CM MOHSIN NAQVI INAUGURATES THE FIRST E- REGISTRATION MODEL CENTRE OF PUNJAB

Lahore, January 06:

A model e- Registration system for the transfer of land in Punjab has been introduced. Chief Minister Punjab Mohsin Naqvi inaugurated the first e- Registration Model Centre of Punjab located at LDA Plaza Kashmir Road today. Sub- Registrar offices of Ravi Town, Samanabad Town and Data Gunj Baksh Town have been shifted for the facilitation of citizens at the e- Registration Model Centre.CM ordered to complete further two e- Registration Centres at Raiwind and Shalimar by 31st January. Mohsin Naqvi conducted a detailed visit of the e- Registration Model Centre and inspected the e-Registration system for the transfer of land. He directed to formulate a system for the payment of online fee for the facilitation of citizens. Mohsin Naqvi also visited the branch of Punjab Bank at the e- Registration Centre. He inspected the Sub Registrar offices of Ravi Town, Samanabad Town and Data Gunj Baksh Town established at the centre. CM conversed with the citizens who came for their transfer of land and inquired about the e- Registration system. He quered Garhi Shahu citizen present at the e- Registration Model Centre as whether anyone asked him for money for the registry.The citizens by appreciating the e- Registration system replied no money was been taken and the registration system is much simplified and easier now. Mohsin Naqvi revealed that the land transfer process of all the three towns will be done under a single roof at the e- Registration centre. The people will get rid of frequently visiting the offices for their transfer of land. The land transfer process will become transparent with the establishment of e- Registration centre and corruption will be eliminated. E- Registration Centres will be established in every Divisional Headquarter of Punjab. First e- Registration Centre has been inaugurated in Lahore while other two centres will be completed soon. I will review the pace of work by visiting the Shalimar and Raiwind Centres. All phases of e- registry will be completed in a short span of time at the e- Registration Model Centre. CM lauded the performance of Senior Member Board of Revenue, Punjab Land Record Authority, administration and his team on the issuance of e- Registration system. SMBR and DG PLRA gave a detailed briefing about the land transfer process under the e- Registration system. CM while talking with the media after inaugurating the first e-Registration Centre in Lahore apprised that manual registry will not be carried out now and so far 2 lakh 21 thousand registries have been done. A ban has been imposed on doing manual registry in Lahore as only e-Registry will be done. Excellent facilities have been provided to the citizens in the e- Registration Centre. He informed that he has inaugurated one e- Registration Centre in Lahore while two more e- Registration Centres will be established in Shalimar Town and Raiwind. I have directed the Deputy Commissioner to complete both e- Registration Centres by 31st January. BoP facility has been provided in the e- Registration Centre and will soon provide NADRA facility as well. CM stated that tax evasion will be eliminated with the establishment of e- Registration Centres. I visited the Data Gunj Baksh Town Registry Office some time earlier. The office condition was highly deplorable and their was no place to sit. Then it was decided to improve the condition of e- Registration office. Everyone worked hard and the credit goes to SMBR who worked day and night. Comfortable facilities will be provided to the people at the e-Registration Centre and they will also be saved from fraud. He said that pending applications will be highlighted on the dashboard. The registry process will not be delayed with the establishment of e- Registration Centre and registry will be done on the spot. In a recent declaration, the National Database and Registration Authority (NADRA) stated that Saturday and Sunday will be dedicated to an upgrade of the company’s technology, according to the company.

The government also informed the public that the online Nadra services will be unavailable for a period of ten hours beginning late Saturday.

The activity will be carried out by the Nadra from 2200 hours PST on September 25, 2021 (Saturday) until 0800 hours PST on September 26, 2021 (Sunday) (Sunday). Several social media outlets were used to make this announcement.

I-voting controversy: NADRA chief says ECP response could be due to ‘misunderstanding’

National Database and Registration Authority (NADRA) Chairperson Tariq Malik Friday explained that the recent controversy over the i-voting system and a letter written to the Election Commission of Pakistan (ECP) could be a result of a “misunderstanding”.

The NADRA head was responding to media queries at the Pakistan Embassy in Washington.

The ECP had taken strong notice of the tone adopted in a letter penned by the NADRA chairman to the electoral body.

“The Election Commission is a constitutional body and we are not ordering them. They can reprimand us,” Malik said.

He said that this could be a result of a misunderstanding as they prepared a strategy and shared a project plan on the ECP’s directives.

“The ECP gave a go ahead verbally after which the IT department sought permission. Technical people talk in technical terms and that could be the reason of a misunderstanding between the two state institutions.”

Malik said he would clear the matter when he returns to the country and added: “We had been cooperating with each other extensively.”

‘ECP not a subordinate of NADRA’

On Thursday, it was reported that the ECP regretted the tone adopted by NADRA Chairperson Tariq Malik in a recent letter penned about the progress on the i-voting system.

Malik, in the letter to the electoral body, asking it to make progress on the proposed system on i-voting.

The ECP, responding to the letter, stated that it is the responsibility of the commission to work on the new electoral system, but the tone adopted in the letter by NADRA is regrettable.

“The letter gave the impression like ECP is a subordinate of NADRA,” the letter read and added that the language used by the NADRA chairperson made it look like he was giving orders to the ECP.

The ECP asked why NADRA is looking for a new agreement of Rs2.4 billion for the i-voting project. Why did NADRA abandon the earlier project initiated for i-voting in the country in the middle even after spending Rs65.5 million, the ECP asked.

NADRA's explanation

In response to ECP’s outburst, NADRA officials disclosed that the i-voting system earlier used was developed to be piloted by ECP in 4x by-elections for 38x constituencies in 2018.

It was ECP’s own decision to use it only in 2x by-elections in 2018. During that exercise, the role of NADRA was to provide technical support to ECP, whereas using the i-voting system was the sole discretion of the commission.

The i-voting system is already in place and currently in the custody of ECP. As per contractual obligations, the ECP was supposed to release the long outstanding Rs28.5 million to NADRA.

In a bid to ensure accountability and transparency, NADRA's chairperson had proposed a strategy and plan for a new i-voting system as per guidelines laid down by the Pakistan government, the federal cabinet, President of Pakistan, ECP, parliamentary committee, international auditors and other stakeholders.

Through the new proposed system, NADRA will assist the ECP to develop its independent infrastructure and data centre with dedicated servers, non-NADRA Dependent Network, third party software and human resource capacity building.

The Election Commission will be independent of conducting i-voting for overseas Pakistanis. NADRA's servers and computers will not be used in this system.

NADRA has urged the ECP to progress positively on the proposed system with a view to meeting the project plan timelines as per the expectations of all stakeholders.

Pak to receive 2.8m jabs of AstraZeneca till March 2 Almost, 2.8 million doses of Oxford AstraZeneca Covid-19 vaccine will be received by the country on March 2 whereas the government has announced to kick-start vaccination drive of people aging above 65 years old. The registration and inoculation of healthcare workers (HCWs), other than frontline workers is expected to start from February 22. A surge of lowering Covid-19 cases after the reopening of educational institutes has been seen while the increased temperature indicates a natural decline leading towards its final extinction.  The health authorities, however, have decided to focus on 15 to 20 cities which have become centre of coronavirus and gradually expand the process of vaccination across the country.  An official at the National Institute of Health (NIH), requesting anonymity, said it was feared that the number of cases will increase after the opening of educational institutions, but the situation was under control even after 18 days. “We are getting 1,000 to 1,300 cases per day on average. Moreover, as influenza viruses remain more active during cold, so we hope that the situation will further improve with the increase in temperature. We have been focusing on 15 to 20 cities, which have become hub of coronavirus, and then will move to rural areas. These cities include Islamabad, Karachi, Lahore, Peshawar, Quetta, Muzaffarabad, Gilgit, Hyderabad, Faisalabad, Multan, Rawalpindi, Mirpur and Abbottabad,” he said. Spokesperson for the Ministry of National Health Services Sajid Shah said it was quite encouraging that the cases were declining. “It has happened because of the hard work by the team of the National Command and Operation Centre (NCOC). As vaccination is started, we hope that with every passing week we will move towards achieving herd immunity,” he said. Special Assistant to the Prime Minister (SAPM) on Health Dr Faisal Sultan, in media talk, announced that the frontline HCWs, after sending their CNIC numbers to 1166, could get themselves vaccinated from any adult vaccination centre (AVC). It is worth mentioning that earlier the National Database and Registration Authority (Nadra) was being blamed for slow pace of vaccination. The HCWs used to wait at the AVCs to get verification from Nadra, but failed to get confirmation about inoculation. However, Nadra has clarified that it had no backlog regarding verifications. Dr Sultan said that while the process of vaccination could not be started in 110 countries, Pakistan was among those 65 countries where vaccination has begun. “We have decided to vaccinate frontline HCWs because they are the most vulnerable to the virus as they cannot maintain social distancing due to nature of their job and 130 of them have already sacrificed their lives. So far over 52,000 HCWs have been vaccinated. We were getting complaints that HCWs had to wait at AVCs so it has been decided that they can get themselves vaccinated from any AVC and there will be no delays,” he added. The SAPM said Covax, a global alliance which has pledged to provide free doses for 20 per cent population of Pakistan, will provide 2.8m doses of Oxford AstraZeneca on March 2 and, therefore, vaccination of age group of over 65 years would start in the first week of March. “Age group of over 65 years is being given priority because majority of deaths, out of 12,488 till date, have been reported in the same age group. Registration has been started from February 15 and people should get their parents registered for vaccination. They will be vaccinated with Oxford AstraZeneca, which is being administrated in 34 countries, including the United Kingdom. We will get 17m doses by June,” he added. Moreover, Dr Sultan said that currently Chinese company Sinopharm’s vaccine was being administered to the frontline HCWs of up to 60 years of age. “Vaccine is being used for people of up to 60 years of age, but it does not mean that the vaccine is harmful for over 60-year-old people. Our experts decided not to use it as in the clinical trial there were limited number of over 60-year-old volunteers,” he added. He pointed out that the registration of the HCWs, other than frontline workers, would start that from February 22 through a different website. “They just need to register themselves and will be able to get jabs after 72 hours,” he added. Microbiologist Dr Javaid Usman, disagreed with the notion that the virus would be controlled during higher temperature. “Last year lockdown was announced in March but virus continued to spread. It spread rapidly in Iran, Spain and other countries and proved all such theories wrong. Virus is eradicated at 42 to 50 degrees Celsius due to which it can be killed on surfaces, but it is impossible to achieve that temperature in human body,” he said. Dr Usman believed, as cases were declining across the globe, that the trend seemed to be on natural decline. He said it was a natural cycle and virus may become dormant after a few years. As per the statistics collected by NCOC, more than1,272 Covid-19 cases and 52 deaths were reported over the past 24 hours.
