Latvia has sworn in its first openly LGBTQ+ president. Edgars Rinkēvičs is also the first openly gay head of state (as opposed to head of government) in the European Union.
Latvia's long-serving foreign minister Edgars Rinkevics has become the first openly gay head of state of a European Union nation. Mr Rinkevics, who had served as foreign minister since 2011, was sworn in as Latvia's president on Saturday in Riga. Although generally a ceremonial position, Latvia's president can veto legislation and call referendums. The EU has had openly gay heads of governments before, but never a gay head of state. In many countries, the heads of state and heads of government are different people - for example a president and prime minister. Former Belgian Prime Minister Elio di Rupo was the EU's first openly gay head of government. Mr Rinkevics, 49, first came out in 2014 and has been a vocal champion of LGBT rights ever since. Gay marriage is illegal in Latvia, though the country's constitutional court recognised same sex unions last year. In May, Mr Rinkevics was elected by Latvia's parliament to be the country's next president at the third round of voting. On Saturday in his inaugural speech, Mr Rinkevics vowed to continue supporting Ukraine's ongoing war effort against Russia.
President Rinkēvičs, like his predecessor Egils Levits, is a strong supporter of Ukraine in its battle against genocide by Putin's Russia.
At the podium of the Saeima, Latvia's parliament where Rinkēvičs was sworn in, there's a Ukrainian flag as well as a Latvian flag. That's the Latvian presidential flag over his shoulder.

Born on 10 December 1944, Andris Bērziņš is a Latvian businessman and politician who was President of Latvia from 2011 to 2015. Bērziņš was the President of Unibanka from 1993 to 2004. He was elected as President by the Saeima on 2 June 2011.

Latvia legalizes same-sex civil partnerships
On November 9, the Latvian Saeima adopted in its final reading a package of amendments to eight laws related to a 2020 Constitutional Court ruling, which underlined the state’s obligation to protect same-sex families. The changes establish the institution of civil partnerships in Latvia. The amendments are expected to enter into force on July 1, 2024. For each amendment between 55-60 MPs of the 100-member body voted in favor, while 35-40 were opposed.
The adopted legislation allows:
Notaries to register partnerships;
partners to have the right to decide on their spouse’s medical treatment;
partners to be exempted from conflict of interest regulations;
partners to enjoy tax benefits similar to married couples;
partners to have social security rights, to receive a share of the deceased partner’s pension.

The issue of who will be chosen as the next Governor of the Bank of Latvia is not related to the coalition’s stability, said Latvian Prime Minister Evika Siliņa after her meeting with President of Latvia Edgars Rinkēvičs on Wednesday, the 11th of December.
There are three candidates competing for the post of Governor of the Bank of Latvia – the current head Mārtiņš Kazāks, with backing from “Progressives” and “New Unity”; the Chairman of “Altum” Reinis Bērziņš with backing from the Union of Greens and Farmers and opposition parties “National Alliance” and “Combined List”, as well as Pāvels Kuzmins with backing from “For Stability”.
The prime minister stressed that it would be best if the coalition agreed on a single candidate. She also added that there is still time until the 19th of December.
New candidates are needed because Kazāks’ term as Governor of the Bank of Latvia ends on the 21st of December. He was originally elected for a five-year term on the 12th of December 2019. 76 Saeima deputies voted in his favour.
According to LETA, “Latvia in First Place” has no plans to support Kazāks. Combined List and National Alliance factions, meanwhile, have yet to promise support to any specific candidate.
Kazāks has confirmed he would be ready to stay for another term. However, politicians have so far been fairly quiet about this particular issue, using the pretext that they must first cope with the adoption of the next year’s state budget as an excuse.

HELSINKI — Latvian lawmakers on Wednesday picked the country’s long-serving popular foreign minister, a strong backer of Ukraine, as its new head of state in a tight vote.
The 100-seat Saeima legislature elected Edgars Rinkēvičs, the country’s top diplomat since 2011, as president to serve for a four-year term. He received 52 votes, one vote more than required to win. Incumbent Egils Levits, Latvia’s head of state since 2019, didn’t seek re-election.
Rinkēvičs, who announced in 2014 that he is “proudly” homosexual, will be the first openly gay president in the Baltic nations

With the entry into force of the ban, the police do not plan raids, but will certainly act when noticing such situations, Interior Minister Rihards Kozlovskis (New Unity) said in an interview with Latvian Radio on February 7. Kozlovskis asked the public to report such cars to the police. A fine of between EUR 750 and EUR 2000 may be imposed for unauthorized use of a Russian vehicle not registered in Latvia in road traffic(..)

From January 1, 2025, cigarettes and tobacco products, herbal products, electronic smoking devices, and refill containers will no longer be allowed to be purchased by persons under 20 years of age, according to the relevant amendments to the law approved by the Saeima on Thursday, January 11.
The changes were backed by 77 MPs but voted against by one parliamentarian, with four abstaining in the vote. The Saeima worked on these amendments for a long time, starting in December 2022. In December last year, the viewing was postponed several times for legal clarification.
Until now, the law made tobacco products, herbal smoking products, electronic smoking devices and refill containers available for purchase from the age of 18. The age threshold for these products has now been raised to 20 years starting in 2025.
For selling tobacco products, tobacco substitute products, herbal smoking products, electronic smoking devices, or refill containers thereof to persons younger than 20 years of age, a fine will be imposed on the seller from 280 to 700 euros, while on a legal person – from 700 to 7,100 euros.
On the other hand, persons under 20 using these products will be subject to a warning or fine of up to EUR 15.
Amendments to the Law also provide for a prohibition on smoking in gambling establishments.
The amendments also prohibit the sale of liquids and tobacco substitute products containing flavorings of electronic smoking devices, except those that create the smell or taste of tobacco. These restrictions will enter into force on January 1, 2025. A restriction on the production and placing on the market of tobacco products and other smoking products that are visually reminiscent of sweets, snacks, and toys will also be in force.

In an extraordinary session on Sunday evening, the Saeima decided to declare Monday, May 29, 2023, the Day of the Bronze Medal Win in honor of the high achievement of the Latvian men's hockey team.
52 members voted in favor, no one voted against, but three members abstained.
School exams will not be canceled.
The bill's annotation states: "Since the restoration of Latvia's independence, hockey has been one of the most popular and supported sports. The participation of Latvian ice hockey professionals in various sports competitions is always an event in Latvian society. It is therefore our duty to strengthen the fact of the important success of Latvian athletes at the 2023 World Hockey Championships in the social memory of society."
"Celebrating the success of the Latvian hockey team could help everyone to strive for excellence in their work, in their skills. The joint celebration of this day would strengthen the national self-confidence and unity of Latvian society,” said the amendment to the adopted draft law.
One of the reasons why it is decided to announce a holiday was indicated as the need to allow residents of the regions to welcome the Latvian hockey team in Rīga.

Vairākus gadus latviešu valodā nav bijusi pareizi iztulkota tā dēvētā Stambulas konvencija jeb Eiropas Padomes konvencija par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu, izriet no Labklājības ministrijas (LM) saskaņošanai iesniegtā Ministru kabineta sēdes protokollēmuma projekta. "Par Eiropas Padomes Konvenciju par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu" tulkojums latviešu valodā tika veikts 2019. gadā. Šogad Valsts valodas centrs pēc LM lūgumu veica 2019. gadā veiktā tulkojuma latviešu valodā pārskatīšanu un tulkojuma precizēšanu atbilstoši iesniegtajiem komentāriem par neprecīzu tulkojumu. Pārskatīto konvencijas tulkojumu plānots nosūtīt Saeimas Juridiskajai komisijai pievienošanai likumprojektam "Par Eiropas Padomes Konvenciju par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu". Saeimas Juridiskā komisija 22. novembrī pirmajā lasījumā atbalstīja likumprojektu, kas paredz Latvijā ar atrunu ratificēt tā dēvēto Stambulas konvenciju jeb Eiropas Padomes konvenciju par vardarbības pret sievietēm un vardarbības ģimenē novēršanu un apkarošanu. Stambulas konvencija ir starptautisks dokuments, kurā noteikti konkrēti standarti un pasākumi vardarbības apkarošanai, kā arī noteikts mērķis izveidot iekļaujošu, integrētu un dzimumsensitīvu pieeju vardarbības un aizskarošas izturēšanās novēršanai un izskaušanai. Proti, Stambulas konvencijas uzdevums un mērķis ir vardarbības pret sievietēm un vardarbības ģimenē izskaušana, veicinot dzimumu līdztiesību. Stambulas konvencija pamatā ir vērsta uz sievietēm, jo tā aptver vardarbības veidus, no kuriem cieš tikai sievietes (piespiedu aborts, sieviešu dzimumorgānu kropļošana) vai ar kurām sievietes saskaras daudz biežāk nekā vīrieši (seksuāla vardarbība un izvarošana, vajāšana, seksuāla uzmākšanās, vardarbība ģimenē, piespiedu laulība, piespiedu sterilizācija), tomēr konvencija mudina tās noteikumus piemērot visiem vardarbības ģimenē upuriem, tostarp vīriešiem un bērniem. Līdz ar konvencijas ratificēšanu vardarbības novēršana un apkarošana vairs nav individuālu politiķu gribas jautājums, bet gan valsts juridisks pienākums saskaņā ar starptautiskajām tiesībām. Ratificēšana ietver likumu maiņu, praktisku pasākumu īstenošanu un finansējuma nodrošināšanu, lai panāktu nulles toleranci pret vardarbību pret sievietēm un vardarbību ģimenē. Turklāt konvencija skaidri nosaka, ka vardarbību pret sievietēm un vardarbību ģimenē vairs nevar uzskatīt par privātu lietu, un ka valstīm ir jāieņem nostāja un jāveic pasākumi, lai novērstu vardarbību, aizsargātu upurus un sodītu vardarbības veicējus.

RIGA - The Saeima today supported in principle amendments to the Road Traffic Law, which provide for the ban of vehicles registered in Belarus in Latvia.
The bill will be processed in a fast track procedure. It stipulates that vehicles registered in Belarus that are currently in Latvian territory must be removed or registered for road traffic in Latvia by October 31.
After the deadline, Belarusian vehicles will only be able to enter Latvia for one transit crossing of the Latvian territory, by applying in advance in the e-services provided by the Road Traffic Safety Directorate.
The Justice Ministry proposes to include two exceptions. The bill would not apply to persons with reduced mobility driving a vehicle registered in Belarus and entering to visit relatives in Latvia. In line with the recommendation of the Foreign Ministry, vehicles registered in Belarus will also be allowed to enter Latvia in special security cases. In these cases, persons will have to ask the Financial Intelligence Service for permission to enter the territory of Latvia.
Janis Vitenbergs (National Alliance), a member of the Saeima national economy, rural, environment and regional policy committee, stressed earlier in the session that such exceptions do not exist in the regulation on vehicles registered in Russia, which are already banned from entering Latvia.
Dace Melbarde (New Unity), Parliamentary Secretary of the Foreign Ministry, said that the Belarusian diaspora is very different from the Russian diaspora, noting that Belarusian opposition representatives had earlier called for the initial version of the draft law not to be supported. "That is why we are ready to be flexible if the political situation in Belarus changes," she said.
The plan is that in case of non-compliance with the new regulation, Latvia will be able to confiscate vehicles registered in Belarus in favor of Ukraine, supporting Ukrainians in their fight for independence.
The planned changes to the legislation will oblige owners of vehicles with Belarusian registration plates entering Latvia to re-register these vehicles in Latvia within a certain period of time, as well as to determine the consequences and liability of persons who fail to comply with these obligations.
It will also prevent the owners of these vehicles from evading responsibility for non-compliance with road traffic rules, explained the Transport Ministry.
A similar draft law was submitted by the opposition National Alliance, but was rejected by both the responsible committee and the Saeima at the end of June, saying that the Justice Ministry was already preparing a regulation.

The changes to the law provide that a partnership may be entered into by two adults, including same-sex partners, appearing in person before a notary and stating that they have a close personal relationship, a common household, and an intention to care for, look after, and support each other.
There have been eight attempts to resolve the status of unmarried couples in the last 20 years, but none succeeded. This summer, the newly-formed government of Prime Minister Evika Siliņa committed itself to adopting regulations on partnership for unmarried couples by the end of the year.
However, the Life Partners Movement has previously argued that regulating partnerships would not address every problem, such as property relations or rights related to children. Kaspars Zālītis, head of the movement, has said that same-sex couples would continue to litigate for changes due to these shortcomings.
Although the amendments to the law state that a partnership is not equivalent to marriage, opposition MPs repeatedly called the regulation a surrogate, “marriage plagiarism”, a “marriage reproduction”, a “marriage clone”, and an attempt to circumvent the constitutional provision that marriage is a union between a man and a woman, as well as a first step towards allowing same-sex couples to adopt children.
The opposition plans to call for the law to be halted before it can enter into force, so that it can attempt to collect signatures to hold a referendum. Halting the law requires the vote of 34 MPs, while holding a referendum requires the signatures of one tenth of the electorate to be collected within two months. If a referendum is held, the law can be repealed if at least half of the voters who took part in the last parliamentary elections take part, and a majority votes in favor of repeal. In the 14th Saeima elections, 916,368 voters took part, so half the number is 458,184.
