I may or may not have switched defaults to the lovely @simandy ‘s amazing YumeV2 eyes. I’ve had the same defaults since ts2 and I love them but every time I’d see these on my dash I would have to stop and agonize over whether to switch. Well I took that as a sign that I should...but I needed more colours...So these special extras are coming (in both cat eye and regular variants) as well as all ofWMS colours in cat eye, regular, and blind variants. Plus at some point pupiless (for use with Pyxis pupil overlays) and Het versions will follow. 
I’ll say it again in the actual download post but all of my uwus go to @intricately-silly and @wistellisims for helping me. They essentially did the bulk of the work! They converted the PSD’s for me into ones I could use with the actions and also helped my noob ass get photoshop to behave and do what I wanted. All I did was click some buttons and then have fun making up new supernatural looks.

About: Pradhan Mantri Krishi Sinchayee Yojana (PMKSY 2021)
This scheme was created in 2015 in order to increase irrigation and improve water efficiency. It provides an end-to-end solution for source creation, distribution and management as well as field application and extension activities. These are important aspects:
Extension of the coverage for irrigation 'Har Khet ko Pani'
Improving water efficiency 'Per drop more crop' (PDMC).
PMKSY 2021 main objective is to bring convergence in irrigation investments at the field level. PMKSY2021 has integrated three schemes to achieve this goal:
The Ministry of Water Resources, River Development & Ganga Rejuvenation (MoWR,RD&GR) has an Accelerated Irrigation benefit Programme (AIBP).
Integrated Watershed Management Programme, (IWMP), Department of Land Resources (DoLR).
On Farm Water Management (OFWM), Department of Agriculture and Cooperation (DAC).
The key objectives of PMKSY 2021 are:
At the field level, achieve convergence in investments in rain pipe irrigation
Increase cultivable area with assured irrigation
To reduce water wastage, improve water efficiency on-farm
Increase the use of precision-irrigation technology and other water saving techniques
Reusing municipal wastewater for periurban agriculture can help to improve the recharge of aquifers.
Increase private investment in precision irrigation systems
Implementation
Ministries of Agriculture, Water Resources, and Rural Development are implementing the scheme.
Ministry of Rural Development will undertake rainwater conservation, construction of small check dams, contour bunding, and water harvesting structures.
Ministry of Water Resources and Rural Development will take various steps to create an assured irrigation source, diversion canals, field channels, and water diversion/lift Irrigation, as well as develop water distribution systems.
The Ministry of Agriculture will implement the 'Per Drop More Crop" component of this scheme. It will encourage efficient water conveyance, precision water application devices such as drips, sprinklers, and pivots in the farm (Jal Sinchan)," construction of micro-irrigation structure to supplement source creation.
A decentralized approach
PMKSY 2021 programme architecture will adopt a "decentralized State level planning structure and projectised execution" structure.
States can create their own irrigation development plans, based on the District Irrigation Plan and State Irrigation Plan.
The cornerstone of planning and implementing PMKSY 2021 will be District Irrigation Plan (DIPs).
It will serve as a convergence platform for all activities in the water sector, including drinking water & sanitation and MGNREGA. Through a comprehensive plan.

India is highly dependant on Agriculture sector. So we should be following new trends and techniques which results in more output by using less resources. As we know over 80% of water consumption in India is for agriculture sector, and 30% of water provided to agriculture is wasted. So there is a strong need of management of water in this field. India’s increasing population creates problem in many cases, water shortage is one of them. If we could find a technique which uses less water and give optimum results, then it would be great for India. With this thought process Hon. Prime Minister Narendra Modi has started PMKSY (Prime Minister Krishi Sinchayee Yojana-Har Khet ko Pani) and Narendra Modi has sanctioned approximately 2600 Crore budget for this Scheme.
The government of India is committed to putting water conservation and its management on high priority. To this effect, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated with the vision of extending the coverage of irrigation ‘Har Khet ko pani’ and improving water use efficiency ‘More crop per drop’ in a focused manner. It also provides end to end solutions on source creation, distribution, management, field application and extension activities. Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has started in 2015 under the Cabinet Committee on Economic Affairs chaired by Hon’ble Prime Minister Narendra Modi. PMKSY has been formulated amalgamating ongoing schemes viz.
Accelerated Irrigation Benefit Programme (AIBP) of the Ministry of Water Resources – Rs. 1000 crores
River Development & Ganga Rejuvenation (MoWR,RD&GR) – Rs. 2000 crores for MoWR
Integrated Watershed Management Programme (IWMP) of Department of Land Resources (DoLR) – Rs. 1500 crores
The On-Farm Water Management (OFWM) of the Department of Agriculture and Cooperation (DAC) – Rs.5300 crores
PMKSY has approved around Rs. 50,000 crores for five years.

About Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)
Major Objective Of PMKSY

The PMKSY scheme will be implemented by the Ministries of Agriculture, Water Resources, and Rural Development. Ministry of Rural Development is to mainly undertake rainwater conservation, construction of farm ponds, water harvesting structures, small check dams, and contour binding, etc. MoWR, RD &GR, is to undertake various measures for the creation of assured irrigation source, construction of diversion canals, field channels, water diversion/lift irrigation, including the development of water distribution systems. Ministry of Agriculture will promote efficient water conveyance and precision water application devices like drips, sprinklers, pivots, rain-guns in the farm “(Jal Sinchan)”, construction of micro-irrigation structures to supplement source creation activities, extension activities for the promotion of scientific moisture conservation and agronomic measures Program architecture of PMKSY will be to adopt a ‘decentralized State level planning and projected execution’ structure that will allow States to draw up their own irrigation development plans based on District Irrigation Plan (DIP) and State Irrigation Plan (SIP). It will be operative as a convergence platform for all water sector activities including drinking water & sanitation, MGNREGA, application of science & technology, etc. through a comprehensive plan. State Level Sanctioning Committee (SLSC) chaired by the Chief Secretary of the State will be vested with the authority to oversee its implementation and sanction projects. The program will be supervised and monitored by an Inter-Ministerial National Steering Committee (NSC) will be constituted under the Chairmanship of Prime Minister with Union Ministers from concerned Ministries.
District Irrigation Plans (DIPs)
District Irrigation Plans (DIPs) shall be the cornerstone for the planning and implementation of PMKSY. DIPs will identify the gaps in irrigation infrastructure after taking into consideration the District Agriculture Plans (DAPs) already prepared for Rashtriya Krishi Vikas Yojana (RKVY) vis-à-vis irrigation infrastructure currently available. Also, resources that would be added during XII Plan from other ongoing schemes (both State and Central), like
Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS),
Rashtriya Krishi Vikash Yojana (RKVY),
Rural Infrastructure Development Fund (RIDF),
Member of Parliament Local Area Development (MPLAD) Scheme,
Member of Legislative Assembly Local Area Development (MLALAD) Scheme,
Local body funds, etc
The gaps identified under Strategic Research & Extension Plan (SREGP) will be used to prepare for DIP. DIPs will present a holistic irrigation development perspective of the district outlining medium to long-term development plans integrating three components viz. water sources, distribution network, and water use applications incorporating all usage of water like drinking & domestic use, irrigation, and industry. Preparation of DIP will be taken up as a joint exercise of all participating departments. DIP will form the compendium of all existing and proposed water resource network systems in the district. The DIPs may be prepared at two levels, the block, and the district. Keeping in view the convenience of map preparation and data collection, the work would be primarily done at the block level. A block-wise irrigation plan is to be prepared depending on the available and potential water resources and water requirements for the agriculture sector prioritizing the activities based on the socio-economic and location-specific requirements. The comprehensive irrigation plan may cover more than one district if planning is made based on the basin/sub-basin level. The activities identified in the basin/sub-basin plan can be further segregated into district/block level action plans. Use of satellite imagery, topo sheets, and available database may be appropriately utilized for developing irrigation plans at least on a pilot basis, to begin with, and subsequently may be extended to all projects.
State Level Sanctioning Committee (SLSC)
State Level Sanctioning Committee (SLSC) chaired by the Chief Secretary of the respective States are authorized to sanction projects, oversee their implementation and monitoring. National Executive Committee (NEC) under the Chairmanship of Vice Chairman, NITI Aayog will oversee program implementation, allocation of resources, inter-ministerial coordination, monitoring & performance assessment, addressing administrative issues. At the National level, the program is to be supervised and monitored by an Inter-Ministerial National Steering Committee (NSC) under the Chairmanship of Hon’ble Prime Minister with Union Ministers concerned Ministries as a member.

कृषि प्रणालियों के साथ-साथ प्राकृतिक संसाधनों के विकास और संरक्षण के लिए एक क्षेत्र-आधारित दृष्टिकोण विकसित करता है। यह कृषि के विभिन्न पहलुओं जैसे फसलों, मत्स्य, पशुधन, बागवानी, वानिकी और कृषि आधारित
अन्य गतिविधियों का एक संयोजन है जो राजस्व पैदा करने के स्रोत के रूप में कार्य करेगा।
उन प्रथाओं को लागू करें जो मृदा स्वास्थ्य कार्ड, कृषि भूमि के विकास के आधार पर मिट्टी के पोषक तत्वों को विनियमित करेंगे।

CORPUS FOR MICRO IRRIGATION FUND
NABARD
It was established under the NABARD Act of 1981 with an objective of providing and regulating credit and other facilities for the promotion and development of Agriculture, Small-scale industries, Cottage and village industries, Handicrafts and other allied economic activities in rural areas.
It refinances the financial institutions like state co-operative agriculture and rural development banks (SCARDBs), state co-operative banks (SCBs), regional rural banks (RRBs), commercial banks (CBs) which finances the rural sector.
It promotes SHG-Bank linkage programme for mainstreaming of the microfinance innovation and encourages other banks to lend to SHGs.
Long Term Irrigation Fund (LTIF) has been established in NABARD during Budget 2016-17, as a part of PMKSY with an initial corpus of 20,000 Crore Rupees and it has been doubled to 40,000 crores in Budget 2017-18.
A dedicated Micro Irrigation Fund (MIF) with National Bank for Agriculture and Rural Development (NABARD) under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been set up.
Status of Micro -Irrigation in India According to a study the average penetration level of Micro-irrigation in India is 5.5%. Only few states like Haryana, Sikkim, Andhra Pradesh, Rajasthan, Karnataka, Gujarat, Maharashtra, Tamil Nadu have penetration level greater than national average.
Micro-irrigation in India is largely being promoted in arid and semi-arid regions where groundwater is the primary
Pradhan Mantri Krishi Sichayee Yojana It aims to extend the coverage of irrigation ‘Har Khet ko pani’ and improving water use efficiency ‘More crop per drop' in a focused manner with end to end solution on source creation, distribution, management, field application and extension activities.

PMKSY has been formulated amalgamating ongoing schemes viz. Accelerated Irrigation Benefit Programme (AIBP); Integrated Watershed Management Programme (IWMP); and On Farm Water Management (OFWM) component of National Mission on Sustainable Agriculture (NMSA).
Water budgeting is done for all sectors namely, household, agriculture and industries.
Source of water.
The task force on micro irrigation had estimated a potential of 69.5 million hectare under micro irrigation, whereas the area covered so far is only about 10 million hectares.
Micro Irrigation Fund It intends to provide states financial assistance on concessional rate of interest to encourage Micro-Irrigation and an allocation of Rs 2,000 crore has been made for this fiscal while Rs 3,000 crore has been earmarked for the 2019-20 fiscal.
The lending rate under the MIF has been proposed at 3% lower than the cost of raising the fund by NABARD.
It will have a pan-India coverage and the loans extended by NABARD can be paid back in 7 years, including a grace period of two years.
Advantages of MIF It would supplement the efforts of Per Drop More Crop Component (PDMC) of Pradhan Mantri Krishi Sinchayee Yojana in an effective and timely manner and may ensures water use efficiency as much as 50- 90%.
Fund will help to bring more area under micro-irrigation over 5 years, i.e. almost about 10 million hectares.
Farmers Producers Organization (FPO)/Cooperatives/State Level Agencies can also access the funds with state government guarantee or equivalent collateral.
It will also help states mobilise resources for their own initiatives, including additional subsidy, to bring about 2 million hectares under micro irrigation each year during the remaining period of the 14th Finance Commission.
Increase in Farmer Income-Farmers can add more new crops in an improved water scenario which ultimately results in increase in farmer’s income.
Challenges Ahead High cost of Installation- Micro-sprinklers are quite costly and to offset the financial constraint of the farmers, Government will have to provide the subsidies to the extent of 40-90%, of the cost of Micro-Irrigation.
Inefficiency in implementation- Implementation agency for micro-irrigation was changed from a dedicated mission to a component part of NMSA under PMKSY this has led to inefficiencies like improper utilisation of funds across the states.
Other Issues include inadequate electricity supply as well as poor follow up services by drip agencies.

Pradhan Mantri Krishi Sinchai Yojana | PMKSY
 The Pro-farmer measure of the NDA Government, the Pradhan Mantri Krishi Sinchai Yojana has been formulated amalgamating ongoing scheme viz.
The Indian economy is highly dependent on the agricultural sector. Most of the population essentially is in need to address the growing food demands each year. This dependency is best seen in a year when a below normal monsoon sends the prices of food items sky high.
According to the current estimates, out of the 142 million hectares of agricultural land in India, only 45% have an arrangement for artificial irrigation. The scheme shall assume responsibility for various irrigation projects that were not executed in the proper manner by the previous governments despite the adequate amount of funds. These projects shall be improved based on strict quality guidelines. There are about 1,300 watershed projects that have remained in limbo shall now be completed.

The PMKSY is to be implemented in areas of development approach, adopting decentralizing state level planning and projected execution, allowing the state to draw their irrigation development plans based on district/ blocks plans with a horizon of 5 to 7 years. States can take up projects based on the District/State Irrigation Plan.
Apart from the irrigation projects, INR 200 crore from this scheme will be earmarked as Agri-Tech Infrastructure Fund (ATIF) – the corpus required to promote the National Agricultural Market (NAM). This will give farmers easy access to the markets for the sale of their produce.
The PMKSY has an outline of INR 50,000 crore for a period of 5 years (2015-16 to 2019-20) is to achieve convergence of investments in irrigation at the field level.
 The Program Structure
The planning and implementation of the Pradhan Mantri Krishi Sinchai Yojana have been decentralized and the states shall now draw district-level plans for its successful implementation.
The Long-term devotion to these District Irrigation Plans (DIP) and State Irrigation Plans (SIP) will be supervised by a National Steering Committee (NSC) with the representation from the various ministries involved and shall be monitored by the Union Ministers. The prime minister is the head of the committee.
The implementation of the progress shall be overseen by a National Executive Committee (NEC), Which shall be chaired by the Vice-Chairman of the NITI Aayog.
 PMKSY and Pro-farmer Schemes
The Pradhan Mantri Krishi Sinchai Yojana is part of a group of pro-farmer measures that the NDA government endeavours to implement. Earlier the cabinet led by Narendra Modi agreed on various amendments to the Land Acquisitions Act of 2013, which are likely to benefit those farmers whose lands are acquired by the central government for implementation of various projects.
Apart from these, the NDA government has launched a number of social security schemes such as (pensions, insurance schemes etc.) targeted to improve a lot of the poor people in the country, with specific emphasis on the rural areas.
 Objectives of the PMKSY
·         Achieve convergence of investment in irrigation at the field level (preparation of district level and if required, sub-district level water use plans)
·         Enhance the physical access of water on the farm and expand cultivate areas under assured irrigation (har khet ko pani)
·         Improve on-farm water use and reduce the wastage and efficiently increase the availability of both in duration and extent.
·         Integration of water source, distribution and its efficient use to make best use water through appropriate technologies and practices.
·         Enhance the adoption of precision irrigation and other water-saving technologies
·         Enhance recharge of aquifers and introduce sustainable water conservation practices
·         Ensure the integrated development of rain-fed areas using the watershed approach towards soil and water conservation, ground water regeneration, runoff arresting, NRM and other optional livelihood activities.
·         Promote extension activities relating to harvesting water, crop alignment, and water management for farmers and grass root level field functionaries.
·         Explore the feasibility of reusing treated municipal waste water for peri – urban agriculture for farmers and grass root level field functionaries.
·         Attract greater private investments in irrigation.
 The scheme Components
The PMKSY has followed program components:
Accelerated Irrigation Benefit Program (AIBP)
·         To focus on faster completion of ongoing Major and Medium Irrigation including National Projects
PMKSY ( Har Khet Ko Pani)
·         The creation of the new water sources through Minor irrigation (both surface and ground water)
·         Repair, restore and renovate of water bodies
·         Command area development, strengthening, and creation of distribution network from the source to the farm
·         Groundwater development in the areas where it is abundant, so that sink is created to runoff/ flood water during peak rainy season.
·         Improvement in water management and distribution system for water bodies to take advantage of the available source which is not tapped to its fullest capacity. At least 10% of the command area to be covered under the micro-precision irrigation.
·         Creating and rejuvenating traditional water storage systems like Jal Mandir (Gujarat), Khatri, Kuhl (H.P), Zabo (Nagaland), Eri, Ooranis (T.N), Dongs (Assam), Katas, Bandhas (Odisha and M.P).
 PMKSY ( Per Drop More Crop)
·         Program management, preparations of State/District Irrigation Plan, approval of annual action plan monitoring
·         Promoting efficient water conveyance and precision water application devices like drips, sprinklers, pivots, rain-guns in the farm
·         Water lifting devices like diesel/ electric/ solar pump sets including water carriage pipes, undergoing piping systems.
·         Capacity building, training and awareness campaign including low-cost publications, use of Pico projectors and low-cost films for encouraging the potential use of water source through technological, agronomical and management practices including community irrigation.
 PMKSY (watershed development)
·         Effective management of runoff water and improved soil & moisture conservation activities such as ridge area treatment, drainage line 5 treatment, rainwater harvesting, in situ moisture conservation and other allied activities on a watershed basis.
·         Converging with MGNREGS for the creation of water source to full potential in identified backward rain-fed blocks including renovation of traditional water bodies.
