Will sports betting be ready for football season? 'That made me nervous, lottery leader says | Business
Now that sports betting bills passed by the Legislature have been signed into law, the first legal bets in Louisiana could be placed at the end of football season. But some businesses are already making moves in anticipation of cashing in on the wagering.
While all of the state-licensed riverboat casinos, racinos and the Harrah’s land-based casino in New Orleans will be able to get in on the action, others have laid the groundwork to cash in as well.
The Louisiana Lottery Corp. plans to have an online app and install up to 1,000 kiosks in bars and restaurants that serve alcohol. Nola.com and theadvocate.com, along with The Times-Picayune and The Advocate, will launch a new sports-betting website, ramp up sports coverage and create digital sports-betting shows. For nearly a year, the local sports talk station, 104.5 ESPN, has had a daily gambling show hosted by Jimmy Ott. Earlier this month, WBRZ started airing daily programming from VSiN, a Las Vegas-based sports betting network on its WBRZ+ channel.
“They know the numbers are going to be big in Louisiana. They’re smart to get out ahead of it,” said Brian Musburger, founder and chief executive officer of VSiN, whose programming is available online and through some cable systems, but for the first time is airing on a broadcast network through its association with WBRZ.

The market for sports betting in Louisiana is estimated to be between $2 billion and $2.6 billion over the next 10 years, said Yaniv Sherman, a senior vice president and head of U.S. operations for 888 Holdings, an online gaming company based in Gibraltar that also hopes to tap into the Louisiana market.
Louisiana is a unique market because there are a high number of people interested in Saturday betting — a day dominated by college football — and in Sunday betting, where the NFL is king. While that’s not a surprise given how big the fan bases are for LSU and the New Orleans Saints, Musburger said he’s basing this on the audience numbers for VSiN that are coming out of the state. “There are a lot of passionate sports fans licking their chops for sports betting,” he said. “It’s going to be a big number.”
The Louisiana Gaming Control Board will spend the next month or two working on administrative regulations for sports betting, which will cover things such as internal controls, operating procedures and technical aspects of the mobile betting platforms. The rules will be published in August or September, Mike Noel, the former head of the board said before his resignation in June.
Once those rules are published, casinos and mobile gaming operators will be able to apply for a license for sports betting. It will take Louisiana State Police about three months to conduct investigations and process the applications, so wagers could be taken in November or December, Noel said.

All of the state-licensed riverboat casinos, racinos and the Harrah’s land-based casino in New Orleans will be able to operate sports books and mobile apps. Each casino will be able to license two different “skins,” or individually branded mobile apps.
All of the companies that own casinos in Louisiana have some relationship with a sports betting company, so it’s expected this will carry over, though not all Louisiana casino operators contacted would discuss their plans for sports betting.
One exception was Boyd Gaming, the parent company of Treasure Chest Casino in Kenner, Evangeline Downs Racetrack & Casino in Opelousas, Amelia Belle Casino in Amelia, Delta Downs Racetrack Casino Hotel in Vinton and Sam’s Town Shreveport.
The company readily said sports betting has been a popular amenity at its casinos in other states, such as Imperial Palace in Biloxi, Mississippi, and Sam’s Town in Robinsonville, Mississippi. Boyd operates sports books at both of those properties in partnership with FanDuel, which has the largest share of the online gambling market.
Hollywood Casino has filed a permit to expand its operations and move onto land.
“Together with our partners at FanDuel, we look forward to introducing traditional sports books and mobile sports betting at all five of our Louisiana properties,” Boyd said in a statement. “We plan to apply to the Louisiana Gaming Control Board and Racing Commission for sports-betting licenses in the near future.”
DraftKings, the other leader in online sports betting, is also expected to have a presence in Louisiana. The company has branded sports books at 13 casinos, including Scarlet Pearl in D’Iberville, Mississippi. DraftKings also has a marketing agreement with Casino Queen, which plans to buy the Belle of Baton Rouge and Hollywood Casino Baton Rouge. That agreement already has led a riverboat casino in East St. Louis, Illinois, to be rebranded as DraftKings at Casino Queen.

Gaming giant Caesars Entertainment, which owns Harrah’s New Orleans and the Isle of Capri Lake Charles, operates its own online sportsbook.
“We look forward to working with regulators and our Louisiana team members so we can offer another form of entertainment to the state’s residents and visitors,” the company said in a statement.

Among those with sports betting relationships is Penn National Gaming, the parent company of L’Auberge Baton Rouge and L’Auberge Lake Charles. It has a stake in Barstool Sportsbook, which operates branded sports books at some of its properties. Churchill Downs, the owner of the Fair Grounds, also owns TwinSpires, an online betting site.
Rose Hudson, president and chief executive officer of the lottery corporation, said the framework is still being worked out for sports betting through up to 1,000 kiosks in bars and restaurants that serve alcohol, such as the limits that will be placed on how much can be bet at one time. That’s being done so retailers don’t need to keep large amounts of cash on hand to pay out winners.
The lottery is making its own rules for sports betting, separate from the gaming commission. Those rules will mainly focus on suitability standards, similar to those businesses have to meet in order to sell lottery tickets, such as paying taxes and not having a criminal record.
It’s not clear how long it will take for the lottery to get into the sports betting business.
“I heard them (legislators) saying by the start of football season; that made me nervous,” Hudson said. “I don’t see us starting in August. We’ll need to have a better handle on it first.”
Hudson said the lottery corporation’s mobile sports betting app is expected to launch first before the kiosks are introduced.
Oregon, which is similar in population size to Louisiana, launched sports betting through its state lottery in October 2019. The Oregon Lottery has apps for Apple and Android devices, which allow residents to bet on everything from the NFL and NBA to Russian table tennis and Pakistani cricket. However, the state doesn’t allow betting on college sports. Since sports betting was legalized in the state, more than $405 million has been wagered and $36 million in tax revenue was generated for Oregon.
Pennsylvania-based Spectrum Gaming Group analyzed the gambling market for Louisiana Economic Development in 2019. The company estimated sports betting could generate between $237 million to $332 million in annual revenue for Louisiana. It could also bring in younger customers to casinos, who generally aren’t a big gambling market.
Even though Mississippi has gotten a two-year jump on sports betting, that shouldn’t have much of an impact on the Louisiana market, said Matt Roob, senior vice president of analysis for Spectrum.
“It’s all about convenience,” he said. “If you can bet on your phone, why would you go to Mississippi?”
And for gamblers who want to visit a sports book after work to watch a game while having dinner and drinks, it makes more sense to head to a local property than the Mississippi Gulf Coast. “You’re going to go to the place that’s closest and most convenient,” he said.
Sherman, the 888 Holdings executive, said the firm, which trades on the London Stock Exchange, is bullish about Louisiana. 888 Holdings is working with “a blue chip brand” and plans to seek certification to enter the state’s sports gaming market.
Though the Louisiana market is estimated in the $2 billion to $2.6 billion range over 10 years, Sherman said he expects that number will grow since the only experience the state’s residents have with legal online betting is through offshore casinos.
“The vast majority of your customers online never visit your property, especially in larger states,” he said. “Sixty-five to 80% of people who bet through a casino app never set foot on the property.”

Detectives crack 36-year-old murder case from Roeland Park KANSAS CITY, Mo. — A man has been charged in the 1985 murder of Gary Watson in Roeland Park. During an early Tuesday afternoon news conference, Johnson County District Attorney Steve Howe announced his office has filed murder charges against Geter Rhymes. Howe said Rymes, 65, was recently arrested in the St. Louis area and is undergoing an extradition process to Johnson County. Detectives said that because of the quality of the evidence Roeland Park police officers originally obtained at the murder scene, forensic analysts were able to retest evidence in the case after being assigned the case in August 2020. During the news conference, Watson’s sister, Audrey Walker, said the family now has closure. Walker, who follows cold cases closely, said the family never gave up hope. “In my spirit, I believed the things I saw on television could eventually happen to our family,” Walker said of the investigation into her brother’s death. Watson was murdered on the afternoon of March 13, 1985, outside the entrance of the Skyline Apartments in Roeland Park. The original report indicated Watson had been stabbed multiple times, leading to his death. Original reporting indicated there could have been as many as three suspects. During Tuesday’s news conference, Howe did not provide additional information on the specific turning point in the investigation that led to the charges against Rhymes. Online records indicate Rhymes is currently in the St. Charles County, Missouri, jail. When he is extradited to Kansas, a process expected to take about a week, he will be held in Johnson County on a $1 million bond. The company was founded just over a year ago by Cara Meverden (CEO), previously of Google, Twitter, Indiegogo, and Medium; along with Saul Carlin (president and COO), previously head of publisher development at Medium, and before that, Politico; and Daniel McCartney, (CTO) previously an engineer at GrubHub, Klout and Medium.
At Medium, Meverden explains, they saw an explosion of people creating great written content; but now those publishers had begun to create great audio content, as well.
But unlike on Medium, which helps to guide readers to topics they like, people today have to seek out new podcasts for themselves. Scout.fm wants to offer a better system, and hopefully bring more listeners to podcasts as a result.
“We want to take podcast listening mainstream,” she says. “We think the key to that is making podcasts as easy to listen to as the radio – and we think that’s even more critically important, as we enter the smart speaker era.”
The Scout.fm service began as a series of experiments on Alexa.

Here’s how it works on the Alexa platform. You first launch the app by saying “Alexa, open Scout fm.” The app will respond (using a human voice actor’s voice, not Alexa’s) by explaining briefly what Scout.fm does then asks you to choose one of three types of talk radio stations: “Daily news, brain food, or true stories.”
The first is a news station, similar to Alexa’s “Flash Briefing;” the second, “brain food,” focuses on other interesting and informative content, that’s not day-to-day news; and the last is a true crime podcast station.
The voice app will then ask you a few more questions as part of this setup process to find out what other subjects appeal to you by having you respond, on a scale of one to ten, how much of a history buff you are, or how much you’re interested in culture, like art, film and literature, for example.

On subsequent launches, the app will simply ask if you want to return to your “Brain Food” (or other selected) station. If you say no, you can try one of the other options.
However, once the setup process is over, the experience becomes very much like listening to talk radio.

Each new podcast episodes has a brief, spoken introduction that Scout.fm handwrites, so you know what’s coming up. Your listening can go on for hours, offering you a hands-free means of switching podcasts and discovering new favorites.
The app will also adjust to your preferences over time, removing those you tend to skip – much like how the thumbs down works on Pandora.
Scout.fm doesn’t include every podcast that’s out there. Instead, it’s a curated selection of a few hundred with high production values, narrative storytelling and tight editing.
“So if we listen to something and the two co-hosts kind of go on for half an hour at the beginning, that’s not a great podcast for this format,” Meverden says. “We want shows where they’re going to get right into it. That right away limits things, but there’s still an abundance of content.”
For example, some of the podcasts Scout.fm includes come from The Wall St. Journal, The New York Times, ESPN, and podcast networks like Gimlet, Wondery, Parcast and others.
The same curated selection of podcasts is also available in Scout.fm’s mobile apps for iOS and Android, which work with the voice assistant on the phone. (For example, you can tap your AirPods to wake Siri then say “Next” to move between podcasts.)
“If you’re jogging, our apps are an excellent companion because you don’t have to go back to your phone and try to find a new thing to listen to,” notes Meverden.
Since Scout.fm’s launch, it has accrued 1.5 million minutes listened across its network of experimental apps ahead of today’s public debut. The Alexa user base listened for twice as long as mobile users.
Currently, the service is not generating revenue, but, in the future, the team envisions call-to-action ads that could work with the Alexa app to share more information about the products, as well as ways it could utilize the newer in-app purchase mechanisms for Alexa skills.
The company is backed by $1.4M in seed funding from Bloomberg Beta, Precursor Ventures, Advancit and #Angels.
“The Scout team’s unique insight is that podcasts, no matter how good, won’t go mainstream until it is much simpler for consumers to find and listen to the content that’s right for them,” said Charles Hudson, managing partner at Precursor Ventures, in a statement about the investment. “The fast adoption of smart speakers changes this. We can open up podcasts to an entirely new audience,” he said.

The company was founded just over a year ago by Cara Meverden (CEO), previously of Google, Twitter, Indiegogo, and Medium; along with Saul Carlin (President and COO), previously Head of Publisher Development at Medium, and before that, Politico; and Daniel McCartney, (CTO) previously an engineer at GrubHub, Klout and Medium.
At Medium, Meverden explains, they saw an explosion of people creating great written content; but now those publishers had begun to create great audio content, as well.
But unlike on Medium, which helps to guide readers to topics they like, people today have to seek out new podcasts for themselves. Scout.fm wants to offer a better system, and hopefully bring more listeners to podcasts as a result.
“We want to take podcast listening mainstream,” she says. “We think the key to that is making podcasts as easy to listen to as the radio – and we think that’s even more critically important, as we enter the smart speaker era.”

Vietjet Takes Delivery of Two More Airbus Aircraft
Vietjet took delivery of two new Airbus A321 aircraft, registered as VN-A521 and VN-A542, at Tan Son Nhat International Airport in Saigon on 31 December 2019. Vietjet now has a fleet of 80 aircraft, with VN-A521 the third 240-seat A321neo ACF (Airbus Cabin Flex) aircraft in the world. The first two of the aircraft type are also operated by Vietjet. With the arrival of the two aircraft, the airline is ready to meet the high travel demands during the lunar new year period.
Vietjet’s third A321neo ACF aircraft has an innovative cabin structure to increase the total number of seats to 240. The aircraft is expected to deliver fuel consumption savings of a minimum of 16, noise reduction of up to 75% and a decrease in emissions of up to 50%. Both new aircraft feature leather seats. Vietjet currently owns one one of the world’s newest and most modern fleets with an average age of only 2.7 years. Before the May bank holiday in 1992, Castlemorton Common in the Malvern Hills was chiefly known only to walkers keen to hike through its 600 acres of unspoilt, unenclosed land. After that bank holiday, however, it became known as the site of Britain’s biggest-ever illegal rave.
Partygoers arrived in such numbers that Castlemorton featured on TV and in the newspapers – which brought more revellers. In the end, an estimated 20,000 people flocked to the site. By the Tuesday, it had induced moral panic in the Daily Mail: “A walk through the hippy encampment was like walking into a scene from the Mad Max movies. Zombie-like youngsters on drugs walked aimlessly through the mobile shanty town or danced to the pounding beat,” it reported. By 1994, the Criminal Justice and Public Order Act was passed, with the now infamous ruling against parties playing music “characterised by the emission of a succession of repetitive beats”.
Twenty-five years after Castlemorton, rave is back in the pop culture mix. The aesthetic, culture and sound has trickled down to everything from the growth of the festival to the concept of chill-out, to your DayGlo wallet, clubbing scenes in Girls, a weekend in Ibiza and the Kirakira app’s sparkles. Most people might not be regularly indulging in four-day parties but, in 2017, rave’s cultural legacy extends far and wide.

“Artists see it as a halcyon age,” says Seb Wheeler, head of digital at dance and clubbing magazine Mixmag. “I’m 29 and acid house started in the late 80s, so that’s my whole lifetime of dance music to explore … There are dance music legends that you will hear from your older brother or your parents and you’re like: ‘I’m going to check that out,’ and head down a wormhole on YouTube or a specialised playlist on Spotify.” Wheeler points to Bicep, the dance music duo, as the act most influenced by the rave sound, which itself developed from acid house roots in Chicago. Since 2008, the duo’s Feel My Bicep blog has brought their favourite tracks from the genre to other fans. These fans will soon also be able to watch the story unfold: Irvine Welsh, the author of Trainspotting, is working on a TV series, Ibiza87, about the roots of the movement. Matthew Collin’s upcoming Rave On, meanwhile, is a follow-up to his acid house book Altered State, telling the story of how rave went from underground to ubiquity.
Fashion brands including Charles Jeffrey, Molly Goddard, Christopher Shannon and Comme des Garçons – more known for conceptual experimentation than clothes for the dance floor – have all brought rave to the catwalk. The latter’s menswear show was a highlight of the SS18 season, with young men dancing, coloured lights and clothes made of neon glittery fabric last seen on Camden Lock market stalls in the 90s. Meanwhile, Russian designer Gosha Rubchinskiy, currently fashion’s golden boy, staged his spring collection in St Petersburg’s first-ever rave venue. He also published a zine with 90s images of teenagers on the rave scene in Russia, at clubs such as Tunnel.

For these designers, rave is inspiring as an authentic youth culture. Goddard says she was influenced to turn her SS17 show into a rave from watching videos of raves at Lewisham library and thinking about her own youth going out to “parties in Hackney Wick and posh clubs in Mayfair”. Shannon’s sportswear aesthetic is influenced by the Joe Bloggs and Naf Naf clothes he saw his older brothers wear going out dancing. “I can remember wearing an acid house T-shirt on a school trip and getting told off,” he says. “Even if I didn’t understand it, [rave] taught me about clothes’ ability to antagonise things.”
Artists are also exploring rave. Jeremy Deller uses rave’s smiley face repeatedly in his work, and his Bless This Acid House posters are almost as popular as the Strong and Stable My Arse versions in households prone to making arty liberal statements. As part of Frieze art fair in October, Jarvis Cocker staged his Dancefloor Meditations, a kind of lecture-meets-disco with lasers, 808s and total darkness.
Nav Haq, the curator of the Museum of Contemporary Art Antwerp, staged an exhibition on the impact of rave, Energy Flash, last year. He says the period is relevant now because it shows what we are lacking: rave is typically seen as the last genuine subculture. “It’s hard to see something emerging in the same way now. People talk about the digital realm but that’s difficult because it gets corporatised very quickly. Youth movements emerge through things that happen in the world – the riots in 1968, the recession in the late 80s and early 90s. We’re in a similar period of time, but we have not been able to create that movement somehow.”

As with any subculture, rave has become mythologised. It is remembered as a scene where community was key and money was insignificant, but that was not the case for long. The popularity of ecstasy had repercussions beyond breaking down barriers on the dancefloor – it brought with it organised crime. By the 90s, drug dealers with baseball bats were found at rave mecca The Haçienda and rising security bills contributed to the club’s closure. Rave going mainstream spawned opportunists ready to cash in, too. Wheeler points to Tony Colston-Hayter, the Sunrise rave promoter – and later fraudster. “This is a weekend youth culture,” he told an interviewer at the time. “A city banker can shed his suit, put on his dungarees, dance all Saturday night away.” Parties such as his – that do not fit the narrative of rave as cultural disrupter – have their own legacy in clubs as business: see the phenomenon of Elrow, a party organiser from Barcelona that will host 132 events globally this year, reaching an audience of 1.7 million people. In a recent article, Resident Advisor called it “the world’s most popular clubbing brand”.
The Facebook page Humans of the Sesh was started in 2015 by two friends calling themselves Brown Sauce and Grand Feen. It is dedicated to detailing the bantz around the house party, the after party and impromptu bender, all under the umbrella of the “sesh”. Brown Sauce, though, is convinced his fun will never live up to what he sees calcified in grainy images of ravers. “There is a massive feeling that everyone went to a great party but we were too late,” he says. “Our idea of a good party – the huge speakers, the warehouse space – is based on the idea of a rave, even if you don’t know what a rave is. There’s a nostalgia to that era even if you weren’t around then.”
There are some trying to make their own versions on the free party scene, working against how corporate the mainstream nightlife scene has become by going back to the ideology of rave. Scum Tek, the collective that organised the “Scumoween” party in 2015 that ended in confrontation with the police, has members from the original scene, and an anti-establishment feel. A Vice documentary last year, Locked Off, told the story of various collectives that aim to put on illegal parties around the country in disused warehouses and squats, a cat-and-mouse game between organisers and the police. Footage shows teenagers dancing to a backdrop of lasers, jumpers tied around their naked torsos, dummies in the mouths – convincing facsimiles of the ones in the original rave pictures but for the balloons of Nitrous Oxide. “It’s not simply a bunch of guys with a bunch of speakers in a field,” says a partygoer at one point. “It’s bringing people together in a way that nothing else really does.”
The political backdrop of rave will feel familiar to the young people of today. It’s one of a less-than-stable Conservative prime minister (John Major then, now Theresa May) who reached power through a resignation; a crash in recent memory (1987 then, 2008 now); high levels of youth unemployment (800,000 18-to-24-year-olds in the early 90s, around 850,000 16-to-24-year-olds in 2016), and general unrest expressed through riots and demonstrations (the 1990 poll tax riots; the Brexit and Grenfell Tower protests). “People will always create music to escape when they’re skint and there’s a Tory government inflicting spending cuts,” says Wheeler. “It’s a form of rebellion.”

Will Stronge is trying to fuse the anger of disenfranchised young people with the desire to dance. The theorist found himself in the spotlight in September when the concept of Acid Corbynism – coined by Jeremy Gilbert and fleshed out by Matt Phull and Stronge – went viral. While the Acid Corbynism event at the Labour Party conference looked closer to Peep Show’s Rainbow Rhythms than a Spiral Tribe rave, the theory is interesting. Taking acid house as one of its bases – a scene where the collective ruled and everyone was welcome on the dancefloor – Stronge and Phull argue that encouraging similar values now could upset the establishment in a joyful way. “The ecstatic moments on the dancefloor tie into what it is to be a person, a person [who is] part of a community,” Stronge says. “Dance music as a collective experience means it’s already political, but it’s whether or not you can maintain that political experience as part of a larger cultural project.”
Stronge, 27, who is off to a six hour Erol Alkan DJ gig after I speak to him, is far from nostalgic. In an article for Red Pepper magazine, he namechecks contemporary musicians including Jam City and the Circadian Rhythms record label as signs that something is happening. Circadian Rhythms even apparently pepper their radio show with shout-outs to Diane Abbott. Stronge believes a genuine subculture could emerge from this scene – one that could outsmart the corporate world’s tendency to jump on anything young people flock to. “This is a call to say, ‘Let’s find ways that youth culture can become counterculture.’ How do we not make the mistakes so our revolutions aren’t sold back to us?” he says. “At its core, dance culture is where we can have individual pleasure through collectivity.” Or, in the words of Jarvis Cocker at Dancefloor Meditations, “Having fun is the most profound form of protest there is.”
