The dual injustices of the Aarogya Setu Application
The following is a piece by editor Radha Raheja
The Government of India launched its official Covid-19 awareness and contact tracing app “Aarogya Setu” on 2 April 2020, during the initial stages of the coronavirus pandemic in the country. Three days later, it became one of the most popular apps in India with 5 million downloads.1 13 days after its launch, it was the fastest growing web app in history, with more than 50 million downloads.2
And yet- on June 11, 2020, India surpassed the UK to rank 4th in the list of countries with highest Covid-19 cases.3
Let’s start by asking- what’s in a name? “Aarogya Setu” literally translates to “the bridge for liberation from disease”. And when you open the app, it does seem fully equipped for the task: real time case records, social distancing advisories, details of Covid-19 testing labs, and not to mention, the much debated ‘contact tracing’- you name it, the app has it. But as I distance myself from the user experience and just begin to consider, as a spectator, the controversy it has caused and the incongruities within Aarogya Setu itself, it’s clear to me that the app makes for quite the rickety bridge.
We’ve all heard about the privacy argument. There are memes about it, Rahul Gandhi tweets about it. Recently, things got to the point where the government actually listened to activists- albeit cybersecurity activists- and released the source code for the app on GitHub (more on that later). But what does this really mean? When we say that the app is unsafe, what’s really at stake?
Here’s a fairly uncomplicated rundown- Robert Baptiste, a French ethical hacker, tweeted at the GOI that the app has security concerns. Unsurprisingly, he was thanked but dismissed.4 Then, to prove his point, Baptiste actually hacked into the app, and released details of how many people had contracted Covid-19 at the Prime Minister’s Office and the Indian Parliament. And this, believe it or not, was still a tame retaliation- Baptiste stated that hackers could find out the details who is infected, unwell, or has self-assessed using the app in any area- essentially putting not only the user’s location, but also information about their health (which the app requires you to enlist) at risk.
This finally prompted the government to release the source code of the Android version of the app to the public on 27 May- meaning that anyone can access the inner workings (codes) of the app to see what it does. However, only the client-side code of the app has been made public while the server-side still remains a cause for suspicion. This is because it remains unknown, for example, how much of our data the app actually uses- according to MIT, it is more than what is necessary to fulfil the app’s purpose.5
Another perplexing issue which has highlighted the government’s adversity to transparency is that the public source code of the app is actually stored in a different repository from the actual source code- in non-tech speak, this means that source code the government released doesn’t actually belong to the Aarogya Setu app- they basically copied a similar code and released it for the public to analyse. In essence, civilians don’t truly know how the app works at all, and the government’s half-baked response to calls for transparency is a surprise to no one.
Moving on to the next issue, which doesn’t receive as much coverage- Aarogya Setu is not used by enough people in the country to be an effective contact-tracing tool. According to estimates made by the University of Oxford,6 60% of the population in any given area would need to use a contact-tracing app for it to actually contain the virus. This is far from the case in India, where currently only 9% of the population uses Aarogya Setu. Even if every smartphone user in the country downloaded the app, the user percentage would only rise to 36% of the total population. The other 64% simply does not own a smartphone, and is therefore unable to avail benefits the app offers.
This is perhaps a reflection of the wider state of economic inequalities in India- especially as the country enters “Unlock” phases. Use of the app has been mandated by the state for government employees as they return to work and private companies are following suit. But what about gardeners who can’t tend to university campuses because they cannot use Aarogya Setu? What about shop workers in the densely populated Chandni Chowk, where social distancing is nearly impossible? What about farmers and construction labourers- essential for the economy and unable to work from home- who don’t have smartphones to download Aarogya Setu?
If we deem the app to be fundamental in a post-lockdown world, what are we saying to those who have no means to download it?
To conclude, a word on the app itself- it opens to a video of Amitabh Bachchan encouraging us to “break the stigma”. Akshay Kumar dons traditional rural attire and demeanour to tell people to get to work and reassures them of government’s efforts. Virat Kohli, Shilpa Shetty Kundra, and Anil Kapoor speak of the benefits of yoga, and several videos focus on Atmanirbharta or self-reliance, as well as the use of Ayurveda to develop immunity against Covid-19 (yes, this is on an app released by the government). And of course, quotes and speeches by PM Modi are present all across the interface.
The more I think about it, the more it seems that the app is a mirror image of the state’s position within India and its relation to the people- celebrities posing as spokespeople for the government, BJP IT Cell-esque information rampant on a civil platform, our One True Leader and his words splashed across every page. This is the face of our state. Behind it, real concerns and problems ferment and duly fade, quashed or ignored.
Who knew that a contact-tracing app could be so much more?

Kaushik says Ludo is his favourite game, something one can never be bored of. And he enjoys the company of his daughter Vanshika while playing it. He tells us, “Apart from taking all the precautions during this lockdown period, it’s very necessary to get rid of your mental stress. It’s a great time to relive your childhood. Try playing Ludo, Snakes and Ladders or Housie — they’re sure to be great stress busters.”
Even Shekhar Suman tweeted this is a good time “to be home with your loved ones, playing cards, ludo, chess, reading, singing, watching movies, cooking.” Sanjay Dutt’s wife Maanayata also shared a glimpse of her trying to solve a puzzle with their two kids. And so did Shetty playing a round of carrom with her son and mother.
Meanwhile, Aaryan took to his Instagram stories to share a video in which he’s engrossed in a session of Jenga, which is about carefully pulling out one block out of a tower of wooden blocks.

‘I’m ready to read scripts’: Shilpa Shetty Kundra - Shilpa Shetty Kundra may be missing from the silver screen, but the actress has constantly been reinventing herself — she was among the first ones to make the transition from films to television when she judged a dance show. Later, she participated and won Celebrity Big Brother. She has her YouTube channel through which she promotes healthy recipes, yoga and fitness. Recently, the leggy actress ventured into radio and lent her voice for the part of Draupadi in Mahabharata. Now, she is hosting a dating show, Hear Me, Love Me. Here, Shilpa talks about embracing different mediums, and what will bring her back to the big screen. Films, TV, radio and now the digital platform. You are straddling all the mediums... (Laughs) Yes, I think digital is one of the most sought-after mediums. It is convenient to access, and you can watch it at your time. It’s the way forward — I have been watching a lot of web series. When I was approached to host Hear Me, Love Me, the concept appealed to me. I watched the original Israeli series and found it hugely entertaining. Also, the show caters to the millennials. So, I’m addressing a different set of audience. What is the show about? It is a dating show — normally, it is always left to the boy to choose, but here the ball is in the girl’s court. And, as a host, I will be helping the woman find love. When you watch the show, you’ll see whatever I say is from my experience. I would be advising the girl as I would to my younger sister. Some of the girls who came on the show shocked me. They were clear about what they wanted from the guy. When I was dating many years ago, I had no such clarity. Here, the girls would come with a prototype, but on the show, they would go for somebody opposite of that! The show’s USP is that the woman doesn’t get to see the three guys, with whom she goes on a date. But they will see his world, the family and in the process, fall in love with what they are doing. By the end of it, she has to pick the guy on the basis of his personality after which, his face is revealed. In real life, have you played Cupid to anyone? (Laughs) Unfortunately, no. I am not good at that. How is it shooting for a web show? The shoot for this was tedious. For a TV show, normally, we can shoot it at our own time, but here we had to film in 12 hours and there had to be a correlation between the studio and the three guys who were at different locations like Pune, Madh Island and Worli. Cameras were strapped to their chests and each of them had to get a stipulated time with the girl. We couldn’t lose light and a certain portion had to be shot at a particular time. I used to shoot for Super Dancer, get to a hotel, stay overnight and start shooting for Hear Me, Love Me in the morning. Will you be judging the next season of Super Dancer? Yes, we will be shooting from November end or December. Tell us about your radio show Mahabharata. In my career span, I have never played a mythological character, so it was beautiful to essay Draupadi in Mahabharata. Normally, we get a script and breathe life into the character, but here, Draupadi is a larger-than-life character, something we have read and heard about since childhood. She was a strong, smart character. She was the chosen one by Krishna because he knew he had to bring his yug to an end, and he needed somebody who could be selfless and become his aid. Draupadi knew what was happening to her was unjust and blamed Krishna for it as she felt he could have avoided it. That’s when he tells her that in the course of history, every action creates a reaction and that she is born for a higher cause. And, she was the one who literally spearheaded the war. There is talk of Anurag Basu making a sequel to Metro. Will be you be a part of it? Anurag is a dear friend of mine. Whatever he makes, it will be epic. It was great being a part of that anthology (Life In A...Metro), but I don’t know if I will really feature in the next one. He hasn’t spoken to me. Do you have plans of making a comeback to films? I’m already in the midst of doing really interesting stuff, and I’ll play it by the ear. But, yes, now I’m ready to read scripts. Also, a good director is a prerequisite for me to do a film. NAMO SAYS YOGA HAS EMERGED AS MAJOR UNIFYING FORCE IN THE WORLD FACING CONFLICTS
The Fourth International Yoga Day was enthusiastically observed on Thursday within the country and abroad, with Prime Minister Narendra Modi, who attended the main event at Dehradun, saying yoga has emerged as a major unifying force in a world facing conflicts. A Guinness world record was created at Rajasthan's Kota where over two lakh people performed yogic 'asanas' at one place on the occasion. Across the country, Union Ministers, Chief Ministers and Governors participated in event along with many thousands of people. Modi, who led the International Yoga Day celebrations, said the world had embraced yoga and June 21 had become one of the biggest mass movements in the quest for good health and well-being. Terming yoga beautiful because it is "ancient yet modern", he said: "It is constant yet evolving. It has the best of our past and present and a ray of hope for our future. In yoga, we have the perfect solution to the problems we face, either as individuals or in our society." Modi said yoga helps to maintain balance when divisive powers gain prominence and "does the job of uniting us. Yoga brings about peace in this modern fast paced life by combining the body, mind, spirit and soul". Stressing yoga's increasing spread has brought the world closer to India, he said: "The position that yoga has got in the world due to constant efforts made by us... "It is our responsibility to further develop the understanding about yoga for a healthy and happy humanity. We should not hesitate to honour our own legacy and heritage if we want the rest of the world to respect us." He added: "From Dehradun to Dublin, Jakarta to Johannesburg and Shanghai to Chicago, people are celebrating Yoga Day all across the world." More than 35 foreign volunteers participated in the Dehradun event and performed 21 yoga postures along with nearly 50,000 people. In Kota, the record-breaking event took place in the presence of yoga guru Baba Ramdev and Rajasthan Chief Minister Vasundhara Raje at the RAC ground where people started assembling from 5 a.m. A certificate was given to Raje, Ramdev and District Collector Gaurav Goyal by two Guinness World Record officials who came from London to monitor the proceedings. Vice President M. Venkaiah Naidu, who participated in a Yoga Day event in Mumbai, said yoga adopts a holistic approach towards health and well-being and it has "nothing to do with religion". Bollywood celebrities like Amitabh Bachchan, Hema Malini, Shilpa Shetty Kundra and Soha Ali Khan -- for whom fitness is a way of life -- posted yoga poses and cited its benefits. In New Delhi, hundreds of people, including Union Minister Jayant Sinha, BJP MP Meenakshi Lekhi and Lt. Governor Anil Baijal, gathered on Rajpath and surrounding parks to perform 'asanas'. In Tripura, thousands observed the day practising yoga across the state, with the main function held at Tripura Tribal Areas Autonomous District Council headquarters in Khumulwng, 30 km north of Agartala. In Himachal Pradesh, Governor Acharya Devvrat, Chief Minister Jai Ram Thakur and his cabinet colleagues along with hundreds of schoolchildren and residents practiced yoga at the historic Ridge ground in Shimla amidst cloudy skies. In Tamil Nadu, people performed 'asanas' at several places including metro rail stations. Governor Banwarilal Purohit did yoga exercises along with officials and students at Raj Bhavan in Chennai. In Karnataka, thousands celebrated the day by participating in yoga sessions held in cities and towns across the state. Prominent among them were former Prime Minister H.D. Deve Gowda and his son and Chief Minister H.D. Kumaraswamy. In West Bengal, hundreds observed Yoga Day. Union Culture Minister Mahesh Sharma took part in an event with state BJP leaders. Yoga Day events were also held in Madhya Pradesh, Puducherry and Manipur, while in Dharamsala, hundreds of Tibetans performed yoga exercises at the courtyard of the Tsuglagkhang temple. China celebrated the International Yoga Day with hundreds participating in a yoga event at Beijing. When Prime Minister Narendra Modi’s released his fitness challenge video, it prompted the opposition to slam him alleging that he was trying to divert the public’s attention from his poor governance. The release of the video had also coincided with prices of petrol and diesel spiralling out of control.
Then there were questions raised on how Modi had hired an expensive multi-camera set-up to ensure that he looked flawless in his fitness video. The photos ( see below) of cameras stationed across the ground on the lawn of his official residence had gone viral on social media. The prime minister had then received a blunt reply from Karnataka Chief Minister HD Kumaraswamy, who he had nominated to take up the fitness challenge next.
In his terse response, Kumaraswamy had said, “Dear @narendramodi ji I am honoured & thankU very much for d concern about my health I believe physical fitness is imptnt for all & support d cause. Yoga-treadmill r part of my daily workout regime. Yet, I am more concerned about devlpment fitness of my state & seek ur support for it. (sic)”
What went largely unnoticed was the comment made by actor Shilpa Shetty, who declared Modi a ‘yogi (saint).’ In her response to the photos of Modi indulging himself in various workouts, Shilpa wrote, “A true Yogi you are adarniya @narendramodi.”
This did not appear to go down well with her fans with many terming her a ‘sycophant.’ One user sarcastically wrote, “Shilpa Shetty slides into Modiji’s DM (direct message) and is like adarniya sahab I have commented on your post and now pls help my husband come out clean in the bitcoin and RR betting investigations.” Another one wrote, “I think you are high on drugs… He is an actor…Soldiers are getting martyred left and right…He is busy photo ops.” One fan said, “And you are a true actor, who never leaves acting anywhere.” Another fan wrote, “Oh you such a fake. Not expected from you though. You’ll loose (sic) your support on this. Narendra Modi is a poison to all Indians.”
This is not the first time Shilpa has expressed his admiration for Modi and his known supporters. In 2014, immediately after the BJP won a landslide in the Lok Sabha polls, Shilpa had publicly congratulated Modi. She had said, “I congratulate Mr Modi and BJP for winning by such a huge margin…It goes to show that people of India are looking for a positive change and I just hope and pray the new government can make India a safer and better place, focusing especially on employment, education, medical, safety and infrastructure among other things.”
