For a fic premise you'd write: "Dean in his thirties, gets in a car crash and dies. Castiel moves into the apartment Dean once had while alive. Dean haunts Castiel who can somehow see him. Castiel helps him resolve unfinished business from when he was alive."

I have two ways I would take this:

Happy ending: It turns out Dean was actually in a long term coma all along, and after Castiel solves the mystery of who poisoned Dean into apparent brain-death, Dean wakes up from the coma and goes to find him. Castiel isn't aware of Dean being in a coma until late in the story, as he's figuring out the "murder mystery". He visits Dean in the hospital when he finds out, while Dean's "ghost" is stuck at the apartment. He sneaks a single kiss, and then goes off to have Dean's villain arrested. Dean's ghost is gone when he gets home. He's afraid that Dean won't remember him, so he doesn't seek him out. But when he answers the knock at the door, he's SO happy and SO relieved to find Dean on the other side. Dean immediately kisses him, before even saying hello.

Sad/Bittersweet ending: The reason Castiel can see Dean is because he has a terminal disease that he hasn't been diagnosed with yet. During the course of the story, he gets sicker and sicker, and treatment after treatment fails. He's so terrified of the looming end of his life, but he's also falling in love with this ghost haunting him and providing him comfort. And he's determined to solve Dean's murder before he's not able to anymore. He does solve it, but he ends up in hospice almost immediately after turning in his evidence to the authorities. In the end, Dean's ghost is with him as he passes away, and he's not scared anymore, because he'll be with Dean. He closes his eyes one last time, and opens them again to see Dean, looking more real and substantial than he did as a ghost, standing next to his bed. He let's Dean pull him up and kiss him, and he doesn't even notice everyone behind him crying over his remains. That's not his life anymore, and he's going to spend eternity with the man he loves.
