There he is, there's my favourite Fatui NPC!
There's SPOILER in there and I'm sure you guys know what I'm talking about
Also this wasn't supposed to be that long but oh well..

Following after a kid, who was running around Mondstadt, was not the easiest task. Thankfully, you knew perfectly well where the little redhead was going. After promising her father to accompany her, while he take care of some private matters, you found yourself tailing the kid upstairs and to the Cathedral.
Arriving at the square you thought that she would slow down and you'll both be waiting for her father but she had other plans. As soon as she saw you beside her she took your hand and run up to the doors of Cathedral.
"Lily, wait! I promised your father that we’ll wait for him." You tried to reason with her but her mind was already set on a destination.
"Oh come on, (y/n). I’m just going to the Fatooey Mister to talk about his adventures." The little kid whined pulling you with her as she opened the doors.
You didn't miss the funny looks you got from the two Knights by the main entrance and so you unsurely smiled at them bowing your head down in rushed greeting.
"Hello Mister Fatooey! I brought a friend today." Lily called as soon as the doors closed and still with your hand held tightly she moved not in the direction of her mother but a certain blond standing to the side.
"I can see that." He muttered boredly glaring at you through the mask he was wearing.
You looked at him noting from his clothing and the mask specifically that he was one of the Fatui that came to Mondstadt. You hadn't really had a chance to talk with Fatui, everyone said they were here to spy on the Knights and Barbatos, but you wanted to be the judge of that on your own.
Besides belonging to an organisation doesn't necessarily define the character of all members. The best example for that would be the sly Captain Kaeya.
As Lily nudged you to the man leaning on the pillar, you quickly focused back on the situation at hand and introduced yourself.
"Umm… hello there. I’m (y/n), it’s nice to meet you." You smiled at him but he just stared you down.
"Yeah, we’ll see." He replied reluctantly after a few seconds of examining you.
"Be nice Mister." The redhead jabbed him playfully and you couldn't help but chuckle at the offended look he gave in return.
"Ttch, then I’m Victor and as you can see I’m a Fatui diplomat- diplomat’s assistant." He corrected himself and extended his hand for you in greeting. In return you grabbed it happily.
If Lily was on such good terms with the man why couldn't you.
Several minutes later, or was it hour now, you couldn't really tell because of the interesting and absorbing stories of the blond man, you found yourself sitting next to Lily on the long bench. The both of you were turned around to better see Victor who refused to sit next to you saying he much preferred standing.
He was telling stories about his hometown and how much more exciting it was than Mondstadt.
"It’s certainly nothing like this boring city. As I mentioned during winter when there’s so much more snow than usual, there’s a Snow festival." He continued and that got your attention making you ask.
"So like our Dragonspine events?"
If he came here with other Fatui members then surely he was there for the last Dragonspine event and snowmen that everyone was building.
"Not even close. We’ve got ice fishing, as well as snow building competition but not those basic snowmen, we've got some big builds, characters from stories and stuff like that. And there's always some kids that decide to make igloos and sleep there for the whole night." He continued and you could see the little emotions he showed while talking about his hometown.
There was excitement and longing evident in his voice and he became so much more positively expressive compering to when you first started talking.
"What’s an igloo?" Lily asked curiously and you were intrigued as well.
"It’s like this snow house but smaller." He replied moving his hands in circular motion to show the shape of this peculiar building.
"Is it cold in there?" The little girl asked again.
"No, it’s actually warm even though it’s made from snow." Victor stepped from one foot to another as he changed the way he was leaning on the pillar.
"It seems really great, I’d like to try sleeping like that one day." You voiced and he turned to you with surprise that you'd actually try something like this.
He was aware that Dragonspine was not that far away but he also heard the boring citizens talking that someone rarely does go there. In their opinion it was too cold and too dangerous. Well they'd be much more surprised after coming to Snezhnaya where-.
"Oh, Mister Rudolf, hello." Your voice cut through his thought process and he turned to the side where Lily's father came from.
Momentarily Victor's small smirk dropped and he started glaring at the man beside him at his next words.
"Hello. Lily, I told you kids shouldn't talk to bad guys." Rudolf told his daughter while squatting next to her and then moved his gaze to you.
"And (y/n) I advise you not talk with him."
You instantly felt the need to defend the man who spend the last couple of minutes talking with you and Lily.
"But Mister Victor is pretty nice, he was just telling us about the winters in Snezhnaya. Can you believe that it’s even colder than in Dragonspine? And people sleep in snow houses, what were they called igo-" You started rambling looking for this weird word that was mentioned in the conversation and as you turned to Victor for help he was already looking at you thinking why you jumped in to defend him.
"Igloos." He muttered and you smiled at him while nodding your head.
"Exactly."
Rudolf just looked at you as if you were crazy and when Lily came by his side ready to leave for some dinner he turned back to her.
"Let’s go, Lily."
"Bye, bye Mister Fatooey, bye (y/n)!" She yelled happily waving her hand while going out of the Cathedral with her father.
There was an awkward silence between you and the Fatui diplomat before you started talking.
"I’m very sorry, I’ll talk with Mister Rudolf, so that the two of you can spend some more time talking." You said while gnawing at your lip.
"It’s alright, quite used to it now. Most of Mondstadt townsfolk hate Fatui, one more person doesn’t make a difference." Victor waved his hand dismissively.
"Well, I think you are pretty cool, Mister." You stood up and moved closer to the man who was now glaring at the chandelier.
"You would be the first to say it in this damned city."
"I’m sure Lily also mentioned that once or twice." You were brave enough to nudge his side while saying this and he ttched in return.
"Just go now." He replied making a "shoo-shoo" motion with his hand and you left with a smile appearing on your face as you saw the small move upwards of his lips.

The next week you also appeared in the Cathedral but this time it was for Barbara who needed some help. You finished when it was already dark outside and as soon as you stepped out of the Cathedral and moved to the square there was a contention started with you. The man who was holding your shoulders tightly from behind was one of Barbara's stalkers or as he liked to call it number one fan.
"Why are you so close to my idol? What were you talking about? Why did she want your help? Are you going out with her?!" These were just a few questions that were spat in your direction all the while the man tightened his hold on you, one of his hand going for your throat and you tried to stop him from tightening it.
"You better let them go or we'll talk more physically." A voice in front of you called and you turned your head to see the black and red coat of the blond Fatui.
"Mister Victor." You whimpered but the two men heard you clearly during the quiet night.
"Shut up! What can you do? You're a Fatuui diplomat. Do you know what Knights will do if they get to know you were involved?" The man took some steps in his direction pushing you forward while still holding your neck.
"IF they get to know I was involved. IF they find you. Who says there will be any traces of you? I can do it quickly here or I could take you to one of the forests and take my time with you before finishing you." Victor said accenting the 'IF' parts. Menacing aura surrounding him and to make his threat even more dangerous he took out one of his knives and spinned it around his fingers.
"You won't do anything." The obsessed fan said firmly but you could feel his hands start shaking in fear as did his body.
You took this opportunity and as his hold on you faltered you pushed his hands away from you and took couple of steps away from him.
"Try me." The Fatui took hold of his dagger and tilted his head glaring straight in the man's eyes.
The look Victor send if it could it would kill the man on spot but thankfully for the crazy stalker it couldn't. Still after coming into contact with such heated glare the assaulter covered in fear and quickly turned back running back from where he came. All while muttering curses at you and the Fatui.
You sighed in relief when the crazy fan left and turned to Victor with relieved face.
“Thank you very much, Mister.” Your heartbeat calmed down and you finally could think clearly after the whole situation. In an instant a troubled expression appeared on your face.
“Although won’t your reputation worsen, because of the threats.”
“For the love of Tsaritsa, stop with this Mister thing. And don’t worry, I’ll be fine.” Victor responded rubbing his forehead and sighing deeply.
“If you say so, but if someone badmouths you tell me and I’ll talk with them.” You added and he looked at you strangely.
“Sure... now let’s go. I’ll take you home.” He turned around and started going downstairs but when he couldn't hear your steps behind him he glanced at you.
“Huh?” You voiced shocked and his eyes widened when he processed what he proposed.
The Fatui diplomat instantly turned his whole body to you and started explaining quickly while wildly moving his hands.
“It’s not like that, don’t have weird thoughts. Just… it’d be more troublesome for me if something happened to you, when I was the last person to be seen with you.” He finished and you found yourself smiling despite what happened.
The rest of the walk you tried starting some chit-chat with Victor and surprisingly he actually followed through with you.

After this situation you started meeting with the blond Fatui Diplomat more often, coming to the Cathedral whenever you had some free time. You sometimes brought food, sometimes you spend time talking and there was some times when he tried teaching you couple of Russian words. You'd like to think that after all this time you were pretty good friends.
You liked spending time with him, liked his company more and more with each day passing. And there was this feeling in your chest that started to appear some time ago. Whenever you were near the man you suddenly felt warm and happy, like truly happy without much reason.

It was another sunny day and you had some things to take care of in the city. You were just leaving from the Good Hunter's booth when you heard the well-known for everyone in Mondstadt voice of the Honorary Knight and his little companion.
You didn't mean to eavesdrop but they were just close to you when you hear them talking about your favourite Fatui member and the little girl that spend time with you and him whenever you were in the Cathedral.
"Traveler! Sorry, but I heard you saying that you're looking for Lily's goodbye gift in Victor's stead." You called out to the outlander running up to the two with your bags.
"Yes, he asked us to get something as he'll be leaving Mondstadt." Traveler responded hesitantly looking at you curiously as to why you'd be interested in this knowledge.
"Wait, so Victor is leaving?" The smile on your face faltered and you felt slightly disappointed.
Why didn't he tell you that he was leaving? Was it confidential till now? Or was he angry at you for doing something and it was his way of paying you back? But why would he be angry at you? You couldn't recall anything that could make him mad. Maybe he just forget mentioning it to you? Or maybe he just thought it'd be better to leave without telling you, because it'd make you sad. If that was the case wouldn't leaving without any word be even more saddening.
"Yes, he said so when we visited today." Paimon replied to your previous question.
"He’s leaving... When? Did he tell you when he’s leaving?" The hold you had on the bags faltered and they almost fell to the ground. But you grabbed them more tightly as a new flow of determination passed through you.
"I think it will be two days from now, right Traveler?" Paimon replied after trying to recall the information.
"Yes, he mentioned that he’ll be leaving for some other place." The Honorary Knight added turning to you. Seeing the rapid change of emotions on your face was confusing even more for the two.
"That stupid idiot." You muttered to yourself and then a sudden idea appeared in your head and new wave of yet another emotion was flowing through you.
"Traveler, could I have a request for you?" You asked hopefully.
"What request?" The two asked as they already had some plans and they weren't sure if adding another point to their day plan wouldn't be too tiresome.

What was your request? A simple hand over of the gift you prepared as fast as you could for Victor. You got him a little present, something that could remind him of you and of the, as he liked to call it, "boring city". You also attached a little card with some words you were trying to learn to surprise him one of these days but it seems you wouldn't be able to see him when you tell them to him.
"Для моего слонышка."
The card read and it was a reminder of the nickname you like to tease Victor with. He always mentioned how he regretted teaching the words to you, but he secretly liked it.
And so as he took the gift from Traveler surprised that there was something like that for him. That anyone would go through the trouble of getting him something, but then he heard that it was actually from you. And suddenly he was intrigued but he also felt at fault for not mentioning this to you. The blond Fatui moved the gift around in his hands thinking deeply about what he could do, how he could talk with you. During the whole process he took another look at the card and when he observed it more closely he cracked up into short laugh.

Even though you were sceptic of getting Victor some gift you did it and in return, after you came back home to get some good night sleep, you were welcomed by a small piece of paper slipped under your doors.
"Meet me at midnight at the Starsnatch Cliff - Victor"
It was an unusual request, more so from the Fatui who hardly ever left the Cathedral, not mentioning the city. But that just meant that he wasn't angry at you, that maybe he just had some troubles. That you could talk things through before he left Mondstadt for good.

So as it was close to midnight you found yourself walking along the path leading to the edge of Starsnatch Cliff, accompanied by the light of stars and Moon. At the end of the path you weren't surprised to find, not the usual couple that spend their time there, but the blond man you became so familiar with.
"Hello." You greeted and Victor turned to you.
"Hello, I'm surprised you decided to show up. Thought you'd be angry at me for not telling you this before." He didn't speak loudly but it was loud enough to hear him perfectly well in the middle of the night.
"Well, I was a little disappointed but I decided to listen to your explanation and to talk with you before you left." You sat down suddenly feeling the grass under your fingers.
"Come on, let's sit down." You urged him, patting the place next to you.
He sat down although reluctantly and he started playing with the grass to calm himself and get ready for the talk.
"Soo..." You mumbled quietly and he sighed before starting.
"Well, I'm aware that I should tell you this sooner but I had some issues." He breathed deeply before continuing.
"You see, I didn't really want to say goodbye to you, but I wouldn't want to leave the Fatui behind either. They are my family I feel fine with them. More than fine actually. And I thought that maybe if I didn't share with you that I was leaving I- sorry that's stupid." He cut himself off and you wanted to tell him it was okay but after yet another deep breath he continued.
"Honestly it's boring city, I didn't really had anything to do, but you made it a little more interesting and I didn't want for this," he pointed between the two of you, "to end while I still had some time in the city. It's just kinda difficult to choose, but I know that I belong with the Fatui and I'd follow them through, because they are like my family."
He fell silent and after a few seconds you noticed that he actually finished and so you started talking.
"Don't worry. I appreciate that you were even thinking about me. I also understand that you don't want to disagree with the others and that you don't want to leave the people you see as your family, it's okay." You responded and his eyes didn't leave you.
"And you know, maybe in a few days or weeks you could visit Mondstadt again, or I could visit wherever you'd be." You added trying to be positive about the whole thing.
"Yeah maybe." He replied wistfully.
The following silence was pleasant, not the best but it wasn't awkward too. It was just there while the two of you sat next to each other and watched the surrounding place.
"Your gift was very much appreciated." The Fatui Diplomat said suddenly, starting new topic.
"Thank you, I tried to think of something during the little time I had."
"Although you made a mistake in your card." He took the thing out of his pocket and showed it to you.
"What? Where?" You moved closer to see it more clearly in the dim lights provided by the Moon and stars.
"You misspelled this part, it should be солнышка." His fingers followed the last word you'd written stopping at it and tapping twice.
"It’s just two letters." Your brows furrowed as you turned to look at his face. Seeing your expression a small smirk appeared at the Fatui's face.
"But you still misspelled it."
"Ugh.. you’re awful." You pushed his shoulder in return.
"But you can try writing me some more in the letters, if you want to practice." Victor proposed, his face away from you so that you won't be available to see the slight blush adoring his face.
"Can I? Won't you be too busy?" You inquired as you tried moving closer to the man in playful manner.
"I can find some time for a letter or two in a week." He muttered hesitantly.
"Okay, then I’ll make sure to write you plenty." Your joyful exclamation make the man turn to you momentarily.
"I said one or two." He replied flabbergasted.
"Idiot." He added nudging your side and you returned the action.
"But your idiot." You wanted to say but decided to leave it for your own thoughts.
For now at least.
You spend the next few hours before Victor's departure together. Sitting near the edge of the cliff and watching all the stars and lights of Mondstadt.
At one moment your hands touched each other and you left them there, unspoken feelings lingering in the air. But they could wait for when the two of you can be back by your sides once again.

I need help to find a fic
There is a Zhongchi fic where Childe just walks up to the fatui agent npcs and says he's bored, laments that he can't find a way to get Zhongli to accept his affections for him. And the agents know what a bored childe means, so one of them suggests he finds an old flower that was hidden away in a domain that means romantic love. And if you give this flower to the subject of your desires, there's no way they can say no. As the fic progresses, the agents follow childe deeper into the domain, angry that he has playable character privileges, and can glide, plunge, and swim without being sweaty and dirty like the rest of them.
Childe finds the flower and bleeds on it, causing it to bloom, and then he gives it to Zhongli, and all is right with the world.
