GUYS OMG SENECA CRANE AND PLUTARCH ARE INSPIRED FEOM REAL PEOPLE!! (This is just my theory btw but I’m pretty keen on it)
Plutarch was a philosopher, whose writings are responsible for us knowing about a lot of torture methods that went on back in the day. One of which, is scaphism, one of the most brutal deaths a human can endure. Plutarch’s role in THG was to come up with ways to torture and challenge tributes in the arena! Nifty, huh? Susanne Collins is a genius.

Then there’s Seneca Crane from THG. He’s based on a philosopher too. And said philosopher also had something to do with torture. In fact, he hated it and considered it a tool for tyrannical regimes (The capitol in THG) to oppress the poor and enslaved (everyone else but especially the poorer districts/ anyone associated with them). In THG he was killed when he let there be two victors in the first hunger games movie/ book. He had the same job as Plutarch in THG. He could have used any of the tools at his disposal to force there to be a single victor of the games, but he didn’t and was killed for it. He was locked in a room with a bowl of poisonous berries (the same ones Peeta and Katniss had in the arena). It was revealed that he instead hung himself. If you look in the second image below, that was Seneca Crane’s way of dying with honour. By choosing to die on his own terms and choosing to bear his inevitable death “courageously and with honour”.
