I had no idea it was inspired by a real thing, honestly the Panopticon as a concept is terrifying if you think about it. I had not realized it listening to the show but holy shit...

What is a Gift Exchange? A gift exchange is a trade of gifts relating to Warhammer 40k: Rogue Trader. Kind of like secret santa, except at the end gifter/giftee is revealed. These gifts consist of completed pieces of art , or fanficiton in line with what you are comfortable with receiving. For example, you may be head over heels for the Tech-Priest, or maybe you fancy a raunchy Abelard fanfiction, or may you simply want something of your own OC Rogue Trader. Gifters & giftees are matched up to meet each individuals wants/ability. A gift exchange is a wonderful chance to meet your fellow community members and share a piece of work, and get a piece of work in return.
