The search for Noel Alvarez

On March 20th 2023 a welfare check was don't at the house of Cindy Rodriguez Singh (39) for her son Noel Alvarez (6). Cindy claimed Noel was with his father in Mexico. Two days later Cindy and her family were recorded taking a plane to India and haven't been seen since. However little Noel wasn't seen with the rest of the family. Noel was last seen in October of 2022, he was only seen twice that month. According to relatives Noel had looked malnourished and unhealthy, relatives then called police which is what prompted the March welfare check. Authorities claim that shortly after the birth of Cindy's twins she stated that Noel who suffered from disabilities was "evil" and "possessed." She believed that 6 year old Noel was a demon and would harm the infants. Relatives reported that Cindy was abusive to Noel. That they witnessed her hit Noel in the face with her keys for taking a sip of water. It's been said that Cindy withheld water and food from her son frequently because she disliked changing his dirty diapers. Cindy had also never enrolled Noel in school. When asked about Noel's intital disappearance Cindy allegedly told some that she had sold him in a parking lot of a grocery store. However they believe Noel has been murdered. Cindy and her family lived in a small red shed, upon investigating the families home after they fled they found that there had been another makeshift shed on the property that Cindy had destroyed and then poured concrete over making a patio. The stepfather was also seen disposing of a large carpet in a nearby dumpster that when retrieved alerted the canines to human remains. The authorities retrieved a warrant to rip up the concrete patio once the concrete was removed human remain canines again alerted to human remains in the top layer of soil that laid right beneath the concrete. The investigators said that there is minimal evidence however at some point they are sure human remains were within the shed prior to the patio. Prior to Noel going missing social workers had actually removed the children including Noel and placed them in foster care. Noel was placed separately with someone who was properly equipped to handle his disabilities. Only for social workers to return the kids to the family eventually. Noel is still currently missing. Cindy and the rest of her family are still missing as well. The FBI and Everman Texas police have offered a $25,000 reward for anyone who knows details in retrieving Cindy and her husband. Authorities fear for the safety of their other children as well as Noel.

"Delhi High Court Orders Immediate Investigation for Missing Children Without 24-Hour Delay"

To eliminate unnecessary delays in investigating missing children cases, which can be detrimental to the chances of finding the child. The court directed the Commissioner of Police to ensure that all police stations commence investigations immediately upon receiving a complaint of a missing child, without waiting for 24 hours.

The present case was transferred to the Anti-Human Trafficking Unit (Crime Branch) for further investigation.
