Le Plan directeur de la mobilité cyclable de 2017 va ainsi être mis à jour pour intégrer davantage le potentiel des vélos électriques. Concernant les VTT, une planification directrice va être élaborée sur la base du réseau existant. La nouvelle loi fédérale sur les voies cyclables (LVC) est entrée en vigueur le 1er janvier 2023. Elle oblige les cantons à planifier des réseaux de voies cyclables aussi bien pour la vie quotidienne que pour les loisirs, VTT compris. Le but est de disposer d'infrastructures cyclables sûres, attrayantes et cohérentes dans toute la Suisse. Après 8 ans d'existence, 25 kilomètres d'aménagement ont été réalisés et 31 km complémentaires sont prévus d'ici à 2027. La mise à jour du plan directeur permettra d'intégrer les évolutions sociétales, normatives et techniques, dont en particulier l'usage des vélos électriques. Ce sera l'occasion d'intégrer dans la planification des liaisons interrégionales structurantes, telles que les réaffectations en voies vertes des actuelles voies ferroviaires Neuchâtel – La Chaux-de-Fonds et Le Locle – Les Brenets. Pour le VTT, un réseau de 17 itinéraires pour un total de plus de 350 kilomètres parcourt actuellement le canton, des Gorges du Doubs au Creux du Van, de la Vallée de la Brévine à Chaumont à travers les paysages variés des crêtes jurassienne et du lac. Mis au point et balisé par Neuchâtel VTT, tous ces parcours sont promus par Suisse Mobile, ce qui atteste de leur qualité. Ils sont le fruit d'un travail de longue haleine mené depuis 25 ans par l'association, en coordination avec Tourisme neuchâtelois et le canton. “By our estimates, this offensive will be unlike any humanity has ever known; hundreds of millions will perish in the fighting, as will countless others from the starvation and disease that will ravage what is left of world population centers—but fight on we must,” said Dunford, adding that soldiers on the battlefield had been ordered to refuse medical treatment unless their wounds were serious enough to prevent them from operating an M320 grenade launcher. “Indeed, for days and weeks, the chorus of ordnance exploding and bullets ripping into flesh will be deafening, with cities crumbling to their foundations and entire countries reduced to ash.”
“Yet we will continue marching forward across the corpse-clogged battlefield, wading through the waist-deep viscera that stretches to the horizon,” Dunford continued. “Though tanks may crush the skulls of our beloved comrades, we will keep our gazes fixed upon the triumphant fighter jets screeching by overhead. Just picture it: an end not only to all current conflicts, but all conflicts that ever were or ever will be.”
While Dunford admitted that U.S. forces were certain to take heavy casualties in such an expansive engagement, he said it was a price worth paying to bring about instantaneous and lasting world peace. The career Marine officer further suggested that when future citizens looked back on the battle, they would recognize the necessity of deploying the sum total of America’s military might simultaneously.
“Some in the political establishment might say that our wars are best fought one battle at a time, but I disagree,” said Dunford, who later explained that the final battle’s cost would not be covered by the Pentagon’s $700 billion annual budget, but would instead be financed by taking on additional debt and usurping the spoils of the vanquished. “If we have the resources to thoroughly lay waste to our enemies’ armies and capture their leaders in order to parade them through the streets of Washington in shackles, why not do it right now?”
“Why should we delay in administering swift and merciless justice upon our rivals?” added Dunford.
Dunford went on to state that while the military intended to exploit every available resource in its final battle, any leftover funds would be used to build a memorial that, when etched with the names of the fallen, would stretch across the entire length of the National Mall’s charred remains.

Les Chroniques de Livaï #294 ~ OBSERVATIONS & DEDUCTIONS (janvier 845) Hannes, capitaine de la garnison
L'histoire de Livaï comme vous ne l'avez jamais lue. Le personnage le plus populaire de L'Attaque des Titans, le soldat le plus fort de l'humanité… Qui est-il vraiment ? Qu'a-t-il dans le coeur ? Qu'est-ce qui a fait de lui ce qu'il est ? Je me suis mise en devoir de répondre à ces questions en vous livrant ma propre vision de sa vie, de ses pensées, des épreuves qu'il a traversées, ainsi que celles des personnes qui l'ont côtoyé, aimé, admiré, craint, détesté. Si j'essaie le plus possible de respecter le canon, quelques libertés seront prises sur les aspects de sa vie les plus flous. Quelques personnages seront également de mon invention. Livaï, un homme que l'on croit invincible et inatteignable… Est-ce bien sûr ? Jugez-en par vous-mêmes.

Les ouvriers sont là, en train de casser la croûte avant la descente. Cela fait une semaine que les repérages ont été faits, il ne manque plus que de réparer. Ils ne sont pas seuls cependant : le Révérend Nick est de retour, avec deux acolytes, dont une femme, a l'air très distingué. Tous portent le même épais collier en or brillant. Il a l'air extrêmement lourd... et cher... Mais seul le Révérend arbore la soutane du clergé. Ce sont sans doute de simples ouailles. J'ai bien essayé de les empêcher de monter - le Mur est interdit aux civils - mais le révérend m'a montré un laissez-passer exceptionnel, comme celui de la dernière fois. Alors, je n'ai rien pu faire...
Les travailleurs s'impatientent ; les explorateurs ne sont pas encore là. Alors les adeptes en profitent pour prêcher leur bonne parole parmi eux. C'est une musique que je n'apprécie pas. Les gars n'y prêtent qu'une oreille distraite, mais pas tous. D'autres paraissent plus intéressés. Il faut dire que cette nouvelle religion s'est davantage propagée dans l'aristocratie que chez les gens du peuple, ce qui explique sa discrétion. Les croyants tentent de dissuader les ouvriers de descendre, en prétextant que le Mur ne doit pas être touché sous peine de châtiment.
Eh quoi ? Ils veulent que le Mur s'écroule et qu'on tombe tous à la merci des titans ?! Ils en ont de de bonnes, ceux-là ! Ils tiendraient pas le même discours si on les collait en bas, en pâture à ces monstres ! Mais... c'est que ça marche en plus ! En voilà un qui décide de laisser tomber, parce qu'il craint d'attirer le malheur sur sa famille. Il se dirige vers la plate-forme pleine de matériel et demande à descendre. Ouhlà, on se calme ! Et si on attendait les explorateurs plutôt ?
Il me répond que les explorateurs sont des hérétiques, et qu'ils vont attirer des ennuis à tout le genre humains avec leurs blasphèmes. Voyez-vous ça... T'as le droit de penser ce que tu veux, mon gars, mais tu as été payé pour faire quelque chose, et tu le feras. Il rétorque qu'il se fout de l'argent et qu'il préfère rentrer. Je dois me dépêcher de mettre ces loustics au travail avant qu'un véritable esclandre n'éclate...
Je les exhorte à se mettre au travail maintenant, car les titans ne sont pas dans les parages. Ils refusent, aucun ne veut se risquer sur la muraille sans protection. C'est mauvais, chaque minute qui passe permet au message de ces fanatiques de faire son chemin dans leurs cerveaux... Qu'est-ce qu'ils foutent ?!
Bordel, en voilà un autre qui s'en va. Les autres se mettent à danser sur leurs pieds... Non, non, vous restez là ! Vous pouvez ne pas bosser si vous voulez, mais vous restez sur le Mur ! Je jette un oeil du côté de Shiganshina et j'aperçois les explorateurs en train d'escalader la façade. Enfin ! C'est explosif ici, que je jette au visage d'Erwin Smith. Encore un peu et vous auriez fait les travaux vous-mêmes ! Il me répond qu'ils ont croisé des brigands sur la route, ce qui les a retardés. Aucun n'est blessé en tout cas. Allez, en piste tout le monde !
Sans prendre de pause, les explorateurs précèdent les ouvriers le long du Mur, escortant la plate-forme de matériel. Je scrute toujours l'horizon avec crainte, mais aucun signe des titans pour l'instant. La plate-forme stoppe sa course à une distance raisonnable du sol, puis les ouvriers, harnachés dans un équipement très semblable au nôtre mais moins mobile et confortable, se risquent à leur tour sur la muraille et rejoignent leurs outils de travail. Les explorateurs leur désignent les endroits à réparer - la peinture s'étant en partie effacée avec les intempéries - et tout ce beau monde se met au travail.
Il s'écoule quelques minute avant que les titans finissent par se pointer. Les explorateurs courent sur la muraille, à l'horizontale, afin d'attirer les monstres ailleurs. Zoe se met à faire de grands mouvements des bras en criant pour les occuper, tandis que Livaï et Zacharias se chargent de tuer ceux qui se montrent pas assez coopératifs. Le Révérend Nick, penché à côté de moi, ne peut pas s'empêcher de lâcher un soupir agacé à chaque mise à mort. C'est quoi, son problème ? Il voudrait qu'on les laisse vivre ? Même Zoe qui est obsédée par les titans ne va pas jusque-là. C'est à se demander de quel côté ils sont, ces corbeaux...
Les ouvriers se déplacent vers l'est et nous suivons tous le mouvement afin de continuer à observer. Les explorateurs se reposent un peu à l'écart, toujours suspendus à leurs câbles ; ils semblent discuter, tout en jetant de temps en temps des coups d'oeil vers le sud. Ils sont vraiment détendus, tout ceci paraît très banal pour eux. Y a pas à dire, ce sont des durs. Aucun de mes hommes ne seraient très rassurés d'être livrés à eux-mêmes en bas. Moi non plus d'ailleurs, même avec un verre dans le nez.
Des titans apparaissent derrière une courbe de Maria, et se mettent à courir, les bras en avant. Leurs gueules sont vraiment hideuses... Les explorateurs les interceptent et Livaï en tue pas moins de deux d'un seul passage de lame. J'entends les ouvriers - qui ne peuvent pas s'empêcher de regarder aussi le spectacle - siffler d'admiration, mais aussi le Révérend Nick grincer des dents. Sa réaction me procure une certaine satisfaction. Je préfère définitivement la compagnie de ces tarés de casse-cous que la sienne... Je serais pas fâché s'il s'en allait.
Smith et Zacharias se paient même le luxe de se porter au-devant d'autres titans venus du sud, s'éloignant dangereusement du Mur, pour aller leur couper la nuque en tandem. Qu'ils fassent attention, poser un pied sur le sol extérieur leur est interdit actuellement ; et le Révérend ne ratera pas une occasion de leur faire du tort... Mais ils réussissent leur coup sans mettre pied à terre et rejoignent le Mur sans aucun problème. Livaï les rejoint et mime un applaudissement avec ses deux mains, ce qui me fait sourire. Ils ont vraiment peur de rien. J'ai beau avoir déjà assisté à cette opération plusieurs fois, cela me laisse toujours admiratif.
Les ouvriers placent des blocs de pierre, consolident au mortier, étalent, obstruent avec ce qu'ils ont sous la main. Le Mur doit ressembler à un étrange assemblage disparate vu de l'autre côté, avec tous les ajouts faits au cours des cent dernières années. Je devine que cela enrage notre révérend. Mais il n'a pas son mot à dire, ces réparations ont été ordonnées par le roi lui-même. Il ferait mieux de pas l'ouvrir et de s'estimer heureux que de vaillants soldats aient à coeur la sécurité des gens ; apparemment ce n'est pas son souci, il ne s'inquiète que de l'état de Maria.
Elle sera réparée et assurera notre sécurité pour la prochaine année, c'est tout ce que je demande. M'en fous de vos délire mystiques, moi.

CAC40 : le secteur du luxe risque de coûter cher !
Publié à l'origine sur la Bourse au quotidien.fr LVMH (PA:LVMH) avait déjà fragilisé le CAC40. Et les autres valeurs du luxe sont en train de suivre cette tendance. Gilles Leclerc alerte : si les valeurs du luxe consolident, le CAC40 risque d’imploser. Alors que le CAC40 commence à rentrer dans des zones d’excès flagrants (voir le point hebdo de vendredi), le principal danger pouvant entraver sa progression vient actuellement du secteur des valeurs du luxe. Les valeurs du luxe présentes dans le CAC40 pèsent très lourd dans le calcul de l’indice et sont plus que chèrement valorisées (31 pour LVMH, 28 pour Kering (PA:PRTP) et 58 pour Hermès). De ce fait, plus leur part de marché augmente, plus il va être difficile d’afficher les taux de croissance en termes de part de marché. Dans la même veine que l’analyse de LVMH, plus grosse capitalisation européenne et évidemment du CAC40 que je vous présentais fin août, je vous propose de nous intéresser aujourd’hui à Hermès. Avec toujours le même objectif : puisque ces valeurs sont actuellement en consolidation, quels sont les niveaux à ne pas casser – au risque d’entraîner le CAC40 à leur suite et déclencher une vague de baisse de notre indice national. Hermès a donc un PER de 58 – l’air commence à se raréfier. Pour des valeurs aussi chèrement payées, les moindres mauvaises nouvelles peuvent avoir des conséquences fatales. A 1 255 €, le consensus des analystes fondamentaux (qui ressort à 1 180 €) est déjà dépassé de 6%. Graphiquement, ce niveau de consensus correspond, au pouième près, au support des 1 200 € (rectangle horizontal vert) qui lui-même a déjà occasionné des réactions à répétition des acheteurs. Et jusqu’ici, ces derniers l’ont défendu (cf. petites flèches blanches). CAC40 : le secteur du luxe risque de coûter cher ! Le CAC40 en danger ! Le plus inquiétant est la formation potentielle d’une ETE (Épaule/Tête/Épaule en orange). Hermès serait en train de construire la deuxième épaule. C’est le niveau des 1 200 € qui doit résister pour éviter la validation de l’ETE et donc déclencher un potentiel théorique de baisse correspondant à l’amplitude (flèches verticales orange), soit un retour sur le support suivant qui se situe à 1 050 € (13%de baisse). A noter que le support des 1 200 € est renforcé par l’arrivée de la moyenne mobile 100 périodes (MM100 en pointillés bleus), d’où l’importance que ce niveau ne soit pas cassé. Techniquement, l’indicateur de tendance MACD vent de se retourner à la hausse (cf. pastille jaune). Il est à surveiller comme le lait sur le feu, car dans ce genre de configuration, s’il venait à donner rapidement (dans la semaine) un nouveau signal baissier, ce serait un signal précurseur de la validation de l’ETE. Bref, si les poids lourds du luxe entament une consolidation, le CAC40 devrait en faire autant. D’où l’importance de bien cadrer ces valeurs et de cibler les niveaux « à ne pas casser ». Pour Hermès, il s’agit des 1 200 €. Pour LVMH dont je vous propose une mise à jour, c’est la moitié : 600 €. LVMH : l’enjeu des 600 € Pour prendre un repère, lors de l’analyse publiée fin août, LVMH se situait au niveau de la dernière flèche verte (pastille jaune). Je vous laisse relire les détails de ce plan de trade, mais toujours avec la même méthodologie (reports d’amplitude et analyse graphique) un gros support se situant dans la zone des 600 €. Un support « où il ne fallait mieux pas se rater ». CAC40 : le secteur du luxe risque de coûter cher ! D’où la conclusion de l’époque : « Tant que le CAC40 et LVMH restent au-dessus des dits niveaux , la pression baissière est enrayée. » LVMH a rebondi juste à temps sur le support ciblé. Le gap des 655 € est maintenant fermé. Nous sommes donc dans une phase de rebond technique. Pour réellement sonner la fin de l’alerte, il faut qu’LVMH arrive à se hisser au-dessus de ce gap – ainsi que de cette fameuse moyenne mobile 100 périodes qui passe elle aussi par-là, au même moment. CQFD. En tout cas, vous avez maintenant les seuils à préserver pour Hermès et LVMH afin d’éviter un départ en consolidation du CAC40. Les alarmes sont placées. Lumbopelvic Stabilisation in Patients Over 50 with Posterior Pelvic Ring Fracture
Abstract
Purpose: Pelvic fractures with posterior ring instability in people aged 50 and older are most often treated with ilio-sacral screw fixation or open plating techniques. The aim of the study was to assess the effectiveness of a less invasive technique, angular stable instrumentation.
Methods: Using a retrospective study design, we identified patients aged 50 and older who underwent angular stable instrumentation to treat a pelvic fracture from low energy trauma between November 2013 and November 2014. Of these 22 patients, eight were treated conservatively. Data on patient characteristics, complications and outcomes (radiological imaging and assessments of pain/daily activities) were extracted from medical records of 14 patients (mean age 72 years, SD ± 11.6, range 53-91).
Results: Complete consolidation of the fracture was achieved in 12 patients and high levels of satisfaction were reported. There was a statistically significant improvement between the 6 week and 6 months scores (IADL p=0.03, Barthel Index p= 0.01). None of the patients had wound healing problems or infections. Two patients died due to reasons unrelated to the operation. The mean duration of the operation was 49 minutes for unilateral procedures (SD ± 8.3, range 40-60) and 72 minutes (SD ± 16.9, range 40-90) for bilateral procedures.
Conclusion:The clinical outcomes indicate that the lumbopelvic stabilisation is an effective technique for treating traumatic posterior pelvic ring fractures, even in older patients with poorer bone quality. The operation time is relatively short, mobilisation is early, the complication rate is low and patient satisfaction is high.

Introduction
Changes in demographics and an increasing life expectancy worldwide [1] have contributed to a higher incidence of pelvic ring fractures in older adults [2-6]. Standard surgical techniques such as ilio sacral screw fixation have limitations, particularly with osteoporotic patients, and are associated with a high complication rate. The use of external fixators is not advisable in this population group [7-9]. Problems associated with prolonged immobilisation of up to six months include increase drisk of deep vein thrombosis and pulmonary embolus, loss of muscle mass, and decreased bone mineral density [10]. In addition, the pain associated with these fractures while walking or sitting often makes long-term use of pain medication unavoidable.
The lumbopelvic stabilisation technique has been used after sacrectomy [11], high-grade spondylolisthesis [12] and posterior pelvic ring fractures due to high-energy trauma [13,14]. This technique, when used in cases of posterior pelvic ring fractures, is done primarily in younger patients with high bone quality [14,15]. We believe this less invasive technique could also be advantageous when treating older and/or osteoporotic patients with traumatic posterior pelvic ring or insufficiency fractures because operation time is short and patients may be mobilized immediately after stabilisation without restrictions. The aim of this retrospective study was to investigate the effectiveness of this surgical technique in patients over 50 years by assessing clinical and radiological outcomes. We describe the procedure, including peri-operative conditions and complications experienced up to 6 months postoperatively.
Material and Methods
Patient population
A total of 22 patients over 50 years old with Type B pelvic ring fractures (AO classification) were treated at our institution between November 2013 and October 2014. Due to low levels of pain and sufficient mobility, eight patients were treated conservatively. The remaining 14 patients were treated surgically with either unilateralor bilaterallumbopelvic stabilisation. Inclusion criteria for this study were patients over the age of 50 with posteriorly non-displaced type B fractures with previously unsuccessful conservative therapy.
Conservative therapy was determined ‘unsuccessful’ if physiotherapists were not able to mobilise the patient within three days following the trauma or if the patient was not able to walk on a walking frame within eight days. Type C lesions are primarily treated surgically due to the unstable fracture pattern and were excluded of the study. Furthermore, patients with pelvic fractures with relevant bleeding or hemodynamic unstable patients were also excluded. Data on demographics, fracture type surgical procedure, delay to surgery, operation time and length of hospitalisation were extracted from the medical records. This retrospective, non-controlled observational study was approved by the local ethics commission (01.53.01(2013/2006/KAP) 012).
Surgical Procedure
All surgeries were performed by the first, second or last author. Bilateral stabilisations were done by two surgeons. All procedures were performed in a prone position with standardised padding of all contact points, and the same polyaxial multi-level system (CD Horizon LongitudeTM, Medtronic, Minneapolis, USA) was used for dorsal instrumentation. In cases of unilateral mobilisation, the skin incision was done approximately 3cm paramedian to the midline incision, starting from the fourth lumbar vertebral body and continuing parallel to the midline to the posterior iliac spine (Figure 1). Incision length did not exceed 5cm. In cases of bilateral lumbopelvic stabilisation, the skin incision was identical on both sides. The thoracolumbar fascia was exposed and split longitudinally, medial to the sacrospinal muscle. To expose the transverse process, the sacrospinal mass was held laterally by a self-retractor. To insert the distal iliac screw, the sacrospinal muscle was partially blunt dissected to expose the anterior and posterior border of the posterior iliac spine. For bilateral lumbopelvic stabilisation, the approaches were carried out successively and tamponade was used to reduce blood loss while performing the other side.
In cases of degenerative scoliosis, previously consolidated vertebral body fracture of L5 or moderate-to-severe anterolisthesis, it is often more difficult to enter the fifth lumbar pedicel. In such cases, we lengthen the lumbopelvic stabilisation up to the forth vertebral body. Under fluoroscopic guidance, the fourth or fifth lumbar pedicle was identified and then opened with a Jamshidi® needle. The pedicel screw was then inserted through the previously placed guide wire. The entry point for the iliac screw was located posteriorly and medially of the posterior iliac spine. The needle was inserted only a few millimetres into the bone towards the supra acetabular region. The screw guide wire was then carefully inserted under fluoroscopic control to secure the direction and under digital control to prevent cortical perforation. If the entry point and the wire direction are correct, this technique should ensure the strongest screw anchorage according the pylon concept [16]. The iliac screw (7.5x55mm) was then inserted, giving particular attention to the depth. If the screw is not inserted properly or the entry point is placed too anteriorly, the screw head may irritate the thoracolumbar fascia and cause chronic pain. Once the pedicle and iliac screw were correctly placed, the vertical connection rod was inserted medial to the sacrospinal muscle. The fascia was closed with care to avoid irritation by the iliac screw head, the subcutaneous tissue was also adjusted and the skin opening was closed. All patients had immediate full weight bearing mobilisation within the first 24 hours after surgery. First radiographic imaging of the lumbar spine and pelvis were done after weight bearing. For patients with cement augmented screws, an additional thoracic radiograph was done to exclude a cement embolus.
Outcomes
Data gathered from medical records included posttraumatic status and findings from radiographs. Assessment tools such as VAS (Visual Analogue Scale, from 0 to 10, 0 = no pain, 10 = very strong pain), the Barthel Index and Instrumental Activity of Daily Living (IADL) were used to document indicators postoperatively at 6 weeks, 3 months and 6 months (Figure 2). Conventional radiographs were done postoperatively at 6 weeks, 3 months and 6 months. To confirm complete fracture healing, an additional CT scan of the pelvis was done after 6 months (Figure 2). Additionally, factors such as the delay to surgery, time of operation, duration of the hospital stay, complications and the need for orthopaedic hardware removal were extracted from the records.
Statistical Analysis
Descriptive statistics were used to analyse clinical scores. A two-tailed paired Student’s t-test was used for normally distributed data. The significance level was set at p < 0.05.All tests were conducted in IBM® SPSS® Statistics for Windows Version 21.0 (Armonk, NY).
Results
This series includes 14 patients with a mean age of 72.8 years, SD ± 11.6, range 53-91) who underwent either unilateral (6) or bilateral (8) lumbopelvic stabilisation during a 12 month period. Ten patients were female.The pelvic fracture patterns, as well as patient characteristics and operative procedure, are outlined in Table 1.Six patients had the following concomitant injuries: case 3 had three pathological thoracic vertebral fractures (Th3, Th4, Th6) type A1 (according the Magerl classification) [17], two patients (case 4 and 7) had concomitant left-sided fracture of the transverse process of L5; one kyphoplasty of vertebral body Th12 was done in case 8 (Magerl A1); case 10 had a concomitant proximal humeral fracture (AO 11-A3) on the right side and a vertebral body fracture of Th12 (Magerl A3) that were stabilised with minimally invasive transdeltoidal plating and a spondylodesis Th11 to L1, respectively; and one distal radius fracture (AO 23-A2) was stabilised with open reduction and internal plate fixation (case 12).
Patient satisfaction
Scores from clinical assessments are provided in (Figure 2). There was a statistically significant improvement in the scores of IADL and Barthel Index between the 6 week follow up and the final assessment after 6 months (IADL p=0.03, Barthel Index p= 0.01). Three patients complained of pre-traumatic iliosacral and lumbosacral pain due to previous iliosacral arthritis and lumbosacral anterolisthesis. At the final 6 month follow up assessment, 7 patients had no residual pain (mean VAS0.9, SD± 1.3, range 0 to 4). 12 patients were satisfied and very satisfied with the result and would do the operation again.
Radiographs and medical outcomes
Final CT scans at 6 month follow up visits were done for 12 patients (2 patients died before final assessment). Complete fusion of the posterior pelvic ring was confirmed in all 12 cases (Figure 3). Eleven patients also had a ventral pelvic ring fracture, but only 4 of the fractures had to be surgically stabilised. One patient (case 12) showed a delayed union of the inferior pubic ramus and reported at the final assessment minor residual pain while in a seated position (VAS 1). In 10 patients, the ventral pelvis ring was completely fused after 6 month.
Patients with ventral pelvic fracture are identified in Table 1. In case 4, the ventral approach led to a thrombotic occlusion of the left external iliac artery two days after surgery and an iliacofemoral bypass was necessary for complete reperfusion of the left leg. A transient partial foot extensor paresis on the left side was noted preoperatively in one female patient (case 13). The right-sided transforaminal sacrum fracture was stabilised by lumbopelvic instrumentation while the contralateral iliosacral diastasis was compressed by a single iliosacral screw. Complete neurological capacity was restored after six months. Two elderly patients (case 7 and 11) suffered from pre- and postoperative recurrent falls and were readmitted to the hospital due to a pertrochanteric femur fracture (case 7, 58 days after lumbopelvic stabilisation) or a subtrochanteric fracture (case 11, 124 days after lumbopelvic stabilisation). Both fractures were stabilised using intramedullary nailing. Two patients died and did not reach the final follow up. The first patient (case 2) died 8 weeks after surgery due to cardiac and pulmonary decompensation. The second patient (case 3) with multiple myeloma died 20 days after surgery due to tumour-associated renal failure.
Complications
A secondary dislocation of the ventral pelvic ring occurred in one patient (case 5) 60 days after primary posterior stabilisation. The dislocation was stabilised by minimally invasive plating. Case 10 had an open book fracture and was operated at two stages during the same hospital stay. There was no wound healing disorders or deep wound infection in any patients.
Operation time and hospitalisation
The mean operation time was 79.5 minutes (SD ± 37.9, range 40 to 190), which includes all interventions done during the same surgical session. However, the mean length of lumbopelvic stabilisation for either unilateral or bilateral cases was 66.0 minutes (SD ± 21.5, range 40 to 115). Patients who underwent a unilateral lumbopelvic stabilisation had an average operation time of 49 minutes (SD ± 8.3, range 40 to 60) while the mean duration of bilateral lumbopelvic stabilisation was 72 minutes (SD ± 16.9, range 40 to 90). The average hospital stay was 13.9 days (SD ± 3.1, range 10 to 20).
Discussion
During the time period of our investigation, we identified 22 patients over 50 years of age who were treated for pelvic fractures, 8 of them conservatively. All patients who underwent stabilisation (n=14) could be mobilised immediately after operation. 12 patients were completely satisfied or very satisfied with the result, and all reported they would do the operation again. The operation time was short for both unilateral and bilateral procedures.
The lumbopelvic stabilisation without iliosacral screw (2-point fixation) allows good screw placement and sufficiently neutralizes the vertical shear forces. In our patients, we most often used a L5 screw (n=11), only in 3 patients the lumbar screw was placed on L4 due to degeneration and unsafe radiological presentation of the pedicle L5. S1 placement would give a higher stability but it is associated with a higher rate of nerve damage. The triangular osteosynthesis is a combination of the lumbopelvic stabilisation and the iliosacral screw which neutralizes vertical and horizontal forces [18,19]. Such a 3-point fixation was performed to maintain a sufficient fracture reduction in one patient with a slight-to-moderate fracture dislocation (case 12). The placement of a single iliosacral gives adequate stability mostly in younger patients and/or those with good bone quality (case 13). All fractures of the ventral pelvic ring healed within 6 months, and secondary dislocation was observed in only one patient (case 5). It seems that in cases of a single fracture of the sacrum and/ or concomitant non-displaced ventral pelvic ring fractures, a single lumbopelvic osteosynthesis provides sufficient stability for proper fracture healing. However, in a few cases, it might lead to a secondary dislocation which would require further stabilisation. Patients with an open book fracture must be stabilised with a ventral symphyseal plate and we strongly recommend the use of plating in cases of dislocated ventral pelvic ring.
We prefer the posterolateral approach for unilateral and bilateral lumbopelvic stabilisation described by Watkins [20] which results in less soft tissue damage and wound healing disorders than the classic midline incision [21]. In our cohort of 14 patients, we attribute the lack of wound healing problems to the less invasive approach used. The LongitudeTM System allows a dorsal instrumentation through two small incisions. Since the 2-incision technique is comparable or slightly more invasive, we performed stabilisation through a small single approach. Furthermore, the vertical connection rod may be placed under visual view to ensure that it does not irritate the thoracolumbar fascia.
Two patients included in our investigation died before final assessments were possible 20 days for case 3 and 8 weeks for case 2. The first patient was examined 6 weeks postoperatively and reported significant reduction in pain after the operation, but mobilisation was limited to a walking frame. Two weeks after this assessment, the patient died due to cardio-pulmonary decompensation. The second patient suffered from multiple myeloma and had severe pain due to a pathological sacrum fracture on the left side. In addition, the skeletal radiographs showed multiple dissemination of the tumour. The decision to perform surgery was based on the patient’s inability to mobilise and to reduce the reliance on pain medication. Postoperatively, the patient’s increasing creatinine values eventually resulted in anuric renal failure 20 days after surgery, most likely tumour-induced. In light of these circumstances, we believe this procedure is not advisable in cases of disseminated endstage multiple myeloma, but a good option in stable patients for palliative reasons. Although these deaths were considered unrelated to the procedure, published one-year-mortality rates after pelvic ring fractures range from 8% to 27% [22-25]. The primary limitation of the study was the small sample size due to the low incidence of these cases with this indication. In addition, we do not routinely perform pre- or postoperative osteo-densitometry to verify bone quality. The decision to use a cement augmented screw is based on intra operative findings regarding the bone density and the age.
Conclusion
In conclusion, we found the less invasive lumbopelvic stabilisation an effective technique for traumatic unilateral and bilateral posterior pelvic ring fractures in patients over 50. Sufficient stability can be achieved, even in patients with poor bone quality, and all patients may be mobilised with full weight bearing shortly after surgical intervention.

Optime: dai furbi della rete allo switch-off passando per il Social Commerce

Optime ha tenuto a Milano la sua assemblea generale annuale. Tanti spunti emersi che sono stati commentati e riportati alla ribalta da Davide Rossi, presidente Optime. Alcuni dati sull’elettronica di consumo a fonte Gfk. La tecnologia di consumo in Italia nel 2019 ha generato un valore di 16,8 miliardi di euro, registrando una decrescita di 1,9 punti percentuali rispetto al 2018. Il canale distributivo principale si conferma essere quello dei cosiddetti Electrical Retailer, che comprende tutti i negozi specializzati in elettronica di consumo (sia catene che gruppi d’acquisto grandi e piccoli) e che rappresenta il 54% del mercato a valore. Seguono i negozi specializzati (telefonia, informatica, fotografia, ecc…) che valgono il 29% e i mass merchandiser (ipermercati, supermercati, variety stores, cash&carry e pure player generalisti) che hanno un peso del 17%. Crescono le vendite online con un trend del +14,9% rispetto al 2018 e raggiungono una quota del 15,6% a valore, mentre soffrono le vendite “in store” che registrano una performance negativa (-4,5%). Confrontando il mercato italiano con quello dei principali Paesi europei emergono differenze significative.
Il settore dell’elettronica in Italia
La prima differenza riguarda la spesa media pro-capite: per l’Italia è di circa 278 euro e si tratta del secondo valore più basso (dopo la Spagna che registra 251 euro) tra i 5 Paesi più importanti e quasi la metà rispetto alla Germania dove la spesa media è di 543 euro. L’altra differenza importante è data dal peso delle vendite online per il quale l’Italia risulta essere in ritardo rispetto agli altri pur avendo tassi di crescita significativi; in Gran Bretagna le “Internet sales” valgono il 28,2%, in Germania il 32,4%, in Francia il 23,1% e in Spagna il 20,6%.
L’Italia è ancora indietro rispetto agli altri Paesi europei, sia in termini di spesa media pro capite sia per le vendite online. Come in tutti gli ambiti, anche nel mercato dell’elettronica l’emergenza Covid-19 abbia segnato una cesura secca tra gli stili di consumo precedenti e quelli attuali. Di pari passo con l’allentamento della situazione di emergenza molte situazioni vanno regolarizzandosi; certamente, l’auspicabile arrivo di un vaccino in quantità sufficienti segnerà un netto ritorno alle abitudini più consolidate. Ma gli esperti convengono nel ritenere che ci sarà una certa viscosità dei comportamenti e che alcuni dei cambiamenti portati dal Covid-19 tenderanno ad avere una tenuta stabile e non arretreranno anche una volta esaurita completamente la attuale crisi sanitaria.
Tra questi c’è un aumentato ricorso agli acquisti online: il periodo di lockdown per molti ha segnato il debutto in questa modalità di acquisto e per certi versi anche il superamento di alcuni blocchi di ordine culturale-procedurale. E se lo sviluppo del canale online era una circostanza prevedibile e auspicabile anche a prescindere dalla pandemia, va segnalato come una crescita troppo rapida, un vero e proprio boom, guidato da fatti esterni, si accompagni spesso a storture e derive non sempre auspicabili.
Purtroppo il passato, anche recente, ha dimostrato (come si può evincere anche da altri capitoli di questa Nota di Aggiornamento del Rapporto Optime) che sul canale online, proprio per la sua dematerializzazione, è più facile innestare attività illegittime, tossiche per il mercato e dannose per il consumatore. E un parco di consumatori più ampio e mediamente più vulnerabile costituisce certamente un terreno fertile per il fiorire di attività illegittime con le conseguenti distorsioni del mercato. Inoltre le attività commerciali con profili di illiceità operanti online sono per le Autorità Giudiziarie molto più difficili da identificare e tracciare; e soprattutto, come anche in questo caso largamente dimostrato da molti eventi di cronaca giudiziaria, la macchina della giustizia viaggia a una velocità non adeguata a quella delle attività illecite online.
Queste, proprio perché immateriali, nascono, operano e si dissolvono prima che gli inquirenti e la magistratura riescano ad accertare tutte le responsabilità e soprattutto, cosa rilevante per le truffe, prima che il maltolto non si disperda verso rivoli difficilmente ricostruibili. I canali online non vanno per questo demonizzati; anzi, meritano uno sviluppo sano e – a vantaggio soprattutto della clientela – più integrato possibile con il canale fisico, con prezzi che dovranno convergere e uniformarsi sempre di più. Ma non c’è dubbio che la vigilanza sui canali online debba essere rafforzata, con un auspicabile potenziamento dei reparti di Polizia Postale e con una Magistratura che si organizzi per garantire alle indagini legate ai reati su Internet sezioni dei tribunali capaci di operare in urgenza, in modo tale da riuscire a stare al passo con la velocità di tali fenomeni.
Occorre inoltre vigilare sulle nuove metodologie di contatto tra clienti e commercianti opachi: strumenti difficilmente tracciabili, come Telegram, sono sempre di più usati come sistema per perpetrare illeciti di tipo fiscale, se non addirittura vere e proprie truffe. Il monitoraggio si deve estendere anche a queste nuove forme di comunicazione e non fermarsi al semplice Web. In pratica, il potente strumento Internet, come sempre accade quando un’innovazione positiva penetra all’interno della società, porta con sé anche il proprio “lato oscuro”.
L’uso distorto dello strumento positivo Internet: una pratica che impone a chi vigila sul corretto andamento dei mercati, di affiancare nuove competenze investigative a quelle consuete, per evitare che i danni delle condotte illecite, oltre che essere rivolti direttamente alla collettività a causa del mancato gettito fiscale, finiscano per tradursi anche nella mancanza di condizioni di competitività per le aziende sane del comparto. Le vicende correlate al Covid-19 hanno anche cambiato anche il rapporto dei cittadini con la casa. Le persone si stanno dimostrando maggiormente propense a “vivere” la casa e non più solo ad “abitarla”, anche dopo l’allentamento del lockdown. Inoltre, se a questo aspetto si somma la complessità di viaggiare, è evidente che la maggior parte delle persone con accesso a una seconda casa di villeggiatura è portata a utilizzarla in maniera più frequente e per periodi più lunghi. Questi aspetti sono suggestivi di una nuova focalizzazione sul buon vivere in casa e quindi anche su una maggiore qualità degli elettrodomestici, grandi e piccoli, e sulle dotazioni tecnologiche a supporto del tempo passato in casa. Già nelle ultime settimane si sta osservando una ripresa degli acquisti di apparecchi destinati al comfort domestico, mentre quelli riferibili alla comunicazione attraverso la rete, i computer portatili primi fra tutti, non si sono mai fermati e si apprestano a segnare un anno record di vendite, con una domanda che si prevede sostenuta anche nei prossimi mesi. L’inizio del nuovo anno scolastico, con i rischi che si torni alla didattica a distanza forzata, segnerà un nuovo picco di domanda. Sono inoltre in cantiere iniziative di supporto da parte del Governo. Il rischio che i mesi invernali, per una recrudescenza del Covid-19, si torni anche a favorire il tele-lavoro, porta nella stessa direzione.
Switch-off della TV digitale terrestre
Lo switch-off del digitale terrestre entrerà nella sua fase chiave a settembre del 2021 per concludersi pochi mesi dopo, a giugno del 2022: entro tale data i TV che andranno “a nero” saranno decine di milioni in Italia. Il tasso di sostituzione attuale dei TV, malgrado alcuni incentivi statali, sta correndo alle velocità consuete (circa 4 milioni di apparecchi TV all’anno e un numero ancora troppo basso di decoder), assolutamente non adeguate al ricambio che sarà indispensabile a ridosso dello switch-off.
Si potrebbe arrivare alle scadenze del piano di commutazione dei segnali, non derogabili a causa della vendita delle frequenze agli operatori di telecomunicazione per l’esercizio del 5G, anche in questo caso con un eccesso di domanda rispetto alla merce disponibile e alla capacità dei canali normalmente deputati alla sua commercializzazione.
Parallelamente altre categorie di prodotto non brillano e subiranno un certo impatto anche per tutti i prossimi mesi: tipicamente quelle riferibili alle attività outdoor, alla fotografia e per certi versi anche il settore della telefonia mobile, che in questi anni ha trainato il mercato. Queste condizioni di turbolenza, con alcuni settori in forte crescita e altri in sofferenza, porteranno probabilmente a una chiusura a saldi invariati per il mercato, ma potranno creare situazioni da vigilare con attenzione. Infatti, l’improvviso aumento della domanda in particolari ambiti porta come prima conseguenza la carenza di prodotto attraverso i canali ufficiali (come già successo in questi mesi con i PC); la reazione successiva del mercato è quella di fare emergere venditori non specializzati che, in via occasionale si improvvisano operatori del settore, assortendo alcuni articoli.
Ma, essendo in una fase di carenza di prodotto, le strade normalmente scelte da questi operatori, spesso anche inesperti riguardo alle normative di settore, portano a lotti di merce di importazione parallela: frequentemente si tratta di prodotti non adeguati alle specifiche tecnologiche italiane e comunque non sempre in regola con gli adempimenti fiscali e normativi vigenti nel nostro Paese (come per esempio il compenso per copia privata SIAE).
Peraltro l’esperienza insegna che situazioni di questo tipo portino sul mercato prodotti non sempre tecnologicamente adeguati alle aspettative dei consumatori; i quali, soprattutto, se non esperti, rischiano di acquistare prodotti pensati per mercati meno avanzati del nostro e quindi di fatto dei “nuovi-già vecchi”.
Le nuove etichette energetiche
Nella complessità dello scenario attuale, va anche presa in considerazione l’introduzione delle nuove etichette energetiche che riguardano tutti i principali elettrodomestici e i TV. Il debutto delle nuove etichette è previsto dalla normativa per il prossimo 1 marzo 2021 e i rivenditori avranno due settimane per esporle; successivamente, a partire dal 1 dicembre 2021 non sarà più possibile commercializzare i modelli con la vecchia etichetta. Le criticità da affrontare sono diverse soprattutto in considerazione del fatto che le nuove etichette portano con sé una maggiore “severità” nell’identificazione della classe energetica.
Questo vuol dire che spariranno tutte le classi “+” o quelle “AAA” e si tornerà alla nomenclatura secca A-G, con un conseguente peggioramento apparente di classe. In pratica un apparecchio oggi in classe A+ potrebbe diventare un classe C sulla nuova etichetta, pur mantenendo inalterati i propri consumi. In questo contesto, disattendere o ritardare l’esposizione delle nuove etichette energetiche potrebbe in qualche modo confondere il consumatore e spingerlo all’acquisto di prodotti obsoleti o comunque che promettono, senza poterle mantenere, prestazioni migliori di altri apparecchi presenti in negozi che si attengono ai dettami di legge.
Il rischio è quindi che rivenditori, fisici o online, magari non così in vista, cerchino di trarre vantaggio dal mancato adeguamento alle modificate normative di legge per vendere prodotti obsoleti e non più commercializzabili a norma di legge a prezzi scontati, danneggiando così rivenditori onesti e consumatori in buona fede.
Da questo punto di vista è importante che questo passaggio delicato venga ben vigilato dalle autorità competenti per garantire che tutti i canali, anche quelli meno visibili, si adeguino alle nuove normative nei tempi stabiliti. Ma è impensabile cercare di arginare eventuali condotte scorrette solo con la repressione: un ruolo fondamentale deve essere affidato all’informazione del consumatore finale, che deve imparare per tempo a riconoscere le nuove etichette e a pretenderne la presa visione prima dell’acquisto.
Il Social Commerce
Secondo i dati divulgati dalla Casaleggio e Associati, gli utenti dei social media a livello globale sono aumentati del 9,2% rispetto allo scorso anno, raggiungendo quota 3,8 miliardi, di cui 3,75 miliardi attivi da mobile. Negli ultimi due anni il traffico proveniente dai social sui siti e-commerce è cresciuto del 110%. In Italia le persone che utilizzano i social media sono 35 milioni (il 58% della popolazione), come lo scorso anno.
Il social commerce – ovvero la possibilità di effettuare acquisti e di anche ovviamente di vendere, tramite piattaforme social – cresce ovunque. A livello mondiale Facebook risulta ancora il social con più utenti, per la precisione 2,4 miliardi, e registra un incremento del +7,8% degli utenti attivi dal 2019.
Il marketplace è accessibile agli utenti di oltre 50 Paesi. A livello globale YouTube si posiziona al secondo posto tra i social più utilizzati, con 2 miliardi di utenti. Proprio sulla piattaforma video a fine 2019 Google ha reso disponibili le Shopping Ads per gli e-commerce: annunci che saranno pubblicati insieme ai video, sulla base degli interessi degli utenti o del loro storico di acquisti online, e che in caso di clic porteranno l’utente su pagine con i dettagli del prodotto. Instagram, con 1 miliardo di utenti in tutto il mondo e 500 milioni di persone che utilizzano le stories, continua a cavalcare il trend dello “shoppable content”, e dopo il tag dei prodotti sui post, nel 2019 ha lanciato la funzionalità Checkout. In fase di test solo per alcuni merchant negli Stati Uniti, la feature permette di effettuare acquisti inapp inserendo su Instagram i dettagli per il pagamento.
Un’altra piattaforma legata al social commerce è Worldz, che ha raccolto oltre 800 mila euro di fondi e che consente alle aziende di trasformare i propri clienti in micro-influencer e di accrescere la brand awareness. I clienti che condividono post social legati all’azienda vengono remunerati con sconti, che sono personalizzati in base alla loro popolarità sui social. È di tutta evidenza come questo fenomeno che riduce la separazione tra operatori professionali e clienti, mettendo in pratica tutti su uno stesso piano (appunto peer-to-peer, come nella genetica dei social network) pone immensi problemi di tutela delle parti deboli e al tempo stesso della leale concorrenza tra operatori. Appena il caso di citare alcuni esempi di frodi nel settore dei preziosi e della orologeria che hanno coinvolto alcuni notissimi influencer.
Al momento non sono stati registrati casi che abbiamo riguardato prodotti di elettronica, ma la vigilanza dell’Osservatorio Optime resta alta anche su questo fronte. Gli elementi di preoccupazione restano numerosi e si aprono ulteriori fronti che sarà necessario affrontare con la massima attenzione e determinazione. L’emergenza sanitaria e l’emergenza economica che ne consegue non possono e non devono essere un alibi per rinvii o peggio per ingiustificabili tolleranze verso fenomeni di illegalità. Così come è da rigettare il concetto di “evasione fiscale di necessità”, è importante che gli operatori seri non si prestino ad essere utilizzati da imprenditori senza scrupoli per le proprie attività truffaldine.
Il riferimento è ovviamente alle grandi piattaforme di intermediazione che rischiano di veicolare prodotti pericolosi, non conformi o contraffatti. Su questo registriamo positivamente l’impegno di alcuni operatori che hanno posto in essere sistemi di controllo preventivo per tutelare i consumatori dal rischio di acquistare materiali che potrebbero danneggiare la salute o comunque rappresentare una frode essendo non originali.
È, però, ancora troppo poco. Le forme di evasione dell’IVA e delle tasse di scopo ambientali (eco-contributi), nonché la mancata corresponsione del compenso SIAE per copia privata, sono elementi di forte turbamento del mercato e contro esse serve una reazione adeguata. La responsabilizzazione delle piattaforme marketplace (ad oggi esclusa dalla Direttiva Europea sul commercio elettronico che risale a 20 anni fa) appare come l’unica via per porre rimedio a queste distorsioni.
Si può quindi affermare che mentre l’esenzione si applica alle piattaforme che limitano i propri servizi all’offerta di un server che consente al professionista di configurare il proprio negozio online, non si applica alla maggior parte delle offerte di marketplace, in quanto queste offrono servizi che vanno ben oltre il mero hosting di informazioni. Alla luce di queste sentenze quindi, in linea teorica, sarebbe già oggi possibile coinvolgere le piattaforme in procedimenti riguardanti comportamenti scorretti posti in essere da parti terze ospitate nei marketplace.
Optime proseguirà nella analisi di queste problematiche offrendo le proprie competenze anche alle Istituzioni ministeriali e parlamentari, oltre che ovviamente alla stessa SIAE e a tutte le parti danneggiate, al fine di trovare ogni possibile strada che consenta di pervenire ad una situazione nella quale l’hashtag #stessomercatostesseregole, mirabilmente sintetizzato dal presidente della Confcommercio Carlo Sangalli, si trasformi in una realtà per tutti gli operatori del mercato dell’elettronica.

Travailler à 13 Avenir, un emploi comme un autre ? “Les EBE renversent complètement la logique d’emploi, explique Elisa, on ne va plus regarder le CV de la personne mais adapter le poste à ses compétences, ses passions et ses qualités propres.” La structure travaille étroitement avec des acteurs traditionnels du secteur, comme Pôle Emploi ou l’association Aurore. Les volontaires suivent ensuite une formation obligatoire en 8 séances. Une fois entrés dans l’entreprise, ils seront rémunérés au SMIC mais bénéficieront d’horaires flexibles. Démissions et licenciements font toutefois partie du jeu. 13 Avenir encourage également ses salariés à suivre des formations. C’est par exemple le cas de Bruno, en charge de la cyclo-logistique et réparation mobile depuis presque deux, qui en a suivi une pour s’améliorer dans la livraison à vélo. Vers une extension de l'expérimentation ?
Après ces débuts prometteurs, 13 Avenir doit aujourd’hui faire face à de nouveaux défis, comme le développement de ses activités et la préservation de son modèle face à l’agrandissement de sa base salariale. L’entreprise compte encore embaucher les 16 salariés actuellement en liste d’attente d’ici la fin de l’année. Et ensuite ? C’est un peu flou. Parmi ses salariés, nombreux sont ceux à confier leurs craintes que le projet ne soit pas reconduit au terme du délai initial de 5 ans. Les effets positifs de l’expérimentation ont pourtant été soulignés par les deux bilans intermédiaires publiés par le Fonds d'expérimentation territoriale contre le chômage de longue durée.

America Movil acquires Nextel in Brazil for $905M
Latin America continues to remain a focus for investors that are eyeing up its large population and growth potential. In the latest development, America Movil, the Latin American carrier that is part of the Carlos Slim empire, today announced that it would acquire Nextel in Brazil, owned by NII (formerly Nextel International), for $905 million. NII in turn said that once the deal is closed, it has received approval “to dissolve and wind up NII.”
This is a move to scale up an existing carrier in competition with existing large players like Telefonica (which co-owns Vivo with Portugal Telecom), Telecom Italia and Oi (owned by Telemar). America Movil already has an operation in the country, Claro, which it plans to merge with Nextel to “consolidate its position as one of the leading telecommunication service providers in Brazil, strengthening its mobile network capacity, spectrum portfolio, subscriber base, coverage and quality, particularly in the cities of São Paulo and Rio de Janeiro, the main markets in Brazil.”
America Movil — based out of Mexico — has been on a consolidation spree, swallowing up other smaller holdings in a variety of markets in the region. In January, it acquired Telefonica’s assets in Guatemala and El Salvador respectively for $333 million and $315 million.
The Nextel Brazil deal will include buying a 70 percent stake in the carrier from NII, as well as a remaining 30 percent stake from AI Brazil Holdings BV, NII said today. AI Brazil Holdings is controlled by Len Blavatnik’s Access Industries, the company that owns Warner Music, Deezer and a number of other assets and investments. It had reportedly also been interested in increasing its share in the carrier, before agreeing to sell its stake altogether.
The acquisition is the final chapter for the struggling business, which had originally been the international division of Nextel but had spun out as a separate company before Sprint acquired Nextel in the US in 2005. NII’s focus had been mobile carrier operations across a range of developing markets but it struggled and had been through multiple bankruptcy processes.
“The announcement of this transaction marks the culmination of an extensive multi-year process to pursue a strategic path for Nextel Brazil and provides our best opportunity to monetize our remaining operating assets in light of the competitive landscape in Brazil and long-term need to raise significant capital to fund business operations, debt service and capital expenditures necessary to remain competitive in the future,” stated Dan Freiman, NII’s Chief Financial Officer, in a statement. “Management and our Board of Directors believe the transaction is in the best interest of NII’s stockholders.”
The deal represents a final chapter of sorts for the Nextel brand, which had been a trailblazer in the mobile market through its push-to-talk, walkie-talkie-style mobile service. This was was an early mover in the bigger wave of messaging services that competed with basic carrier SMS, and some came to think of it as the first mobile social network. Over time, though, the iDEN digital network that carried the service became outmoded and most carriers that offered iDEN-based services (including Nextel) discontinued them to focus on 3G and subsequent mobile technologies.
More generally, the acquisition underscores how a number of investors, willing to ride the waves of economic and political ups and downs in Latin America, continue to view the growth opportunities in the region.
NII — which is based out of Reston, VA — was traded on Nasdaq and had a market cap as of last market close, of just $322 million. The company currently has 3.3 million subscribers. But while it was reportedly looking for a buyer of the business in Brazil, its last remaining asset, for some time, this final price — at nearly three times its market cap — is a sign of how some might see locked up value in Nextel Brazil that exceeded all that.
Last week, Paypal and Dragoneer collectively committed $850 million towards MercadoLibre, a marketplace in Argentina. The week before that, SoftBank announced that it would set up a new $2 billion fund to invest in tech companies out of the region, and to help existing portfolio companies to expand there. (By coincidence, the SoftBank venture will be led by Marcelo Claure, who is also executive chairman of Sprint, which swallowed up the US part of Nextel years ago and eventually got acquired by SoftBank.)
