Why cuddle Neptune when you can cuddle your superior in hierarchy ?

I think Tozer is one of selkie who don't mind being pet/cuddled a lot. Many of them see it as irrespectful and only allow their close friends to do it. Tozer doesn't care. He just likes scritches.
