Kelsey will never actually try to sic Mon3tr on Doc. She will however detract whatever fines and penalties and collaterals of their nonsense (not that it was something necessary in their control) from their paycheck.

See, you can't threaten Doctor with money or corporate punitive action, my good anon, Doctor will, of their own free volition and with no reward on the table, hold class for younger Operators like Frostleaf, Ifrit and Projekt Red, and they are thorough about it too, with homework and apparently a teaching methodology that these young Operators enjoy and keep coming back to of their own will. Doctor, fully aware that they were getting their own ass in hot water, ordered all present Operators, plus asked Miss Senomy the Gravel, to assist Platinum in her escape and rescue her from the Armorless Legion pursuit. You can't control Doctor in a way that matters if what you're leveraging against them are things such as "money" or "fines". Hell, what would it matter if Kal'tsit even tried to do that? SilverAsh, Whislash and Swire would just pay it all off if it meant they get to see Doctor do more recklessly inspiring stuff, given their express approval for Doctor and their bottomless coffers.

No, Kal'tsit isn't so naive. Kal'tsit knows where to strike, the psychological dim mak that will kill Doctor in but one fell swoop, the singular wicked blow that can cleave the Doctor's defenses asunder:

Kal'tsit will point at Amiya and say "Now she has to deal with more paperwork because of what you did" and Doctor will melt right through the cracks of the sidewalk. Kal'tsit will point at Ifrit and say "You are being a bad influence for someone that looks up to you", and Doctor loses all 6 health bars. Kal'tsit will signal towards Rosmontis and explain how she's a weapon but it's necessary, because-- Wait no she does this even on a good day, scratch that one, but Kal'tsit will point at Angelina and say "Some of our Operators think the world of you, please understand their feelings when they have to either see you clean up your own mess, or worse, they have to do overtime for it" and Doctor will instantly despawn and leave his entire loot table neatly on the carpet.

They almost certainly looked at the fact that the only Executor specialists in the normal Headhunting gacha pool are Gravel (Senomy love love) who is completely atypical amongst Executors for being a defensive unit.... and Kafka, who is an extremely low general useability floor and extremely high skill ceiling operator with a highly technical kit.

Every other Executor is either trapped in Kernel banner and as such does not exist to 99% of players, or a Limited operator who actually is just fucking implausible to get for players.

That's my guess why they made a 6* executor that's universally available, well, available for 5 weeks in the next 2 years, and then universally available until EoS. So that latecomers can in fact get an executor that can do reliable damage.

Gravel/Doc (yuri). Her fucking OPRec genuinely broke me, the parallels between her and them and forgetting where you came from, who you originally were... Her pledge as Senomy... I am weak.

The inherent dynamics of devotion in Knighthood and the devotion that Doc once experienced with Theresa that led to them being broken from a kind researcher into a war machine... It's about the parallels.
