Cannabis, education top priorities for Md.’s Legislative Black Caucus
Establishing a criminal justice policy that prevents police officers from stopping black drivers and searching vehicles just because they smell cannabis, thc Big Chief Carts , and recruiting more people of African Americans to teach in public schools are two of twelve priorities the Legislative Black Caucus of Maryland served out on Wednesday.
Del. Jheanelle Wilkins (D-Montgomery) said that caucus members lead on a range of issues and in “key roles to keep the House and the Senate moving as we do the people’s work. We’re excited to deliver on our strength in our leadership this 2023 session and beyond.” she said.
The caucus laid policy priorities into five areas: cannabis legalization, education equity, wealth and Black businesses, health, and housing.
In drafting legislation defining the cannabis industry, the caucus wants to ensure that African Americans who are minorities be included in growing, processing, and dispensing cannabis including thc Buddha Bear Carts .
A framework for weed licensing, regulation, and taxation must be enacted before recreational use can become legal on July 1.
A consulting firm has estimated that revenue from dispensaries in Maryland could reach about $1 billion after the industry gets underway within two years.
Sen. Jill Carter (D-Baltimore City) is sponsoring legislation to make certain criminal offenses involving cannabis civil offenses instead, punishable by civil penalties.
For instance, the court would be able to order a person younger than age 21 who is found guilty of possession of cannabis or Buddies carts to attend a drug education program approved by the state Department of Health. The Senate Judicial Proceedings Committee plans to hold a hearing on that bill on Feb. 1.
That same committee is scheduled to hold a hearing on Feb. 2 to review a bill Carter is sponsoring that would prevent law enforcement officers from stopping a motorist solely based on an odor of cannabis without any evidence of intoxication or other valid cause.
“Courts have been divided about odor searches. But now, as marijuana products such as Chronic Carts will be legal, it would be an illegal activity for law enforcement officers to continue to use it as a pretext — the odor of marijuana,” Carter said. “What we’ll have is partial legalization and Black people will be vulnerable to existing arrest patterns where they will continue to be disproportionately targeted by law enforcement and saddled with criminal records as a result of marijuana legalization.”
Also, To combat bias searches of blacks that have led to undervaluing homes, businesses, and other real property that is owned by people of color or is in minority neighborhoods, legislation is being worked on to encourage, and educate, more Marylanders to become appraisers through a program called PAREA, said Del. Marvin Holmes Jr. (D-Prince George’s).
Similar legislation has been authorized in other states, including Iowa and New Jersey; lawmakers are reviewing legislation requiring appraisers to complete anti-bias training.
Other proposals backed by the caucus, including some in draft form and some yet to be filed, are:
   Doubling funds for the state’s Student Loan Tax Credit program — to be sponsored by Del. Karen Toles (D-Prince George’s).    Establishing the Small Business Protection Act to ensure minority-owned businesses are involved in the procurement process for state contracts — to be sponsored by Del. Nick Charles (D-Prince George’s) and Sen. Antonio Hayes (D-Baltimore City)    Creating a Commission on Public Health to focus on equity, the state’s response to COVID-19, racial and ethnic disparities in maternal mortality and birth outcomes, and other health measures — a bill sponsored by Del. Arianna Kelly (D-Montgomery County).    Establishing a statewide housing voucher program with an upfront investment of $15 million.
The 64 legislators in the caucus, which Wilkins said is the most significant Black caucus in the nation, are a powerful voting bloc and include four prominent leaders from both chambers: House Speaker Adrienne Jones (D-Baltimore County), Speaker Pro Tem Sheree Sample Hughes (D-Lower Shore), House Majority Whip Jazz Lewis (D-Prince George’s) and Senate President Pro Tem Malcolm Augustine (D-Prince George’s).
“Our strength is not just in our numbers. It’s in our leadership,” Wilkins said. “The Legislative Black Caucus of Maryland stands together…ensuring that every single one of these priorities are passed this legislative session.”

While some of us have been partaking in 420 festivities for years, the holiday still remains an elusive and mysterious event for many. For any marijuana newbies, or for those of you who are just trying to have the optimal weed day, we compiled a list of some key 420 rituals that you should highly consider for this years celebration:
1. Pick up some pot on 4/20
In the past two months alone, recreational marijuana has been legalized in four states (New Jersey, New York, Virginia, and New Mexico). That brings the total to 17 states (plus Washington D.C.) that allow adults to consume cannabis, for fun!
Remember, just 10 years ago recreational pot was illegal in the entire United States. Now, Americans all over the country have ease-of-access to marijuana.

As far as strength and purity is concerned, cannabis concentrates are considered the bee’s knees. You know, I have nothing against New York and New Jersey and I hate to link to a Forbes article, ever, but this one was too good not to.
Both Eastern states have been fighting to put cannabis legalization on the books since dinosaurs walked the Earth, but everyone involved with the process keeps showing up for work in clown shoes.
It’s just cracking my shit up.
Behind the lulz though is some great news for Illinois. Not only have we legalized recreational marijuana for sale starting in 2020, the legislation also has provisions to expunge eight hundred thousand drug-related criminal records from what I’m enjoying us calling the “prohibition era”. And it requires everyone opening a retail outlet in Illinois to pay into a fund (5% of total sales or $500K, whichever is less, and up to $200K for pre-existing dispensaries) that would help entrepreneurs of color (especially from areas where prohibition has traditionally disproportionately impacted the population) to start their own retail outlets. 
So basically what I’m saying is if you’re planning a weed vacation, come to sunny Illinois next summer (after the rush dies down) and support social justice with your green. Chicago is beautiful in June and we have all the good snacks.

Over 40,000 patients are registered with the New Jersey medical marijuana program, which has expanded the list of qualifying conditions under Gov. Phil Murphy. Gov. Phil Murphy's attempt to bundle legal recreational marijuana, medical marijuana and expungement for past marijuana offenses into a single package of bills may have seemed like a good strategy at the time.  But so far it has failed to push legalization of recreational weed — a harder sell than medical marijuana — across the finish line. Murphy and the sponsors of legalized marijuana say making all three aspects of the weed issue part of the same package is essential. But it has prevented the state from moving forward with expansion of its medical marijuana program, which, when properly regulated and administered, may be worthwhile. If the Legislature again fails to give Murphy the votes needed for passage of the weed legalization package next month, Murphy has threatened to consummate the medical marijuana piece of it by executive order. Medical marijuana has been used to relieve symptoms for certain conditions. But Murphy may have overreached on the latest medical marijuana bill, which would expand the number of licensed medical marijuana dispensaries from the current six to 50.  It also would allow an additional 18 cannabis cultivation facilities. Murphy and the state Department of Health say the expansion of dispensaries and cultivation facilities are badly needed to meet the rapidly growing demand. Much of that demand is a result of the addition in the first three months of the Murphy administration of five new qualifying conditions for enrollment in the medical marijuana program. Gov. Wolf Wants to Seriously Consider Legalizing Recreational Marijuana

It's the first time he's suggested that Pennsylvania could be ready for the herb.
Gov. Tom Wolf now wants to seriously consider legalizing recreational marijuana.
Gov. Tom Wolf isn’t known for being a huge fan of legalizing recreational weed. This past August, he said Pennsylvania was simply “not ready for it” — which is pretty much what he said in 2017, too.
But now, he seems to be warming to the idea. In a tweet written during a “Twitter town hall” on Wednesday, Wolf said it’s “time for Pennsylvania to take a serious look at legalizing recreational marijuana.”
“More and more states are successfully implementing marijuana legalization, and we need to keep learning from their efforts,” he wrote.

Wolf emphasized that the move would require legislation passed by our Republican-dominated state legislature, of course. But it’s not impossible. Ten states have now legalized recreational marijuana, and more are “seriously” considering it — including our neighbors, New Jersey, Delaware, and New York.
Several state lawmakers are expected to introduce legislation that would legalize recreational weed next year.
State Auditor General Eugene DePasquale has long advocated for legalizing marijuana. In a report released this past July, DePasquale estimated that legalizing, regulating, and taxing recreational marijuana could save Pennsylvania $581 million per year in revenue.
He cited a recent poll showing that a majority of state residents support legalizing marijuana. The 2017 Franklin and Marhsall survey found that 59 percent of Pennsylvanians thought recreational weed should be legalized, while 31 percent of respondents said they didn’t think so, and nine percent said they didn’t know.
“Imagine what that $581 million could mean for Pennsylvanians,” DePasquale said earlier this year. “Not only would it help balance the state budget, but it would also mean increases to initiatives that affect Pennsylvanians’ lives, such as greater access to opioid treatment and better health care access for veterans and children.”

Wolf signed legislation legalizing medical marijuana in 2016 — after 22 other states had. Patients can now register for a medical marijuana ID card and pick up the product at local dispensaries. Meanwhile, both Philly and Pittsburgh have decriminalized possession of small amounts of weed.
Many residents are on board with Wolf’s thinking and see the benefits of legalization.
