Ignoring the fact Shio smiles like 2 seconds after, why 'don't smile'?

Obviously it could come from him, but with the chapter we just got it wouldn't surprised me if it came from Kongo

Then, Hibaru is the one seen smiling the most so far ; followed by Goshiki and Shikaba. Kou too, smiles often

But why should smiling be forbidden – either from Shio or Kongo, it doesn't matter
