I got RWBY and the Atlas arc on the brain again and I just want to throw some more praise at CRWBY for how they used Jacques in this arc.
They prime us to hate his guts before we even meet him. Everything Weiss has told us about her home life, and everything Blake has said about the SDC indicates to the audience that Jacques is an abusive, controlling, racist shitheel. We know he's awful before we ever see him.
So in these scenes they set him against Ironwood, a character who we're familiar with and came across as dodgy but ultimately on the side of the angels in his past appearances. Ironwood is one of the only two people in all of V4 who is actually supportive of Weiss, and he stands up to the antagonist of her arc every time they interact.
And then we get to V7, and slowly, gradually, it becomes apparent that most of Jacques' interactions with Ironwood are a giant case of "Heartbreaking: The Worst Person You Know Just Made a Great Point." He's frequently right for the wrong reasons (I.E. calling out Jimmy for closing the borders, not because unity in the wake of the Fall of Beacon is important, but because it's hurting his profit margins), but he's consistently one of the characters who calls Ironwood out the most for his fascistic shit.
But because we know he's Jacques and he's awful (and he is awful, this is not a Jacques Schnee Defence Post), the writers are able to bury that a little until all the pieces fall into place in Volume 7.
I could probably write a full-on essay about how good Ironwood's descent into tyranny is, and the role that the villains play in it, because this show is so fucking good when the writers get to cook. Maybe I will at some point.

People are STILL failing to understand: it is BECAUSE of Ironwood’s negligence of Mantle that Tyrian & Watts were able to cause so much chaos. Their plans for majority of Volume 7 were in Mantle. The first thing we see in Volume 7 is Atlas drones failing to kill some damn cats. Team RWBY, JNR, Qrow, Oscar, & Robyn have been CONSTANTLY telling him to look out for Mantle, & had he listened to them & put some effort in security measures down under then the villains would’ve been caught way sooner & possibly even had a gateway to win the war. But it was his own fear that was the downfall of himself & both cities.

Do you think Qrow struggles with seeing Ruby and Yang’s name on the Huntsman Notice Board after they get their licences?
Not just the knowing they’re heading into danger but how long has it been since he’s seen:

Summer is gone. Tai was basically retired. Neither of their names have been active on those boards for about a decade. Now, with the new generation, they’re back.

Given that RWBY V7C1 was originally meant to be the final episode of Volume 6, I'm absolutely convinced that the comment that Ironwood "looks tired" when they see him on the propaganda billboard was very, very deliberate foreshadowing.
If they'd had the budget to put The Greatest Kingdom in its original intended place, that line would've been in the same volume as Alone in the Woods, where it's repeatedly used as a warning that everyone present is falling prey to the Apathy, and they're about to give into despair. The Apathy arc would've been fresh in the minds of everyone, and it would've been very apparent that Ironwood was on the brink of breaking, giving us the entire V6-7 hiatus to stew on that between all the fanfics and... photoshopping Yang's head on farm animals.
Six months of "Ironwood's running a police state and he's got the vibes of someone about to crack" could certainly have shifted the perspective on him a bit, compared to the way things actually went, where our last impression of him was V4, where he seemed to be the only sensible man in the room.
This isn't the only case of this either, I think Clover's perception was also heavily altered by not having the whole summer to stew in him arresting the heroes for doing their jobs, and there are a glut of 'fans' of this show that missed the forest for the trees, and would still have done so even with the episode in its right place, but it's interesting to think about how dramatically the perspective on these characters was impacted by the budget bumping V6's intended finale to V7.
(Sidenote, I know V6 came out just before Gen:LOCK, and I know that part of Gray's mismanagement involved him embezzling money from RT's other shows to prop up his baby, but was RWBY involved in that? Did The Greatest Kingdom get bumped to V7 because of Gray's Gen:LOCK chicanery?)
