White House opioid commission rejects medical marijuana as pain relief option

WASHINGTON — President Donald Trump’s commission on the opioid crisis called Wednesday for a nationwide system of drug courts and easier access to alternatives to opioids for people in pain, part of a wide-ranging menu of upgrades it said are needed to curb the opioid epidemic.

The commission, headed by New Jersey Gov. Chris Christie (R), called for expanding drug courts – an alternative system that tries to channel substance abusers accused of crimes into treatment – into all 93 federal court jurisdictions.

The 56 recommendations in the report include requiring doctors to show that they have received training in the safe provision of opioids before they can renew with the Drug Enforcement Administration their licenses to handle controlled substances. The panel also wants to —mandate that medical providers check prescription drug monitoring databases to ensure that patients aren’t “doctor-shopping” for such medications. In some states, use of that technology is voluntary.

At the commission’s final meeting, at which members approved the report, Christie spoke passionately about ending the stigma surrounding drug addiction. He used the example of his mother, who was addicted to cigarettes for 55 years before she was diagnosed with lung cancer at 71. When that happened, he said, “no one told me she was getting what she deserved. No one told me they weren’t praying for her.”

Like Trump, who declared the opioid crisis a “public health emergency” six days ago, the President’s Commission on Combating Drug Addiction and the Opioid Crisis identified no new funding for the drug crisis, which claims the lives of an estimated 175 people every day. But it called for block grants of substance-abuse aid that would consolidate federal funding from a variety of sources and send it to cities and states that are fighting the battle on their streets.

Trump’s emergency declaration, which the commission had urged along with eight other recommendations in its July interim report, allows the president to direct all federal agencies to speed aid to localities in the grip of what he called “the worst drug crisis in American history.”

That should make treatment more widely available. Trump suggested that the federal government might file suit against companies he called “bad actors,” presumably those in the pharmaceutical industry that have allowed painkillers to reach the black market. Private attorneys have already filed some lawsuits, and a coalition of 41 state attorneys general is investigating the role of some companies in the epidemic.

But the president was harshly criticized by activists and Democratic lawmakers for failing to put significant new funding into a battle that many say will require tens of billions of dollars, especially for treatment of the 21 million people with substance abuse disorders. Only about 10 percent of them receive treatment of any kind.

Overdoses from prescription drugs have killed 200,000 people since 2000, and more than 500,000 have succumbed to overdoses of all kinds during the same period. Drug deaths are expected to exceed 60,000, a record, when final numbers are available for 2016. As the crisis has evolved, heroin and fentanyl are responsible for an ever larger share of the deaths.

Christie’s commission called for expanding medication-assisted treatment, which many experts have called the most effective approach and which Food and Drug Administration Commissioner Scott Gottlieb has endorsed. That therapy provides users with buprenorphine, methadone and naltrexone in an attempt to wean them off addiction to heroin or prescription narcotics.

The commission also said the government must adjust the way insurance rates are set, saying they currently encourage doctors to use opioid painkillers rather than physical therapy or other treatments that do not involve drugs.

Similarly, it recommended that the Centers for Medicare and Medicaid Services eliminate questions about pain from satisfaction surveys that are used rate hospital performance. Physicians have said they feel pressure to treat pain aggressively, often with drugs, so they are not penalized on such surveys. The start of the opioid epidemic in the early 2000s is widely blamed on overprescribing of opioid medications.

Distribution to the home and the last mile are top of mind among industrial owners and occupiers; accordingly, same-day delivery is the goal of retailers and consumers as the world's population continues to increase.

Rose adds: “On the investment side, as pundits have noted, we are at a pricing top and have been there for a few years. Rising interest rates should be pushing cap rates up and prices down, but demand for real estate and longer-term views on a potential global recession are working to keep pricing within a narrow band. The real estate industry has matured: buyers hold more equity and are generally not chasing deals. This situation has created a tug-of-war between the bid and the ask, and sets up a modest – but healthy – pricing correction even as economic growth takes hold and interest rates rise globally.”

On the North American front, though trade was discussed ad nauseam, property markets in the U.S., Mexico and Canada performed well in 2018. The Mexican economy has continued to exhibit resilience in a complex environment despite the volatility and uncertainty surrounding the federal-government-transition process in Mexico and other international factors.

Across the Atlantic, despite a healthy property sector, the U.K. market remains susceptible to political risk – namely Brexit. German markets are exhibiting healthy leasing and investment demand, while a lack of product hinders stronger growth. Significant construction, industrial expansion and sustained prices are forecasted to have positive impacts in Bucharest, Romania.

Meanwhile, co-working office providers have become core occupiers in Seoul, South Korea – the location of Avison Young's first office in Asia.

CANADA

The 10-year bull market in the Canadian commercial real estate sector continued in 2018, supported by the lowest unemployment rate in at least four decades. For several months, the lack of an amicable trade deal with the U.S. was a destabilizing factor on many fronts, but the prospective United States–Mexico–Canada (USMCA) agreement removes some of the doubt. Meanwhile, new federal and provincial measures appear to have stabilized the housing market.

“Strong performances in 2017 and 2018 have led to supply constraints amid a maturing commercial real estate cycle in Canada,” says Bill Argeropoulos, Principal, Practice Leader, Research (Canada) for Avison Young. “Activity is expected to remain stable in 2019 with a general supply constraint being the primary brake on property market growth. Meanwhile, occupiers and owners will have to adjust to rapid technological advances during a period of moderating economic growth.”

According to the report, Canada's office sector remained sound in 2018, though softness persisted in Alberta. Competition for office space, especially in downtown markets, continues to underpin the sector's fundamentals nationwide. Office vacancy declined in almost every market, lowering the Canadian average to 11% near year-end 2018. A similar story is expected in 2019 although vacancy will rise modestly to 11.3% by year-end after construction nearly doubled in 2018.

Argeropoulos notes: “Toronto and Vancouver reaffirmed their presence among North America's top-performing office markets as Canadian markets captured five of the continent's 10 lowest vacancy rates.”

The report states that low single-digit vacancy characterized Canada's industrial markets. Overall industrial vacancy continued to decline, falling to a new record-low of 2.9% near the end of 2018 – and is expected to edge lower in 2019. Toronto (1.3%) and Vancouver (1.5%) posted North America's lowest vacancy rates in 2018 and are projected to rank among the tightest three markets in 2019.

Argeropoulos adds: “Canada's industrial market outperformed many observers' expectations in 2018 – and is set to do so again in 2019. Competition from the emerging recreational-cannabis industry will add to the already robust e-commerce demand this year as owners and occupiers continue to grapple with rising land costs and the eroding supply of developable land – most evident in Vancouver and Toronto.”

Retail properties remain the most unpredictable commercial real estate assets in Canada. Retail vacancy remains in flux as a lingering result of the failures of some prominent chains, while big-box chains closed underperforming locations amid the ongoing e-commerce revolution.

“The focus on creating memorable consumer experiences will endure across the Canadian retail landscape in 2019. Significant investment in technology to track millennial behaviour is being made by retailers developing and enhancing their physical locations and online market shares while seeking the correct balance in the symbiotic relationship between bricks and clicks,” says Argeropoulos.

With the final tally yet to come, 2018 was another record year of investment, exceeding the previous high of $36 billionset in 2017. Capital is abundant and, in search of higher yields, investors are looking to take advantage of landlord-favouring markets and sectors offering significant rental-rate growth.

He concludes: “Supported by relatively sound leasing fundamentals in almost every market, debt reduction and asset and geographic diversification will continue in 2019, while asset values are expected to remain elevated and cap rates low for prime assets.”

U.S.

“The U.S. market continued to provide fairly predictable returns to investors in 2018 despite some turbulence, both economically and geopolitically. The strong correlation between job growth and real estate value was again demonstrated in 2018 as the U.S. added more than 2 million jobs which, in turn, bolstered occupancy levels as well as consumer confidence,” comments Earl Webb, President, U.S. Operations for Avison Young. “Vacancy rates across all property types remain low when compared with historically similar market cycles. Capital flows into commercial property in 2018 remained roughly equivalent to those of the prior year, and foreign investors continued to be significant investors across all U.S. property types, especially office and industrial.”

Webb adds: “The property markets continued to perform well in 2018, demonstrating resilience in the face of substantial development, and total sales were on track to outpace the 2017 total volume after declining for two years from a peak in 2015.

According to the report, Avison Young is tracking 46 U.S. office markets totalling 5 billion square feet (bsf) of inventory. As year-end 2018 approached, overall national vacancy was 12.1%, down 20 bps compared with year-end 2017. San Francisco (3.5%), Charleston (7.1%), Nashville (7.1%) and Columbus (7.7%) recorded the lowest vacancy rates.

“Co-working operators are dominating U.S. office markets as tenants pay up for term flexibility, amenities and the ability to shift long-term lease obligations off their books,” says Margaret Donkerbrook, Principal, Practice Leader, Research (U.S.) for Avison Young. “Landlords are feeling pressure to renovate older properties to compete; as a result, plug-and-play speculative suites and tenant amenities, such as conference centres and lounge areas, are becoming ubiquitous. Ultimately, there will be some shake-out in the category; however, co-working will remain part of the real estate lexicon.”

The report goes on to say that retail continues to be the asset type most impacted by change even though consumer spending increased in 2018 – and experiential and service retail outlets are blossoming. E-commerce sales grew by 14.5% year-over-year. Looking forward, online grocery sales and related home-delivery services represent a nascent opportunity for both e-commerce and industrial logistics.

The 10.7-bsf industrial market inventory increased by 2% after almost 200 msf was delivered in 2018, but strong leasing demand held vacancy flat at 5%. Distribution-logistics and e-commerce demand led to upticks in construction and speculative development in many key U.S. markets, including Atlanta, Chicago and Dallas – with each having more than 18 msf underway. Overall, the U.S. construction pipeline near the end of 2018 was 19% larger than at year-end 2017, and projects underway were 32% preleased.

Beyond distribution, core data centre markets are expanding to prepare for the arrival of 5G networks; increased cloud usage by consumers and Big Data suppliers; and higher blockchain and AI adoption levels in such markets as Northern Virginia, Phoenix, Chicago, Reno and Dallas. Construction starts are cooling in some metros that are critically land-constrained such as San Jose and West Palm Beach, but most markets feature burgeoning industrial-property-development pipelines. Industrial vacancy is expected to rise slightly by year-end 2019.

Investors remained steadfast in their support of the U.S. commercial real estate market in 2018. Sales were led by the multi-family and office sectors and foreign capital continued to flow into the U.S. Canada was again the top source of foreign capital, accounting for more than $40 billion of transactions and doubling its investment in comparison with 2017. France ($8.7 billion), Singapore ($6.3 billion), China ($5.6 billion) and Germany ($4.9 billion) rounded out the top five sources of foreign investment in 2018. Foreign and private capital will continue to sustain the U.S. investment market in 2019.

“Even though year-over-year volumes were fairly consistent in the U.S., activity was uncharacteristically weighted towards the early part of 2018,” notes John Kevill, Principal and Managing Director of U.S. Capital Markets for Avison Young. “This situation was largely a product of the broader economic volatility, and we anticipate that early 2019 will bring an uptick in transactional activity, particularly with fresh lender allocations and the availability of transitional debt. Expect to see institutional investors buy smaller properties than they typically have been investing in, thereby putting pressure on the private investors who have been dominating the under-$30-million market segment.”

Webb concludes: “Our outlook for 2019 remains consistent with that for the prior year. Modest interest-rate increases by the Federal Reserve are expected, but at a much decreased pace. The U.S. economy is strong overall; and with continued job-growth-related occupancy levels healthy, that strength should be maintained. However, the supply of labour, especially skilled labour, will have an impact on operating costs as well as the cost of new construction. Not every human medical treatment is also used for cats, of course, but cannabidiol, aka CBD, happens to be one at the forefront for both people and pets. That’s because we share something in common. “Cats, like all animals — including humans and excluding insects — have an endocannabinoid system that regulates the neurological, physiological and immunological systems of the body, including the central nervous system,” says Jodi Ziskin, director of communications with Treatibles in Petaluma, California.

“When there is a deficiency of cannabinoid production in the body, the addition of phytocannabinoids — cannabinoids from plants — can help the endocannabinoid system regulate calm, balance and ease.”

While CBD products have only trace amounts of THC (the component of marijuana that causes a “high”), there are state and federal regulations that restrict the wording manufacturers can use to tout the benefits of CBD. Generally speaking, many manufacturers report that cat owners have said CBD has helped with the following feline conditions: inflammation, pain, chronic anxiety, discomfort, mobility issues, digestive tract upset, loss of appetite and seizures.

Then there’s also the use for specific circumstances to help kitty cope. “Cats are far more creatures of habit than their canine counterparts, and even the slightest change in routine, diet, environment or schedule can cause anxious or fearful actions, aggressive behavior, or even improper elimination,” says Paul DiBrito, president of Paw CBD in Charlotte, North Carolina. “In fact, litter box issues and marking behavior are among the main reasons cats are surrendered to shelters each year.”

Chelsea Gennings, vice president of business development and special projects of Pet Releaf, in Littleton, Colorado, offers: “CBD is extremely helpful in helping situational anxiety, which cats often experience during travel or when there are a lot of people in the house, because of its soothing and calming properties.”

Paul adds: “Any product that can contribute to a daily wellness regimen would be a welcome option for cat owners looking to help their feline friends. CBD is a great natural option for supporting balance and maintaining overall health and wellness.”

How to give it

When it comes to using CBD on your cat, there are different form factors. “The most common application methods for cats are typically oils or tinctures, topicals, sprays and capsules,” explains Grace Kaucic, digital marketing specialist at Bluebird Botanicals in Louisville, Colorado. “Oils and tinctures are typically lumped into the same category but have slight differences. Oils are, as you might guess, an oil-based solution, while tinctures are typically an alcohol-based solution.

Topicals include creams, salves and balms that are applied directly to the skin. Sprays are another common method. They typically involve an alcohol-based solution that you can spray onto your cat’s fur. Finally, soft gels contain an oil solution contained in a gelatin capsule.”

Paul says that CBD oils or tinctures are given under the tongue, allowing CBD to release throughout the body. He adds this specific tip: “Make sure the product you choose has a plastic dropper and not glass. Sharp teeth and glass droppers are an accident waiting to happen!”

Jodi points out, “When applied directly into the mouth, the oil is absorbed both via the mucosal membranes under the tongue and through the digestive process. Benefits are often experienced more rapidly, sometimes in as soon as five minutes. That’s not to say it is more effective, just that the results can be experienced sooner.”

And there may be other issues. “You can place the tincture right in your kitty’s mouth,” says Angie Krause, DVM, with Boulder Holistic Vet in Boulder, Colorado. “This provides for the best absorption but is the least desirable for most cats.”

Food for thought

Jodi further explains the differences when adding CBD oil to your cat’s food, which is also a popular delivery method. “When placed on or mixed into food, the CBD oil is digested along with the food,” she says. “That slows down the absorption but not the benefits. It may take 20 minutes or more for the kitty to begin experiencing desired results.” She adds a food tip for extra finicky felines — mix the CBD with a strong-tasting liquid such as the water from a can of tuna or plain yogurt.

If you decide to add CBD to your cat’s food, there are still options to consider — dry or wet? “If the oil has a distinct smell or flavor that would cause food aversion, it would not be recommended to add it to the food,” says Judy Morgan DVM, CVA, CVCP, CVFT, of Naturally Healthy Pets, based in Woodstown, New Jersey. “Cats have a good sense of smell and can get very picky and back off their food easily if they smell anything they aren’t pleased with. I feel it is much easier to mix into canned or other wet food than dry food.”

Grace concurs: “Wet food is typically more pungent and flavorful and can easily disguise the taste and smell. Plus, many wet foods are oily, which allows the CBD oil to mix in easily.”

Go with the method you think will be most appealing to your cat because ultimately, consumption is linked to proper doses. “It is more about your pet eating all the pieces that are covered,” says Jon Neveloff, partner with King Kanine in Fort Lauderdale, Florida. “If cats don’t finish the food then you will not know how much of the oils they received.“

As a bonus, the option that’s best for your cat is also best for your wallet — CBD oil that’s consumed is CBD oil not being wasted.

Going topical

While many manufacturers recommend giving CBD orally, topical application is an option, as well. In fact, King Kanine is one of the manufacturers that makes both. “Our line of topicals are specifically made for the paws and skin issues,” Jon says. “Our CBD-infused King Kalm Soothe Spray was formulated to help pets with dermal abrasions, hot spots and dry, cracked skin.”

Grace echos the precise placement provided by skin application. “Topicals can allow you to deliver CBD to specific target areas of your cat’s body, while ingestible CBD is a good option for those looking to promote overall wellness for your cat.” Keep in mind that if you go the topical route, your cat may have other ideas. “For cats, most topical exposures quickly become oral exposures due to grooming behavior,” says Tina Wismer, DVM, MS, DABVT, DABT, medical director of the ASPCA Animal Poison Control Center in New York City.

Because of that “dual use,” another consideration is ingredients. “It’s important to make sure any topical balm or salve used on cats is approved and safe, as they often contain essential oils and other ingredients that could be harmful for cats,” cautions Heidi Hill, Holistic Hound founder and trained homeopath based in Berkeley, California.

However, you can use the real estate mantra to deter oral consumption of a topical treatment with — yep — location, location, location.

“Generally, the inside of the ear tip is a great spot for rapid absorption that is harder to clean immediately for the cat,” Dr. Morgan says.

“If you want to put a topical CBD product somewhere they can’t lick, try right at the base of their head or on their chest closer to the chin,” Grace suggests.

And if you really need to deter licking, there’s always the “shame” option. “CBD lotions are typical for addressing skin conditions, so cats will often have to wear a cone to restrict their licking,” Chelsea says.

Whether you opt for oral or topical administration, how much is just as important as how. Most manufacturers have suggested dosages based on weight. “We worked with an integrative veterinarian who is also an expert in cannabis, to help formulate our products,” Heidi says. “We recommend approximately 1 mg CBD per 10 pounds of body weight, given once or twice daily, depending on the condition.”

But that’s just a starting point. “You know your cat better than anyone,” Jodi says. “Start with the low dose and observe the response. If your cat’s issue doesn’t seem to be improving, double the dose the next time. Some cats only need one dose per day — some two or three.”

And don’t hesitate to ask your vet for guidance — for multiple reasons. “Like with any product, you should consult with your veterinarian to determine if CBD products are right for your pet and what the proper dosage should be,” Dr. Wismer says. “There’s a lot of information online that can be misleading, and consulting with a professional should always be your first step. That’s especially important if your pet is on other medications. Mixing medications and substances can affect animals’ livers.”

The Trick of Treats

If you want another option to topical or orally administering CBD oil, we have a treat for you and your cat – treats! Several manufacturers make this option.

“For cat’s that won’t comply with either of these options, CBD-infused chews are a good alternative,” says Dr. Krause says., citing improved palatability and compliance. She adds that treats “can be more costly per milligram of CBD and might contain other ingredients that your kitty might be sensitive to.”

Grace adds that treats can be another great way to introduce CBD to your cat. “Cats typically associate treats with fun times, so you’ll likely have the easiest time getting them to try CBD in treat form,” she says. “However, the challenges come with the other ingredients in the treats. You’ll want to make sure you research the brand and product ahead of time to ensure that your product actually contains the amount of CBD it says it does and is free from any harmful ingredients.”

According to Jodi: “One of the great benefits of offering a CBD chew is that the dose will be consistent each time. The challenge is whether the cat likes the taste and mouth feel of the chew.”

There’s a pro and a con to treats, says Dr. Wismer. “CBD in treat form can be a highly effective method if the treat is tasty and of interest to the cat. The biggest downside to anything in treat form is that they may become curious and get into the bag of treats causing an overdose of CBD, which may cause issues in your pet.”

And if you’d like a hybrid solution with treats and CBD oil you already have, there’s the DIY method. “Freeze-dried food or treats are great as they absorb the oil like a sponge,” Dr. Krause says.

Remember how you and your cat share something in common? As a reminder, while that applies to many conditions treated with CBD oil — it does not mean you can share the same CBD products. CBD products for humans can contain toxic flavorings. If you have a dog taking CBD oil, you can give that to your cat. Just maybe don’t tell your cat she’s getting the dog’s leftovers.

What the Future Holds for CBD and Hemp Stocks (CVSI, SDEC, ACB, CURLF)

Investors interested in hemp and CBD stocks face a very interesting and unexpected problem: the growth outlook for CBD and hemp is undisputed. But there are already so many producers out there vying for that market that investors have been burned. Here, we take a look a look at some different opportunities that may lead to that pot of gold at the end of the CBD rainbow: CV Sciences Inc (OTCMKTS:CVSI), Smart Decision, Inc. (OTCMKTS:SDEC), Aurora Cannabis Inc (NYSE:ACB), Curaleaf Holdings Inc (OTCMKTS:CURLF).   CV Sciences Inc (OTCMKTS:CVSI) is an established leadership play in the space in terms of volume of CBD oil sold and distribution footprint. To add to that status, the company recently announced a new distribution partnership with Southeastern Grocers, Inc. (SEG) with an initial launch at 115 Winn-Dixie stores in Florida and 37 BI-LO stores in South Carolina. According to the release, PlusCBD Oil products are available at these stores as of November 3, 2019. “We are excited to further expand availability of our topicals and award-winning dietary supplements in the food, drug and mass retail channel through our new partnership with Southeastern Grocers, one of the largest supermarket companies in the U.S.,” added Dowling. “Following our initial launch, we anticipate additional distribution gains across the Winn-Dixie and BI-LO banners and new distribution with SEG’s other leading retail banners.” CV Sciences Inc (OTCMKTS:CVSI) bills itself as a company that operates two distinct business segments: a drug development division focused on developing and commercializing novel therapeutics utilizing synthetic CBD; and, a consumer product division focused on manufacturing, marketing and selling plant-based CBD products to a range of market sectors. Moreover, CV Sciences, Inc. operates as a life science company. It operates through two segments, Specialty Pharmaceuticals and Consumer Products. The company focuses on developing and commercializing prescription drugs utilizing synthetic cannabidiol (CBD) as the active pharmaceutical ingredient. Its initial drug candidate is CVSI-007 that combines CBD and nicotine for the treatment of smokeless tobacco use and addiction. The company also engages in the development, manufacture, marketing, and sale of consumer products containing plant-based CBD under the PlusCBD Oil name in various market sectors, including nutraceutical, beauty care, specialty foods, and vape. The stock has suffered a bit of late, with shares of CVSI taking a hit in recent action, down about -19% over the past week. CV Sciences Inc (OTCMKTS:CVSI) generated sales of $12.6M, according to information released in the company's most recent quarterly financial report. That adds up to a sequential quarter-over-quarter growth rate of -25.2% on the top line. In addition, the company has a strong balance sheet, with cash levels far exceeding current liabilities ($14.2M against $12.1M).   Smart Decision, Inc. (OTCMKTS:SDEC) is possibly the most interesting name on this list because it represents something new in the space. The company is a next-generation consumer-based CBD algorithm innovator that has designed a proprietary, patent-pending “Smart Decision” algorithmic CBD product platform (CBDSmartDecision.com) geared toward aiding consumers in selecting the right CBD-based products to suit their specific needs. “The CBD market has expanded at such a rapid pace, with so many new adopters and first-time consumers, that consumer choice complexity has become a major opportunity,” noted Adam Green, CEO of Smart Decision, Inc. “After you weed out the low-grade products produced outside of FDA compliant facilities, you’re still left with enough permutations – potency, volume, grade, delivery mechanism, bioavailability – to make the average consumer’s head spin. There’s currently nothing out there to help people find the right product in a simple, easy-to-use interface. We have created a patent-pending system to do just that. Now, we have teamed up with the brilliant folks over at RedBand to bring it to life.” The big value here is that SDEC is NOT a CBD producer. They aren’t baying with the pack at the moon. They are standing on a different mountain with an entirely different value proposition and valuation argument. But, and the this is the big point, this stock will still benefit from the overall growth picture in the CBD space. “There are simply too many CBD producers out there already,” continued Green. “But the fact of monstrous growth in the CBD market is still very real because this market is finally going ‘mainstream’ after years of confinement as a niche market. We firmly agree with the experts that CBD is going to be everywhere. But there are already so many options out there that the big value-add now is on the consumer-facing side, helping new adopters simplify the process of finding what they need. We are on our way to assuming a leadership position in that niche.”   Aurora Cannabis Inc (NYSE:ACB) has shown us a line of evidence in its strategic moves over the past 24 months to clearly signal that it wants to be a major player in the CBD boom. For example, in 2017, the company invested in Hempco, a Vancouver-based maker of hemp-based foods, hemp fiber, and hemp nutraceuticals. Hempco also supplied Aurora with raw hemp for extracting CBD. ACB bought the rest of Hempco three months later. The company next acquired Agropro, Europe's largest producer, processor, and supplier of certified organic hemp and hemp products. At the same time, Aurora acquired Agropro's sister company Borela, which processes and distributes organic hulled hemp seeds, hemp seed protein, hemp flour, and hemp seed oil. Just after that, in late 2018, Aurora acquired ICC Labs, which claims leadership in the South American hemp CBD market, with a large-scale extraction facility that can process 150,000 kg of CBD feed annually. That’s three big M&A moves in the past 30 months with one clear goal: to capture major market share in the CBD space. And it spans three different continent. This is a company on a mission and investors who believe in the larger growth thesis should take note now. Aurora Cannabis Inc (NYSE:ACB) managed to rope in revenues totaling $98.9M in overall sales during the company's most recently reported quarterly financial data -- a figure that represents a rate of top line growth of 416.7%, as compared to year-ago data in comparable terms. In addition, the company is battling some balance sheet hurdles, with cash levels struggling to keep up with current liabilities ($362M against $436.4M, respectively).   Curaleaf Holdings Inc (OTCMKTS:CURLF) is another primarily cannabis name to make clear moves toward the CBD space. This is likely to be linked with its existing distribution footprint, which keeps expanding by the month. As a case in point, the company recently announced the opening of its 28th Florida dispensary at 1435 South Tamiami Trail in Sarasota. Curaleaf has the largest cannabis dispensary footprint in the US with 51 dispensaries across the country, and continues to execute on its strategy of rapid expansion in Florida. "We are proud to deliver upon our commitment to expand our Florida footprint, providing patients with access to Curaleaf's premium medical cannabis products and educational resources, and serving the Sarasota community 7 days a week," said Pablo Arizmendi-Kalb, President of Curaleaf Florida. Curaleaf Holdings Inc (OTCMKTS:CURLF) promulgates itself as a company that operates as an integrated medical and wellness cannabis operator in the United States. Multiple USPS Workers Convicted of Delivering Drugs Through the Mail

Two United States Postal Service workers have been caught drug trafficking, both USPS workers were convicted this week in separate incidents for delivering marijuana.

According to Complex,

Unterria Rogers was sentenced to 5 years for helping to run a marijuana delivery service that coincided with the city’s postal routes. 

The 33-year-old recieved the packages from California and distributed them along his route. Over the course of the scheme, Rogers delivered around 133 pounds and pocketed $250 per pound he successfully delivered. He was found out after suspected drug packages appeared to spike in Mobile. According to AL.com, Rogers was sentenced on a charge of using a firearm in the furtherance of a drug trafficking crime. 

Meanwhile, in New Jersey, yet another postal worker was going down for their part in a trafficking scheme. Newark mail carrier Fred Rivers was convicted on a conspiracy charge for intercepting drug-filled packages delivered to false names and passing them on to a local drug dealer. Rivers’ going rate was a little cheaper, accepting $100 cash per package. The 47-year-old will be sentenced in October, according to NBC’s New York affiliate. 

While USPS-employed drug dealers are having a rough week, nobody has it as bad as Thomas Franzen. The Illinois man was sentenced to 4 years in prison for buying and selling marijuana through the mail just a day before the state voted to legalize the drug’s use recreationally. Starting in 2020, recreational marijuana will be legal, but Franzen will be in prison. Governor J.B. Pritzker pushed hard for the change in state law, noting the way that the war on drugs has destroyed communities.

The war on cannabis has destroyed families, filled prisons with nonviolent offenders, and disproportionately disrupted black and brown communities,” Pritzker said, per AP. “Law enforcement across the nation has spent billions of dollars to enforce the criminalization of cannabis, yet its consumption remains widespread.”

In esponse to the marijuana case Love B Scott says this country really needs to get on the same page when it comes to marijuana laws. Here in California, we have several marijuana delivery services — basically Postmates for marijuana. It’s wild to think people in other states are getting locked up over it.

The truth is, you can find CBD oil for sale in many places online and in shops, but where do you find the best CBD oil and what should you look for when shopping? We’re going to put it all together here, answering your questions with this Ultimate CBD Buying Guide.

  CBD 101 – What is CBD?

Cannabidiol (CBD for short), is one of over 100 known cannabinoids naturally occurring in cannabis plants. CBD has been scientifically found to benefit a number of physical and other conditions. It’s a natural mood lifter and much more, all without psychoactive effects, which means you will not feel ‘high’ or altered if you take CBD.

History of CBD & Legal Status

You may be surprised to know that humans have been using hemp from as far back as 8000 BCE when the Chinese domesticated wild hemp into a cultivated crop. From there it’s been found in BCE era sites in southern Russia and at ancient burial sites in other areas of the world.

Moving forward to the early days of the US, many of the founding fathers were actually hemp farmers. We’re talking George Washington, James Madison, and Thomas Jefferson. Hemp was such a valuable crop in the early days of the US that it was against the law to refuse to grow it. In fact all US schoolbooks were made with hemp or flax paper until the 1880s.

It wasn’t until the early 1900s that producers of tree-based paper and fuel began to see that hemp was a threat to their budding empires. Thus began a decades-long onslaught of political maneuvering to claim hemp was a menace, responsible for immoral behavior, eventually to be regulated as a narcotic and banned. Despite many efforts in touting the benefits of hemp including a designation as a ‘Billion Dollar Crop’ by Popular Mechanics, an experimental car body 10 times stronger than steel made by Henry Ford, and a USDA film during the World War 2 era to promote growing hemp for products such as parachutes, ropes and various other uses, by 1958 the last hemp crop was harvested and processed.

Though there were a number of attempts to re-legalize, decriminalize, and remove penalties for possession and distribution of Cannabis, it remained banned in the US until the medical cannabis movement began in 1996 when California became the first state to legalize the use of medical cannabis. Between 1996 and 2012, several US states including Oregon, Alaska, Washington, Maine, Hawaii, Nevada, Colorado, Montana, Vermont, New Mexico, Michigan, Massachusetts, New Jersey, and Arizona, made changes to state laws by either legalizing medical cannabis or decriminalizing cannabis.

In 2012, Colorado and Washington became the first two states to legalize the recreational use of cannabis for adults 21 years of age or older.

Hemp farming became legal under president Obama in 2014 with the Farm Bill, and many more states adjust their laws about the medical and recreational use of cannabis.

Since then, the shifts have continued, not just in the US but in other countries as well with Uruguay legalizing all aspects of cannabis and the Mexican Supreme Court concluding that the consumption and cultivation of cannabis is a fundamental human right for the free development of one’s personality. Well said, Mexico.

CBD oil, specifically, has had an upswing in legalization beginning in Utah in 2014. It has now become legal to sell hemp-based CBD products (with negligible THC content) in all 50 states.    

Most recently, in June 2018, the Senate Farm Bill was passed, which includes all of the Hemp Farming Act, including the permanent legalization of hemp and products such as hemp-derived CBD. Getting these new changes from the Senate Farm Bill into the House farm bill is the next hurdle to be overcome for legalizing hemp farming in the US.

How are CBD Products Made?

CBD products are made through a series of steps starting with the farm and ending in the bottle. First, hemp plants are grown and the crop is harvested. Once the hemp plants have been harvested, CBD is extracted from the raw plant. There are various methods used for extraction including lipid extraction, CO2 extraction, and Ethyl Alcohol extraction. Depending on the extraction process utilized, the resulting hemp extract will either be a Full Spectrum extract or an Isolate extract. Both types of extracts will have a high amount of CBD present. The difference between them is the Full Spectrum extract will include many other potentially beneficial cannabinoid compounds from the whole plant, while the Isolate extract will only contain CBD.  

A producer will then process the extract into various means of delivery to the human body and the endocannabinoid system within. These delivery methods range from carrier oils, to salves and creams, tinctures, powders, and infused water. Carrier oils may be placed into capsules or gel caps, tinctures are dispensed using glass droppers, salves and creams are rubbed into the skin, and powders can be added to food or drinks.

Where is Hemp Grown? Is it Organic and/or Sustainable?

Hemp is grown in many locations around the world. Most commonly, the hemp plants that end up in CBD oil for sale come from either Europe, China, or the US. Because of the wide variety of countries and the legalities within, as well as the choices individual growers make in their farming practices, the sustainability and organic practices are quite varied.

If your preference is to purchase organic and sustainably grown hemp products, it’ll take a little research into the producer’s websites, reading labels, or asking questions. Many companies are not even aware of how their hemp supply has been grown. These companies purchase CBD after it’s been extracted from the plant and go on to produce and package their products. If a company who has CBD oil for sale is aware of sustainable and organic practices, they’re likely to say so since it’s an important factor for many consumers.

Hemp vs. Marijuana  

It’s important to note that CBD (Cannabidiol) is not the same as THC (Tetrahydrocannabinol). These are two distinct compounds occurring within plants of the Cannabaceae family and of the species Cannabis Sativa L.

THC is what we’ve come to know as the psychoactive compound that creates a ‘high’ from the use of marijuana, and marijuana plants are bred to contain as high as 30% THC. When we look at hemp cannabis plants, in order to comply with legal requirements, no more than 0.3% THC may be present on a dry-weight basis. This is only a trace amount of THC and is not enough THC to produce a psychoactive effect.

Regardless of whether its full spectrum or isolate, high-quality or low-quality hemp derived CBD oil, don’t expect to get the “high” or psychoactive effect from using it, because it’s not going to happen. There simply isn’t enough of the THC compound to create this effect. Using CBD oil will not impact perception, reaction time, or behavior.

Who Can Use CBD Oil?

CBD oil is, generally, safe for use for just about anyone, even pets. But what about children and CBD oil? The legality of treating children with CBD oil depends on the laws of each state in the US and also varies by country. Be sure to know the legal status of CBD oil where you live before treating children.  

The Endocannabinoid System and How CBD Works

The Endocannabinoid System comes from the term Endogenous Cannabinoid System, also known as ECS. This is a system in the human body made up of a collection of cell receptors and corresponding molecules in the body called Endocannabinoids. This system is present in the brain, organs, connective tissues, glands, and immune cells. The job of the Endocannabinoid System is always to find homeostasis, meaning optimal balance, within the body. The ECS may be the most important physiologic system involved in establishing and maintaining human health.

Cannabinoid Receptors are abundant in the central nervous system, immune cells, gastrointestinal tract, and in the peripheral nervous system, and they are actually crucial for optimal health. Cannabinoid receptors play a significant role in body functions such as:

Appetite, digestion, hunger

Immune function

Memory

Mood

Motor control

Pain

Pleasure and reward

Reproduction and fertility

Sleep

Temperature regulation

Endocannabinoids are the molecules that work with the Cannabinoid Receptors. The body produces some of its own cannabinoids, but most of them come to us from food, especially Omega 3 fatty acids.

Enzymes are an important part of the ECS function, as they clean up and break down any leftover cannabinoids that haven’t found a receptor to bind with. In fact, the endocannabinoid known as anandamide (aka, the Bliss Molecule), a neurotransmitter that affects the immune system, eating and sleeping patterns, and pain relief and it is believed to ease anxiety and nervous thought patterns. Aandamide is broken down by an enzyme called FAAH. However, anything referred to as the Bliss Molecule, certainly seems worth keeping around, don’t you think?

Here’s the good news, CBD stops the enzyme FAAH from breaking down all of the anandamide, thereby making it more available for use by our cells. This is how CBD can be a natural mood lifter without psychoactive effects. (1)

The Endocannabinoid system also helps cells communicate with various organs and systems in the body and regulates our internal and cellular homeostasis. But guess what? The ECS also influences a person’s social behavior, often promoting sharing, humor, and creativity! It’s important to determine if we have any conditions or factors that could affect the amount of CBD or how often we are able to take it safely. Factors that we want to be aware of when determining how we use CBD include:

Hepatic Drugs – High doses of Cannabidiol can potentially inhibit metabolism of hepatic (liver) drugs and decrease p-glycoproteins in the body.

Parkinson’s Disease – High doses of CBD may cause an increase in tremors and muscle movement in those dealing with Parkinson’s disease.

Low Blood Pressure – More likely with higher doses, CBD hemp oil side effects can include a drop in blood pressure and lightheadedness.

Dry Mouth – Some people experience dry mouth or cotton mouth associated with the use of CBD oil. This is not permanent or dangerous, and drinking water can help alleviate the condition.

Tiredness – Sometimes people, especially those on higher doses of CBD oil, can experience tiredness. For this reason, it’s recommended that the daily dose of CBD oil be administered in the evening before bed – unless you’re one of the few who actually find themselves more alert after taking CBD oil.

How Much is Enough CBD Oil?

It’s one of the most common questions about CBD oil, “How much hemp oil should I take?” Unlike prescription pills and other medications there is no set dosage for CBD oil. Because CBD hemp oil is used by so many people for such a variety of concerns, a one-dose-fits-all serving doesn’t make sense. Here’s how to find your way to the dosage that’s best for you.

Start Low – Typically, and most certainly with Functional Remedies CBD oil for sale, you would have to take A LOT to encounter negative impacts. That said, be aware of the potency of your CBD oil when you start experimenting with dosage.

Monitor Your Progress – When you start using CBD oil and are experimenting for the right dosage, start by writing down the conditions you hope to impact with CBD oil. With pets, the recommended serving to start with is 1 mg for every 10 lbs in dogs, 1 mg for every 20 lbs in cats, and only 5 mg for every 1,000 lbs for horses. Start with two servings a day and monitor the animal closely to determine if this is an adequate dose or it should be adjusted. CBD tincture is a much easier application than pills. CBD can also be applied on the skin or paws of a pet suffering from pain, epilepsy, seizures, inflammation, heart issues, or cancer.    

Does CBD Affect Everyone the Same?

The fact is, every one of us has a different biochemistry scenario which means that not everyone will react the same or get the same therapeutic benefit from CBD oil. Don’t assume that because a friend reported relief of a particular condition with a specific amount of CBD oil, that you’ll have the same experience if you follow the same regimen. We’ve all spent years building up the bodies and physiology we’ve got today, and we will need to monitor our own responses to adding CBD oil to our health regimen.

Genetics can play a part as well. Depending on our genetics we may have a more or less active Endocannabinoid system which can affect the strength of the oil we need in order to get the results we’re looking for. Genetics can also contribute to our sensitivity to CBD oil. Other factors such as metabolism, age, weight, and gender may influence how we’re affected by CBD oil. Again, this takes trial and error, starting low and tracking our results week by week.

What are the Different Ways to Take CBD?

We’ve got a wide variety of options for how we can take CBD into our bodies. We can take CBD as an oil by mouth or by vaporizing, as a powder, in a capsule, as a tincture, or as a cream or salve that is rubbed into the skin. With all these options, how do we choose which is best for us? Now that we understand how to find the potency and serving size that’s right for us, we can consider what type of delivery method we feel will work best when we buy CBD oil. It might become necessary to try a couple different delivery systems in order to know for sure.

What’s Important to Consider When Choosing a CBD Product?

Plant Quality – Where and how were the plants farmed? Were they grown organically and sustainably? Does the producer describe the plants as having high-density nutrients or other characteristics that affect the quality?

Extraction Methods – Lipid Extraction which can also be considered Lipid Infusion produces an infused oil with lipids (or fats) that are easily welcomed in to the Endocannabinoid System. There are no solvents involved in the Lipid Extraction process, and Functional Remedies considers this process superior as it also creates a Full Spectrum product. CO2 Extraction avoids any chemical solvents as well, but it extracts only the Isolated CBD compound, thereby negating the opportunity to benefit from cannabinoids from the whole plant. Ethyl Alcohol extraction is another common extraction method producing the Isolated CBD compound. This process utilizes Ethyl Alcohol as a solvent and must be done carefully to remove any remnants of that solvent so it doesn’t end up in the final product.  

Full Spectrum vs. Isolate – Full Spectrum products contain elements of the whole plant which includes several potentially beneficial cannabinoids such as CBC, CBN, CBG, and trace amounts (under 0.3%) of THC. Isolates contain only CBD.

What is the Entourage Effect and What Does it Have to do With Full Spectrum Products?

As mentioned in the previous section, using the whole plant creates what we refer to as a Full Spectrum product. The Entourage Effect is achieved with the use of this Full Spectrum product. This is the most effective and natural delivery method of CBD which will maximize the body’s ability to receive the health benefits of CBD. Instead of focusing only on the CBD cannabinoid, Functional Remedies uses a whole-plant processing method that includes beneficial terpenes, chlorophyll, and other nutritional elements that work together to improve the effectiveness of the product. This is the Entourage Effect.

As Kai Metcalfe, the production lab director at Functional Remedies tells it, “The idea is the sum of the parts is greater than the whole. When you get isolated CBD, the range of efficacy is pretty narrow. You have to have a high-level dose, but then if you surpass that you do not get constant improvement. Will I Fail a Drug Test if I’m Taking CBD?

Urine-based drug tests routinely screen for THC because of its psychoactive effects which can cause changes in perception and behavior. When taking hemp derived CBD products, they must legally contain 0.3% or less THC, which is such a trace amount that none of the psychoactive effects are produced. The active ingredients in Full-Spectrum hemp derived CBD products include other cannabinoids such as CBG, CBN, and others which are not “cross-reactive” on a urine drug screen, meaning they do not yield a positive result.  

In the case of an individual using unusually large doses of a cannabinoid-rich hemp oil product (more than 1,000 – 2,000 mg of hemp oil daily), there could potentially be a positive result from a urine drug screen.

If you’re concerned about testing positive on a urine drug screen, become informed of limits and expectations of your employer or the agency administering the test and determine the amount of CBD oil consumption as appropriate.

What are People Using CBD for?

Skin irritations and sore muscles are common reasons why someone would want to use a topical hemp salve with CBD oil. Topically, CBD oil is used for its anti-inflammatory properties and immune support for people struggling with skin rashes, pain, burns and more. Because CBD oil helps achieve homeostasis to several body functions, many people take CBD oil for sleep issues, stress, and general energy balancing. This improved homeostasis may also support the body’s ability to stay calm and centered which can be beneficial for calming stress, tension, and frustration while bringing in an improved ability to relax.

How Massachusetts Became a Leader in Regulating Marijuana

While much of the nation was reeling from Donald Trump’s upset victory in the 2016 election, cannabis advocates were cheering when recreational-legalization initiatives passed in four states: California, Maine, Massachusetts and Nevada.

By 2017, marijuana would be officially legal for adult use on the entire West Coast, as well as in Colorado and Nevada. The New England victories finally gave East Coast legalization supporters something to crow about.

While Maine’s legalization process has been beset by delays (in part thanks to its reefer-mad governor Paul LePage), Massachusetts filed its final regulations on March 7. Starting July 1, the Bay State will be home to the only legal recreational marijuana market east of the Mississippi River.

In addition, residents will be able to grow up to six plants. However, they can’t be visible to the public “without the use of binoculars, aircraft and other optical aids,” according to the FAQ at mass-cannabis-control.com.

Starting July 1, Massachusetts will be home to the only recreational marijuana market east of the Mississippi River.

Several recent compromises on regulation included no delivery or cannabis cafes (at least for now) and not allowing felons who’ve been convicted of certain hard-drug offenses to work directly with cannabis plants. Also, 35% of the state’s cannabis supply must be portioned off for medical use.

A hard-won highlight is the social-equity program intended to help remedy some of the injustices caused by the War on Drugs. City-level equity programs like the one in Oakland, California helped regulators in Massachusetts craft the first statewide cannabis equity program in the nation.

“Our team’s first step was to examine all other [equity] programs and see how we could incorporate their best elements,” Shaleen Title, one of five commissioners on the Massachusetts Cannabis Control Commission, tells Freedom Leaf. The commission’s goal is, she says, “to promote and encourage the inclusion of people from communities disproportionately harmed by prohibition.”

Equity applicants must meet one of the three criteria: Live in an area that’s been disproportionately affected by drug enforcement; been convicted of a drug offense; or be the spouse or child of someone who has a drug conviction. Those applicants will receive priority for licenses, employee training and technical assistance.

“People from these communities will get various benefits,” notes Title. “We’re required by law to keep track of the levels of participation by different groups. That will help us to improve our own programs as well as provide information for other states when they make their decisions about equity.”

For Title, who made the transition from cannabis activist to regulator, engaging with the public has been one of the most rewarding parts of her new job. “It’s enormously gratifying that the public was so informed and engaged with our process,” she says. “I enjoyed hearing from farmers seeking to grow outdoors and people in the underground market seeking to transition to the legal market, because there are clear policy benefits to working with those communities.”

SHALEEN TITLE: “Our goal is to promote and encourage the inclusion of people from communities disproportionately harmed by prohibition.” 

Settling into her new role as a government official has gone more smoothly than she expected. “My goals are very similar to what they were before,” she explains.

As an attorney as well as the co-founder of THC Staffing Group, Title sought to help create a fair and equitable cannabis industry. “Now I’m working towards the same goal, but from a regulatory perspective.”

Kris Krane, cofounder and president of 4Front Ventures, thinks the regulators “did a great job” in fashioning Massachusetts’ new cannabis rules. “They held a lot of listening sessions, comment periods and accepted written comments and testimony. They probably took more feedback than anywhere else in the country.” 4Front’s subsidiary Mission Partners owns a dispensary in Worcester.

However, Krane, whose company is based in Boston, warns that “the hard part is still ahead of us.” Many other legal states have run into problems implementing regulations. In some states, applicants who lost out on licenses have delayed the rollouts.

In Massachusetts, businesses will have other hurdles to overcome, such as a regulation that limits indoor cultivation operations to 36 watts per square foot of canopy. That rule effectively limits cultivators to using only LED lights.

“Trying to cut down the carbon footprint in the industry is a really laudable goal,” Krane explains. “But I think there are other things they could’ve done to reduce the carbon footprint,” such as considering total energy used at the facility rather than just focusing on lighting.

Another requirement that businesses will have to contend with is the host community agreement. By requiring agreements with municipal officials—who have no set criteria for accepting or rejecting potential marijuana establishments—it effectively allows towns to ban cannabis businesses.

Perhaps the most worrisome part of the process, however, is whether or not there will be enough supply to meet the demand. “There will be shortages come mid-July,” predicts Keith Saunders, a sociologist who researches drug policy and sits on NORML’s board. Given the timeline for evaluating applications, awarding licenses and building cultivation facilities, and then growing, harvesting, and curing the marijuana, “new cultivators’ products will not be available until December.”

Some advocates were also displeased with the delay in social-use licensing. Cities such as Denver and San Francisco have established municipal licenses for social-use businesses, and Massachusetts could’ve become the first state to license social use. “Lounges or cafes would be really impactful for the tourism industry,” says Krane.

Other avenues to consumption are available, though. Saunders says when he was working with a cannabis trade show last year, he was able to find a venue that allowed cannabis consumption. “For the time being, those of us who would like to run a cannabis-consumption event just have to be sure to do it on private property.”

Even without allowing social use, the state is set to become a tourist destination for cannabis. “Massachusetts will be the only state east of Colorado with a legal market, come July 1,” Saunders boasts. “There are about 25 million people within a day trip of Massachusetts.”

The fight for equity in the industry will no doubt be a tough one. “Do not expect cannabis legalization to address the problems of capitalism, and of greater racial problems,” Saunders says. “Banks are not going to suddenly offer business loans to poor people just because a section of law says they get first dibs on obtaining a business license.”

Although the equity program will offer “assistance with identifying or raising funds or capital,” it’s no secret that sources for capital in the marijuana industry are hard to come by. Most institutional investors are barred from entering it, leaving a small pool of family and individual investors.

But Shaleen Title is up for the challenge. She’s looking forward to making the state’s legalization measure “manifest into reality” and to continued activism around the country. “Social-justice improvements such as sentencing reform, clemency for people incarcerated for marijuana offenses, expungement of past records and treating people who use drugs like human beings will be priorities for future generations.”
