#opioid crisis has entered the chat

Chrissy Reifschneider had just left rehab to treat her heroin addiction in 2017 when she started taking tianeptine, popularly dubbed ���gas station heroin." The 41-year-old from Alabama was struggling with low energy, so a family member who worked at a gas station recommended she try the pills. 

Within days, Reifschneider was hooked, and three dark years cruised by. Now four years clean, Reifschneider reflects on the deception that contributed to her tianeptine addiction and the overwhelming shame that followed. It's a trend that addiction medicine experts say shines a sobering light on the ongoing mental health crisis that's driving people to "easy" solutions amid widespread healthcare accessibility issues in the U.S.

“I thought well, I'm not sticking a needle in my arm, so I literally convinced myself that I wasn’t a drug addict until I realized I didn't recognize who I was anymore,” Reifschneider said. “It's crazy to think that these gas station pills just controlled me. I was ashamed because I'd rather people know I was shooting up heroin than actually spending all this time and money on over-the-counter (drugs).”

Tianeptine is prescribed as an antidepressant in some European, Asian and Latin American countries, but it’s not approved for any medical use in the U.S. Still, companies are marketing and selling tianeptine products as dietary supplements typically in pill and powder form, claiming it can improve brain function and treat depression, anxiety, pain and even opioid use disorder. 

Tianeptine has been banned in Alabama, Florida, Georgia, Indiana, Kentucky, Michigan, Mississippi, Ohio and Tennessee.

Reifschneider used to take five pills every four hours, which she said gave her enough of a “warm, fuzzy buzz” without making her feel clammy or nauseous, similar to the effects of doing too much heroin, she said. The brand she purchased recommends two capsules daily “or as needed,” and advises against exceeding three capsules in a 24-hour period. 

She started to lose her hair and lots of weight; had auditory hallucinations; developed paranoia surrounding electronics, at times using 10 cellphones at once; and began to convince herself that she was “better off dead.” Reifschneider would even chat with gas station employees about how dangerous the pills were: “I was silently crying out for help.” 

After several unsuccessful stays in rehab, Reifschneider quit “cold turkey” and entered a withdrawal state for the next six months, which she said felt similar to but lasted longer than her withdrawal from heroin and fentanyl. Today, she continues to “feel like a 15-year-old in my brain,” alluding to her debilitating memory problems. “It’s one of my more shameful things,” she said.

Poison control cases involving tianeptine have increased nationwide, from 11 total cases between 2000 and 2013 to 151 cases in 2020, the FDA says. Many poison control calls often involve severe withdrawal symptoms, such as agitation, vomiting and diarrhea, because people typically consume higher doses than those prescribed in other countries, according to a 2018 CDC report.

Dr. Holly Geyer, an internal medicine physician specializing in addiction medicine with the Mayo Clinic, said fear of withdrawal and the depression that follows can contribute to addiction to a variety of substances. 

“These often aren't people who are chasing a high. They're just trying to feel normal, and if there's a drug out there that helps them curb that appetite, they're probably going to take it until it as a solution becomes the problem,” Geyer said. “These people are trapped biologically, mentally and spiritually. It's a horrible situation to be in, and I can tell you tianeptine does not let them out of it.” 

Shame and stigma prevail among addiction recovery circles 

Since Reifschneider joined social media to share her tianeptine experience, neighbors and friends have confided in her with their own struggles with the supplement. “It was a very dark secret we all kept in our recovery circle because it was so shameful,” she said. “We all felt better about ourselves because we weren’t doing the worst of the worst.”

Aaron Weiner, an addiction psychologist, says that mentality is “completely reasonable” considering the stigma and “traditionalism” that still weighs on drug use in general. “There’s a very intense mental health burden in this country right now,” he said.

Tianeptine is marketed as a supplement, but it’s really an opioid receptor agonist. That means it binds to the same receptors in the brain that heroin, fentanyl and other opioids do, causing similar euphoric and addictive effects by hijacking the body’s dopamine system. So when people use tianeptine amid their recovery journey to cope with withdrawal or other lingering effects, judgment frequently follows.

“In a lot of recovery circles, the goal is complete abstinence from all intoxicating substances,” Weiner said. “In this scenario, some people may assume they’re substituting one drug for another, and say they’re not really sober.”

Similar judgment occurs among those taking FDA-approved medications for opioid use disorder (MOUD), including methadone, buprenorphine and naltrexone — some of which are opioids themselves. Mounting evidence shows that they reduce opioid cravings and withdrawal symptoms, and block their euphoric effects, Weiner said, but don’t make people “high” or cause withdrawal when dosed properly. 

Although MOUD use has grown by more than 100% over the last decade, nearly 90% of people living with opioid use disorder are not receiving these medications, according to a 2022 study published in the International Journal of Drug Policy. Experts say stigma is partly to blame. 

“One of the greatest problems we have in this country is that of stigma; we label people, then throw them out with their diagnoses,” Geyer said. “So when many of them turn to MOUD, they experience equal amounts of stigma and are led to think that no one could yell at them or be offended if they use supplements like tianeptine that they think are safer.”

Reifschneider said she visited a doctor who specializes in addiction medicine two times for help to detox from tianeptine, but neither attempt was successful.

“The doctor had no idea what these pills were, but he wanted to help me because he could see my desperation,” Reifschneider said. “I was terrified to come off of them alone, so I didn’t know what to do.” 

She ultimately detoxed herself, but this lack of awareness and access to proper treatment, Geyer said, is what deters people away from evidence-based treatment and attracts them to the illicit market.

Data show that nearly 50% of counties in the U.S., don’t have MOUD medication providers and 32% don’t have any specialty substance abuse treatment programs at all. 

“There's not a whole lot of attention paid to tianeptine because it’s one of many drugs that you could find at gas stations these days that are not technically outlawed but certainly not beneficial,” Geyer said. “The big name drugs out there like fentanyl is where the money has historically been in this industry, so that's where most treatment approaches have focused.”

After years of rehab, Reifschneider said she wants to lay low and just live a normal life, but knowing that tianeptine is still being sold on gas station shelves weighs on her.

“I'm honestly grateful that there's been more awareness, but it kills me to know this is still out there,” she said.

You were waiting for your flu shot in the multi purpose room filled on one side with folding tables and just a handful of folding chairs. The rest was standing room only. Rehab was crowded now because of the opioid crisis. It would be a long wait, but you didn’t mind. It gave you an excuse to chat with Klaus. You were casually slumped against the wall in your gray hoodie, hands in your pockets.

“What is this you’re doing?” He said, observing your posture. You just looked back at him confused. “I’ve gotta teach you how to lean…Observe…” Klaus posed dramatically against the wall next to you with his chin in the air, arms crossed and one knee bent.

“You look like a sullen teenager,” you laughed.

“Oh come on this is really sexy stuff,” he insisted. You laughed. He did look good, you just weren’t ready to let him hear it from you. The truth was, sometimes when he wasn’t looking, you’d stare at him like a cat watching a bird from a windowsill. A few minutes of this and you’d realize you were holding your breath, so enraptured that you forgot to perform the most basic biological task.

When his name was called, Klaus sauntered up and immediately started flirting with the handsome young medical tech administering the shot. The tech put on a new pair of gloves and cleaned a spot on Klaus’ tattoo covered bicep with an alcohol swab. I love the snap of latex in the morning,” Klaus joked. The tech remained professional, while a small smile tugged at the corner of his mouth. Klaus was encouraged. “Can’t you spice it up a little,“ Mark?” he added, reading his name tag. The tech administered the shot then fished around in a little basket of band aids, pulled out a spider-man, and stuck it over the wound. “See, that’s what I’m talking about,” Klaus said, blowing him a kiss. The tech just nodded politely and called the next patient.

You were giggling the entire time. He was such a lovable idiot. You wanted to know him better, but Klaus was not exactly an open book. In group sessions he made jokes, changed the subject. He’d already been through rehab six or seven times. He could probably run the program if he actually gave a shit. Your own recovery was…rocky. The physical dependency had faded, but the mental battle was only getting worse. Using helped you deal with your trauma, it silenced your demons. You felt your identity was so rolled up in guilt, shame, and coping mechanisms that underneath you didn’t even know yourself anymore.

You managed to finish the program. They stamped you with a clean bill of health and sent you back out into the world - not because you were well, but because they needed the bed. It was strange looking for a job again. You moved in with your cousin and her boyfriend until you could get back on your feet. She was a bad influence and her place was only four blocks from where you used to buy drugs. Hell, you could see yourself just falling into your old patterns almost by accident, forgetting the last six weeks entirely. That’s not how it happened though. It was very much on purpose.

You tried so hard to sleep that night, but you kept stressing out about the future. ‘Live in the moment’…'One day at a time…“ The rehab mantras were wearing thin. You sat up and reached for your phone. Your thumb hovered over Klaus’ name in your contacts list, but you changed your mind. You didn’t even realize you put your shoes on until your hand was on the door knob. 'Fuck it.’ The future was uncertain, but this was definitely hell on earth. Once you got your hands on that familiar little plastic baggie you knew you would be comforted. You knew what to expect. What you didn’t expect is that small part of your brain that had been changed in rehab spoke up just as the drugs were entering your system. That’s when you texted Klaus…Something vague, you couldn’t remember, but it must’ve done the trick because you woke up on a sofa in the Hargreeves mansion. Klaus had taken your shoes off and wrapped you in a quilt.

"What happened? You asked.

"You fell off the wagon in spectacular fashion.” Klaus was standing above you with a glass of water and some pills.

“What are those?” You sat up.

“They’re for the constipation.”

“Thanks, I’ll take them…later.” You said, then had a sip of water.

“Your tolerance is not what it used to be. I found you at the abandoned house on Lexington. We had a lively conversation about time travel and then you passed out in the cab.”

"But how did I get up here? Did you?…”

“Throw you over my shoulder and carry you? Yeah. I’m stronger than I look.” He smiled.

"I’m sorry,” your voice cracked and tears started welling up in your eyes. You stood up, thinking maybe it was best to leave.

“Y/N, It happens to the best of us.” His hand was on your shoulder, his eyes looking into yours reassuringly. Now you were full on crying embarrassing, ugly tears.

“Come here.” You stepped into his arms. He was quite a bit taller. He pulled the quilt up over your shoulders and bundled you close. Your body was tense. Your arms were tight against your chest, ready to push him away, to end this charade. A minute passed by, then several. Klaus just stood there with his arms wrapped around you, warm and present. That’s when you realized this wasn’t something Klaus was doing out of obligation or as penance, to earn karma or whatever excuse your mind could cook up. He simply wanted to comfort you and make you feel safe. You leaned into his embrace and laid your head against his chest, listening to the steady rhythm of his heartbeat. Everything was going to be okay.

Golden Kamuy chapter 223; a current critique on the opioid crisis [?] and some of the boys have a sleepover.

This chapter of GK starts out with an update on the status of Nikaido as he runs through the hospital on the title page for “Nikaido cheers up” with a tagline of Nikaidash at the bottom.  Ienaga doesn’t look pleased with his dashing about while perhaps Ariska is excited or wants to punch him - I really can’t tell personally.

Let’s move onto the first full page.  Nikaido greets Koito and Tsukishima with a booming shout with huge action lines declaring good morning to both of them.  Tsukishima still appears deadpan as he holds a portable urinal in his right hand (ugh, not a job I’d like to help Koito out with).  Koito politely comments that he’s looking sharper and Nikaido screams it was the new medicine that Arisaka gave him.  And then repeats good morning again with a huge shout.

Koito looks a little interested and he’s got some bags under his eyes, so clearly he’s not as keen on Nikaido as Inkarmat’s company.  Arisaka then shows up to show a vial of methampetamine and it was developed by a personal friend.  Nikaido then yells good morning to Ariska as he vibrates in the background.

Ariska then comments on Nikaido’s hyperactivity being the opposite of his depression as Tsukishima looks unimpressed and over everything.  Of course Arisaka is thinking of all of the money they will make with meth.  Ienaga then enters to check on Koito’s progress, which is improving well and then begins to hungrily lust over his youthful and beautiful skin.  As she’s about to take a bite out of Koito, Tsukishima puts a pistol to her head.  Nikaido is running around in the background.  Tsukishima is still deadpan.  I really am beginning to wonder if something in him broke when he had to threaten Koito in Karafuto.

Ienaga argues that skinning her isn’t much use since everyone has a copy of her tattoo, but Tsukishima states he’ll make a wallet of her.  I guess to replace the wallet he may have lost in the fire in Edogai’s house . . .  as I recall, he forgot his wallet on his way to the public bath when Ogata went in and the 27th burnt down the house and he didn’t have time to grab it as he fled from Ogata in search of Edogai.

Ienaga states she’s valuable to Tsurumi and that is all that matters.  The page ends with Arisaka commenting on Nikaido running around like a cat after it takes a dump.  I have to admit that is a hilarious statement to use and shows that Noda is clearly a cat lover and observer of cats.  I don’t mean to mock Nikaido’s condition, yet that term is a unique way to describe something.

My own cat loves to get the cat zooms after he goes to the litter box. Why he feels this need to be liberated after a poop is beyond me, but pretty spot on behavior.

The action then turns to Hijikata’s group as Ogata states that they should move to a new location as Ienaga was captured by Tsurumi.  It is interesting that Ogata refers Ienaga as both a geezer and he; is this a form of disrespect of Ienaga or is Ogata acting in the time period and just unsure of how to refer to her so he defaults to biological descriptions?  Saying geezer is pretty impolite so, I would think that Ogata isn’t keen on Ienaga as a person and therefore speaks rudely of her.

Nagakura saw Ienaga as a transient member of each faction and Kadokura thinks she won’t know the exact location since she was injured at that time.  Not thinking, Ushiyama assumes that Tsurumi would have killed him and taken the skin.

Ogata flat out tells them that they are all underestimating Tsurumi.  He will pick up on their trail and find this location.  He smiles as he tells them it is hard to escape from a Shinigami with a Cheshire cat smile.  Oh how I’ve missed his cat smile.  He likely knows even if they’d disagree with his firm statement as the most junior man in the room, he’s right.  Hijikata even agrees with him as he puts down a book.

I really wonder how Hijikata feels about having the team/faction with less clever people.  He gained Ogata for the time but if you stop and think about it, he really doesn’t have any intelligent planners on his team save for himself. . . .

There is then an excellent transition page where Ogata tries to shoot a mallard for dinner.  He’s now using his left hand on the trigger and right hand supporting the rifle and lining things up with his left eye.  He takes a shot and - misses the duck completely.

His reply, clearly in his own internal conversation with himself is “ . . . .” as we see him work the bolt on the rifle as he has a slight twinge of a frown as he seems to think about his last shot.

Does this mean Ogata is no longer a sniper?  Honestly, I’d say he’s re calibrating.  There are enough historical examples of snipers losing vision in one eye and retraining to use the other so it isn’t like he’s 100% lost his skills.  He’s a tough and stubborn character, I predict he’ll find a way to snipe again.  Is he disappointed?  Obviously, he’s been using a rifle since he was a kid and he’s going to have to learn everything again, but he’s a smart guy.  I think he’ll be fine.  It is more interesting to see his struggle as he has to come to terms with the fact that he’s alive and he may need to think more deeply about how he fits in the quest for the gold.  Ogata has long relied on his sniping as his #1 skill.  He has more than that, but it was the skill that defined him.  This should drive his character development.

Just like Sugimoto’s #1 skill is being able to fight like a demon and ignore his injuries.  He’s just as bad as Ogata, neither of them can afford to be one trick ponies.  They will both have to come to terms with how they look at their own skills and abilities.

The group then takes Ogata’s advice and they stay at a temple showing where a few more of their group are; Kirawus, Toni, Ushiyama, Ariko and the wee babe Kantarou.

Kantarou thinks they’ve found a good hideout with people moving through frequently.  Or it makes it harder to track those observing you as you can’t pay as much attention - I predict if they stay in the temple, Tsurumi easily slips a spy in their midst.

Kadokura then is chatting with Hijikata and Nagakura.  Despite being a sad old tanuki, he’s still in the jail employee loop and is able to explain that prisoners were sent from Kabuto prison to Abashiri to help with rebuilding.  Someone was able to find them in transit and facilitate the escape of prisoners and they are all associated with a pirate. Boutarou the pirate!  So a maximum security prisoner who is a pirate just broke his comrades out of jail.  He apparently is a very *ahem* accomplished pirate and was one of the 24 tattooed convicts. 

Hijikata then comments that he’s “making his move” so Boutarou must be interested in the gold for himself and his fellow pirates?  Hopefully, he’s a smarter convict who will make things interesting - I mean pirate, yeah.

The temple door then opens to reveal that Ogata has brought a gift home for dinner, a whooper swan which is about 5ft in size . . . soooo yeah Ogata is not a tall man.  Ah yes, the cat is proud of its kill.

This is the exact opposite of when Ogata shot the woodcocks for Asirpa.  Those were small and hard to shoot, while this is a bird with a giant target on it.  I wonder if Ogata is now working on the concept of starting with a large target and working his way down to smaller ones?

Ushiyama is the first to remark that Ogata doesn’t have to hunt for supper all the time.  It is clear that Ogata feels the need to provide for a group - I don’t think it is a whole “I must kill all the animals.”  more like “I can practice and get a free supper.  Someone please notice and love me.”

Ariko then looks shocked at Ogata’s entrance with the swan.  The middle panel is one of complete shock as he says “Superior Private Ogata”.  Oh ho!  Ariko knows Ogata even though they did not serve together during the war.  This is very interesting!  This also likely means that Kikuta will become more important and will have an encounter with Ogata.  There needs to be something that happens between the sniper and the close range marksman. 

Ariko’s reaction is such a Tanigaki reaction - he clearly does not like Ogata and he is immediately uncomfortable with him.  What is very interesting is how he touches him just like how he touched Tanigaki when they started their sniper battle.  Ariko is completely freaked out and sweating as Ogata asks him if he’s the same [betrayed Tsurumi].  The Cheshire grin as he asks if he betrayed Tsurumi’s group followed by a you never can tell.  Ogata likely knows that Ariko is similar to Tanigaki and looks even more nervous only able to reply he didn’ imagine Ogata betraying them.

So, Ariko doesn’t have a good grasp on the Ogata midset, well even Tsurumi doesn’t putting him in the same camp as the rest of the cast.  Clearly, whatever Ariko does know about Ogata implies that he was under the indication that Ogata was loyal to the group and would do his dirty work.

I really want to think that Ogata knows that Ariko has to be a mole for Tsurumi - he knows how Tsurumi thinks and I’m sure he’ll bail when the time is right.

Kirawus then is the transition to the discussion about eating the swans and adds you don’t even need to shoot one if you want to eat it when they are fattened up.  Maybe Ogata just pounced on it like a cat, but swans and geese are total assholes so I’d personally still shoot it to avoid being poked at by it.

There is an Ainu belief that if you eat a swan your hair will turn grey so Kirawus will not eat it, most of the guys decline.  Kadokura declines and is mocked by Kirawus since he already has grey hairs and Toni had not idea that he had gone grey.  Kantarou is concerned about his looks so he passes and even Ushiyama won’t do it. 

Nagakura and Hijikata enjoy the swan nabe as they describe it as tasty and dumb to pass on eating something worrying about death.  It will happen at some point in time so why not.  Ogata who is one of the youngest members of the group, then replies “hah” in agreement with both Nagakura and Hijikata as he enjoys his swan nabe.  Does this mean Ogata doesn’t care what he will look like?  That he won’t live long enough for it to matter?  Or is it his total lack of religious/superstitious belief?  Hell it could be all of these.  Ogata is not one to worry about stuff that doesn’t directly matter.

They all go to bed in one room making it an awkward slumber party as they discuss the swan nabe.  They sound like a bunch of gossiping schoolgirls and they try to decide if they should eat the nabe since they are clearly hungry.  Ogata blankly stares at the ceiling - it is clear he is judging all of them.  Look at his disengagement as he listens.

They clearly decide to eat the nabe and the next morning Nagakura gives them a hard time, teasing them about it.  Ogata looks so over it as Kantarou and Kadokura look back at Ogata uncomfortably.  The best Kadokura can come up with is the cheesy line that, they figured going grey is better than going bald.

Ogata just stares at Nagakura while Kadokura and Kantarou look a bit nervous.

It really seems like Ogata is sizing Nagakura up - everyone else then laughs (Ogata is not in the panel, but he’s clearly not laughing) and he’s back to silently watching and observing everyone.  The final page ends with Nagakura’s internal rage as he spits and his eyes are completely black.  Best not to enrage his inner fire . . .

This chapter has been quite useful and is staring to fill in more information as the factions shift.

1.) Koito is recovering well and Tsukishima has kept his dead on the inside and outside expression since Karafuto.  I wonder if Tsukishima has broke.   Helping Koito piss into a jar isn’t a fun job, but he’s at least keeping Ienaga at bay with no Kantarou to tie up.

2.) Nikaido is a one man military experiment.  Now he’s been given meth in addition to his prosthetic limbs.  It seems like no matter what will happen, his fate is a terrible one to have.  Perhaps with the death of his brother he really is a dead man walking and just doesn’t care anymore.

I wonder if this is a current critique on the opioid crisis in the industrialized world, or the fact that another way to control people is through big pharma?  Arisaka and Tsurumi already discussed morphine which Nikaido was previously addicted to and now they’ve switched him to meth.  I really honestly feel bad about his character - he really has become a means to an end.  I’m also not sure what is worse - his previous addiction to morphine or what will become his current addiction to meth. I’ve had friends that I’ve worked with use it or other friends have dealt with roommates using it.  It is a complicated situation - I can’t tell if this is just a quick toss in there concept or if it will become more fleshed out as the story develops.  A part of me would like to see this go further. 

A quick search reveals that meth addiction and use is a problem in present day Japan and the first epidemic started after WWII as it shifted from the military to civilian hands.  I wonder if some manga artists also have used meth or may have considered it based on their rough schedules.

I am not the type of person to even remotely try to examine this as a whole, but having Golden Kamuy introduce a sensitive topic is par for the course by this point.

3.) Ogata is re-calibrating and being quite blunt and forward with Hijikata’s group.  He really isn’t trying to change very much in his interactions.  He is critical of the lack of concern by several people and flat out tells them to take Tsurumi seriously and to not underestimate him.  It looks like Hijikata seems to believe him to some extent.  I will say he tries to ease over relations by bringing home dinner.  I wonder if he is disappointed as Asirpa, Kiro and Shiraishi were a lot more thankful of his skills than this group.

4.) Ariko is in a tight spot.  God, it is like Tanigaki all over again.  What does Ariko know about Ogata? He clearly knows him from Kikuta - is he also someone who dislikes him based on what he knew about his past working for Tsurumi?  Ogata has to know that Ariko is a double agent for Tsurumi.  The question is will he even bother to warn the others or he just doesn’t care.

5.) There is a pirate convict!  Oh ho!  I look forward to this - it seems the pirate wants to form his own faction looking for the gold and must have been waiting to see how the hunt for the skins has gone.  A new faction would be very interesting?  Will he team up with others or go it alone with his crew?

Overall, this was a very informative chapter.  I felt like it had a good balance of information and action.  The Hijikata slumber party scene was quite hilarious.  I predict we will see more Ogata, silently watching those guys.

While the much of focus on the 2020 national election has been on the presidential race, there will also be Congressional races taking place across the country in just over a year. Lindsey Boylan ‘06 is one candidate on the ballot for the House of Representatives and is running in the Democratic primary in New York’s 10th Congressional District against long term Congressman Rep. Jerry Nadler. A former College Government President, Boylan received an MBA from Columbia Business School after graduating from Wellesley and previously served as the Director for Business Affairs for Bryant Park as well as the Deputy Secretary for Economic Development and Special Advisor to the Governor for New York State under the Cuomo administration. We reached out to Lindsey to hear more about her campaign and why she is running for Congress. 

Thank you for agreeing to chat with Wellesley Underground! Tell us a little bit about yourself and your career trajectory after graduating from Wellesley in 2006. Who is Lindsey Boylan?

First of all, it’s no exaggeration to say that Wellesley changed the trajectory of my life. I’m deeply proud of my parents who endured all kinds of struggles and gave me the gift of believing in limitless possibilities. My mother would have loved to attend Wellesley herself, but that opportunity wasn’t available to her when she became a single mother at 16, with the birth of my older sister. She really overcame so much over the years. My mom was working multiple jobs, still unable to get by without the help of food stamps when she met my dad, a Marine from Queens. Eventually she went back to school and became an accountant when I was a teenager. She recognized that Wellesley would open the world to me, and it did in so many ways.

The year that I graduated, the activist Jane Jacobs died. Because I read about her life’s work and her book, The Death and Life of Great American Cities, I fell in love with urban planning and decided to move to New York City. I moved to the Upper West side of Manhattan with no job and less $100 in my bank account, like so many young women who come to this city--- basically not sure how it will all work out, but completely confident that we’ll find a way.

My first job in the city was with urban planner Alex Garvin. I read that he had worked with Jane Jacobs, so I reached out him and basically pestered him until he hired me. From there I went on to oversee Bryant Park. I later got my MBA from Columbia Business School while working full time. That led me to working for New York State, where I served the state as deputy secretary of economic development and special advisor to the governor. I’m very proud of my work for New York State. It’s where I helped secure hundreds of millions of dollars for underfunded public housing in New York and was instrumental in creating new job growth in the state. I was a strong advocate for passing Paid Family Leave; I helped lead the fight for a $15 minimum wage in New York; and I led the state’s efforts to provide assistance for Puerto Rico after Hurricane Maria.

In declaring your candidacy for New York’s 10th Congressional district, you would be running against long-term incumbent Rep. Jerry Nadler in the Democratic primary. What is motivating you to run for Congress now and what would you say differentiates you from the incumbent?

Our experiences couldn’t be more different. Jerry originally won his seat in Congress, nearly 30 years ago, when Ted Weiss died the day before the primary election. Nadler was nominated to replace him. As part of “the machine” of New York politics, he hasn’t faced a serious primary challenger because the establishment uses its full force to protect the status quo. He's one of the least productive members of Congress. In almost 30 years in the House, he’s only passed 3 pieces of his own legislation into law — one of which was the renaming of a federal building.

While I’ve pledged not to take a dime of corporate PAC or fossil-fuel industry contributions, corporations fuel Jerry Nadler’s campaign. He operates on the hundreds of thousands of dollars in PAC money from the very industries he regulates in Congress. He’s checked the progressive box on his votes, but actually has little to show for his decades in office. He has not been a leading voice on issues that impact the everyday well-being of New Yorkers. He hasn’t been a champion for mental health, affordable housing, or reducing maternal mortality. There has been no action on climate change despite the fact that a large part of our district is at risk of devastating flooding from storm surges. 

Obviously, in last year’s election we saw both Rep. Alexandra Ocasio-Cortez and Rep. Ayanna Pressley defeat long-term Congressmen. How much were you influenced by their campaign victories in making the decision to run for the 10th Congressional district seat?

I think we all were inspired by their historic wins. Women, especially women of color, are constantly degraded and pushed to the sidelines, while others make decisions about their lives. Women are sick and tired of others speaking for us. What we need is more seats at the table. For women of all experiences. For mothers too. Representatives Ocasio-Cortez and Pressley’s wins showed us that, despite what the establishment tells us, our time is now. I have been told repeatedly that there’s no point in even running against Jerry Nadler, as if he’s somehow entitled to his seat in Congress. That’s not how democracy works. Women are often told that it’s not the right place or the right time for us. We know that we can’t wait politely for our turn, because if we do, our turn will never come. It reminds me of my favorite quote from Nora Ephron, who said in her 1996 Wellesley commencement address, “Whatever you choose, however many roads you travel, I hope that you choose not to be a lady. I hope you will find some way to break the rules and make a little trouble out there. And I also hope that you will choose to make some of that trouble on behalf of women."

You previously were featured in an article about the growing sentiment that the Democratic party is attempting to crackdown on challengers to incumbents. What do you think your biggest hurdle will be in next year’s election?

Any time you’re running against an intrenched incumbent, it’s really a campaign against “the machine.” Naturally I don’t have the name recognition that Jerry does. The biggest hurdle will be ensuring that my platform and my ideas reach voters. I won’t rest until I’ve met every single person in New York’s 10th District, so they know that this time they have a choice.

Most of New York City is so overwhelmingly Dem that the primary is everything. As long as Democrats fear taking on the establishment, New Yorkers won’t have real options. Being a challenger means that you don’t have access to the financial resources and institutional support of an establishment that will fight with all its power to maintain the status quo. I expect it’s going to be an incredibly hard fight, but I’m a Wellesley woman. I’m prepared.

There will no doubt be a significant amount of attention focused on the 2020 election. How do you plan to effectively share your vision and get voters energized about your campaign during a time when many may be more focused on the presidential election?

I am just as interested in the 2020 presidential campaign - how can I not be? But change can’t happen in this country without the joint effort of the legislative and executive branches. The real impact happens when Congress and the President work together. It’s fantastic when we have a new leader who is passionate, but, as we saw with Obama’s second term, we need fighters in Congress, too, and I plan to be one of New York’s fighters in Congress.

Speaking a little about the issues that matter to you - what would you say are your top three issues of concern? Are you of the opinion that the key issues differ for those living in the Manhattan part of the 10th District compared to those living in Brooklyn?

My priority is to treat housing, healthcare, and education as basic human rights. The district obviously can’t be addressed as a monolith, but all people living in the 10th district, and across America, deserve to live productive, meaningful, and dignified lives. We're facing numerous urgent challenges that need immediate action, among them the climate crisis, gun violence, and the opioid epidemic. Not to mention the assault on our democracy by Trump. One issue which is very important to me, which I don’t hear elected speak about, is mental health. I don’t know anyone whose family hasn’t been affected by mental illness. It’s well past time for mental health to be an equal part of the conversation when we talk about health care. We desperately need to address it on a national level.

As you launch your Congressional campaign, what do you want potential voters to know about the type of leadership you would bring to Congress, if elected?

In Congress, I’ll be guided by my core values as I have been during a life of public service. I will honor my oath without fear of the political ramifications. I won’t just be fighting for the future of my daughter’s generation, but for my mother’s generation and everyone in between.

What advice do you have for Wellesley alums thinking about running for public office either at the very local or national level?

I’d say that when you enter the arena, you’re going to experience what it means to be a Wellesley woman on a new level. You will be overwhelmed by the support from alums, as well as current students--- we have an amazing group of campaign fellows. They’re all very talented and I can’t wait to see them run for office themselves.

One bit of advice that I’ll offer is to develop a strong “kitchen cabinet”, or circle of trusted advisors. You have to trust your gut when you know something is right, but it’s also important to check in with people you hold in high esteem, who challenge your assumptions. If you haven’t read Team of Rivals by Doris Kearns Goodwin, it’s a great read.

Also, remember to take care of yourself, especially when it seems like there’s no time for that. You are going to want to “yes, and” everything and everyone, but you can’t work 25 hours every day.

Speaking about mental health, particularly as you continue campaigning over the next year, what is your self-care philosophy?

I recommend therapy for everyone, which unfortunately is sometimes easier said than done. There is so much work to be done so that everyone can access quality mental health care. At minimum, create boundaries around what you can and can’t allow to consume your attention. Also know what recharges your battery. Everyone is different. For me, it’s quiet time with my 5-year-old daughter. She’s everything to me. I’m 100% committed to bringing transformative change to New York’s 10th Congressional District, but sometimes you have to take a meeting inside a princess fort.

Police Across Canada Are Using Predictive Policing Algorithms, Report Finds

Police across Canada are increasingly using controversial algorithms to predict where crimes could occur, who might go missing, and to help them determine where they should patrol, despite fundamental human rights concerns, a new report has found. 

To Surveil and Predict: A Human Rights Analysis of Algorithmic Policing in Canada is the result of a joint investigation by the University of Toronto’s International Human Rights Program (IHRP) and Citizen Lab. It details how, in the words of the report’s authors, “law enforcement agencies across Canada have started to use, procure, develop, or test a variety of algorithmic policing methods,” with potentially dire consequences for civil liberties, privacy and other Charter rights, the authors warn. 

The report breaks down how police are using or considering the use of algorithms for several purposes including predictive policing, which uses historical police data to predict where crime will occur in the future. Right now in Canada, police are using algorithms to analyze data about individuals to predict who might go missing, with the goal of one day using the technology in other areas of the criminal justice system. Some police services are using algorithms to automate the mass collection and analysis of public data, including social media posts, and to apply facial recognition to existing mugshot databases for investigative purposes. 

“Algorithmic policing technologies are present or under consideration throughout Canada in the forms of both predictive policing and algorithmic surveillance tools.” the report reads. 

Police in Vancouver, for example, use a machine-learning tool called GeoDASH to predict where break-and-enter crimes might occur. Calgary Police Service (CPS) uses Palantir’s Gotham software to identify and visualize links between people who interact with the police—including victims and witnesses—and places, police reports, and the properties and vehicles they own. (A draft Privacy Impact Assessment (PIA) conducted by CPS in 2014 and mentioned in the report noted that Gotham could “present false associations between innocent individuals and criminal organizations and suspects” and recommended measures to mitigate the risk of this happening, but not all the recommendations have been implemented.)

The Toronto Police Service does not currently use algorithms in policing, but police there have been collaborating with a data analytics firm since 2016 in an effort to “develop algorithmic models that identify high crime areas,” the report notes. 

The Saskatchewan Police Predictive Analytics Lab (SPPAL), founded in 2015, is using data provided by the Saskatoon Police Service to develop algorithms to predict which young people might go missing in the province. The SPPAL project is an extension of the “Hub model” of policing, in which social services agencies and police share information about people believed to be “at risk” of criminal behavior or victimization. The SPPAL hopes to use algorithms to address “repeat and violent offenders, domestic violence, the opioid crisis, and individuals with mental illness who have come into conflict with the criminal justice system,” the report reads.

“We’ve learned that people in Canada are now facing surveillance in many aspects of their personal lives, in ways that we never would have associated with traditional policing practices,” said Kate Robertson, a criminal defense lawyer and one of the authors of the report, in a phone call with Motherboard.

“Individuals now face the prospect that when they’re walking or driving down the street, posting to social media, or chatting online, police surveillance in the form of systematic data monitoring and collection may be at work,” Robertson added.

The authors note that “historically disadvantaged communities” are at particular risk of being targeted for surveillance and analysis by the technology due to systemic bias found in historical police data. 

In the report, Robertson and her co-authors lay out a series of policy recommendations that they say would mitigate some of the potential dangers of algorithmic policing practices. These include placing a moratorium on police agencies’ use of predictive policing algorithms that rely on historical crime data and updating oversight mechanisms related to the use of surveillance. 

“Right now, we know far too little about what algorithmic technologies are being deployed and how they’re being used,” Robertson said. “It’s hard for accountability mechanisms to operate if the technology is being used in secret.”

CODY, Wyo. — It’s surprising that a global celebrity who frequently self-identifies as the greatest artist living or dead has become an everyday presence in a tightly connected town of about 10,000 people. It’s more surprising just how much the town’s leaders want him to stay.There Kanye West is at the McDonald’s, the Best Western and the Boot Barn. He hangs out at the Cody Steakhouse on the main drag, where he met one of his intern videographers, a student at Cody High School. His ranch is close to town, and to get where he needs to go, Kanye drives around town in a fleet of blacked-out Ford Raptors, the exact number of which is a topic of local speculation. Gina Mummery, the saleswoman at the Fremont Motor Company dealership, would only say that she sold him between two and six.Kanye started taking trips to Wyoming regularly in 2017, shortly after he was hospitalized for what was characterized on a dispatch call as a “psychiatric emergency.” He spent lots of time making music in the state in 2018, holding an incredible listening party for his album “Ye” in late May in Jackson, a town famous for its skiing, fishing and ultrawealthy residents.And then, in September, The Cody Enterprise reported that he’d bought a property called Monster Lake Ranch, about eight miles outside Cody, which is a five-hour drive northeast from Jackson. Suddenly, he and his family, including his spouse, Kim Kardashian West, who is an entrepreneur, television star and law school student, were there: zooming around on four-wheelers, crashing wedding preparations and shopping for clothing and jewelry on the town’s main street, Sheridan Avenue.Since then, Kanye has recorded portions of his ninth studio album, “Jesus Is King,” in Cody. He purchased about 11 acres of commercial property within the town’s limits. He also purchased a second ranch about an hour away in the town of Greybull.He has moved members of the Yeezy team into the area. In plans submitted to the city, he has detailed his intention to establish a prototype lab for the brand, in a warehouse on Road 2AB.And he has been characteristically forthcoming about his long-term intentions. He has talked about going from “seed to sew” in Cody — that means farming the raw material and doing the manufacturing all in one place. He’s said he hopes the town will be for him what Dayton, Ohio was for the Wright brothers.But in the past several years, Kanye has announced so many plans. That he wants to start a church. That he plans to run for president in 2024. That he will invent a method for autocorrecting emoticons. That he aims to redesign the standard American home. That he might legally change his name to “Christian Genius Billionaire Kanye West” for a year.It can be hard, with Kanye West, to separate concrete plans from jokes, fancies or outlandish aspirations. For now, the people of Cody have to wait and see what develops.

Even if it were just a place to relax, Cody is a cheaper escape than places like Jackson. “He’s doing things up there that would have taken another zero to do down here,” said Matt Faupel, a Jackson Hole real estate broker.The snowcapped forests and mountains northwest of Cody do attract plenty of people with money. Those with luxury ranches near town include Bill Gates and Herbert Allen, the financier best known for throwing a highly exclusive summer conference for the wealthy in Sun Valley, Idaho. Warren Buffett is also a frequent visitor.Unlike Kanye, these men often slip in and out of the area unseen, leaving residents at a remove. “I’ve lived here all my life. I haven’t seen them,” said Dick Nelson, the 79-year-old chairman of the board of a local bank.Still, some of Cody’s more prominent residents — including those who claim lineage of the town’s founder, Buffalo Bill Cody — haven’t met Kanye, yet. The people who serve food and drink and sell cars and Sherp all-terrain vehicles have.Tyler Stonehouse, a salesman at Whitlock Motors and sometime employee of the Cody steakhouse, said that “there’s not an easier guy to talk to.”Mr. Stonehouse, 30, is in recovery from drugs and alcohol. “Kanye is all about that,” he said. “I told him my whole story and he told me about his.”Of course, there are surreal moments when chatting with a global superstar.“Just in a casual conversation, he’s like, ‘Hey, this is my buddy, Rick, you know, and I started talking to this guy and making jokes because that’s my dad’s name,” Mr. Stonehouse said. “And turns out it’s Rick Rubin.”The Cody Enterprise, which publishes in print twice a week, has refrained from printing local gossip about Kanye, even though its building sits several lots down from the celebrity’s commercial property on Big Horn Avenue.But where the paper’s reporters have been circumspect, its columnists, letter-writers and commenters have flooded the Enterprise with their takes on the Kardashian-Wests. The conversation was kicked off by Doug Blough, a regular columnist for the paper, who worried that the celebrity couple would clog the town with “paparazzi, movie stars, directors and Victoria Secret runway models.”“I’m sure you’re heard the hubbub and hoopla going around our little town this week,” he wrote in September. “If not, here’s a couple hints: He’s a famous, self-absorbed rapper who thinks homeboy Donald Trump is the cat’s meow, and she’s got a keester that knocks cans off grocery store shelves.”The condemnation was swift. One letter-writer chastised the paper for allowing Mr. Blough to “make fun of a new family in our community,” saying she wanted her 75 cents back.“We do not know the hearts of famous people or non-famous people moving to our town,” she wrote. “People who move here, do so because they are attracted to this way of life that we all hold dear. Mutual love for freedom, tolerance, nature and wide open spaces, draw us to Wyoming and keep us here.”In December, The Cody Enterprise reported that construction of a meditation center on Kanye’s ranch was thwarted by birds. The structure, proposed to be a 70,000-square-foot concrete amphitheater, was complicated by a statewide order to protect a threatened species called the sage grouse, a grass dweller with the stature of a chicken and the strut of a peacock.“I felt like it was distasteful,” Rand Cole, who helps to manage the local cemeteries and works part time as a personal trainer, said of the sage grouse coverage. “Because he’s famous they put it in the paper. Had that been someone like me, that’s not going to be in the newspaper.”It wasn’t the first time Kanye had run afoul of the Wyoming Game and Fish Department. In one of the earliest video clips the West family filmed in the area, Kanye and Kim can be seen in what looks to be a four-by-four, driving briefly behind and then alongside a flock of antelope, known as pronghorns.The video attracted the attention of the authorities, and a Wyoming Game and Fish law enforcement officer paid a visit to the ranch, which has been renamed West Lake Ranch. Sara DiRienzo, a spokeswoman for the agency, said that the officer delivered an official warning — chasing pronghorns is a form of wildlife harassment — but no citation.“He was not doing anything different than everybody local probably does at some time or another, internationally or not,” said Rebecca West, who is no relation and is a director and curator at the Buffalo Bill Center of the West, where Kanye held a surprise Sunday Service, one of his gospel concerts that were held throughout 2019.“It just happens,” she said of the accidental pronghorn harassment. “It’s part of the learning experience. You see a group and they’re running. Just stop and let them do their thing.”

The Business Development Business

For the town’s leaders, incidents like those with Wyoming Game and Fish cause concern. They worry that dealing with sage grouse-related-regulation — and other such headaches — may dampen Kanye’s enthusiasm for the town.“It’s a little nerve-racking,” Mayor Matt Hall said, sitting next to the framed portrait of a sage grouse that hangs in his office. “When he does run into those things, I’m at least there. He’s called me on at least one occasion to try and help work it out.”Mr. Hall’s desire to keep Kanye happy has much to do with the economy of Wyoming, which is at a crossroads.Cody is near Yellowstone National Park, and so its biggest industry is tourism. On summer weekends, its population can grow by about 50 percent, with visitors stopping in to see the rodeo and the nightly recreations of Old West gunfights before heading west to the park.Still, Cody’s economy has long been yoked to the oil and gas industry (a little more than half of the state’s annual revenue comes from natural resources, including oil, gas and coal). Once-major employers, including Marathon Oil, have moved out of the Cody area in the past decade, leaving hundreds of employees scrambling for work.“There is an employment deficit that we deal with in this community,” said Hunter Old Elk, 25, who works full-time at the Buffalo Bill Center. “You have many people who work several part time jobs.”James Klessens, the head of an organization called Forward Cody, hopes to expand manufacturing in the area. Mr. Klessens and Kanye have spoken about transforming Cody into an old-school company town with a Yeezy-powered economy, but said he didn’t know anything further than what Kanye had made public.“I’m in the business development business so when I deal with a business about their business it is just that: their business,” Mr. Klessens said.Mr. Klessens spent more than a decade trying to bring pharmaceutical industry to Cody. In 2007, a local opioid-maker, Cody Labs, was acquired by the Philadelphia-based conglomerate Lannett.“It was an awesome economic development project for a rural community. We went all in with this project,” Mr. Klessens said.But as the opioid crisis deepened; the prices of Lannett’s drugs rose sharply. The company attracted scrutiny from the press and lawmakers. Multiple investigations were launched. The company faced lawsuits, including at least one accusing it of price-fixing. In June, it announced that it was shutting down Cody Labs.“Economic development is a marathon, not a sprint,” Mr. Klessens said. “That’s why when things fall apart, it’s such a blow.”Two months later, he received a phone call from a New York number that he didn’t recognize. The person on the other line asked him if he had a moment to speak to Kanye West.

Fame, Then and Now

Cody was brought into being by Buffalo Bill Cody, another bombastic showman who was, in the second half of the nineteenth century, the biggest celebrity in the world. More famous in his time than Theodore Roosevelt and better-traveled than The Grateful Dead in ours, Buffalo Bill basically invented the fantasy of the American West through his touring Wild West Show.Founding a town in Wyoming was just one of Buffalo Bill’s many late-life enterprises. It has proved, in some ways, to be his most concrete legacy.Cody was incorporated in 1901, becoming “the new center of William Cody’s continuing, almost manic entrepreneurialism,” the historian Louis S. Warren wrote in his 2005 book “Buffalo Bill’s America.”Buffalo Bill advertised Cody in a Wild West show program, promising air that was “so pure, so sweet and so bracing” that it would act as an intoxicant to city-clogged lungs. In reality, the settlement was plopped down in the arid Big Horn Basin where the wind rarely stops blowing and there was once so much sulfur in the river that it was known as Stinking Water.The town wasn’t even properly irrigated. By 1910, Mr. Warren wrote, “Cody and his partners had been sued at least twenty-six times.”Buffalo Bill, under pressure, ceded the right to develop the town to the U.S. Reclamation Service.He died in 1917 but Buffalo Bill’s spirit is alive in Cody. A half dozen people who say they are his descendants live here, including Bill Garlow, who owns the Best Western Sunset and the Best Western Ivy, an occasional hangout for Kanye and his employees.Were Kanye interested in doing so, he could single-handedly transform Cody, said Robert W. Godby, a professor at the University of Wyoming and the deputy director for the school’s Center for Energy and Regulatory Policy. “It’s a small community, so it doesn’t take a lot to turn the boat,” Mr. Godby said. “One person can make a difference.”Mr. Hall, the mayor, is expecting at least some modest tourism growth. Of Kanye’s presence, he said, “I’m kind of at least hoping that it can bear a little bit of fruit for the town overall.”That idea is a worst-case scenario to others.In January, The Cody Enterprise printed a letter from a writer who expressed his disappointment that Kanye and Kim West were “starting to diminish the authenticity of the state” and said he was “heartbroken to see the real Wyoming may no longer be a tourism draw for me and others.”A columnist, Lew Freedman, responded at length: “Saying West’s arrival means Wyoming is no longer worth visiting on vacation is preposterous.” He added: “There is inevitably an undercurrent of racism attached to this too, because West is African-American.”Cody is about 92 percent white; a reporter for Billboard who visited last October spoke to residents who associated Kanye’s presence in town with racist tropes, such as increased crime levels.Ms. Old Elk, who is an indigenous woman of the Crow and Yakama Nations, bristled at any attempt to “typecast Wyoming as a place of intolerance.”“Of course, you’re going to find people that have certain biases,” she said. “You try your best to speak to those people and understand that hate is at the root at a lot of that, hate and ignorance.”“Is there room for more racial equity? Absolutely. Across the board, the state needs more people of color and people of different religions. But you can’t make people move here, you have to create a community that’s inviting of that,” she said. “That’s true of any American town.”

‘The Euphoria of Potential’

For now, the Wests continue to win Cody over. When, in November, Kanye rented out the auditorium of Cody High School to piece together and rehearse his debut opera, “Nebuchadnezzar,” he was “very open to letting kids come in and watch,” said Cody High’s principal, Jeremiah Johnston.One student, Kate Beardall, played with the orchestra when an extra saxophonist was needed. She told a local news station that the experience had been life-changing. “They just really just opened my eyes to what I want to do,” she said of Kanye’s crew.Kanye’s team was spotted cleaning up roadside trash, a win in any community. “We notice those little things,” said Tina Hoebelheinrich, the executive director of the Cody Chamber of Commerce. Actions like these mattered far more to the town than Kanye’s celebrity, she said.Even Doug Blough, the newspaper columnist, announced that he had changed his mind. In a column about his end of year regrets, he listed the “Kanye-Kim column that drew a smattering of boos.” After he published the column, he wrote, the bowling league had given him a “unanimous ‘too mean; not funny’ thumbs-down” on his article.More to the point, he wrote: “I’m actually becoming a Kanye fan and watched Kim on a talk show to see if she’d talk about Wyoming. Indeed she did.”Everyone who hopes that Kanye will bring jobs to town is aware that they’re taking an emotional gamble, especially given how frequently he changes his mind. (A representative of Kanye reached out, he agreed to talk for this story, and then did not.) Mr. Klessens said that those gambles are always part of the business, but that it never gets easier.“You have to really guard against the euphoria of the potential,” he said. “I’ve spent 32 years struggling with that problem. It’s really easy to get excited about good projects.”John Malmberg, the publisher of the Cody Enterprise, said that the town needs any economic stimulus it can get, but that there were plenty other things important to Cody.“Grizzly bears is probably a bigger story here that impacts more people,” Mr. Malmberg said. “They come down and attack people and chew them up.
