Can the shutdown cripple Punjab power corporation's finances?
New Delhi: The fall in demand for power during the lockdown has affected the revenue streams of the Punjab State Power Corporation Limited (PSPCL), but the complete financial impact of the lockdown will have a deeper impact on the financial stability of the power corporation. Manish Sirhindi explains.
The demand imbalance The demand imbalance created by the lockdown is all set to have a deep impact on the finance of the PSPCL as the corporation’s fixed expenditures are still visible with the Union government asking the state to meet its financial obligations towards the private electricity producers.
Following the lockdown, the energy demand in the state has gone down by almost 40%. The two high revenue segments- industry and commercial establishments- are shut. However, there is no shortfall in demand for power in the other two segments- agriculture and domestic- which enjoy subsidies on power, meaning less revenue and high running cost for the corporation.
The cross-subsidies in the state as of now are in negative and these are likely to increase with the onset of the paddy season. The prevailing situation has toppled the tariff-distribution balance of the power corporation and even as the domestic consumers are holding the fort, but the payment collections have been delayed by the lockdown.
The revenues While the revenues have already been reduced by over 40%, even the remaining revenues are not helping the power corporation to improve its stability. The cash counters are all shut down and revenue is being collected only via online payments.
Force Majeure The PSPCL has given the much-needed relief to the state industry by cutting down the fixed charges, but the union government has not allowed the corporation to invoke Force Majeure and cut down its fixed expenditures. The union government in its April 6 letter has stated plainly that the state will have to meet the financial obligations towards the private power producers, meaning that despite waiving of the fixed charges for the industry, PSPCL will still have to pay the fixed charges to the independent power producers.
As the revenue stream are already been hit, the PSPCL will not be able to pay these charges which will invite a 12% late payment charges (LPS) putting the power corporation in a dire situation where it has no revenues to run its operations and still has to pay to the IPPs.
Financial impact to become clearer in the next few months
The overall financial impact of the lockdown will become clearer in the next few months. The IPPs generate bills of power and fixed charges which are to be cleared in 60 days by the PSPCL. The bills generated by the IPPs in February, which were at full cost prior to the lockdown, have been cleared by the power corporation in March.
Now if the PSPCL is forced to pay the fixed charges to the IPPs, its impact will be massive on the finances of the power corporation which might be forced to go in for additional loans to clear these bills. The interest generated on these additional loans will eventually be included in the annual revenue requirement (ARR) of the power corporation and may jack up the cost of power.
Double hit for PSPCL While the revenue streams have been hit due to fall in demand and delayed payments, the PSPCL has given relief to the state industry in terms of fixed charges. However, there is no hand-holding by the private players in these efforts which are using their say in the union government to force the state power corporations to pay fixed charges.
The PSPCL is also obligated to source 10% of its power from renewable sources. In Punjab, the average cost of renewable power is Rs 6.73. A unit of solar power even goes as high as Rs 15 a unit. During the lockdown, the thermal units have been shut down and dependence on solar power has gone up to 20% adding to the expenditures of the power corporation.
What the state government is doing Terming the imposition of lockdown as a clear case of Force Majeure under the PPAs, Punjab chief minister Captain Amarinder Singh had on Monday urged the Union Power Ministry to withdraw the obligation on PSPCL to pay capacity charges to the private thermal plants.
The CM has stated that the prevailing circumstances are beyond the control of the state Discom and has sought immediate withdrawal of the April 6 directions of the Power Ministry stating that ‘the obligation to pay for capacity charges as per PPA shall continue, as does the obligation to pay for the transmission charges’.
However, the Union government has not responded to the letter sent by the CM, meaning that it may force the PSPCL to pay the fixed charges to the private players.
