▪️ULTRA-ORTHODOX RECRUITMENT - THE SANE AND THE RIDICULOUS.. The IDF expressed a position that it should be allowed to recruit the ultra-Orthodox by way of agreement, through marketing and information directed to the sector. So that they will succeed in recruiting 4,800 ultra-Orthodox this year as they promised to the High Court.
The deputy ombudsman and director of the High Courts Department at the Prosecutor's Office believed that this policy contradicts the High Court ruling.
The compromise: the August recruitment cycle will be the test of the ultra-Orthodox recruitment. The IDF can be allowed to recruit ultra-Orthodox in the August cycle through marketing and information activities, so that recruitment orders will not be issued to ultra-orthodox yeshiva candidates unless they have expressed their consent in advance.
But if the IDF does not meet the relative part of the annual target - the IDF will be obliged to issue compulsory recruitment orders to young ultra-Orthodox in the next recruitment cycle.
(( The ridiculousness of the officials is believing that being issued compulsory recruitment orders will make any difference, and almost certainly will do the opposite. ))

▪️OCT. 7 DEFENDERS ARRESTED? In a very strange story with conflicting and partial information, 3 defenders on Oct. 7 were arrested on suspicion of killing a murdering raping looting Gaza terrorist on October 7 by taking weaponry off murdered IDF soldiers and defending themselves and the people of Israel. The three suspects made their way to the Gaza border communities to join the defense. The accusations apparently (not fully released) are: they picked up weapons of murdered IDF soldiers (stole weapons), they interrogated and allegedly murdered an enemy combatant, and they prevented the kidnapping of Israeli bodies and the murder of an Israeli girl with weapons they picked up.
The court at the initial hearing refused to allow the police to hold 2 of the 3, and they were sent to home detention until trial.
(( What is bizarre and disturbing about this: in the midst of a cross border invasion by a non-uniformed enemy performing mass murder, how can any act of defense including rushing to the location and picking up weapons to defend Israel be illegal? And on a related point, although interrogation on video has shown many of these mass murderers admitting to their horrific actions - NOT A SINGLE INDICTMENT HAS BEEN FILED AGAINST ANY OF THEM. ))

Bushiri and Bester’s escape shines lights on SA’s weak border controls, Ramaphosa tells MPs
President Cyril Ramaphosa says a review of the country’s anti-corruption architecture is near completion.
ANC MP Thabo Mmutle asked Ramaphosa about the steps the government intends to take following the fleeing of Shepherd Bushiri, the July unrest and the escape of Thabo Bester from the Mangaung Correctional Centre.
Ramaphosa said his administration's resolve to ensure the safety and security of citizens is evident through, among other things, the significant increase in the resourcing of prosecutors and police.
“This budget will assist in the recruitment of more than 10 000 new police officers to be deployed countrywide to fight crime and additional prosecutors to tackle complex cases of corruption.
"To ensure that complex and high-level corruption cases are dealt with swiftly and efficiently, Special Commercial Crimes Courts have been established in all provinces and are being capacitated with technological tools to allow for virtual testimony and digital receipt of evidence,” Ramaphosa said.
The government has been left red-faced over the dramatic escape of Bester, a convicted murderer and rapist, who was believed to have died in cell 35 in May last year. Authorities conceded last month that Bester had escaped from prison after GroundUp revealed that the body found in the cell was not his.
Bushiri, the Enlightened Christian Gathering Church leader, and his wife skipped bail in November 2020, after being arrested for fraud and money laundering to the tune of R102 million linked to an investment scheme.
Bushiri also faces allegations of rape and human trafficking. In 2018, his lawyer lodged a complaint that his client was being extorted by police in relation to the case.
Ramaphosa said the review of the anti-corruption architecture would make proposals for enhancement of institutional architecture, which includes the proposals for an effective agency to fight corruption.
“Recent cases mentioned by [Mutle] highlight weak border controls in our country. The establishment of the Border Management Agency, with border guards who have been given certain peace officer powers, will help to address the weaknesses in border controls. Strengthening international cooperation with other countries, including mutual legal assistance and extradition matters, is a priority as we fight against all forms of transnational crimes,” Ramaphosa said.
Furthermore, the president said the ability of the criminal justice system to respond to crime needed to be complemented by long-term strategies to prevent crime happening in the first place.
“The Integrated Crime and Violence Prevention Strategy, which was adopted last year, recognises that the social and economic contributors to crime must be addressed collaboratively by all stakeholders. It also recognises that our response needs to be integrated and holistic,” he said.
The six pillars of the strategy are:
An effective criminal justice system;
Support to victims of crime;
Early social interventions to prevent crime and violence;
Effective and integrated service delivery;
Safety through environmental design and planning; and
Active public and community participation.
“In putting this strategy into practice, the security cluster is working to improve the efficiency, responsiveness and professionalism of the criminal justice sector while mobilising communities and establishing strategic partnerships to reduce crime and violence,” Ramaphosa said.

Hospitality sector 'anxious' over summer staffing

The UK’s hospitality sector is still short-staffed and businesses fear they will struggle to cope over the busy summer holiday season.
It comes as former government minister George Eustice called for EU workers to be allowed into the UK to ease post-Brexit shortages.
Trade body UK Hospitality also said staffing was in “serious crisis” – with vacancies 48% higher than pre-Covid.
The government said staff could be hired under its points-based system.
Hotels and bars need more EU workers, say bosses
Restaurateur Stephen Montgomery told the BBC he was “anxious to a degree” about the summer. He runs Our Place in Annan, near Lockerbie – he is also chair of the Scottish Hospitality Group.
“Just as we were trying to take the business from five to seven days a week, bang we lost two members of staff, both front of house,” he said.
But it means he may have to cut down his opening hours. “If I have to close to make sure my staff aren’t burned out, I will. Why risk losing more staff for financial gain?”
However, he is hopeful of recruiting soon – his business is offering interest-free loans and cost of living grants to employees as incentives in a tight labour market.
Now, Mr Montgomery’s plight, along with others, has been highlighted by the former environment secretary and outgoing MP Mr Eustice who has picked up the post-Brexit staffing baton. Speaking in the Observer, Mr Eustice called for a reciprocal visa scheme for under-35s to work across the EU and Britain.
“I am very sceptical about a skills-based immigration policy because we have no shortages in those areas, but where we do have shortages is in hospitality, it’s quite acute there. We could have a two-year youth mobility scheme which would have no permanent impact on immigration numbers,” he told the BBC.

An industry outlook by Deloitte for 2023 said disruptions due to staff shortages, underpinned by high inflation, would likely increase and last beyond 2025.
The accounting firm also forecast a lack of economic growth and rising costs, with an inability to raise prices as the key risks in the sector.
Staffing is a problem for the Lamplighter Dining Rooms in Windermere, in the heart of the Lake District.
Open 365 days of the year it can seat 100 guests but owner James Tasker said filling the rota had been “more of a challenge” since the pandemic.
“The southern European contingent just didn’t come back,” he said. “Then there’s the surging cost of living, coupled with unaffordable rental accommodation, that’s in phenomenally short supply here.
“We may face certain days where we have to restrict the volume of guests, which is disappointing but it’s not all about the money.”
Having fewer guests was preferable to giving customers bad service and getting negative reviews. “We’re conscious of our reputation,” Mr Tasker added.
Vacancies
The background to these challenges are post-Brexit working regulations and Covid, both of which have severely affected the sector. The Office for National Statistics (ONS) said the level of vacancies was still 48% higher than pre-Covid levels.
An ONS update is due on Tuesday but it said available roles fell by 22% over the last year, standing at 132,000 in May.
“The workforce shortage is creating a serious crisis as we head deeper into the peak summer season,” said UK Hospitality chief executive Kate Nicholls. “Nearly half of businesses are reducing trading hours per day, and a third are having to close on some days each week.”

James Dixon-Box, deputy manager at Bournemouth’s 95-bed Marsham Court Hotel in Dorset, said hoteliers in the town had been forced to think laterally to combat staffing issues.
“We work really hard on cross-training so we have staff who are multi-skilled. Finding chefs is not the easiest thing but we do a lot of work with colleges and schools and have student apprentices,” he said.
One of them is a 16-year old who has just started work in the hotel kitchen and will spend the summer holidays being trained as a chef. The process will take six to eight weeks.
Mr Dixon-Box said: “There’s no use moping about saying there’s a skills gap, the best way is to teach people and for them to learn.”
Further north, Buzzworks runs 19 restaurants across Scotland and employs 800 staff, turning over £35m last year. But finding chefs is a problem. “It’s our most acute shortage,” said owner Kenny Blair.
The entrepreneur has obtained an immigration licence “which was not cheap” but it allows him to recruit staff from abroad – most recently India.
Buzzworks
Mark McCulloch set up Hospitality Rising to attract young people to an industry they would never have considered before.
“It’s a viable career path, the pay is better than you think,” he told the BBC.
Backed by 300 businesses it has the support of big hitters like Michelin-starred chefs Tom Kerridge, Angela Hartnett and Raymond Blanc.
Mr McCulloch, a former marketing executive with Pret a Manger and Yo! Sushi, said without a full team it “leads to customer disappointment”.
Renewed calls for jobs in the hospitality industry to be added to the shortage occupation list come after the government’s Migration Advisory Committee last rejected the idea in March.
A spokesperson for the Home Office told the BBC it worked to ensure its points-based system “delivers for the UK” and that included reviewing the shortage occupation list “to ensure it reflects the current labour market”. They added that many hospitality roles such as chefs are eligible under the points-based system.

Ugandan President Signs Anti-Gay Law That Includes Death Penalty as a Punishment
Uganda’s president, Yoweri Museveni, has signed into law the world’s harshest anti-LGBTQ+ bill, which allows the death penalty for homosexual acts. The move immediately drew condemnation from many Ugandans as well as widespread international outrage. The UK government said it was appalled by the “deeply discriminatory” bill, which it said will “damage Uganda’s international reputation”. US President Joe Biden decried the act as “shameful” and “tragic violation of universal human rights”. He said Washington was considering “sanctions and restriction of entry into the United States against anyone involved in serious human rights abuses” – a suggestion that Ugandan officials may face repercussions. Early on Monday, the speaker of the Ugandan parliament, Anita Annet Among, released a statement on social media confirming Museveni had assented to the law first passed by MPs in March. It imposes the death penalty or life imprisonment for certain same-sex acts, up to 20 years in prison for “recruitment, promotion and funding” of same-sex “activities”, and anyone convicted of “attempted aggravated homosexuality” faces a 14-year sentence. Described by the UN high commissioner for human rights, Volker Türk, as “shocking and discriminatory”, the bill was passed by all but two of 389 MPs on 21 March. Museveni had 30 days to either sign the legislation into law, return it to parliament for revisions or veto it. He sent it back to MPs in April, with a request for reconsideration. The bill would have still become law without the president’s assent if he returned it a second time. Among tweeted on Monday morning: “The president … has assented to the Anti-Homosexuality Act. As the parliament of Uganda, we have answered the cries of our people. We have legislated to protect the sanctity of family.

The speaker said MPs had withstood pressure from “bullies and doomsday conspiracy theorists” and called for courts to begin enforcing the new laws. Martin Ssempa, one of the main backers of the bill, presented it as a victory against the US and Europe and suggested Uganda needed to push back against groups working to tackle HIV. He said: “The president has shown great courage to defy bullying of the Americans and Europeans. That bullying we shall not give you money. They intimidate and threaten you.” In a joint statement, the heads of the Global Fund to Fight Aids, Tuberculosis and Malaria, UN Aids and the US President’s Emergency Plan for Aids Relief (Pepfar) reacted with “deep concern” and said progress on tackling Aids and HIV was “now in grave jeopardy”. “The stigma and discrimination associated with the passage of the act has already led to reduced access to prevention as well as treatment services. Trust, confidentiality and stigma-free engagement are essential for anyone seeking health care,” said the statement. “LGBTQI+ people in Uganda increasingly fear for their safety and security, and people are being discouraged from seeking vital health services for fear of attack, punishment and further marginalization,” added the statement, signed by Peter Sands, Winnie Byanyima and John Nkengasong. There has been strong condemnation of Museveni. A statement from the UN read: “We are appalled that the draconian and discriminatory anti-gay bill is now law. It is a recipe for systematic violations of the rights of LGBT people and the wider population. It conflicts with the constitution and international treaties and requires urgent judicial review.” Ashwanee Budoo-Scholtz, Africa deputy director for Human Rights Watch, said: “Museveni’s signing of the anti-homosexuality bill is a serious blow to the right to freedom of expression and association in Uganda, where instead of being restricted they ought to be strengthened. “The law is discriminatory and is a step in the wrong direction for the protection of human rights for all people in the region.” A 2014 anti-gay bill also prompted widespread international criticism and was later nullified by Uganda’s constitutional court on procedural grounds. “President Museveni’s decision to sign the anti-homosexuality act 2023 into law is deeply concerning,” said Steven Kabuye, a human rights activist in Kampala. “This act violates basic human rights and sets a dangerous precedent for discrimination and persecution against the LGBTQ+ community in Uganda. “As we have seen in the past, such laws can lead to increased violence, harassment and marginalisation of already vulnerable groups. It is important that we stand together in solidarity with the LGBTQ+ community in Uganda and around the world and fight against bigotry and hate.” In February alone, 110 LGBTQ+ people in Uganda reported incidents including arrests, sexual violence, evictions and being forcibly stripped in public to the advocacy group Sexual Minorities Uganda (Smug). Transgender people were disproportionately affected, said the group. “It is wishful thinking to assume a piece of bogus legislation will erase the existence of LGBTQI+ persons in Uganda!” tweeted Sarah Kasande, a Kampala-based lawyer and human rights activist.

Ugandan police confirmed that it conducted forced anal examinations on the six and tested them for HIV. Museveni claimed in March that his government was attempting to resist western efforts to “normalize” what he called “deviations”. “The western countries should stop wasting the time of humanity by trying to impose their practices on other people,” he said. Activists plan to petition the court to nullify the discriminatory legislation, “Of course, we are going to march to court and contest this draconian law in every way possible,” said Kabuye. The free press is under attack from multiple forces. Media outlets are closing their doors, victims to a broken business model. TMC leader Abhishek Banerjee appears before CBI in teacher recruitment scam
Trinamool Congress leader Abhishek Banerjee appeared before the Central Bureau of Investigation at its Kolkata office on Saturday morning in a case pertaining to alleged irregularities in the recruitment of primary teachers in West Bengal, reported PTI. Justice Abhijit Gangopadhyay of the High Court had directed on April 13 the two central agencies to question Banerjee in the case. The order was challenged by the Trinamool Congress MP in the Supreme Court who said that the judge had expressed his dislike for him in an interview with ABP Ananda news channel.On April 17, the Supreme Court had stayed the order. On April 28, it ordered the High Court Chief Justice to reassign the case from Justice Gangopadhyay’s bench to some other bench. However, on Thursday, the High Court allowed the two agencies to question Banerjee.The case pertains to jobs being allegedly given to candidates in return for money instead of candidates who had qualified in the recruitment process in 2019.
