Multiple Japanese Cities to Accept Same-Sex Partnerships This April and Beyond

Currently, same-sex partnerships are not legally recognized at a federal level. However, 11 cities and municipalities recognize and provide certificates and limited benefits to same-sex couples.
After a lot of pushing and hard work by some fantastic organizations, this list of 11 is set to increase greatly.
As of April 1st, 2019, Hida, Fuchū, Yokosuka, Kumamoto, and Sōja will all recognize same-sex couples. Later that month, on the April 22nd, Odawara is set to follow suit and Sakai on the 30th.
Several months from now in June Miyazaki will begin issuing certificates, as well as Kitakyushu a month later in July 2019. Narashino is set to do the same at an undetermined point in 2020.
In addition to these confirmed cities, same-sex partnership recognition is being considered in many other cities and wards including Abashiri, Hanno, Iruma, Kazo, Sakado, Hachioji, Sumida, Koto, Kita, Arakawa, Chiyoda, and more!
Ibaraki may also become the first prefecture (one of 47 areas dividing Japan’s administration) to recognize same-sex couples, as it is set to consider a proposal to issue certificates this April.

yeah i was talking to sirea about it on the phone earlier and i was like... i don’t feel like i’m being queerbaited because for me personally, as a queer person, queerbaiting involves a degree of spite and refusal to give enough subtle text (not subtext). like what bbc sherlock did, or just the staggering incompetence of supernatural. queerbaiting also involves a degree of gross tragedy exploitation (see: bury your gays trope).
with fanservice, i feel like it’s how the nishiki/kiryu bond is in the yakuza series: you are given enough to see the romantic nature of their bond, but if you decide not to accept it, you don’t have to. queer fanservice in japanese media is, to me, this razor thin line between subtext and subtle text. it’s only recently we’ve had it be outright text (evangelion, promare, the new catherine re-release, yuri!! on ice, revolutionary girl utena, sailor moon).
now, that isn’t to say that people can’t be frustrated with it, but i think people need to take cultural mindsets into consideration when they look at persona 5.  there is also only a very recent push to acknowledge gay couples  in japan. and by very recent i mean like, only within the past four years:
In February 2015, the district of Shibuya (in Tokyo) announced plans for a procedure of the recognition of same-sex couples for situations such as hospital visits and shared renting of apartments. This procedure allows couples to get a "proof of partnership" paper, which doesn't have any weight under Japanese law but can help in, for instance, getting access to a partner who is ill and in hospital but institutions are under no legal obligation to respect the certificates. The Shibuya initiative is considered a significant step towards lesbian and gay partnership rights in Japan.[20]In July 2015, Tokyo's Setagaya ward announced that it would be joining Shibuya in recognizing same-sex partnerships from November of the same year.[21] Since then, the cities of Iga, Takarazuka, Naha, Sapporo, Fukuoka, Osaka, Nakano, Ōizumi, Chiba, Edogawa, Fuchū, Hirakata, Kumamoto, Odawara, Sakai, Sōja, Toshima, Yokosuka, Kanuma, Miyazaki, Kitakyushu, Nishio, Nagasaki and Sanda have begun issuing partnership certificates to same-sex couples,[22] as has Ibaraki Prefecture.[23] Similar registrations will become effective in Hida in 2019, and both Narashino and Sagamihara in 2020.
just this month a japanese MP broached the subject of gay marriage, and a survey last year shows that 80% of people ages 20~50 are in support of it. i recommend looking up the state of LGBT rights in japan to get a full scope.
and again, i want to stress that this doesn’t mean people can’t be frustrated with it, nor do i think they can’t call it queerbaiting if they want, but cultural context is important.

My Teen Romantic Comedy SNAFU Franchise Unveils Oregairu Fes -FINAL- Visual
  The first details for Oregairu Fes -FINAL-, a festival to celebrate the My Teen Romantic Comedy SNAFU franchise, were released today for the January 17 event. The first visual (above) was released alongside the list of cast members involved, as well as how to get tickets!
  Leading the event as the MC is Chado Horii (Kakeru Tobe), with Takuya Eguchi (Hachiman Hikigaya), Saori Hayami (Yukino Yukinoshita), Nao Toyama (Yui Yuigahama), Ayane Sakura (Iroha Isshiki), Mikako Komatsu (Saika Totsuka), and Mai Nakahara (Haruno Yukinoshita) as guests of the event. 
  Oregairu Fes -FINAL- will be held in the series' native city of Chiba inside Narashino Cultural Hall both physically and online, with tickets for the event available through the third volume of the My Teen Romantic Comedy SNAFU Climax Blu-ray as a lottery, with no general sale tickets available, and tickets for the online stream of the event available for 4,440 yen (US$42). Details for the live version will be announced at a later date

Here’s how the PGA Tour plans to return without fans in June

Golf now has a real plan to return — but it’s aspirational without expanded testing, puts an end to The Greenbrier for good, and might end up with Tiger Woods prepping for The Masters in Jackson, Mississippi.
Let’s start with the obvious positives. We’re all running thin on Netflix specials, on new books to read, whatever. After five-some weeks isolated and socially distanced with little to watch, everyone’s ready for sport to come back to our lives — in any format we can get it. Aggressively ahead of most other professional sports organizations on plotting a return, the PGA Tour announced Thursday morning a plan to resume play starting June 8.
The question isn’t if we want sports back. The person you know that loathes golf the most would probably settle for a sleepy Saturday afternoon 3M Open broadcast right now. It’s a matter if it’s right for the country and the world during this global pandemic.
Here’s what you need to know — and what to think about as we’re looking at this new schedule.
The Tour’s timeline to return is aggressive and will require extensive travel. Can that actually happen?
Dr. Anthony Fauci, who’s been a shining light of truth for many through this crisis, indicated just yesterday that there’s a path for sport to return this summer — playing without fans.
That’s not a problem for the Tour, which seems to be prepared to play events without galleries for several weeks. The return in Fort Worth at Colonial won’t feature anyone in the grandstands, nor will any event through the Rocket Mortgage Classic on the weekend of July 4 in Detroit. PGA of America president Seth Waugh has said the organization is prepared to play the August PGA Championship without fans at Harding Park in San Francisco. At the very least, the governing bodies are prepared for the reality that fans may not be present at golf tournaments for a long time.
But there’s one other item Fauci noted in his comments earlier in the week that would be a massive problem for the Tour’s proposed schedule — keeping the players quarantined, isolated, and restricted to a small geographic area.
“There’s a way of [returning].” Fauci told Snapchat on Tuesday when speaking about a possible return for Major League Baseball. “Nobody comes to the stadium. Put [the players] in big hotels, wherever you want to play, keep them very well surveilled. ... Have them tested every single week and make sure they don’t wind up infecting each other or their family, and just let them play the season out.”
Golf has an advantage other sports don’t in this struggle to return to normalcy. The game is by nature spread out over hundreds of acres, outdoors. It’s not a contact sport, save for interaction with a caddie. That makes it relatively easy to still adhere to six-feet-apart social distancing guidelines during competition.
But the PGA Tour’s proposed schedule would struggle to meet the standard Fauci and others advise of sequestering athletes in a defined localized area. The MLB, NBA, EPL, and other leagues have all reportedly floated ideas to isolate players to complete seasons in places like Las Vegas or Arizona. The Tour is not doing that here. If regional and local containment becomes a priority and testing cannot increase to the capacity needed, is it safe to have professional golfers and a traveling cadre of broadcasters, support staff, and others? Despite the announced plans, the Tour seems to at least be keeping that in mind.
PGA Tour exec Andy Pazder expresses confidence that increased testing availability will facilitate a June re-start of competition but adds, "We will play only when we are certain that it is safe and responsible to do so."

RIP to the Greenbrier event, which is gone from the schedule for good
The casualty of all the schedule shuffling? The Greenbrier, which has been bumped around several times in recent years, is off the schedule for good.
There’s perhaps no full-field PGA Tour event in the modern era that’s had as weird and circuitous a history as the West Virginia event. Added to the schedule in 2010 to replace the longstanding, fan-favorite Buick Open, the tournament opened with a bang with Stuart Appleby’s stunning final-round 59 to beat Jeff Overton. That started a nice run, including appearances by Tiger Woods and Phil Mickelson, even during an often-shifting July date.
Then came the devastating floods that hit West Virginia in 2016, forcing the cancellation of the event, from which the tournament never really recovered. The later arc of the event brought us the somewhat bizarre, flag-loving A Military Tribute At The Greenbrier name. The final death knell to the relationship between the resort and the Tour may have been the choice to move the event from July to September as part of the 2019 schedule changes — which no matter the spin, is a less desirable date for a golf event opposite football.
The Tour’s contract with the Greenbrier ran through 2026, but both sides were ready to walk. So, goodbye to Old White and summer in West Virginia. You were nothing if not weird.
The off-season for pro golfers is suddenly, uh, right now
We often joke about the year-round, never-ending professional golf schedule. The true 2019-20 PGA Tour schedule provided all of a couple of weeks off between the season-ending Tour Championship and the aforementioned September Greenbrier. Still, there’s a usual ebb-and-flow to things for top players. Start ramping up the schedule slowly in January, February, March to prepare for the usual summer major months, then play sparingly in fall downtime.
That won’t be happening this year. The reshuffling has created a back-loaded 2020 schedule with odd rhythms and weird travel patterns leading into majors for the top players. Consider this example: If a player wants to make a couple of pre-Masters warm up starts, but doesn’t want to play the week prior in Houston, they’ll have to leave the country. The entire lead-up to the biggest tournament of the year features events in Korea, Japan, China, and Bermuda — during a global pandemic! Lots of players aren’t going to love that, probably Woods included.
The FedExCup Playoffs-U.S. Open combo in August-September will cause weirdness, too. What if Jordan Spieth, now 110th in the FedExCup standings, doesn’t qualify for the BMW Championship? Does he opt to play on the other side of the country the week before the U.S. Open? Come in with a month off ahead of a major? Or look somewhere else — like another Tour, for a start? It’s bizarre to even consider, but we’re going to see oddities in individual schedules like this all year.

Battle of... Gods? [Closed RP]
The helicopter was loud. The constant thumping of the blades only slightly muffled by the headset she was wearing. Clicking the 9mm magazine into the handgun within her gloved hands, she’d brush some of her brown hair out of her face.
Another fun day in Jubei’s life.
The lights from the towering skyscrapers and the many street vendors bellow would appear like christmas lights despite it being mid-July, the Helicopter’s own heavy-duty beam cutting through any shred of darkness like a Bishop in the shadows.
Jubei had been brought in from the DSO to investigate reports that a potential BOW threat was going to go down here in Narashino, Japan, by a known terrorist that had started making outrageous threats. He’d been tracked back here - to Jubei’s homeland - and now the DSO was on high-alert for any potential activity.
The ride itself was relatively smooth, it being a rather cool evening in Japan; setting Jubei down on top of a building she’d step out, her handler glancing towards her from the cabin of the ‘Chopper; with a nod and a wave it’d raise and fly away, leaving Jubei here alone.
“Alright... Let’s get to work”
Chambering a new round into the VP9 handgun, she’d mentally count the rounds remaining; 15, a good, solid number, much better than the random 18 that the VP70 took. Though the naming always confused her.
Sadly that was all she was armed with; being that she needed to be slightly more covert than other operations, a well-hidden handgun was the only weapon she’d have on her; bar the usual combat-knife and things like that.
Moving across the roof to the stairwell she’d push the door open, the creaking the only noise on a roof this high; it sounded almost eerie, as did the fact that the lights were all off. Flicking on her waist-light she’d sigh, shaking her head.
“Oh come on, not 5 minutes when I’m on the ground and it’s already creepy. That’s just not cool, man. Not cool”
Though it would most-likely just be very innocent - probably people sleeping or the cleaners were done working for the night - it still fought against Jubei’s nerves, trying to unsettle the agent. 
Making her way down to the closest floor she’d look left and right; the building was huge, and what the hell was that smell...
She’d almost wretch from the nearby smell - someone must have left something bad in the fridge - as she’d be forced to step towards it to head down another floor. Stepping forwards with her handgun raised, her eyes were feverishly scanning the rooms for signs of life-
So when she heard something crash against the ground she’d jump, spinning around into a crouch, finger almost ready to squeeze the trigger as she noticed the running rat; jeez... She really was jumpy tonight. Didn’t help that she’d been ready scary stories the entire way here.
“Oh come on Jubei, pull yourself together...”
Standing and laughing lightly to herself she’d brush her trousers off, holstering the handgun-
As the hands would grab at her shoulders, the loud moaning now penetrating her ears as she’d glance; the man groaning and shuffling as it tried to almost take a chunk out of her arm! Without thinking she withdrew her knife and shoved it into the back of the mans skull, blood spurting out as he let out a single, final groan; and fell flat on his stomach,knife poking up. 
She’d reach down and pick it up, panting lightly and rubbing it on a nearby cloth to clean the damn thing. What the hell...
Stepping towards the bleeding carcass she’d crouch down, pulling out a proper torch from a small pouch on her hip to properly inspect; Jesus, he’d been ripped apart...
His body was falling apart, mucus and threads of muscle and sinew hanging out of his back; the spine clearly visible and yellow, marked with decay. But the worst part was the smell; that pungent, deathly smell that made her think of roadkill in the summer.
Much like that summer in America.
Frowning, she was praying it was a single incident; that he was the only one, but in the back of her mind she knew that’d never be the case, that once there was one there’d be another. 
Which meant he was here, and the madman had actually unleashed the T-Virus onto this poor city.
Pulling out and fumbling at her radio she’d sigh, standing and leaning against a wall.
“Bird here. What’s wrong?”
“A big problem. There’s infected, quarantine the area, he’s gotta be here.”
After a few more words and the normal “stay safe”, Jubei would start down the hallway once more; jeez, this just got so much creepier so much quicker. Though she could hear something; some thumping, as if it was someone walking...
“Who’s there?!”
She’d call out, handgun aimed straight where an adult’s head would be, the woman frowning. Though she’d never expect an actual, normal person to step out; that was a welcome relief. He didn’t match the profile of the suspect, so she’d lower the handgun, a smile flashing across her face for all of a moment. 
Tall and rather stunning were the first words that came to mind, though those thoughts could be thought later. Right now, they were in trouble. Once one went down it’d undoubtedly bring others, and that meant...
“Fuck, the stairs!”
Without waiting for him to talk - or not listening, either or - she’d dart back to the stairs, taking a step back as the shambling messes and living-corpses of the T-Virus victims trying to climb up.
Running back towards this man she’d frown, looking down at the ground; well, this wasn’t going to be fun. He looked like a civilian, and she doubted he’d be strong enough to shimmy down an elevator...

TV broadcasters and streamers invested $38 billion in sports rights in 2018, nearly double the $20 billion spent in 2012. Globally, TV broadcasters, and to a lesser degree, online streamers, fork out 26% of their total content spend on sports rights, according to a report published last Wednesday by Ampere Analysis and carried by the Hollywood Reporter. The market for sports rights has nearly doubled in the last six years, from $20 billion in 2012 to $38 billion last year. The U.S. remains the largest single market for sports rights, with a $19 billion annual spend, a figure likely to jump as new rights cycles kick in for the NFL, MLB, and the NBA. Ampere forecasts the top U.S. leagues generating $4 billion more per year in rights revenues by the end of the next six years. And in Europe, broadcasters and online players in Europe's big five markets – the U.K., France, Germany, Italy, and Spain – shelled out $11 billion for sports rights in 2018, double the amount from six years ago. European broadcasters and pay TV operators in the big five spend a third of their content budget, on average, on sports, compared to 26% in the U.S.
espnW and the U.S. Department of State are hosting the eighth year of the Global Sports Mentoring Program October 11-November 19. The program will see 16 emerging female leaders from around the world begin a month-long mentorship in the United States alongside top American female executives from some of the most influential organizations in sports and business. Including ESPN, executive mentors in the 2019 program represent: the Big East Conference; Creative Artists Agency (CAA); Google; LISC; Minnesota Lynx/ Timberwolves; the NCAA; New Balance; the NHL; Saatchi & Saatchi, Spurs Sports & Entertainment; the University of Connecticut; and the U.S. Tennis Association (USTA). The initiative joins such other events as this week’s espnW Women + Sports Summit in Newport Beach, CA and the recently-completed LPGA Indy Women in Tech Driven by Group1001 tournament and week-long symposium that promote women’s leadership, education, and advancement both in and out of sport.
MLS will officially award Sacramento an expansion franchise this week. According to the Sacramento Bee, MLS will hold a press conference and fan event in California’s capital city on Monday to announce that the United Soccer League’s Sacramento Republic FC will make the step up to become MLS’ 29th team. Sacramento has been attempting to secure an MLS expansion team since 2015, but its chances were improved at the beginning of this year when Ron Burkle, billionaire part-owner of the Pittsburgh Penguins, joined the Republic as lead investor. The Republic then received city council backing in April for a new $252 million, 20,000-seat stadium. Later that month, the Republic emerged as a front runner in the race to join MLS when the league announced it had been authorized to advance talks with the ownership groups of Sacramento and St Louis, which was officially awarded its own expansion team in August. If Sacramento is confirmed, it will pay a $200 million expansion fee to become the fourth MLS team in California. Confirmation would also mean that MLS has only one spot left to fill if it is to stick to its expansion target of 30 teams.
Tiger Woods has been the subject of countless articles, books, and TV segments, but for the first time, he will tell his story in his own words. Last Tuesday, Harper Collins announced Woods’ BACK, a memoir chronicling the golfer’s life from growing up a celebrated golfing prodigy to shattering racial barriers and rising to fame, then facing continuing injuries and personal scandal, to mounting a comeback at 43 years old culminating with the 2019 Masters. “I’ve been in the spotlight for a long time, and because of that, there have been books and articles and TV shows about me, most filled with errors, speculative and wrong,” Woods said in the statement. “This book is my definitive story.” No publication date has been announced; the release stated that BACK will be “the first and only account directly from Woods, with the full cooperation of his friends, family, and inner circle.” For the moment, however, Woods is focused on “The Challenge: Japan Skins,” a big money made-for-TV match with Rory McIlroy, Jason Day, and Hideki Matsuyama taking place at Accordia Golf Narashino Country Club in Chiba, Japan.
Formula 1 eyes Miami to host its first-ever Grand Prix after reaching an agreement in principle to host a race at Hard Rock Stadium beginning in 2021. The proposed Formula One Miami Grand Prix would see F1 cars navigating a custom-built track around the stadium. Formula One had initially set its sights on a downtown track location, only to scrap the proposal in favor of Hard Rock Stadium, home to the Miami Dolphins, after local opposition. Concerns remain among residents over noise, traffic and pollution, though organizers insist this new location would reduce disruption compared to a downtown race. According to the Miami Herald, Dolphins and stadium owner Steve Ross will cover all race costs, including an expected $40 million custom track. It takes Formula One a step closer to holding a second U.S. race, a long-held ambition for the global motor racing series’ owners, Liberty Media. Since 2012, the sole F1 stop in the U.S. has been the Circuit of the Americas in Austin, Texas. A Miami F1 race would have an estimated annual impact of more than $400 million and 35,000 room nights.
ATP Media, the in-house rights agency for the global men’s tennis tour, saw revenues rise by 6.7% to $120.96 million in 2018. The UK-based production hub, which is also responsible for ATP Tour content creation, has registered gross profits of $13.57 million. The spike represents a 9.6% growth compared to the end of 2017. Broadcast rights sales, where ATP Media works alongside IMG, remain the dominant source of income. ATP Media also said it had benefitted from “favorable movements” on the euro and British pound exchange rates during last year. Broken up geographically, the UK operation generated $11.59 million in revenues at the end of 2018, while the rest of Europe raked in $31.91 million behind $77.45 million generated by ATP Media in other international territories. Among several of the media group’s high-profile broadcast deals, 2019 has already seen ATP Media secure an improved five-year agreement with Amazon Prime Video in the UK, which runs through the 2023 ATP season. In addition, deals were confirmed with Discovery-owned Eurosport in France and Sky Deutschland in Germany.
Finally, before a big game, it’s important for fans to get a Goodyear night’s sleep. The Goodyear Blimp has provided aerial coverage of college football games since 1955, and later this season will become the first non-player or coach to be inducted into the College Football Hall of Fame. Now, Forbes reports, fans will have the chance to stay in the iconic dirigible prior to the Notre Dame vs. Michigan game October 26. One-night stays can be booked through Airbnb for October 22, 23, and 24 in the blimp hangar in Mogadore, Ohio. Each night is priced at $150 (plus taxes and fees) to celebrate college football’s 150th anniversary. Guests "will have exclusive access to the Goodyear hangar, which is the size of 2.6 football fields, and a football lounge will be provided where guests can relax and watch some of the all-time best rivalry games in college football history.” Goodyear and Airbnb will also collectively donate $5,000 to the Cotton Bowl Foundation, which supports college football-related causes. While the blimp will remain on the ground, this takes “Air”bnb to a whole new level. 
FOX Bet becomes an MLB authorized gaming operator just days before the World Series.  According to Sports Handle, FOX Bet announced a multi-year partnership with Major League Baseball under which the online and mobile betting platform will become an Authorized Gaming Operator of MLB. The announcement came exactly a week before the scheduled first pitch of Game 1 of the 2019 World Series on October 22. FOX Sports, an MLB broadcast partner, has televised the World Series in every season since 2000. FOX Bet is the fourth sports betting entity to join MLB’s Authorized Gaming Operator program since the Supreme Court’s historic PASPA decision in May 2018, joining MGM Resorts International, DraftKings, and FanDuel as MLB official data licensees under the program. The partnership is the latest in a string of deals for the network’s nascent sports betting division. FOX is looking to go all in on sports betting – this partnership marks the third deal that FOX Bet has inked with a major U.S. pro sports league, including the NBA and a deal with the NFL through its Super 6 contest.
Ex-NFL star Warrick Dunn helps deliver 173rd home to single parent for charity. According to FOX Business, the former NFL running back helped surprise a single Florida mother with a new home Wednesday through his charity along with Habitat for Humanity and health care company Cigna. Warrick Dunn Charities, which is run by the former Pro Bowler, presented LaToya Reedy with a new home in St. Petersburg. It was the 173rd home the charity has given thanks to its “Home for the Holidays” campaign, which helps single parents achieve home ownership. Reedy told local media she had been working hard as a nursing assistant to provide a stable lifestyle for her 18-year-old son, but high rent prices and living paycheck to paycheck was getting difficult. Before Dunn became a pro football player, he was living with a single mother who worked very hard to provide for him and five other children, but his mother was killed before his 18th birthday and he helped raise his siblings while playing college football. Dunn sees his charity as a form of therapy to deal with his own traumas, taking comfort that he is helping others avoid similar housing and economic struggles.
Michael Jordan donates a huge sum to two Novant Health clinics in Charlotte, North Carolina. During a recent speech, Jordan teared up as he spoke about his $7.2 million donation to two Novant Health clinics in his area. According to the Charlotte Observer, The Novant Health Michael Jordan Family Clinic and a second facility expected to open soon nearby will serve at least 35,000 children and adults over the next five years. The clinics provide both primary health care services as well as access to social workers, behavioral health experts, oral health practitioners, and physical therapy. Jordan’s financial gift to Novant Health is the latest in his philanthropic giving in Charlotte and his home state of North Carolina. Jordan has significantly ramped up his charitable giving since he became the majority owner of the Charlotte Hornets in 2010. The Novant Health Michael Jordan Family Medical Clinic opened just over three weeks ago, and has already cared for more than 300 people. It is particularly important for Charlotte families to get the health care they deserve, as the city ranks last among major U.S. cities in enabling people to lift themselves out of poverty.
