https://www.reuters.com/world/asia-pacific/vietnam-president-lam-takes-top-job-communist-party-chief-2024-08-03/
HANOI, Aug 3 (Reuters) - Vietnamese President To Lam was named on Saturday to the nation's top position, general secretary of the ruling Communist Party of Vietnam, replacing Nguyen Phu Trong, who died two weeks ago.
Lam, 67, had temporarily taken on the party chief's duties on July 18, a day before Trong's death, as his health deteriorated.
Party delegates unanimously supported Lam's nomination, officials told a press conference.
Addressing the delegates, he vowed to inherit and promote Trong's legacy, make no changes to the Southeast Asian nation's foreign policy, focus on achieving its socioeconomic development goals and continue a campaign against graft.
"In the coming time, the work on anti-corruption will be continued fiercely," Lam told the press conference. "Personally I feel fortunate that I have much experience in handling anti-graft campaign during the time I worked at the police ministry."
Vietnam, a major destination for manufacturing investment, has long been favoured by multinational corporations for its political stability, but experienced major turbulence in recent months that officials said was fuelled by the anti-graft effort.
The nation does not formally have a paramount leader, but the head of the party has a more prominent role than others, after Trong beefed up its power during his 13-year tenure.
Lam, a career security officer, had been seen as long aiming to become party chief, with experts calling the presidency a stepping stone for the top job.
"It is a sign of a temporary halt of internal fighting within the party," Nguyen Khac Giang, a Vietnam expert at Singapore think tank the ISEAS-Yusof Ishak Institute.
"Although Lam vowed to push forward the anti-corruption campaign, the campaign may slow down a little as he may prioritize stabilising the party system before the party congress in 2026."
It was not immediately clear whether Lam would retain both top jobs until the legislative session ends in 2026, or whether a new president would be chosen.
Lam was elected president in May after leading the sweeping campaign of high-profile investigations against corruption as police minister. He replaced Vo Van Thuong, who had been in the job about a year when he quit amid accusations of unspecified wrongdoing.
Officials and diplomats said the party had discussed possibly naming a new president so that Lam could focus on the party chief job. Discussions may still be under way, one diplomat said on Saturday.
If Lam retains both jobs, he may boost his powers and possibly adopt a more autocratic leadership style, officials have said, similar to that of Xi Jinping, who is China's party chief and state president.
That would be a change for Vietnam, which, unlike its far larger neighbour, has engaged in more collective decision-making, with leaders subject to multiple checks.
It would not, however, be unprecedented. Trong held both top jobs for nearly three years until April 2021 after the death of a former president.
"In case the plenum ends without naming any new state president to replace Lam, it is a signal of a new chapter for Vietnam," Giang said. "This practice can then become a norm, not just until 2026, but even after that."
Xi congratulated Lam on his new role, the official Xinhua news agency said.

Russia has “right to supply arms in other regions of world”, Putin says
The Russian president bid a warm farewell to his North Korean counterpart Kim Jong Un and arrived on a state visit to the Socialist Republic of Vietnam, continuing his Asian tour that has seen the signing of significant military agreements that could change the geopolitical situation on the continent.
Vietnam solemnly received Putin
Russian President Vladimir Putin said he wanted to build a “reliable security architecture” in the Asia-Pacific region during a state visit to Vietnam on Thursday, part of a trip to Asia.
President Vladimir Putin arrived on a state visit to Vietnam where he met with the country’s leader Tho Lam in Hanoi. According to the Vietnamese president, Putin has contributed to “peace, stability and development” in the world.
In the morning, the Russian motorcade – the presidential Aurus and escort cars – was solemnly welcomed in the streets of Hanoi, with local residents lined up along the entire route with Russian and Vietnamese flags in their hands. In honour of the Russian president’s state visit, the streets of Hanoi were decorated with his portraits and Russian symbols, similar to the way the streets of Pyongyang looked the day before.
Putin was welcomed at the presidential residence in Hanoi by an honour guard company and a military band, and the Russian anthem was played in honour of the visit.
Vladimir Putin’s state visit to Vietnam shows respect for the Vietnamese people, Deputy Foreign Minister Le Thi Thu Hang said.
Russian-Asian co-operation
As a response to the West’s pumping weapons into the militant Ukrainian Armed Forces (AFU), Russia may supply its arms to other countries, Putin told a press conference following his visit to Vietnam.
Putin’s actions are most likely due to the West’s activation to supply Ukraine with arms, and because of the permission to hit Russian territory with these weapons. Russia is therefore moving closer to North Korea, effectively entering into a military alliance with it. The two nations have agreed to provide each other with military assistance and will not enter into agreements with third countries that could pose a threat to sovereignty and security, according to the Comprehensive Strategic Partnership Treaty, the text of which was published by North Korea’s Central Telegraphic Agency.
The Comprehensive Strategic Partnership Treaty was signed during Vladimir Putin’s state visit to Pyongyang. After the signing, the Russian leader noted that the document provides for mutual assistance in case of aggression against one of the participants. In turn, North Korean leader Kim Jong Un, commenting on the signing of the Treaty, assured that it was “peace-loving and defensive in nature.”
The media repeatedly reported earlier that South Korea was the leader in supplying 155 mm shells to the AFU.
With the rising escalation in Asia, as well as the growing tensions between North and South Korea, Putin is lending a shoulder to his counterparts. North Korea will now have tremendous access to the Russian military-industrial complex with advanced technology that has already been tested on the Ukrainian front.
Such non-sovereign actions by South Korea to get involved in the Ukrainian conflict are very fraught. These actions have already led to the fact that Seoul’s virtually main existential enemy has a huge strong ally, which even in the event of a confrontation from North Korea will still no doubt provide it with substantial military assistance.

Putin reconsiders nuclear weapons doctrine after state visit to Vietnam
Russian President Vladimir Putin has said he’s considering changing Russia’s nuclear weapon doctrine due to the development of ultra-low-power explosive nuclear devices by his country’s adversaries. The remarks were made during a press conference in Vietnam’s capital Hanoi, where he was on a state visit. During the visit, Putin signed at least a dozen deals with his Vietnamese counterpart,…

It's amazing. They were drawing diagrams of a giant underground prison complex under the Ho Chi Minh Mausoleum in Hanoi (very like the Bin Laden hideout), explaining why no trace of the prisoners could be seen on satellite.
In 1992 Ross Perot got 18.9% of the popular vote when he ran for President as a third-party candidate on a "free the POWs" platform, which I guess shows why the bipartisan debunking committee was needed.
Though I recommend Bill Hendon's book An Enormous Crime for its description of how the Kerry/McCain Senate Select Committee was also kindof a sham. Hendon was a long-time POW believer and congressional staffer, who felt the Reagan adminitration had never treated the issue seriously, so when the committee was formed he was very optimistic. But...
At the request of the horrified activist families, Hendon met with Kerry soon after his press conference to tell him of the huge volume of intelligence showing American POWs being held after the war by the Vietnamese and Lao governments and to inform him exactly where the intelligence files were being stored and to request that he see to it that all of that intelligence be delivered to the committee so he and his fellow senators and members of the Select Committee staff could examine it. [...] Following a brief overview of the intelligence and where it was located, Hendon asked Kerry if he could show him some examples of the intelligence reports that Hendon had acquired in declassified form over the years. Kerry thanked Hendon for his offer but said his schedule was tight and that it might be better if Hendon and Zwenig adjourned to an adjoining conference room to go over the material [...] To Hendon’s surprise, he was into only his second or third declassified intelligence document when an obviously agitated Zwenig blurted out, “Listen, there is no need for us to go over these reports. The committee is not going to have time to go through all of this type of information. Our job is to put the war behind us and normalize relations. So there is no need to go over all this. But thank you for your interest and for taking the time to come by.”
There's then a bunch of anecdotes about how the committee ignores any evidence about POWs (there was a ton of reports from Vietnamese refugees), confiscates and destroys Hendon's briefing documents, invents the estimated numbers of prisoners at various times out of thin air, declares that they have seen with their own eyes that there is no underground prison when they actually had stood next to a locked door leading towards the conjectured location, and tells the Washington Post that they did a prison inspection with “an hour-and-a-half ’s notice ... to allay the fears and suspicions of conspiracy theorists” which turns out to have been a piece of theatre arranged 36 hours in advance.
This flag is one of the most Weird American Things I can think of
It's the POW/MIA flag. It's flown over the White House, alongside the American flag, since the 80s (off and on). As of 2019 it's mandatory to fly it over federal government buildings; it flies over state government buildings in many places as well. It seems like a neutral sign of military support, so it's easy to pass over it without asking "wait, are there any American POWs"
Then if you look it up it's the symbol of a Vietnam-era conspiracy theory debunked in 1993. This is the flag for the 70s/80s version of Pizzagate, and it flies over the US Capitol building and White House every single day
