Most of the time, employees who join us from other companies don’t submit Form 12BB. What is the responsibility of our company in this case? If Form 12BB is unavailable, we will not be able to know whether the employee wants the new or old regime. In this case, as per the new law, the new regime becomes the default regime. So, the solution is to make sure that Form 12BB is a part of their joining-document deck.
Can the rent agreement replace the rent receipts? Does a rent agreement ensure that the rent is paid? Yes. The employees can submit either the rent agreement (on a stamp paper) or the rent receipts. However, they need to submit the same in the prescribed format. If the rent is INR 8,333 per month (or INR 1 lac per annum), the employee has to collect the landlord’s PAN card details.
What are the inclusions and exclusions in the tuition fee component? Tuition fee is the fee for children’s education from school to college. Only the monthly education fee is considered in a composite fee receipt with other components like computer fee, transport fee, etc. Fees for evening classes or private tuition are not covered. What is the maximum number of people who are covered in the section under disabled dependents? All the dependents are covered up to a maximum of INR 75,000. But there are some conditions to avail of this benefit. The spouse, children, parents, brothers, and sisters of the employee are considered as dependents.

If the houses are in two different cities, the claim will be considered valid. The maximum limit for home loan interest is INR 2 lacs under Section 24. This is subject to certain conditions.
Is the gratuity paid to a resignee considered for exemption under Section 10(10) of the Income Tax Act? Yes. Gratuity is exempted under Section 10(10). This exemption is applicable to both old and new regimes.

Aadhaar Not Mandatory For Admission To Private Schools In Delhi, Rules Delhi High Court
The Delhi government on July 12, 2022 and February 2, 2023, made the submission that Aadhaar number is compulsory for admission to private unaided recognised schools under certain categories.

The Delhi High Court has said in an order that Aadhaar number for admission to private schools in the national capital under the Economically Weaker Section (EWS), Disadvantaged Group (DG), Children with Special Needs (CWSN) categories is not mandatory, refusing to interfere with an earlier order. The court said demanding Aadhaar card from students during admission would mean infringing their right to privacy. It was hearing an appeal filed by the Delhi government against the order by a single-judge bench.
A bench headed by Chief Justice Satish Chandra Sharma dismissed the appeal stating that the requirement is prima facie in conflict with the constitutional provisions (under Article 21) pertaining to privacy.
“The issue of obtaining sensitive personal details of a child, as observed in the K S Puttaswamy case (by the Supreme Court), would have the potential of infringing their right to privacy under Article 21 of the Constitution of India,” the bench said in an order passed last week.
Presenting the Delhi government’s view, standing counsel Santosh Kumar Tripathi argued that Aadhaar card serves a practical purpose and is aimed at keeping a check on duplicate applications. He added that the policy was initiated to modernise the admission process for the EWS and DG categories in entry-level classes in private, unaided, recognised schools. It was also argued that mandating an Aadhaar card did not violate a child’s right to free and compulsory education, rather it served as a safeguard against fraudulent applications and admissions based on false identities.
A petition was earlier filed by a man who had alleged that his five-year-old child was unable to participate in a computerised lottery scheme for allocation of seats in schools for the 2023 academic year as he did not have an Aadhaar card.
The submission of Aadhaar card or number for admission to private unaided recognised schools in the national capital under the EWS, DG, CWSN categories was made compulsory through circulars issued by the Delhi government on July 12, 2022 and February 2, 2023.

RANCHI: Amid violence in Manipur, Celestin Bara, 60, a tribal man who had migrated to the state over 50 years ago at the age of 10, finally returned to his native village in Jharkhand’s Simdega along with his family of 18 — leaving behind everything he had once possessed to protect the life of his Kuki daughter-in-law.
Sharing his ordeal, Celestin explained how they had survived for more than a month in Islaijung village, about 20 km from Imphal, by hiding the women and children in the jungle during the night. However, he was forced to leave as there was a Kuki woman in the family.
Everything was peaceful, Celestine recalled until he heard that the Kuki community in the adjacent village had been attacked by the Meitei. Celestine believed that the situation would improve. But, violence continued unabated.
“It continued for several weeks… About 20 days back when I returned from work in the evening I saw flames of fire in the adjacent village, dominated by the Kukis. I was told that the Meitei community has attacked the village and houses of Kukis had been burnt and many of the women were taken away by them. That incident shook me from inside and I decided then and there to leave the place as soon as possible as we also have a Kuki woman in the family,” said Celestin.
They somehow escaped from Manipur hiding in a truck that used to carry ration for the Army, he added. “At the Manipur border, we were intercepted by the Manipur Police which also had some other armed people, and asked for our identity. All of us got down from the truck and showed them our Aadhaar cards, except my Kuki daughter-in-law, whom we had covered with bed sheets as if it was some household items,” said Celestin. The family took a sigh of relief after four long days when they reached Tumdegi village in Simdega on July 20.
Celestin later learned that his house, along with everything inside, was set on fire after he left. Had they not fled from there, they would've also been killed. According to Celestin, the Meiteis were targeting the Kukis, killing them brutally, besides setting their houses on fire.
Nobody is safe in Manipur as the violence is increasing day by day – Celestin’s daughter-in-law Nag Kholma appealed to the central and state governments for immediate assistance.
“There are a total of 19 people in the family, out of which there are 8 children, seven men and rest are the women. All the children have been admitted to the nearby school and given 2 quintals of rice along with four cots,” said Simdega BDO Ajay Rajak, once the issue was brought to his notice. Work will be allotted to all the adult members under MGNREGA, he added.

In this 2023-24 academic year, People who want to enroll their children in Arts, Science, Engineering, Medicine and Law colleges will save the last minute hassles and time by getting the following things sorted out first.
▪️ We know that +2 exam results for the year 2023 will be out soon
▪️Take 10 passport size color photos and 4 stamp size photos of the students. Also buy and keep them in digital format.
▪️ Open a savings account in any nationalized bank in the name of the students, and those who do not have a PAN card should apply and take it during the holidays to open a bank account.
▪️ Those who do not have the original birth certificate, it is better to apply to any panchayat board / municipality / corporation and get a new birth certificate.
▪️ Those who do not have caste certificate (Community certificate) / those who do not have the original in their hand should buy a new one and keep it. This certificate is now given in digital form with QR code.
This certificate is required to get a seat in government reservation in the college. It is also required to apply for scholarships.

Students' names, date of birth, address, parents' names in all certificates, documents like family card, aadhaar card, driving license etc. should be checked that they are correct and same without spelling mistakes.

Identity & Progress Inextricably Linked in a Digital World
Here’s a fact: a new identity is generated with every birth. Now consider this: by the time you finish your day today, a staggering 360,000 children will be eligible for an identity document. It begins with the benign birth certificate followed by school certificates, national identity cards, social security, driving licenses, passport, and more. Identity largely exists in a physical form and is mostly required to be carried with one for life.
But what exactly do we mean when we say ‘identity’ or ‘identification?’ At a fundamental level, it essentially refers to who you are and serves as a response to “Can you prove it?” Getting more technical, from a service provider’s perspective, it answers a couple of questions, “What do we know about you? How do we verify that it is indeed you?”
Typically, verifying the details of the ID and the photograph proves one’s identity – this is easier face-to-face whereby one’s identity is verified against the physical self. However, it gets harder when the physical self needs to be verified against the digital identity. Nonetheless, as several nations such as India, Estonia, Belgium, Finland, and Singapore have shown, it is not just wholly plausible, but in fact, desirable too.

This brings us to ‘Know Your Customer’ or ‘KYC,’ which is the popular term for identity verification. KYC follows a citizen like a shadow, throughout life, for a range of rights and services. It is intricately linked to one’s progress from education to employment to healthcare and finance. Imagine not having access to education for lack of identity or lack of employment for a similar reason – progress would then be just a mirage. Despite identity verification being the first step in the service chain, in many nations, existing KYC processes involve tedious paperwork, intrusion, and delays at best, and outright exclusion at worst. In fact, as per 2016’s World Bank Report, lack of identity is an impediment for people to exercise their fundamental democratic and human rights.
In India, however, the rise of the Aadhaar ecosystem revolutionized identity and KYC, helping millions in the country get onto the information superhighway seamlessly. It’s possible that, if done any other way, it would have taken much longer for the same number of people to become included within the formal financial and welfare system.
Playing devil’s advocate for a moment, we must understand that Aadhaar is unique to India, and will always need the backing of a stable government to enable a trusted infrastructure; this may not be the global solution that is imperative for inclusive growth. Also, while the team behind Aadhaar has undoubtedly been working to address this, issues about privacy still remain a concern for many.
On a similar track, many high-growth countries have leveraged their physical ID to create a digital ID ecosystem to verify and authenticate users remotely in a safe manner. DigiLocker is an excellent example of holding physical identities as digital copies on mobile devices. There are, however, some hurdles related to central document storage and a reliable way to share data with service providers.
This is where next-generation digital technologies could play a crucial role in transforming KYC. Emerging technologies, including but not limited to mAadhaar, DigiLocker, and Kyzo, have the potential to truly transform the way we presently engage with KYC. These technologies provide the much-needed bridge toward digital identity (extending the physical identities) that can reliably be used to verify and authenticate citizens – even remotely – for a range of products and services.
Consider Kyzo, for instance. Released free as a public good, it provides users with the option of uploading any identity document. The app acts like a decentralized and secure identity vault for users to automatically scan and store their KYC documents. But what about security? It seems that the data remains in the user’s device encrypted without any central storage or backups, allaying users’ concerns of hacks, leaks, and privacy. Furthermore, when the user wishes to transfer the KYC data with a service provider, all it takes is a simple QR scan and a PIN for the documents to be securely transmitted.
Why are products like Kyzo, in the digital identity space, so important? According to a report by McKinsey, nations implementing digital identities can increase their GDP between 3–13% and have inclusive growth. Inclusive growth purports to give everybody a fair shot at economic prosperity – this, in turn, cannot be achieved without the population at large being able to participate in and avail of public and private services.
As we’ve discussed, identity is at the very center of any interlinked and sophisticated system of services which are primarily delivered through digital channels. Therefore, without an identity, and in particular a digital identity, people are likely to be excluded from the very opportunities that inclusive growth could otherwise provide.
While it is true that digital identities are subject to misuse and fraud, careful design, stronger background verifications, and multi-factor authentication can drastically reduce such risks, and may even reduce fraud in the long run. With investors’ as well as consumers’ faith growing in favor of emerging technologies to verify and authenticate users remotely, digital identity seems like the natural progression toward greater inclusion and economic progress.
