"The Environmental Protection Agency finalized a rule Tuesday [October 8, 2024] requiring water utilities to replace all lead pipes within a decade, a move aimed at eliminating a toxic threat that continues to affect tens of thousands of American children each year.
The move, which also tightens the amount of lead allowed in the nation’s drinking water, comes nearly 40 years after Congress determined that lead pipes posed a serious risk to public health and banned them in new construction.
Research has shown that lead, a toxic contaminant that seeps from pipes into the drinking water supply, can cause irreversible developmental delays, difficulty learning and behavioral problems among children. In adults, according to the Centers for Disease Control and Prevention, lead exposure can cause increased blood pressure, heart disease, decreased kidney function and cancer.
But replacing the lead pipes that deliver water to millions of U.S. homes will cost tens of billions of dollars, and the push to eradicate them only gathered momentum after a water crisis in Flint, Mich., a decade ago exposed the extent to which children remain vulnerable to lead poisoning through tap water...
The groundbreaking regulation, called the Lead and Copper Rule Improvements, will establish a national inventory of lead service lines and require that utilities take more aggressive action to remove lead pipes on homeowners’ private property. It also lowers the level of lead contamination that will trigger government enforcement from 15 parts per billion (ppb) to 10 ppb.
The rule also establishes the first-ever national requirement to test for lead in schools that rely on water from public utilities. It mandates thatwater systems screen all elementary and child-care facilities, where those who are the most vulnerable to lead’s effects — young children — are enrolled, and that they offer testing to middle and high schools.
The White House estimates that more than 9 million homes across the country are still supplied by lead pipelines, which are the leading source of lead contamination through drinking water. The EPA has projected that replacing all of them could cost at least $45 billion.
Lead pipes were initially installed in cities decades ago because they were cheaper and more malleable, but the heavy metal can wear down and corrode over time. President Joe Biden has made replacing them one of his top environmental priorities, securing $15 billion to give states over five years through the bipartisan infrastructure law and vowing to rid the country of lead pipes by 2031. The administration has spent $9 billion so far — enough to replace up to 1.7 million lead pipes, the administration said.
On Tuesday, the administration said it was providing an additional $2.6 billion in funding for pipe replacement. Over 367,000 lead pipes have been replaced nationwide since Biden took office, according to White House officials, affecting nearly 1 million people...
Environmental advocates said that former president Donald Trump, who issued much more modest revisions to the lead and copper rule just days before Biden took office, would have a hard time reversing the new standards.
Erik Olson, the senior strategic director for health at the Natural Resources Defense Council, said that the Safe Drinking Water Act has provisions prohibiting weakening the health protections of existing standards...
Olson added that the rule “represents a major victory for public health” and will protect millions of people “whose health is threatened every time they fill a glass from the kitchen sink contaminated by lead.”
“While the rule is imperfect and we still have more to do, this is by far the biggest step towards eliminating lead in tap water in over three decades,” he said."

At noon ET on Monday, the US presidency changed hands, and one of the largest governments in the world rearranged itself in service to the petulance and vulgarity of the nation’s new president.
At the Pentagon, a portrait of a general who Donald Trump had found insufficiently deferential to him in his first term was removed from a wall; photographs of the empty spot circulated on social media. Trump was set to sign a bevvy of executive orders, pledging to withdraw the US from the Paris climate agreement, to revoke policies promoting wind energy and electric cars, and to exert executive powers to speed up the construction of oil pipelines.
He was scheduled to revoke federal acknowledgement of transgender identity for the purposes of civil rights law, declaring in his inaugural address that “there are only two genders”. And Reproductiverights.gov, a federal web site aimed at helping women navigate abortion access, immediately went offline.
CBPOne, an app used by migrants to the US to manage their interactions with immigration officials, went dark when Trump was sworn in. An announcement posted on the programs website said that all existing appointments had been cancelled, leaving tens of thousands of people in the lurch. The press has reported that the new administration plans a series of high-profile raids in major cities this week, in search of immigrants to deport.
Latino businessowners in Chicago reported lost revenue as their clientele stayed home out of fear; a friend from college, a New York City public high school teacher, shared the instructions from her school administrators on how to protect her students in the event of an Ice raid. Meanwhile, Trump’s aides said he would issue an order ending birthright citizenship for the US-born children of immigrants, a move that would create a class of hundreds of thousands of un-Americans and move the concept of US citizenship from a legally protected status to something more akin to an inherited one.
It is not clear what authority, exactly, Trump has to do this; birthright citizenship, after all, is enshrined in the United States constitution. Like much of the inauguration’s declarations, the statements may be for show – grand pronouncements that will be muddled and eroded by the reality of policymaking, the grind of bureaucracy, the whittling-down of lawsuits.
Stephen Miller, the longtime Trump adviser and anti-immigrant crusader, has planned, according to the New York Times, a sort of shock-and-awe approach, hoping to issue as many executive orders and pursue as many maximalist policy changes as possible within the first days of the administration, hoping to terrify and exhaust the opposition. As is always the case with Trump, his statements are much grander than his actions. That doesn’t mean that his actions will not hurt people.
Trump returns to power with more loyal followers and more skittish, deferential and frightened enemies. The Republican party has been reshaped in his image, and so have the courts: just last summer, the US supreme court, including all three of Trump’s first-term nominees, voted to make him virtually immune from criminal prosecution for acts taken in office.
He has pledged to pardon all the convicted January 6 insurrectionists, and to halt prosecutions of those not yet convicted. And he is likely to use his authority over federal law enforcement to pursue civil and criminal proceedings against his enemies. On his way out the door, Joe Biden made a point of pre-emptively pardoning lawmakers who had investigated the January 6 attack, to protect them from Trump’s reprisals. The Democrats are weak, fractured, embittered and scared; the same consultants whose advice lost them the 2024 election are now telling them to defer to Trump, abandon resistance, and shift to the right. So far, many of them appear to be listening. The others are pointing fingers at one another.
Right now the money is on Trump, and the money is substantial. The three richest men in the world – Elon Musk, Jeff Bezos and Mark Zuckerberg – all sat in the front row at Trump’s inauguration. (His cabinet members were in the second.) The men are there to court lucrative government contracts and discourage regulation of their businesses, but they also appear willing to commit themselves to Trump’s ideological project, especially with regards to gender, and to wield the massive communications platforms that they control to further his culture war agenda.
Bezos has intervened at the Washington Post to tilt the editorial slant in Trump’s favor; Zuckerberg has removed many sex, sexuality and gender protections from the content moderation policies of Facebook, Instagram, WhatsApp and Threads. Musk, meanwhile, is reportedly slated to be given an office in the West Wing, though he has no official government job. Speaking at a rally of Trump supporters held at an arena after the official inauguration ceremony, the billionaire effusively thanked the crowd in his mealy South African accent. Musk then jerked a flat hand from his chest into the air, in a gesture that resembled a Nazi salute.
There is something broken in the soul when such spectacles can no longer shock you. But I confess that they no longer shock me. America is ruled, now, by men who are extremely psychologically transparent: their resentment and greed, their desperate, seeking needfulness, their insecurity and rage at those who provoke it; these things seep off these men, like a stench. They are evil men, and pathetic ones: mentally small, morally ugly. They are relentlessly predictable.
Here is another prediction: these men will not succeed in all their schemes. They will not deport as many people as they say they will; he will not change the law as much as they pledge to; they will not, cannot, capture the institutions as completely, or bury dissent as successfully. They cannot do everything they aim to do. Because politics is not over; because our institutions are not all collapsed; and because the existing institutions are not the only methods of resistance and refusal.
The Trumpist movement that ascended to power on Monday is relying on a tired, defeated America, one too diminished to do anything but submit to their demands and schemes. But the American spirit is indefatigable: it loves freedom and equality, abhors tyranny, values minding your own business and hates, above all, to be told what to do. When Trump was last in office, Americans found, at the end, that they did not like it. They will not like it now, either, and that dislike, however tardy, will have political consequences.

Tactics
Tactics are the methods by which we strive to achieve our political goals. Mainstream Tactics include running political candidates, voting, signing petitions, media appearances, and the occasional well-mannered demonstration. More radical political Tactics include highjacking time and space on mainstream media, closing down essential services like airports and highways, attacking dangerous enemy politicians, hacking and exposing incriminating information about opponents, or destroying property for symbolic or practical reasons. When Tactics include intervening directly to stop an objectionable event or to alleviate an evil, these Tactics are known as “direct action.” Direct Actions include personally feeding the hungry or destroying the offices of a military recruiter.
When choosing Tactics, consider the three R’s: reward, risk, and reach. The rewards for using a particular Tactic should be clear. For example, publicizing personally embarrassing information about a political opponent has the obvious reward of damaging his reputation and making his job a little harder. At the same time, you should do everything you reasonably can to reduce the risks of your actions. While some older activists still seem to think that getting mass- arrested to “overload the system” is a good tactic, the criminal punishment system has grown so much in recent years that it can handle mass arrests without difficulty. When you plan to get arrested, you risk thousands of dollars that will have to be raised by you and your community for your defense - all of which will go to rich lawyers or to the State. Even if you end up being released quickly, the police will use the opportunity of having you custody to fingerprint you, document who you were with, search your phone, perhaps sexually assault you, and generally waste your day. It should be a red flag when rewards and risks seem to balance out. Publicly attacking a political opponent for taking a position with which many reactionaries agree may actually help his reputation to grow among your enemies. Watch out for these expensive victories. Finally, consider the reach of your Tactics, that is, how many people will find out about your actions. Even an action with a small reward for those involved, such as temporarily stopping the construction of a pipeline, can have a huge reach if it is expertly timed, executed, and publicized. Actions long in reach multiply the rewards for the movement as a whole. When you undertake an action, you can amplify its reach by preparing a statement for the media or anonymously uploading pictures to Twitter.
Tactics are most effective they are tailored to the political climate, time, and place. During the Nazi occupation, it was appropriate for the French resistance to assassinate enemies, set off bombs in public places where innocent people were hurt, kill informants within their ranks, and fight to the death rather than be captured. Such Tactics would be ineffective and ruinous for movements in the US and Europe today. Consider what one of us saw at a demonstration for climate justice in Paris in 2015:
When we arrived at the Place de la Republique, there were hundreds of pairs of shoes littering the plaza with no owners. Parents with strollers and old pacifists hunched and clutching purses with concern, well- meaning, were taking pictures. One man had climbed the statue at the center of the square with a Lebanese flag and was draping it over a shrine of votive candles. The gendarmes were still in their vans, though their ranks were silently growing. An hour later I was rushing an elderly woman toward the sidelines as a tear gas canister landed three paces away. The appearance of the black bloc in no way justified the violence exhibited on the crowd by the French police, but they had escalated the demonstration, and in the news reports and hostel lobbies the following day, they would be blamed for getting a bunch of peaceful protestors mixed up in a lot of violence for no good reason. It should be clear that baby strollers and black blocks don’t mix. On the other hand, the idea that resistance must sink to the lowest common denominator of polite inaction surely gets us nowhere. The lesson here is this: to make sure that Tactics are well-suited to the situation, we will need to join in solidarity across tactical differences. To facilitate better collaboration, groups should be explicit about their level of commitment and ability to take risks, refrain from making simplistic judgements about the relative morality of different tactics, and implement a variety of complimentary tactics. Had the passive marchers and the black bloc communicated about, for instance, the timing of their very different Tactical moves, people could have done a better job at taking care of each other. Coordination should not be confused with unanimity here. If the peaceful marchers and the black bloc tried to arrive at a single consensus regarding their tactics, it is likely that neither group would have gotten what they wanted. When communicating about Tactics, be firm in your commitment while remaining flexible to the requests of others. Start these planning sessions with a commitment to help your allies carry out their ideas while not giving up on your own. A diversity of Tactics makes your movement harder to outmaneuver and makes it more likely to gain traction.

Rewatching Boy Meets World from S5-S7 is a wild time, because for all the emphasis this show places on the characters getting into college, we only end up finding out what one of them actually majors in once they're there. So, here's my ideas/thoughts that no one's asked for on everyone's eventual majors, from what I'm surest of to pure speculation:
Jack - Journalism & Engineering: First off, it's WILD to me that this is the only confirmed major we have from anyone on the show. Second, I have mixed feelings about it. Engineering makes total sense given his future career deals in the business of building pipelines/structures that could impact the environment but also make one very rich. However, why not make his second major be business then??? Even if the writers didn't know his future career then, they showed Jack has a propensity for entrepreneurship and is money motivated. It would've made way more sense for him to double in business or finance rather than a major we never saw him care for, as great as the journalism rep is. Or, if not business, do architecture! He mentioned wanting to be an architect and Eric said he'd be great at it! He had a highly technical and grand scheme kind of mind! Let him construct big things!
Topanga - Pre Law: Political-Science(?): We eventually find out in GMW that Topanga earns her Master's Degree in Political Science and ends up going to NYU law, but there's zero clue during BMW about her concentration while she's pre-law. Like...at all. I suppose she did political science given her later degree, but...maybe also not!
Shawn - English/Literature or Journalism: Shawn takes a lot of literature and writing courses in college (ignore that everyone else does as well), and he ends up working as a professional writer/photographer. I'd say he's an English major or something of the sort. Either that, or journalism adjacent. Very sure of this despite it not being mentioned directly.
Eric - Psychology: This is my strongest not-super-confirmed hunch. Not only do we see Eric take a ton of psych courses (ignore that everyone else does as well), but we're shown/told multiple times that the one thing he gets, even post-grad, is people. $20 what happened is he chose psych because, ah yes, I know people! I can study their minds!, only to reach graduation and realize he had no idea what to actually do with it. Panicked, he threw himself into community service/volunteering for a while as a way to still contribute to society/be helpful while buying himself time to figure things out. That built a solid rep for him with people -> people elected him mayor because he's great with people/the community -> people/the community elected him as senator because they trusted he cared about them/would work to advocate for their needs and what's right. Still think he should've been Feeny 2.0 or just studied meteorology like he wanted to from the start (screams), but I see the vision.
Cory - Education? History? Both?: Cory's college experience confuses me. He ends up a teacher, but we never received even a hint that that's what he was studying. I mean, you're telling me Mr. George Feeny, greatest teacher of all time, saw one of his favorite students majoring in education and didn't absolutely snag that boy aside to coach him in his image 24/7??? There's only two explanations I can think of here. 1) Cory majored in history (we see him take a few history classes) and went back to school to study as a teacher (since he later is a history teacher). 2) Cory switched majors to education after the show ended. I'm still mad he didn't just go into video journalism.
Angela - African American Studies/Literature(?): Angela mentions a few times doing papers regarding social justice/African American studies, but it's never really specified what it's all going toward. She also has a known love for poetry and literature (she owns lots of books/is seen writing and reading a lot), so she very well could've been doing something with that, too. I kind of like the idea of her becoming a prolific author writing on her feelings/experiences/thoughts on society/etc. It would be cool too if she ended up writing anything about her dad, especially in his honor once he passes.
Rachel - Social Work? Environmental Science? I think she mentions law at some point(?), but Rachel is kind of all over the place future-wise. We see her super unsure of what she wants to do in life, even right before graduation (ngl I giggled at the writers having her want to be so many things that require specific undergrad tracks & post-grad programs to even be considered for, be so fr you bunch). Given the fact she goes off to the Peace Corps, I'd like to think she was in the general realm of social work/sustainability/etc. and just went on to execute what she learned about that through the Peace Corps.

"Cody Two Bears, a member of the Sioux tribe in North Dakota, founded Indigenized Energy, a native-led energy company with a unique mission — installing solar farms for tribal nations in the United States.
This initiative arises from the historical reliance of Native Americans on the U.S. government for power, a paradigm that is gradually shifting.
The spark for Two Bears' vision ignited during the Standing Rock protests in 2016, where he witnessed the arrest of a fellow protester during efforts to prevent the construction of the Dakota Access Pipeline on sacred tribal land.

America’s first large-scale offshore wind farms began sending power to the Northeast in early 2024, but a wave of wind farm project cancellations and rising costs have left many people with doubts about the industry’s future in the US.
Several big hitters, including Ørsted, Equinor, BP, and Avangrid, have canceled contracts or sought to renegotiate them in recent months. Pulling out meant the companies faced cancellation penalties ranging from $16 million to several hundred million dollars per project. It also resulted in Siemens Energy, the world’s largest maker of offshore wind turbines, anticipating financial losses in 2024 of around $2.2 billion.
Altogether, projects that had been canceled by the end of 2023 were expected to total more than 12 gigawatts of power, representing more than half of the capacity in the project pipeline.
So, what happened, and can the US offshore wind industry recover?
I lead the University of Massachusetts Lowell’s Center for Wind-Energy Science, Technology, and Research (WindSTAR) and Center for Energy Innovation, and follow the industry closely. The offshore wind industry’s troubles are complicated, but it’s far from dead in the US, and some policy changes may help it find firmer footing.
A Cascade of Approval Challenges
Getting offshore wind projects permitted and approved in the US takes years and is fraught with uncertainty for developers, more so than in Europe or Asia.
Before a company bids on a US project, the developer must plan the procurement of the entire wind farm, including making reservations to purchase components such as turbines and cables, construction equipment, and ships. The bid must also be cost-competitive, so companies have a tendency to bid low and not anticipate unexpected costs, which adds to financial uncertainty and risk.
The winning US bidder then purchases an expensive ocean lease, costing in the hundreds of millions of dollars. But it has no right to build a wind project yet.
Before starting to build, the developer must conduct site assessments to determine what kind of foundations are possible and identify the scale of the project. The developer must consummate an agreement to sell the power it produces, identify a point of interconnection to the power grid, and then prepare a construction and operation plan, which is subject to further environmental review. All of that takes about five years, and it’s only the beginning.
For a project to move forward, developers may need to secure dozens of permits from local, tribal, state, regional, and federal agencies. The federal Bureau of Ocean Energy Management, which has jurisdiction over leasing and management of the seabed, must consult with agencies that have regulatory responsibilities over different aspects in the ocean, such as the armed forces, Environmental Protection Agency, and National Marine Fisheries Service, as well as groups including commercial and recreational fishing, Indigenous groups, shipping, harbor managers, and property owners.

For Vineyard Wind I—which began sending power from five of its 62 planned wind turbines off Martha’s Vineyard in early 2024—the time from BOEM’s lease auction to getting its first electricity to the grid was about nine years.
Costs Balloon During Regulatory Delays
Until recently, these contracts didn’t include any mechanisms to adjust for rising supply costs during the long approval time, adding to the risk for developers.
From the time today’s projects were bid to the time they were approved for construction, the world dealt with the Covid-19 pandemic, inflation, global supply chain problems, increased financing costs, and the war in Ukraine. Steep increases in commodity prices, including for steel and copper as well as in construction and operating costs, made many contracts signed years earlier no longer financially viable.

New and rebid contracts are now allowing for price adjustments after the environmental approvals have been given, which is making projects more attractive to developers in the US. Many of the companies that canceled projects are now rebidding.
The regulatory process is becoming more streamlined, but it still takes about six years, while other countries are building projects at a faster pace and larger scale.
Shipping Rules, Power Connections
Another significant hurdle for offshore wind development in the US involves a century-old law known as the Jones Act.
The Jones Act requires vessels carrying cargo between US points to be US-built, US-operated, and US-owned. It was written to boost the shipping industry after World War I. However, there are only three offshore wind turbine installation vessels in the world that are large enough for the turbines proposed for US projects, and none are compliant with the Jones Act.
That means wind turbine components must be transported by smaller barges from US ports and then installed by a foreign installation vessel waiting offshore, which raises the cost and likelihood of delays.
Dominion Energy is building a new ship, the Charybdis, that will comply with the Jones Act. But a typical offshore wind farm needs more than 25 different types of vessels—for crew transfers, surveying, environmental monitoring, cable-laying, heavy lifting, and many other roles.
The nation also lacks a well-trained workforce for manufacturing, construction, and operation of offshore wind farms.
For power to flow from offshore wind farms, the electricity grid also requires significant upgrades. The Department of Energy is working on regional transmission plans, but permitting will undoubtedly be slow.
Lawsuits and Disinfo
Numerous lawsuits from advocacy groups that oppose offshore wind projects have further slowed development.
Wealthy homeowners have tried to stop wind farms that might appear in their ocean view. Astroturfing groups that claim to be advocates of the environment, but are actually supported by fossil fuel industry interests, have launched disinformation campaigns.
In 2023, many Republican politicians and conservative groups immediately cast blame for whale deaths off the coast of New York and New Jersey on the offshore wind developers, but the evidence points instead to increased ship traffic collisions and entanglements with fishing gear.
Such disinformation can reduce public support and slow projects’ progress.
Just Keep Spinnin’
The Biden administration set a goal to install 30 gigawatts of offshore wind capacity by 2030, but recent estimates indicate that the actual number will be closer to half that.
Despite the challenges, developers have reason to move ahead.
The Inflation Reduction Act provides incentives, including federal tax credits for the development of clean energy projects and for developers that build port facilities in locations that previously relied on fossil fuel industries. Most coastal state governments are also facilitating projects by allowing for a price readjustment after environmental approvals have been given. They view offshore wind as an opportunity for economic growth.
These financial benefits can make building an offshore wind industry more attractive to companies that need market stability and a pipeline of projects to help lower costs—projects that can create jobs and boost economic growth and a cleaner environment.
