the United States, or to levy war against them, or to oppose by force the authority thereof, or by force to prevent, hinder, or delay the execution of any law of the United States, or by force to seize, take, or possess any property of the United States contrary to the authority thereof, they shall each be fined under this title or imprisoned not more than twenty years, or both.
The last half of this section of the Amendment states: by force to prevent, hinder, or delay the execution of any law of the United States, or by force to seize, take, or possess any property of the United States contrary to the authority thereof, they shall each be fined under this title or imprisoned not more than twenty years, or both.
If the voting records in a Federal Election are the property of the Federal government, then the twenty year sentence would apply for any traitor. Also, to tamper and or impede, comes under the scope of this section of the act.
I believe that when you read the impact of these Acts of Treason from the United States Constitution, then apply the reactions of all the Campaign members and the President of the United States. The seriousness of what they possibly did as a body, would have them all looking to jump ship at the earliest time possible. We see this happening now the past few months. Only time will tell, how the truth will come out to the American people.
