What they're doing is not banning all black for mental health issues. They're scrambling to cover up the fact that they have a gang problem. The all black is flagging. Sudden withdrawal from social situations, combativeness, personality changes, and disrespect for authority and consequences are all mental health symptoms but also often signs someone may have joined a gang. And 12-13 is definitely recruitment age! What's ridiculous is that they're trying to cover this up and not TELL parents so they can intervene BEFORE this becomes a problem.
