It’s been a school year like no other in recent memory — combining the challenge of remote and hybrid learning for millions with the agony and strain of a pandemic that has killed more than 600,000.
Mental health has taken a toll on many students and staff alike.
So as districts prepare for the fall after the first full year during the coronavirus pandemic, many are looking at ways to help best address the mental health needs of students, especially those who may have experienced trauma, anxiety or social isolation.
One Ohio school district will welcome back students with more counselors and social workers on hand. Hilliard City Schools in Columbus has added seven new school counselors, up to 42, and 10 more social workers, for 15 total, Director of Student Well-Being Mike Abraham told ABC News.
“Anxiety has always been high with this generation,” Abraham said. “With the pandemic, some students have become very comfortable with isolation, not having to deal with the anxiety that school might bring or their peers bring. That’s what all districts are dealing with coming back now that these kids are together — giving them strategies to be able to deal with their anxiety, to deal with whatever mental health issues that they’re struggling with.”
The school district, which has nearly 17,000 students, is tapping into federal relief money earmarked for K-12 public schools to pay for the new positions.
Last month, Iowa officials announced the state is launching a new pre-K-12 school mental health center that would expand training and resources that support mental health needs in schools.
The Iowa Department of Education is putting $20 million in federal pandemic relief toward the center, which aims to “address the impact pandemic-related disruptions have had on students and will focus on strengthening mental health support moving forward,” Iowa Department of Education Director Ann Lebo said in a statement.
And the Miami-Dade County school district is exploring using federal relief funds to hire more mental health clinicians as most of the district’s 334,000 students are expected to return to in-person learning this fall, the Miami Herald reported last month.
Other initiatives targeting school culture include adding mental health as an excused absence. That will be the case for Montgomery County Public Schools, Maryland’s largest school district, starting in the fall, Board of Education member Patricia O’Neill told ABC News Washington, DC, affiliate WJLA.
“I think coming off the pandemic this year, adults and students recognize the challenges that mental health has brought about,” O’Neill told the station. “We had to figure out how to make this change and elevate the importance of mental health, as it may be a barrier to learning.”
Range of mental health concerns
The full impact of the pandemic on students will take time to understand, Kelly Vaillancourt Strobach, director of policy and advocacy for the National Association of School Psychologists and a school psychologist, told ABC News. One area of concern is emergency department visits for attempted suicide or suicide ideation, she said.
In 2020, mental health-related emergency department visits among those aged 12 to 17 increased 31% compared to 2019, according to the Centers for Disease Control and Prevention. Visits for suspected suicide attempts in girls that age from Feb. 21 to March 20, 2021, were 50.6% higher than the same period in 2019, the agency reported.
A report published in Pediatrics also found “significant increases” in the number of emergency department visits for suicide ideation and attempts in youth for certain months in 2020 when compared to the previous year.
Isolation due to remote learning is another concern. A recent report from a team of researchers at the Graduate Center, City University of New York found that 91% of New York City parents surveyed agreed there should be “increased mental health supports for students due to social isolation from COVID-19.”

Meanwhile, some students may not have experienced any toll on their mental health, and may have even thrived virtually, Vaillancourt Strobach said.
“We don’t know the level of trauma that individual students have had. We don’t know their family situation, if they lost somebody, if parents have lost jobs,” she said. “So what we are encouraging schools to do is really in those first couple of weeks, just infuse a lot of social-emotional learning, give kids the opportunity to talk about what’s happened over the last year.”
“There’s a lot of focus and attention on learning loss, or lost instructional time. Certainly it’s important that we address student’s academic needs, but if we don’t have a handle on their social-emotional learning and their mental health needs, the academics are never going to come,” she added.
‘All about adjustment’
Summer to fall can often be a tough transition for students in general, Janine Domingues, a clinical psychologist at the Child Mind Institute and the manager of curriculum development and professional training for its school and community programs, noted.
“That first month of school is all about adjustment,” she told ABC News. “Now, even more so, it’s a whole different ball game.”
Students may experience anxiety and stress while getting acclimated to the classroom and a new routine, she said.
When Centennial High School in Corona, California, welcomed back students on campus for their last quarter this past school year, it was an adjustment for some students returning for in-person learning, Josh Godinez, a counselor at the school and chair of the board of the California Association of School Counselors, told ABC News.

“It was almost like the isolation allowed them to create almost somewhat of a fantasy of what they remembered about school. And then showing up to the social distancing partitions, only half their class being there, everybody in masks, it wasn’t that picture that they had created,” he said. “Things start to get back to normal, but aren’t really back to normal.”
As a counselor, Godinez said he worked with students on an individual level to address any anxiety, apprehension, grief or fears students had.
“There was no one response when they came back to school,” he said.
A call for lasting change
Come the fall, Centennial High School, which has about 3,300 students, will have brought on a new counselor, focusing on English learners, bringing them to nine total, Godinez said.
The pandemic has helped bring more attention to the importance of mental health support in school, particularly as districts have an infusion of federal funding that could be put toward more staffing or training, and how schools can foster a healing-centered environment “focusing on social-emotional well-being,” Domingues said.
“This year has kind of really helped propel that mission forward,” she said.
The attention and funding come as schools nationally are largely understaffed when it comes to support staff like social workers and psychologists, experts said.
The National Association of School Psychologists recommends a ratio of no more than 500 students per school psychologist. In the 2019-2020 school year, the national ratio was estimated to be more than double, and only one state met the recommended ratio, the organization said.
The National Association of Social Workers and American School Counselor Association both recommend a ratio of 250 students per social worker and counselor, which most states also fail to meet, according to a 2019 ACLU report.
“We’ve had 100,000 traumatized school communities in this country,” Robert Boyd, president of the School-Based Health Alliance, which promotes school-based health centers in the U.S., told ABC News. “We’re coming into this with not enough school behavioral health specialists. … We didn’t have it before the pandemic.”
The pandemic relief funds could help bring those ratios down, the experts ABC News spoke with said, though noted more rural areas often face a staffing shortage. Boyd’s organization is also focused on diversifying school support staff, which tends to be white women, he said.
Some schools may need to lean on community providers, Vaillancourt Strobach said. Trained grief counselors, for instance, may include pastors and morticians, Boyd noted.
Beyond dealing with staffing shortages, districts may build up their programs, only to not be able to sustain them in the long term.
“Are we going to make a lot of really good progress because there’s been so much attention paid to the importance of school mental health, and then with the American Rescue Plan dollars hit their limit, are we going to be back at square one?” Vaillancourt Strobach said.
Mental health professionals hope this spotlight leads to lasting change and funding support, beyond the pandemic.
“We don’t need to focus on student mental health just because of COVID,” Vaillancourt Strobach said. “The need has always been there; as a nation, we are finally paying attention to it.”

Outline of Steps Towards Developing an Initiative & Other Cities
I. Overarching System for Developing the Initiative -- deciding on changes:
Start with WA State House Bill HB1203 as re-written by me to be specifically relevant to Seattle.
There are things not specified in this bill, most notably how a community oversight body is to be constituted (both in terms of who makes it up and how they are selected). These items are delineated in the section III.
I propose that this be the foundation for our efforts, with all changes and additions requiring consensus from stakeholders (SGPA along with other groups that are willing to throw down early on within a defined timeline).
Consensus would mean that issues are talked through until we can get either unanimous acceptance or, if folks still object, they would not block adoption. In rare cases when consensus is not possible it would take a super majority vote (2/3, 70%, 75%, ?) to adopt changes.
II. Developing the knowledge base for designing & fine tuning the initiative:
Newark New Jersey, Nashville Tennessee, San Diego, & Portland Oregon are all cities that have created new police oversight structures recently. We need to do a deep dive to see how they work and what they have learned.

San Francisco, the chief of police’s discretionary disciplinary authority is limited to cases where the punishment would amount to “10-day suspension[s]” or less, whereas the San Francisco Police Commission “holds all greater disciplinary power, including the power to hear appeals from the chief’s disciplinary decisions.”  San Francisco Police Commission, a civilian oversight body that sets department policy, conducts disciplinary hearings, and imposes discipline in select cases; and the Department of Police Accountability, a civilian-staffed agency of 20 investigators who serve under the commission.
February 2021, the Oakland Police Commission, a civilian body designed to “oversee the Oakland Police Department’s policies, practices, and customs to meet national standards of constitutional policing” terminated its police chief without cause.

From July 9, 2020 to November 5, 2020 there were 12 meetings of the Washington state "Governor’s Task Force on Independent Investigations of Police Use of Force" -- over 47 hours of meetings. The sessions that are immediately relevant to our work are the August 20th (most of the first 3 hours of the meeting) and September 17th meetings (mostly the last 2 hours) involving the investigative systems setup in Ontario, Canada. Also the September 3rd session (mostly the first 2 hours) deals with systems in the UK and in NY state. The link above provides links to the agenda, minutes, and a video of these meetings.
It should be noted that the Governor's Task Force focused mostly on the deadly use of force and how to obtain possible criminal prosecutions. Our task is to develop a more wide ranging system for police abuse, without having to worry about issues of criminal investigation or prosecution (for now).

We shouldn't get lost in the weeds here, but we should familiarize ourselves with the issues, successes, failures, etc. Toward that end we should focus on the questions highlighted in the next section.

III. Issues to Resolve in a Community Based Police Oversight System:
(1) Who can be a commissioner?
(a) prior history with law enforcement: Exclude all work for LE or only commissioned officers? How much time, if any, since one worked in LE, e.g., one, two, three, five, years? Disclosure of discipline records for those who had been employed by LE?
(b) Is criminal background cause for exclusion?
(c) Do they have to live in Seattle?
(d) Necessary experience or qualifications
(e) Diversity (district, demographic, etc.)?
(2) How are commission members selected? Popular vote, council selection, selected within districts, chosen by city council, chosen by longstanding social justice groups in the community (Newark model), etc.?
(3) Investigators: are they commissioners, are they hired as staff, contracted (e.g. investigations done by outside body)? Again, as in (1) the same issues would need to be considered.
(4) Powers: investigate, refer for prosecution (and to who), discipline, discipline matrix, subpoena powers, recommendations for police policy, establish police policy, hearing citizen appeals when investigations go against complainant, hold regular community meetings, etc.
(5) Usurp role of police chief as discipline decider?
(6) Inspector General and/or Ombudsperson for oversight: keep existing IG or modify?
(7) Specifying appeals process/arbitration for officers?
(8) Prosecution, criminal investigations, referral for prosecution, etc.
(9) Fold in provisions to keep from 2017 legislation.
(10) Create local cause of action: eliminate qualified immunity & guarantee legal fees in case where complainant prevails.
(11) Mandate all payouts for wrongful actions comes from police budget

We should also consider the individuals and groups that made up the 2020 WA State Governor’s Task Force on Independent Investigations of Police Use of Force, especially those that are local to Seattle.

One and Done: Why People Are Eager for Johnson & Johnson’s Vaccine In North Dakota this week, health officials are sending their first Johnson & Johnson Covid-19 vaccines to pharmacies and urgent care clinics, where people who don’t necessarily have a regular doctor can get the single jab. In Missouri, doses are going to community health centers and rural hospitals. And in North Carolina, health providers are using it to inoculate meatpacking, farm and grocery workers. Since Johnson & Johnson revealed data showing that its vaccine, while highly protective, had a slightly lower efficacy rate than the first shots produced by Moderna and Pfizer-BioNTech, health officials have feared the new shot might be viewed by some Americans as the inferior choice. But the early days of its rollout suggest something different: Some people are eager to get it because they want the convenience of a single shot. And public health officials are enthusiastic about how much faster they could get a single shot distributed, particularly in vulnerable communities that might not otherwise have access to a vaccine. “This is a potential breakthrough,” said Dr. Joseph Kanter, the top health official in Louisiana. With its first allotted doses, the state is holding a dozen large Johnson & Johnson vaccination events at civic centers and other public places, modeled after what has worked for flu vaccines. As Johnson & Johnson’s production ramps up over the next few months, Dr. Kanter said the shot would allow his state to slash costs for staffing and operations related to the second doses: “The J & J vaccine brings a lot to the table.” Judged by how well it prevents severe disease, hospitalization and death, the Johnson & Johnson shot is comparable to those made by Moderna and Pfizer-BioNTech. And although it has a lower overall efficacy rate in the U.S. — 72 percent, compared with roughly 95 percent for the others — experts say comparing these numbers is not useful because the companies’ trials were conducted in different places at different times. The Johnson & Johnson vaccine also can be kept at normal refrigeration temperatures for three months — ideal for distribution at nonmedical sites such as stadiums and convention centers. “There are circumstances in which it is going to be a really good option or maybe the best option,” said Dr. Matthew Daley, a senior investigator at Kaiser Permanente Colorado’s Institute for Health Research and a member of the Centers for Disease Control and Prevention’s independent vaccine advisory committee. Only four million doses were shipped this week, and the company’s manufacturing lags mean that it will be at least a month before states start receiving significant supplies. Because of that gap, state officials are treating the first wave of doses as a moment to test different ways to deploy them. Patrick Allen, the director of the Oregon Health Authority, said that the first doses in the state went to a variety of settings, “to see if we learn anything from its use.” Those included mass vaccination sites around Portland, adult foster care homes and pharmacies not included in the federal government’s pharmacy program. Health officials will evaluate the success of each of those sites to figure out a plan for the larger shipments. Many state health officials said they were focused on getting the vaccine to people who might be harder to reach for a second dose, such as those who are homeless or on the verge of release from prison. In North Carolina, this category includes the mobile agricultural communities in the state with three- or four-week work seasons. Mandy Cohen, the state’s health secretary, said that large meatpacking plants in the state such as Smithfield and Tyson Foods were interested in the Johnson & Johnson vaccine and had been consulting with her department. And because the vaccine tends to have fewer side effects than the other options, it’s appealing to people who don’t want to risk missing a day of work to recover from chills or fever, she said: “There are a lot of folks who are like, ‘I’m much more interested now that you tell me I only have to get a shot one time instead of two.” “I don’t think it’s an inferior vaccine, and that’s why I’m taking it for myself,” said Ms. Cohen, who was scheduled to get the Johnson & Johnson shot on Friday. At small, independent pharmacies, the vaccine has caused a surge of excitement. Steve Hoffart, the owner of Magnolia Pharmacy in Magnolia, Texas, a small town outside of Houston, has received calls and emails from residents anticipating its arrival this week. He said he hopes to hold a Johnson & Johnson event for teachers on March 13. Schools in the area have struggled to find substitute teachers during the pandemic, and a vaccine that does not require a second visit and more time off was a significant development, he said. Tim and Joyce Staab, who live in Chillicothe, Ohio, a town of about 20,000 an hour’s drive from Columbus, were two of the first Americans to receive the Johnson & Johnson vaccine. Both had general vaccine appointments scheduled for later in the week. But then they got notice Wednesday that an independent pharmacy near them had received 100 doses of Johnson & Johnson’s shot. Ms. Staab, 68, is hesitant about needles and liked the one-and-done approach. Mr. Staab, 67, said he thought the vaccine was a better choice for health providers like the pharmacy where he received it. “They don’t have the resources, I don’t think, to be dealing with really hard to store” vaccines, he said. States have been able to customize and tinker with distribution plans in part because the federal government did not issue prescriptive guidelines for where and who the vaccine should go to. This winter, as the Food and Drug Administration’s authorization of the Johnson & Johnson vaccine approached, federal officials involved in vaccine distribution pushed for the shot to be used in a more centralized way, either at large stadiums and mass vaccination sites run by the Federal Emergency Management Agency or only in pharmacies, according to officials familiar with these discussions. But the White House preferred to allow states to tailor their own plans, as they had done for the Moderna and Pfizer-BioNTech vaccines. Although health experts are enthusiastic about the potential public health benefits of the new vaccine, some also fear that the public’s interest will wane once vaccines become less scarce. If given the choice among brands, some people may reject Johnson & Johnson’s, seeing it as an inferior choice. At Black churches across the Mid-Atlantic region this winter, Darrell J. Gaskin, a professor of health policy at Johns Hopkins University and a pastor, and Rupali Limaye, a scientist at the university who studies vaccine hesitancy, have counseled and reassured hundreds of pastors and congregation members of African Methodist Episcopal Zion churches in virtual presentations, emphasizing the Johnson & Johnson vaccine’s safety and prevention of severe Covid-19 and death, including among the Black volunteers in the company’s trial. Dr. Gaskin said it was crucial for officials to emphasize the benefits of the vaccine at the beginning of its distribution, so people “don’t feel like there’s a luxury vaccine and then the non-luxury vaccine.” “We’re facing disparities related to Covid,” Dr. Limaye said. “How do we reduce disparities? We get a product out that’s one dose and that’s stable.” One of Dr. Gaskin’s church’s members, Patricia Cooper, a teacher in Washington, D.C., said that President Donald J. Trump’s efforts to claim credit for a vaccine last year and the label “emergency use authorization” suggested to her that the federal government may have rushed its reviews of vaccines, leaving her jittery about their safety. But she said she was eager to get a vaccine, especially Johnson & Johnson’s. “This one is more appealing to me,” she said. “Who likes to get stuck more than once?” But Mr. Allen, the Oregon health official, warned that using it in more specialized ways could contribute to skepticism about its quality. “If you start getting a little too cute about targeting its use, you maybe feed distrust potentially of, ‘Well, why am I getting that vaccine? And, I’m in this special population and people who aren’t in this special population aren’t getting this vaccine,’” he said. Federal health officials have promised a way to crack down on the Johnson & Johnson vaccine potentially being used in inequitable ways. Dr. Marcella Nunez-Smith, the chairwoman of the Biden administration’s new health equity task force, said at a White House news conference this week that distribution of the vaccine “should be even across communities.” “We will be tracking biometrics, such as ZIP code and social vulnerability, to see where vaccines are going,” she said. “And should certain vaccines go consistently to certain communities, we will be able to intervene.” Some state officials believe that pairing the new and old vaccines can help show that they are equally important. Mr. Allen said that Oregon was creating similar distribution plans for Johnson & Johnson and Moderna because both vaccines can be stored in refrigerators for the short term. The state is treating the Pfizer-BioNTech vaccine as the one with “special considerations,” with its stricter shipping requirements and large packages of vials more suited to mass vaccination sites, he said. Living in a Tree
When I was 19 I moved out to San Francisco to study martial arts and skateboard. I was staying with a fellow student from the school I was studying in and they had told me that the “6 months you’ll be here, you’ll be family. We’ll take care of you. We’ll feed you; we’ll house you. Come train”.
           The first 2 months were great but as things progressed the student I was with grew resentful, feeling that the instructor was showing me favoritism. Soon I was asked to start contributing to rent, and I knew this was fair so I looked for and quickly found a job through a staffing agency.
           Within 4 days of having my new job, I was told that “my friend is coming up from San Diego in two days and I can’t have you living on my couch.” No one else from the school could or would take me in, so I packed my bags, grabbed my skateboard and walked the 10 blocks over to Golden Gate Park.
           I spent the next two weeks living out of a tree in the park. I was about 30 feet in the air, with my bags belted to the limbs and camouflaged as best I could do under the circumstances. I would walk down to the public bathroom in the park every morning, brush my teeth and shave, take my sink bath and head to work. At night I slept with one leg belted to the tree and the opposing arm belted to the limb and relied on that to keep me from falling off the branches I’d turned into my nest.
Every day after work I hunted for places to live until finally I found a place on the corner of Broadway and Columbus, a tiny 1-bedroom with a shared bathroom on the floor. It was a tiny piece of nothing and everything all at the same time. I had beaten the odds and this other student throwing me to the wolves. I was stoked!
I resolved in the instant I was told to leave not to let the situation or that person control me. I didn’t ask for help, I didn’t complain that it wasn’t fair or go to the instructor with the problem. I saw a problem and I created a solution.
I know there are plenty of ways I could have bettered my situation or handled things differently or more efficiently however hindsight always has the best solution. Be ready to think on your feet – life and the universe operate at their own pace and schedule and you’re screwed royally if you think it’s going to hold your hand every step of the way. The only time life is going to hold your hand is so it has the opportunity to shove your ass when you’re not paying attention and then see what your reaction is. Be ready to create solutions on the fly; this will create for you the opportunity to always be an innovator, and that in turn will allow you to grow.
Find your tree; climb up it and store your shit, cause life is coming and you gotta be ready to roll.
