3 Years Since Beirut Blast, No One Held Accountable As Probe Suspended
On August 4, 2020, the massive blast at Beirut's port destroyed swathes of the Lebanese capital, killing more than 220 people and injuring at least 6,500.
Beirut: Lebanon on Friday marks three years since one of history’s biggest non-nuclear explosions rocked Beirut. Yet nobody has been held to account as political and legal pressures suspend the investigation.
On August 4, 2020, the massive blast at Beirut’s port destroyed swathes of the Lebanese capital, killing more than 220 people and injuring at least 6,500.
Authorities said the disaster was triggered by a fire in a warehouse where a vast stockpile of industrial chemical ammonium nitrate had been haphazardly stored for years.
Three years on, the probe is virtually at a standstill, leaving survivors still yearning for answers.
The main activist group representing families of those killed has called for a protest march on Friday afternoon, converging on the port.
“This is a day of commemoration, mourning and protest against the Lebanese state that politicises our cause and interferes in the judiciary,” said Rima al-Zahed, whose brother was killed in the explosion.
“The judiciary is shackled, justice is out of reach, and the truth is shrouded,” she told AFP.
The blast struck amid an economic collapse that the World Bank has dubbed one of the worst in recent history and which is widely blamed on a governing elite accused of corruption and mismanagement.
Since its early days, the probe into the explosion has faced a slew of political and legal challenges.
In December 2020, lead investigator Fadi Sawan charged former prime minister Hassan Diab and three ex-ministers with negligence.
But as political pressure mounted, Sawan was removed from the case.
- ‘Culture of impunity’ -
His successor, Tarek Bitar, unsuccessfully asked lawmakers to lift parliamentary immunity for MPs who were formerly ministers.
The powerful Iran-backed Hezbollah group has launched a campaign against Bitar, accusing him of bias and demanding his dismissal.
The interior ministry has refused to execute arrest warrants which the lead investigator has issued.
In December 2021, Bitar suspended his probe after a barrage of lawsuits, mainly from politicians he had summoned on charges of negligence.
But in a surprise move this January, Bitar resumed investigations after a 13-month hiatus, charging eight new suspects including high-level security officials and Lebanon’s top prosecutor, Ghassan Oueidat.
Oueidat then charged Bitar with insubordination and “usurping power”, and ordered the release of all those detained over the blast.
Bitar has refused to step aside, yet has not set foot inside Beirut’s justice palace for months.
“Work (on the investigation) is ongoing,” said a legal expert with knowledge of the case, requesting anonymity due to the sensitivity of the matter.
Bitar is determined to keep his promise to deliver justice for victims’ families, the expert added.
Zahed, whose brother died in the blast, said: “The truth does not die so long as there is someone to demand it.
“We believe that we will get the truth.”
On Thursday, 300 individuals and organisations including Human Rights Watch (HRW) and Amnesty International renewed a call for the United Nations to establish a fact-finding mission, a demand local officials have repeatedly rejected.
“International action is needed to break the culture of impunity in Lebanon,” HRW’s Ramzi Kaiss said in a statement.
Amnesty’s Aya Majzoub accused authorities of using “every tool at their disposal to shamelessly undermine and obstruct the domestic investigation to shield themselves from accountability”.

Three years on, the probe into the traumatic disaster caused by a huge pile of poorly-stored fertiliser remains bogged down in legal and political wrangling, to the dismay of victims' families.
The mega-blast
The massive explosion, heard as far away as Cyprus, destroys much of Beirut port and entire districts of the city in scenes that shock the country and the world.
The blast leaves a 43-metre (141 foot) deep crater and registers as the equivalent of a magnitude 3.3 earthquake.
The disaster spreads fear and chaos, with mountains of broken glass littering roads and bloodied survivors flooding overwhelmed hospitals.
The blast was caused by a fire in a warehouse where a vast stockpile of the industrial chemical ammonium nitrate had been haphazardly stored for years.
The tragedy strikes amid a deep economic crisis, almost a year after mass demonstrations erupted against a ruling class deemed inept and corrupt as living conditions worsen.
On August 10, Prime Minister Hassan Diab resigns under a barrage of pressure over the explosion.
Probe thwarted
In December 2020, the lead investigator examining the blast, Fadi Sawan, charges Diab and three ex-ministers with negligence.
Two of them file a complaint, the probe is suspended, and Sawan is removed from his post by court order.
In July 2021, the new investigating magistrate, Tarek Bitar, moves to interrogate four former ministers but parliament stalls on lifting their immunity.
He is forced to suspend the probe following a series of court challenges.
Gun battle
In October 2021, the powerful Shiite movement Hezbollah and its ally Amal call for demonstrations to demand Bitar's dismissal.
Seven people are killed in gun battles during the rally.
At the end of 2021, Bitar resumes his investigation but less than two weeks later is forced to suspend work for a fourth time following more legal challenges.
Silos collapse
On August 4, 2022, several grain silos damaged in the explosion collapse in a cloud of dust, a traumatic reminder of the disaster that struck exactly two years before.
Days earlier, other parts of the silos crumbled after a fire broke out when remaining grain stocks fermented and ignited in the summer heat.
Judicial showdown
In January 2023, 13 months after his probe is suspended, Bitar resumes work and charges Prosecutor General Ghassan Oueidat and seven others with probable intent to murder, arson and other crimes.
Oueidat in turn charges Bitar with insubordination and "usurping power" but the investigator refuses to step down.
Oueidat also orders the release "of all those detained" over the port blast, leaving the investigation stalled and nobody yet held to account.
Victims' families and rights groups urge the United Nations to create an independent fact-finding mission.

Azra dropped her phone in shock. She’d just received the news that her husband Hassan had been killed in prison by a fellow inmate. That was at least the story that the police wanted her to believe. Her whole world shattered into pieces in the blink of an eye. She was glad that her son was with her sister Sabara. Nothing was there that held her back from falling to her knees and cry out loud in unspeakable pain. She couldn’t remember how much time she’d spent on her knees on the floor with her arms wrapped around her upper body. After a while, all the yelling and crying subsided into a sobbing hack until numbness was taking over and she was staring with empty eyes into one corner of the room. Again and again, shivers racked her frail body. How could they do that to him? How was something like that even possible? Azra started slowly rocking back and forth. From the back of her mind, dark, gloomy thoughts crept into her conscience. Slowly but surely, one single thought was dominating her whole existence. She knew exactly who was responsible for the death of her beloved husband. And these people would have to pay for it. But first Azra had to make sure that her sister was taking care of Khalid. Her innocent little son shouldn’t be involved in all this. Sabara’s husband was a wealthy man. Kahlid would grow up as a happy kid.
A few days later
Steve, Danny, Tani, Junior, Lou, Adam and Jerry sat in a new diner near Kalakaua Avenue and celebrated the closure of their latest case. It’s been a tough one. It involved a kidnapping and child pornography. The task-force had been able to locate the head of a pedophile and drug smuggling ring.
Danny didn’t know where it came from when he said, “Do you guys also have this eerie feeling that if you are too happy about something that there might be some sort of backlash?”
Tani was already a few Tequilas ahead of Danny as she ogled him like a ravenous harpy must have ogled men, marked by fate.
“Do me a favor, Danny,” she slurred, “stop playing Mr. Cranky Pants tonight. Overthinking isn’t what we are here for. We’ve kicked this bastard’s ass into oblivion. Get yourself another drink and start farting rainbows.” She giggled about her own joke. Junior immediately excused himself for her behavior, “Sir, I’m sorry. She’s been through some rough…”
Danny raised his hand, “Don’t worry. I’m not mad at her. And maybe she is right.”
“Beg my pardon,” Steve chimed in, “did you just say ‘maybe she is right?’ Where the hell is Danny Williams, and what have you done to him?” They broke out in laughter.
None of them saw the woman in a black hoodie who’d just entered the diner. Nothing concerning her appearance stood out. Later eyewitnesses couldn’t say anything awkward about her behavior. She was just an average woman wearing average clothes. It would’ve been too easy if the meanies had a stamp on their forehead that would’ve identified them as THE villain.
The woman watched the whole team from the corner of her eye for some time. She rehearsed her next steps in her mind to make sure to exclude any mistakes.
And while the laughter at the table grew louder, She became jealous, felt humiliated, and emotionally at the end of her tether. How could these people go on with their lives so easily? None of them seemed guilt-ridden in any way. Of course, they’d long forgotten anything about Omar Hassan and his family.
Azra had enough. She glided down from the barstool and went over to the table where the task force sat. She’d hidden the detonator of the bomb vest she wore in her right hand. She’d almost reached the table when a big guy stood in her way and didn’t move. When she looked up, there was a faint glimmer of recognition in her eyes. The man in front of her bore some resemblance with someone she’d met long ago.
The man shook his head, “I don’t think this is a good idea, Azra. Stop it here and now.” He spoke in a calm, low voice with a threatening undertone.
She just gave him a bitter smile in return before she said, “Tarek, you might be my brother in law, but you’ve no right to tell me what to do. You weren’t there when they took Omar away from, and you haven’t been there when Omar was killed in prison. You weren’t even at his funeral. Now you show up here and think I would give a fuck about you?”
Tarek made another attempt, “Azra, leave it be. We are already gaining attention. And I am sure you don’t want that. Let’s get out of here and talk.”
She shook her head, and her eyes went blank. Before any of the guests knew what was going on, she pushed the button of the detonator. None of them heard the blast that took out the double doors and half the room beyond her and showered the people with rubble and shattered glass. The exploding bomb vest had spread lethally detonated shrapnel everywhere, like omnidirectional shotgun fire comparable to the blasting of a mine.
Later survivors would describe the blast as a yellow flash followed by silver traveling through the air, which was glass. Chaos reigned. Bodies, as well as body parts, lots of blood mingled with debris littered the floor. Some people were screaming at the top of their lungs, others sat there, trying to understand what just happened.
The table where the team sat was turned over. Tani forced her eyes open. A cloud of dust billowed above her. Desperately she made a quick self-check. Junior who had been sitting next to her was also stirring. Later, he remembered tasting dust and blood in his mouth and that he didn’t feel his left leg.
He startled when a hand was grabbing his. It was Tani. Somehow she’d managed to get on all fours. Her face was partly covered in blood and dust caked. Tears streamed down her cheeks when she found out that Junior was still alive. She pushed his hand to reassure him she was okay.
Sirens were wailing from afar when she took a look around and found the rest of the team motionless on the ground. She could only guess who was who as the men’s bodies were buried under debris and settling dust. As she tried to move, she felt a sharp sting in her side. She looked down and discovered a chunk of wood embedded in her flesh. It was the last thing she remembered before the world around her went dark.
