Ultio/Theo

Theodore Roosevelt is the avatar of the ancient Roman Goddess of Vengeance, Ultio.

After coming in contact with an ancient relic of Ultio, Theo becomes the avatar of the Goddess of Vengeance, granting those deserving of it with retribution in order to revitalize the forgotten cult of Ultio.

It helps that Gotham is rampant with and in no shortage of people thirsting for vengeance.

He's similar to Shazam in which he can only use his demigod-like powers when he becomes an older version of himself (but female) and lets Ultio's blessing course through his body.

Ultio being the goddess of vengeance grants Theo the ability to see one's desires (if it's a vengeful one).
