Any gas found in The Last of Us -- set 20 years after an apocalyptic outbreak -- should be a thick, varnish-like sludge.
A thing I wish more post-apocalyptic stories would show: gasoline has a shelf life.  It goes bad – it separates and parts evaporate off – and it either won’t work or will cause severe damage to whatever it’s put in.  And it goes bad a lot sooner than you might think.
The gas you get from standard fuel pumps goes bad after 30-60 days.  If you add a fuel stabilizer, you can stretch that to maybe 8 months.
Diesel lasts about 6 months, up to 12 if kept in airtight, clean, cool, dry conditions.
Kerosene lasts 1-3 months.
So by the time the gang in The Walking Dead got to the prison, in season 3 – about one year since the zombie apocalypse began – most fuel supplies they’d find should be unusable.  At the current time (mid-season 9 of TWD / season 4 of FtWD), about three years since the start, there shouldn’t be any usable fuel anywhere.
