"Lend Support To Strikers," Border Cities Star. April 18, 1934. Page 15. ---- East Windsor Council In Sympathy With Workers ---- Seek Settlement ---- Ask Government to Create Minimum Wage For Men ---- Striking employes of the Canadian Motor Lamp Company, Limited, of East Windsor, received plenty of support at last night's meeting of the East Windsor City Council. Members of the council expressed themselves freely as being in sympathy with the strikers in their dispute with the Motor Lamp management.
APPROACH OTTAWA Although United Front members of the council objected strenuously, the council voted to join with the East Windsor Police Commission in asking that the Dominion Government intercede in an effort to settle the strike.
Another resolution was passed calling upon the government to pass legislation guaranteeing a minimum wage to male laborers and to enforce existing legislation covering a minimum wage for female laborers.
A third resolution was passed asking the Motor Lamp management to discuss the situation with a committee of the strikers "together with their union organizer or a man of the strikers' choice."
The police commission's idea that the Dominion Government send in a man to attempt to settle the strike did not meet with the entire approval of Alderman Gardner, though he finally voted in favor of it.
It was no use, he said, settling the East Windsor strike while conditions at which the strike was aimed were allowed to continue in competing plants. The government, he charged. was setting a "horrible example" by paying less than a living wage on government projects. It was simple for the government, he said, to pass minimum wage legislation which would make all strikes unnecessary.
"MAYOR ACTED WISELY" Alderman Gardner congratulated Mayor Fontaine for refusing to be "made the goat" by the provincial government in the East Windsor strike situation. The mayor. Alder- man Gardner said, acted wisely in holding back about appointing special police to handle the strike situation. "We are responsible for the protection of life and property," Alderman Gardner said. "but we have no right protecting firms paying such low wages. You did right. Mr. Mayor, in turning back the Attorney-General's instructions to you."
Alderman Raycraft charged that the police commission's resolution, asking the Minister of Labor to intervene in the East Windsor strike, was an effort to intimidate the strikers. The council should back up the strikers instead of the plant management, he thought. He didn't see how any judge from Ottawa could know more about Motor Lamp plant conditions than the Motor Lamp employes themselves.
Alderman Poisson denied the charge that the commission was out to defeat the strike.
"I really think," he said, "that the commission wants to protect the strikers, but is anxious to end the strike. What's the use of keeping this plant closed while the busy season in the automobile industry is on? We're all in favor of the strikers in East Windsor. You didn't see us trying to mobilize a big special police force. But continuing this strike means that the products of local plants will be brought in from the United States, or from other plants in Ontario, and our workers will suffer."
ONLY SOLUTION Alderman Gardner declared that it would be unfair to give employes of one striking plant fair wages while taking no action with regard to employes of other plants, who might be as poorly paid but who were afraid to strike. General legislation fixing minimum wages, he argued, was the only solution of the problem.
Alderman Morris argued that the only difference between the plant management and the employes was the question of recognition of a shop committee. This question was not big enough to warrant threats of violence, he argued. He was afraid the federal government, in sending in an arbitrator to handle the situation. would select a man favorable to the boss class.
"If they send in a man to settle the strike and it results in failure." he asked, "what happens? What happened in Stratford? On the heels of such a man comes the mounted police.
Mayor Fontaine denied emphatically that the police commission had any idea of intimidating" the strikers. Perhaps, he suggested, Alderman Morris did not realize the pressure that had been brought to bear upon the commission during the past week.
"As far as the Attorney-General is concerned," the mayor declared, "I consider him, as chief peace officer in Ontario, responsible for the present situation. He may have thrown the responsibility on the mayor of Stratford, but he's not going to do it with the mayor of East Windsor."
Alderman Morris did not see much strength in the argument that motor lamps could be brought in from outside plants. Detroit workmen were refusing to work on lamps for export to the Border Cities strike zone and other Ontario plants could not meet the demand, he said.
COMPLIMENTS STRIKERS Alderman Gardner complimented the strikers and picketers on the orderly and gentlemanly manner in which they had carried out their strike. As a result, he said, there had been no rioting or destruction of property.
Alderman Raycraft did not think much of the minimum wage idea. It was open to abuse, he argued, for it would be useless to guarantee a man $10 per day if speeding up would mean that his usefulness disappeared after several months' work.
Mayor Fontaine could see nothing unreasonable in the strikers demand for recognition for their shop committee. Alderman Raycraft declared that the automobile manufacturers were "taking their stand" in connection with the present strike, confident that recognition of a union or shop committee in the Motor Lamp plant would have to be followed by similar steps in all other auto plants.
It was decided that the resolution asking for minimum wage legislation should be sent to other municipal councils, as well as to the government. A resolution was passed giving the Workers United League permission to hold a tag day in the city Saturday.

Great Lakes Moment: Warmer, wetter, wilder
Scientists have predicted that warmer, wetter and wilder weather is coming and that this will be one of the greatest environmental challenges of the 21st Century. Lake St. Clair and Lake Erie water levels set record highs for the month of May. These high water levels are putting a human face on climate change in our region.

In Detroit’s Jefferson-Chalmers neighborhood, Tiger Dams—flexible tubes filled with water—were installed at a cost of $2 million to protect homes from flooding.
On Belle Isle, construction of the new $1.5 million Oudolf Garden had to be delayed last year because of 100-year high water levels. The solution was to redesign it to be flood proof, including moving it further away from the riverfront and raising it by 3 feet.
In 2019, the Friends of Detroit Rowing, which leases the Belle Isle Boat House, had to move 60 weddings due to high water levels. Flooding around the Belle Isle Boat House was preventing vendors from making deliveries for weddings and they even had to build a temporary elevated sidewalk like a dock to get people into the building.
At times, water has covered the Strand near the Coast Guard station, and fish have been seen swimming across the road. Completion of a $5 million Lake Okonoka habitat restoration project had to be delayed because of record-high water levels. The Michigan Department of Natural Resources, who manages Belle Isle State Park, has had to invest more than $300,000 to stave off flood damage on Belle Isle.
In Wyandotte, high Detroit River water levels in 2019 caused flooding of the parking lot of The Waterfront Restaurant and Lounge, causing temporary closures. In spring of 2019, portions of Downriver received 3.6 inches of rain in a 7-hour period, causing substantial flooding of basements in Allen Park, Lincoln Park and Ecorse, resulting in substantial damage to personal belongings. In Wayne County’s Elizabeth Park, Michigan’s oldest county park, high Detroit River water levels have flooded parking lots along the canal and restricted access to a new kayak launch.

High water levels have caused property damage and increased shoreline erosion and flooding. Scientists worry that climate change is increasingly turning extraordinary into the ordinary. These warmer, wetter and wilder climate conditions will likely also result in changes to how our ecosystems function. For example, warmer lakes, tributaries and terrestrial ecosystems, reduced ice cover, and increased runoff will alter the range and distribution of certain bird and fish species, increase the frequency and severity of harmful algal blooms in the western basin of Lake Erie, exacerbate wetland loss, create new threats from invasive species, diminish beach health, and in some cases displace or extirpate native species.
The Earth’s average surface temperature has risen about 0.9 degrees Celsius since the late 19th century, a change driven largely by increased carbon dioxide and other human-made emissions in the atmosphere. Most of the warming has occurred in the past 35 years, with the five warmest years on record taking place since 2015. Atmospheric monitoring in the Western Lake Erie Climate Division has documented a 5.6 percent increase in precipitation since 1951 and an increase in the frequency of extreme precipitation events. Scientists predict that climate change will also result in wilder weather conditions, including more intense and frequent storms that will increase flooding and runoff, alter our ecosystems, and result in substantial social and economic impacts.
Detroit’s response
In Detroit, climate change is projected to increase the intensity and frequency of storms that will test and overwhelm the city’s infrastructure and threaten the health of residents in other ways. Flooding will continue to affect Detroit homes and streets due to projected increases in intense precipitation. Detroit is also projected to see a significant increase in very hot days, with as many as 65 days above 90 degrees Fahrenheit by the end of this century, exacerbating the burden of heat and poor air quality on the city’s most vulnerable residents.
Greenhouse gas emissions are driving global climate change, and Detroit is committed to contributing its fair share to efforts led by cities around the world in mitigating the impacts of climate change. Despite the United States pulling out of the Paris Climate Accord in 2017, over 400 U.S. mayors, representing 70 million Americans, have signed on, including Detroit Mayor Mike Duggan, to fight climate change and lower greenhouse gas emissions.
In 2017, Detroiters Working for Environmental Justice worked with many community, governmental, business and academic partners to develop the Detroit Climate Change Action Plan. In 2019, Detroit released its Detroit Sustainability Action Agenda, addressing climate change and other sustainability issues. On July 24, 2019, Detroit City Council unanimously passed an ordinance to greatly and swiftly reduce greenhouse gas emissions from the city. The ordinance stipulates that greenhouse gas emissions from city sources will be reduced from baseline conditions by 35 percent by 2024, 75 percent by 2043 and 100 percent by 2050. It will also work towards reducing citywide emissions by 30 percent by 2025. These carbon emission reduction targets established in the ordinance are based on the standards of the Paris Climate Agreement, which looks to prevent global temperatures from rising more than 2 degrees Celsius by the end of the century.
Windsor’s response
The city of Windsor committed to be a leader of climate change adaptation and mitigation through its daily actions and services. This is shown through the development of its Climate Change Adaptation Plan. In fact, Windsor was one of the first municipalities in Ontario and Canada to undertake adaptation planning. In November 2019, the city of Windsor declared a climate change emergency, acknowledging the dramatic impacts already happening and worsening in the future if things aren’t improved.
In addition to adapting to the changing climate, the city of Windsor developed a Community Energy Plan with ambitious targets to support the global effort to keep global temperature increases within 1.5 degrees Celsius. Through the implementation of this plan, the Windsor community will reduce per capita energy use and per capita CO2 emissions by 40 percent between 2014 and 2041.

Solving climate change will take a global effort, but we all must do our part. Things that we can do include:
support the implementation of the Detroit Sustainability Action Agenda and the Detroit Climate Action Plan, and Windsor’s Climate Change Adaptation Plan and Community Energy Plan;
practice energy conservation in our homes and businesses;
perform an energy audit of our home or place of work;
walk, cycle, carpool or take a bus instead of driving;
consider an electric vehicle or plug-in hybrid;
promote and use renewable energy; and
remind our elected officials that we must care for the place we call home and ensure that it is a gift to our children and grandchildren.

“Severe Sentences Levied At Border By Justice Raney,” Toronto Globe. October 29, 1930. Page 19. ----- ‘Gunmen and Gangsters’ Learn That Laws Must Not Be Flouted --- ARMED THUG IS MENACE --- (Special Despatch to The Globe.) Windsor, Oct. 28. - Seven men who were found guilty at the Sandwich sittings of the Supreme Court were sentenced to long terms in the Ontario Penitentiary at Portsmouth by Justice W. E. Raney this afternoon.
Charles Zenkauscas, 26 years old, convicted of stealing jewelry, bric-a-bric, and clothing from the Puce summer cottage of Dr. E. L. Giffen, Detroit, dentist, was sentenced to 14 years for this offense, seven years for possessing firearms with intent to commit bodily harm. Zenkauscas has a long prison record and is wanted in Waterbury, Conn., his home city, for bank robbery.
Albert Kurtinitis of Detroit, convicted of smuggling firearms into the Essex County jail to Zenkauscas, and Fred Robinet and Clarence Jacobs, both of Tecumseh, who were arrested in the house where Zenkauscas had the stolen property, were each sentence to serve seven years.
Twenty Years Thomas St. Clair [or Sinclair], 29 years old, and William McCrea, 30 years old, who held up the Government beer warehouse in Windsor, taking approximately $3,000 from the manager, were sentenced for the robbery, and also for retaining stolen money. St. Clair was sentenced to serve 20 years on the first charge and 10 years on the second. McCrea was sentenced to serve 15 years on the first charge and 10 years on the second. The sentences are to run concurrently.
Kenneth Threselton, 26 years old, of Windsor, was sentenced to serve 10 years for the theft of a radio, and for shooting at an officer while trying to escape.
Justice Raney characterized all these as ‘gunmen and gangsters’ and said the severe penalties were not given in a spirit of retaliation, but rather for the protection of society. He added that all of them were headed for the gallows had they not been restrained.
Manslaughter Sentence. Joseph Martin, 26 years old, of George Street, Amherstburg, charged with murder was convicted of manslaughter, and sentenced to 10 years. He was arrested for the slaying of Clarence Dolman, 19 years old, of Windsor, who died from a stab wound in the abdomen, caused by Martin. Dolman interfered on behalf of Martin’s sister when she was being beaten by her brother and another man, and in the scuffle, Martin inflicted the fatal injury.
[AL: Charles Zenkauskas (#1922) had been in penitentiary before in the States. He worked in the tailor shop at Kingston Penitentiary, and walked the ‘chalk line’ in the penitentiary. He was prominent in his shop, along with Cecil Irving, in being opposed to the growing resentment and organizing for a demonstration. Indeed, he refused to go along - “it was a foolish thing...a dangerous thing” made worse by the fact that the officers “did not handle things well.” Indeed, he though the Deputy Warden was like an “old women” who needed to be “a little more strict.” He felt that most of the officers complained about by the other convicts were not accurate - “you will find that the fellows who get the most marks and dockets are the fellows who are in trouble where ever they go.” He knew that getting through prison meant that “fellows who behave themselves get treated all right.” For all that, he was shot at during the last day of the riot, while hiding in a cell on the 4th tier - with two inmates who were considered ringleaders of the disturbance, men he claimed wanted to harm him. After the riot he was moved to the carpentry shop and continued to work and keep his head down. He was moved back to Tailor Shop #2 in 1935, and was interviewed by the Inspector of Penitentiaries in 1939 - he complained about the bad equipment and poor organization of the industries. He was released in late 1939. Albert Kurtinitis (#1923) was a first timer in penitentiary. He worked in the Paint Shop. He supported all the demands of the rioters in 1932. He was a reported a dozen times for various kinds of talking, gambling, idling his time, and so forth. He was released early and deported in June 1935 back to the United States. He and Zenkauskas were both Lithuanian immigrants to the States. Clarence Jacobs (#1977) appealed his sentence but that appeal was denied and he arrived at Kingston Penitentiary in late November 1930. He worked first in the barber shop then in the bakery. He was a first timer in penitentiary, though he had served in county jails. He went along with the riot in 1932 but had no specific complaints or demands. He was released in April 1936. Fred Robinet (#1936) did not appeal his sentence. He worked in the Tailor Shop at Kingston Penitentiary along with Zenkauskas, but was much interested in supporting the convict revolt in 1932-1933. He thought the shaving system was bad, the lack of exercise terrible, and the education system poorly organized - it had no up to date school books, and he failed his French and algebra courses because his school books did not arrive until after the test. He was transferred to Collin’s Bay Penitentiary in early 1933, but was returned in mid-1934 to Kingston for a disciplinary issue. He was released in May 1935.  Thomas Sinclair (#1920) had been in prison before, in Detroit and at Leavenworth Federal Penitentiary. He felt that problems in prisons originate from the same problems - the spy system and stool pigeons, churches that teach “nothing but bunk from the day you come in and come out” and a lack of trust and self-direction. He worked in the Carpentry shop at Kingston Penitentiary, and thought the conditions were poor there, with bad equipment. He was written up for disobedience a few times, including several times in church and once on a false report due to disagreeing with the Warden. He was implicated in an escape attempt in August 1931, with McCrea and several other inmates - Deputy Warden Walsh believed he cut his finger on purpose to avoid participating. After the riot, Sinclair felt that if the new administration kept its word on penal reform, “the boys would keep theirs.” In 1935 he was one of a group of inmates transferred to the North-West Cell Block, a minimum security section where he worked in the vocational shop there. Interestingly, he was implicated several times, in 1937. 37 and 1939 in organizing or supporting strikes and protests against the prison - in 1939 he was accused of asking other inmates during yard time “thumbs up or thumbs down” on the strike. He denied his role naturally. He was released in July 1943. William McCrea (#1921) had been in Kingston Penitentiary before, released in 1929 on a five year sentence. He felt that last bit “had taken the fight out of me” and was utterly hopeless starting his second sentence: “I don’t ever expect to get out of here....the only thing to do is beat the game or hang.” McCrea was put in the Blacksmith shop, with Murray Kirkland and Alfred Garceau, other prisoners soon to be influential in prison affairs. With Garceau and Kirkland, McCrea hatched an escape plan. The incompetent staff instructor ignored their fashioning of knives and hammers for breaking locks, and the five men came up with a rather ambitious or foolhardy plan to start a mutiny, knowing how hated the penitentiary was, and in the confusion, rush the front gate with their weapons. Even more fantastically, they were to time the demonstration with the visit of a fuel truck - they intended to ram it into the front gate to cause an explosion. They were ratted out by several inmates, including #1977 Jacobs, all of whom genuinely thought they’d get killed during the attempt. He was kept in solitary for several months, where he suffered a cold, was not tried, and claimed other men were beaten - he considered these punishments to be “degrading.” He became influenced by his time meeting the Communists in Kingston, and came down on the side of a demonstration to get change in the penitentiary. He played a crucial role during the riot of October 1932 - he operated the blowtorch to allow the men out of the shop, and used it free other prisoners. He also took a role in stopping some of the younger inmates “who throw out their chests and be big men” from blowing up or damaging the generators. Indeed, he was made a spokesman by other inmates and maintained some influence into 1933 as a member of the inmate committee. In the investigation after the riot, McCrea supported the demands for magazines, recreation, news “from the outside, not on the grapevine,” inmate pay, segregation of the young boy prisoners, and the removal of corporal punishment from the hands of the warden. McCrea was one of the inmates put on trial for his role in the riot, and along with Willard Milich #2077 he tried to canvas the other inmates for financial assistance - this was denied by the authorities, but eventually it was allowed and about 100 men put forward some of their savings to support those men on trial. He was given 18 months for riotous destruction of property. He continued to be somewhat influential and geared towards agitating until early 1934. McCrea was eventually transferred to the Carpentry shop, and then was transferred to Saskatchewan Penitentiary in 1938. Both Threselton (#1924) and Martin (#1925) were kept at Kingston Penitentiary until about mid-1932, and were then transferred to Collin’s Bay. Threselton was paroled in 1936 and Martin in 1934.]

Hotel Ändra joins Accor: Hotel Ändra Seattle in Seattle, Washington, has become the latest addition to Accor’s MGallery Hotel Collection. The 10-story hotel features 123 rooms and suites, and two restaurants and hosts a cooking school led by Seattle-based chef and restaurateur Tom Douglas, who also helms one of the restaurants at the property. The hotel recently underwent a US$12 million property-wide renovation. The MGallery Hotel Collection has over 55 hotels globally in varying stages of development. Accor is also set to open the first MGallery Hotel & Residences in Mexico, with the debut of Mayaliah Tulum Hotel & Residences – MGallery, expected in 2024.

The avid hotel Toronto – Vaughan Southwest, owned by PI Cap, is the first out of four planned properties in Canada for IHG’s new Essentials brand. The 119-key hotel features grab-and-go options, a lobby, a pool, and gym. Currently, IHG has 180 open hotels in Canada and 40 more in the pipeline. With over 50 locations open in the U.S., Mexico and Canada, avid hotels plans to grow its footprint in Canada with more properties planned in Woodstock and Belleville in Ontario and Lethbridge, Alberta.
Xenia completes Kimpton Denver sale: Xenia Hotels & Resorts, Inc., Orlando, Florida, has completed the sale of the 189-room Kimpton Hotel Monaco Denver for US$69.75 million (US$369,000 per key). The sale price represents a 14.9x multiple on 2019 hotel EBITDA and a 20.6x multiple on hotel EBITDA for the 12 months ended September 30, 2022. The buyer has not been named. Xenia will use the proceeds from the sale for general corporate purposes, including share repurchases, repayment of debt, capital expenditures and acquisitions in line with the company’s long-term plans. Xenia owns 32 hotels totaling 9,508 rooms across 14 states.
Digital tipping at BWH hotels: BWH Hotel Group has selected eTip as a digital tipping solution for its properties in the U.S. and Canada. eTip doesn’t require an app to be downloaded or login credentials. Guests can scan a QR code from their mobile phones to tip using their preferred payment methods. eTip also provides a “tap to tip” option, which allows guests to pay through an NFC-enabled QR code. Once the guest leaves a tip electronically, associates can receive the tip amount in their bank accounts in real-time through Visa Direct. eTip helps managers to allocate tips to individual associates or pool tips by a specific team or department.
Choice announces cash dividend: Rockville, Maryland-based Choice Hotels International, Inc. has declared a cash dividend on the company’s common stock of US$0.2375 per share. The dividend is payable on January 17, 2023 to stockholders of record on January 3, 2023. Choice has managed to grow its earnings per share by 17% a year over the past five years.
Edgewater acquires Historic Windsor: 125 West Lamar LLC, a wholly-owned subsidiary of Paoli, Pennsylvania-based Edgewater Group LLC, has acquired the Historic Windsor Hotel in Americus, Georgia, for a reported US$12,500,000 or US$235,849 per key. The hotel will join Ascend Hotel Collection by Choice Hotels International. Built in 1892, the 53-key hotel occupies almost an entire city block. The five-story Victorian property comprises a tower and turret, balconies and a three-story open atrium lobby. The hotel offers six suites, business services for conferences and events, and two on-property dining options.

The foreclosure auction of the 826-key hotel, which is still operational, is expected on January 13, 2023. The hotel is owned by Chicago, Illinois-based Walton Street Partners LLC and Fernandina Beach, Florida-based Haberhill. A Hennepin County judge ordered the foreclosure auction after finding the owners had been in default since April 2020 for failing to service a $180m refinancing loan they had taken out in November 2018.

Hard Rock International is partnering with The United Company and Par Ventures to open the 300-room The Hard Rock Hotel & Casino Bristol spanning 300,000 square feet and featuring 1,300 slots, 50 table games, a sportsbook, several dining venues and a live entertainment venue. The property is expected to open in 2024.

Sydney’s Manly Wharf goes on sale: Manly Wharf, the retail and hospitality asset in Sydney, has been listed for sale for a reported price of AU$80 million (US$53.63 million) by Robert Magid of TMG Developments. Built in 1885 as a passenger terminal, it was converted into an iconic food and beverage destination by TMG Development after it acquired the long-term leasehold in 1995. Transport for NSW owns the original lease. This comes on the heels of Magid selling two hotels — the Harbour Rocks Hotel in Sydney and Hotel Lindrum in Melbourne.
Beaumier secures €200M loan: London-based Cheyne Capital Management has completed a senior loan of over €200 million (US$209.80 million) for Beaumier, the France-based luxury boutique hotel group owned by KSL Capital. The loan, provided by funds managed and advised by Cheyne’s real estate group, will be utilized to refinance the existing bank facilities and support a capital expenditure program to upgrade the Beaumier experience. Beaumier’s portfolio includes 12 lifestyle hotels totaling 546 rooms across in France, Spain and Switzerland. The company plans to grow its pipeline with expansion projects and acquisitions in key European destinations.
AJ Capital adds in Northern Ireland: Adventurous Journeys Capital Partners has acquired the Adelphi Portrush Hotel in Northern Ireland. The hotel, which will join the Marine & Lawn Hotels & Resorts portfolio, will continue to operate as Adelphi till autumn 2023. AJ’s in-house team will then start renovations of the rooms and common spaces. In late 2024, the hotel will relaunch as part of the Marine & Lawn brand, becoming the sixth property to join the collection.
