Sound like The Voice Someone Calls, don't they? So, people call these an early version of it. I don't think that's right, though.

This is the first trailer for Persona 3 that came with Weekly Famitsu 901. Go to 10:32. That's 82, isn't it? Then go to 11:07. Wait, that's The Voice Someone Calls! If it's an early version of it, how can the final version be playing alongside it?
Well, the comment for The Voice Someone Calls from the OST might help.
The music heard in the 25th hour. By the way, this music was made to play in Tartarus, but was changed midway through to play in the 25th hour's event. Tartarus gradually changes its music in 6 stages: this song also started with plans to do that, and had about 5 stages made, but the best sounding 4th stage is what was used for the 25th hour event.
Excusing my awful translation, this gives an explanation as to what this song is. If The Voice Someone Calls was originally only used in Tartarus, then this song is what was used in the Dark Hour's events! That's consistant with the trailer, too - the unused song is used when introducing the Dark Hour, while The Voice Someone Calls is used when introducing Tartarus. Since the final version of The Voice Someone Calls but the 1st stage of the Dark Hour theme is used, it seems like the decision to use the 4th stage of the Tartarus theme was made before it was decided to use that for all Dark Hour events.
Interestingly, something similar to 82 seems to play at the start of Reload, from walking to the dorms to Pharos disappearing. I haven't been able to rip Reload's sounds and can't find it since it's not on the OST(and not very interesting), so here's a cut version of the first 30 mins.
