In a criminal case, what does it mean when the court imposes a sentence, then suspends it? Well...it means that the sentence for the crime is X, and the court removes either a portion or it or all of it contingent on the defendant's good behavior and probation. If the person commits another crime or fails to cooperate with probation, the sentence can be reimposed by the Court.  It is truly the proverbial Damocles Sword hanging over the head of the defendant.  By way of example, if the defendant is convicted of a crime and given 5 years by the Court, then the Court suspends 4 years and 6 months, the defendant must only serve 6 months.  They will be on probation for the remaining period.  If they are charged with an additional crime, the remaining 4 years 6 months can be imposed in a separate hearing in addition to any further sentence arising from the newer crime.

The bastard who raped my suitemate got a suspended sentence

Last year, when I was a freshman in college, the brother of my one of my suitemates raped his sister's roommate, assaulted my roommate, and lifted my clothes/touched me while I slept.

My roommate was really torn up about it. It ruined her fall semester. The girl who was raped? She dropped out of school.

And the fucking bastard who upset their lives gets 7 years, suspended sentence. That means no jail time.

Where is the justice for those girls? Those kind, innocent girls who were sleeping in the safety of their own room.

It's sickening.
