Forbes reported out of the 50 richest families in the United States, 28 donate to Republican candidates. Another seven donate to Democrats. Additionally, 15 of the richest families in the U.S. donate to both parties.

Republicans Are Setting A Tax Trap For Biden

Republicans in Congress want to raise the federal gas tax. Yes, the same Republicans who oppose tax hikes most of the rest of the time.

You wont hear them say, lets raise the gas tax, exactly. Theres a code phrase: user fees. Senate Minority Leader Mitch McConnell, for instance, says Republicans will support $600 billion in infrastructure spending, as long as user fees cover the cost. Were happy to look for traditional infrastructure pay-fors, which means the users participate, McConnell said in Louisville on May 3.

The conventional wisdom on infrastructure is that its one rare area of bipartisan agreement, since everybody wants better transportation and a more efficient economy. But theres not really bipartisanship, because of the clash over how to pay for it. Its like a husband and wife saying they agree on the importance of money, except he wants to spend it while she wants to save it.

The Salt Cap Has Yet To Be Addressed

Democrats from high-tax cities and states have agitated for months to address a limit on how much taxpayers can deduct in state and local taxes, after the 2017 Republican tax changes imposed a cap of $10,000 for single filers and $20,000 for married couples filing jointly.

None of the tax proposals so far have formally addressed a partial or full repeal of that limit, although it has support in both chambers and Senator Bernie Sanders, the Vermont independent in charge of the Budget Committee, has signaled openness to a partial repeal of the cap.

And while it was left out of the legislation released on Monday, Mr. Neal and two Democratic advocates for the proposal, Representatives Bill Pascrell of New Jersey and Tom Suozzi of New York, issued a statement pledging that we are committed to enacting a law that will include meaningful SALT relief that is so essential to our middle-class communities.

Mr. Suozzi, who has stood behind a mantra of No SALT, no deal, issued his own statement expressing confidence that a change to the limit would ultimately be included in the package. Some liberal Democrats, however, have pushed back against its inclusion because of its cost and because it could counter some of their tax increases on the wealthy.

What The House Democrats Are Proposing

The 10-year spending plan is the latest step in Democrats campaign to expand education, health care and child care support, tackle the climate crisis, and make further investments in infrastructure.

Party leaders are hoping to use the annual budget process to push forward several measures in Bidens jobs and families proposals that have been blocked by the Republican opposition.

The draft proposal, which may still change before it is officially released on Monday, calls for raising the top marginal rate on individuals to 39.6%, up from the 37% rate set by Republicans 2017 tax cut law. . Plans aired Sunday and obtained by CNN.

User Fees Would Force Biden’s Hand

If Republicans controlled Congress, its extremely unlikely theyd raise user fees or impose new ones to pay for an infrastructure plan. The federal gasoline tax, which is supposed to cover the costs of the national highway system, is a classic user fee because people who buy gasdriverspay into the fund that maintains the roads they drive on. But the gas tax has been stuck at 18.4 center per gallon since 1993, and its now too low to cover all the costs its supposed to. President Trump supposedly wanted a big infrastructure plan, and his fellow Republicans controlled Congress during the first two years of his presidency. Yet they never mounted a serious infrastructure plan, let alone new user fees to pay for it.

So why do Republicans favor user fees now? Because they would force Biden to break a core campaign promise, damaging him politically. Biden pledged not to raise taxes on households earning less than $400,000 per year, and any user fee applied broadly to the public would violate that pledge. User fees are actually a sensible and proven way to pay for big projects, yet Biden, for better or worse, has effectively ruled them out as a funding source for his ambitious plans.

According to data collected by the Urban Institute, between April and December of 2020, a majority of states collected less tax revenue than in the year before, even as the pandemic put increased demands on their budgets. To Survive a Market Mania, Prepare, Don’t Predict

In today’s markets, people are confident – albeit a bit jumpy. They’re buying and selling entire sectors when just one stock reports average earnings…

Which means it’s probably time to consult with my favorite “tortoise investor”… colleague and editor of Extreme Value, Dan Ferris. Why? Because he studies the markets, he lives and breathes stocks like a hermit, a turtle… in the Northwest.

I first met Dan when I was doing my diligence before leaving ophthalmology and medicine to join Stansberry Research about 10 years ago. I flew out to Medford, Oregon and met him for dinner at a local pub where it turned out he’d played guitar on many a weekend night for fun.

The next morning, I went to his house and was struck by the piles of dog-eared books… papers and notes, piled and semi-organized. It seemed clear he loved his work. In his garage, more books were stacked – so many that they blocked the parking and even the entrance to the house.

I wanted him to clue me into his normal day. So, I observed his routine like a war correspondent…

Take his lunch break, for example. He split and fried two hot dogs in a pan. A few quick bites later, and voila, he was done. For Dan, any time away from thinking and reading about investing was a waste…

Last month, I heralded the arrival of a bona fide mania in the stock market.

I told you how marketing guru Scott Galloway’s spot-on analysis of Amazon (AMZN) and its profitless imitators was like a freshly inked signature on papers divorcing investors from reality.

Since last month’s report, our first on the mania, the Dow Jones Industrial Average is up nearly 1.5%, the S&P 500 is up nearly 2%, and the Nasdaq is up around 3%. If the mania continues, the big indexes could rise double digits in a single month (though only suckers will bet on it). If the mania ends early, these numbers will soon sport minus signs.

Human nature works against you the whole way up in the manic phase and the whole way down in the crash phase. To get it right, you must immerse yourself in the history of past manias and crashes. You don’t need mere information. You need to bathe your mind in the soaring euphoria of the manias and the searing drama of the crashes.

We’re only human. We must engage our emotions to appreciate just how many times investors have gotten this wrong – so you can get it right…

What you learn about manias and crashes in Extreme Value over the next several months will leave you more confident and wealthy over the long term, and you’ll have more fun than you’ve ever had as an investor.

Writing on a big screen is.. interesting.

I often wonder if it would be better to do this than to have a notebook, just cuz I can write so much more quickly. I wonder what’s faster, my thoughts, or my writing speed (keyboard or handwriting). I’m not .. great at typing. So many mispellings. I basically need to look at the keyboard to avoid mistakes.

Feelings? People who talk about how little I talk. I’m unfriendly and have little to say. I hope they don’t hate me. I sometimes wish I could disappear.

I wish I could be with someone who makes me feel, seen, valid for who I am. That I don’t have a moral responsibility to.. disappear. Tell me I’m not crazy, that I’m not empty.

I drank a lot today. I’ve been drinking a lot. Nothing yesterday, but still.

I would only do this if I could print out the entries. Digital is impersonal.

Switch to atom. For whatever reason, I feel reminded of the liquor store on Medford Ave. So long ago. Nostaliga, feelings. I feel sad, but i dont know what about really. Maybe the music. Maybe the feeling of the passing of time, how struggles that I had then still exist.

I sometimes I feel like I live on a different operating system from other people. I feel that way until I open up a book and see that a lot of what I feel is ordinary, common. I put a lot of pressure, ruminating, when I feel like I failed socially.

How was everyone else able to ignore the cut outs and the lag and the random distortion in the Zoom chat? I realize now that that feeling is something I hold when it comes to group convos in general. When I cant hear what people are saying at a party.

Feelings of hating myself. Should I see a therapist? Just so i have practice saying things out loud, being vulnerable in a face to face vocal way?

Memory of Emily from school. Why do I think of her? It sometimes felt like we were similar, on a somewhat similar wavelength. She .. saw me. It's weird to say that I miss her. I think what I really mean is that I miss that part of my life? When I complained, she understood. That's the crux of it. I feel like a sad little man. I hate when I see the qualities of my gender come up. When I act in accordance with the group.

Seeing the Normal People trailer, I thought of Conversations with Friends today. Email writing. The loneliness. There's so much loneliness. Every novel written in the first person is full of loneliness. Loneliness is fundamental. At the end of the day, you live in your own body, live in your own thoughts. In my head, I say the opposite of loneliness is saying the things out loud, vulnerability as they call it. I struggle with vulnerability. I fear struggling to be understood and being a burden unto others. The feeling that no one needs to hear me talk, that all of my quote on quote wisdom is just rubbish, something that can't be easily transferred to someone else. I have a story. But I tell no one. I don't want your pity or your praise. I really just want to be loved, that you'll wrap your arms around me and tell me that you think I have worth.

Worth. I am worthless, that's the words I haven't come around to yet. I do love myself, but I see me as useless to others really. I can't find an explanation.

A cycle. Being shy -> not sharing the things in my life -> being useless -> hating myself in relation to others -> being shy.

I admired Emily. She was weird in all the good ways.

The cycle. I'll work with the constraints. I don't really imagine a better life without them, I wouldn't be myself. Here's the thing. I will not compromise. I don't want to lose myself. I don't want to lose myself. I don't want to lose myself. Because I don't want to exist in a universe wherein I don't exist in it. I exist, you cannot erase me. And I'm not alone. You can't erase people like me, whatever the fuck "people like me" even means.

I don't feel like I'm searching for something anymore. I'm waiting to be found.

Hyperallergic: Reexamining a Pair of Colonial Portraits Reveals of One of Boston’s Most Prolific Slave Traders

As society critically assess history through the lens of evolved attitudes and mores, art historians and curators must, in turn, reevaluate the art of the past. This allows us to discover new meanings and untold stories within works that may otherwise seem wholly familiar to us. As we re-engage with our collections, we see things that had been hidden in plain sight.

I approached the Peabody Essex Museum’s c. 1760 pendant portraits of Mr. and Mrs. Timothy Fitch by the English American portraitist Joseph Blackburn with a certain level of curatorial smugness, fitting the works into the well-established trope of “nouveau-riche colonial subjects demonstrating material wealth through portraiture.” The portraits depict the Boston-born merchant and the widow Eunice Brown shortly after their 1760 marriage, clad in luxurious silks, velvet, pearls, and gold braiding. Blackburn captures the societal aspirations and economic position of this self-assured couple as they embody the height of colonial gentility. Only the letter precariously balanced on the far end of the green velvet-covered table addressed to “Mr. Timothy Fitch, Merch[ant]” hints at the source of their considerable affluence.

No other genre within the realm of American art can make a museumgoer’s eyes glaze over quite like colonial portraiture. Even after a 10-year stint as a tricorn hat–clad “junior docent” at the Gilbert Stuart Birthplace in Rhode Island, I still find myself lulled into a nearly comatose state after spending a good chunk of time among the uniformly pallid, elegantly attired men and women who stare out imperiously from within their gilded frames. These are works to be admired, surely, but would I wish to return to the gallery to bask in their austere glory day after day? With perhaps a few exceptions, no.

But the sharp eyes and deep knowledge of a colleague recently caused me to engage critically with these portraits and with a part of New England history too often overlooked. I was somewhat taken aback (though not altogether surprised) when Julia Scherer-Hoock — PEM’s former Membership and Annual Giving Associate and, previously, a living history interpreter at the Boston Tea Party Museum — told me that a portrait of one of Boston’s most prolific slave traders hung in our American galleries. Austen Barron Bailly, PEM’s George Putnam Curator of American Art, was also unsurprised, and she encouraged me to delve deeper, as she advocates for revealing these overlooked histories in our galleries.

The history of New England’s domination over the pre-Revolutionary colonial slave trade has been, for many years, unofficially censored in schools and museums alike. While we all learn about the incomprehensible horrors of slavery in the Southern colonies, New England is set up as a kind of foil. But though the New England colonies never saw the development of large-scale plantations or widespread slave ownership, slavery was the cornerstone of the region’s pre-Revolution economy, both directly and indirectly. The New England Triangular Trade brought kidnapped and enslaved Africans to the British colonies in the Caribbean in order to work the cane plantations that supplied the sugar that was converted from molasses by New England workers into the thousands of barrels of rum that fueled this never-ending cycle.

Among the many New Englanders who amassed vast fortunes during this time, Timothy Fitch (1725–90) stands out. The owner of several ocean-going vessels, Fitch’s voluminous correspondence with his captains, now preserved at the Medford Historical Society, offers a chilling glimpse into the intimate relationship between New England and the transatlantic slave trade. Although conventional wisdom cautions us to never impose the moral judgements of today onto the people of the past, it is disturbing to encounter the clinical prose Fitch uses to instruct one of his captains to “take prime Slaves for pay if Reasonable or Cash, but they must Not Cull your Cargo Unless thay give you a Good price, / if you Could Sell the whole of your Cargo thare to a Good Proffett & take Slaves & Cash & Cum Directly Home that would Shorten the Voyage Much, but this is not Very Likely to be the Case” in a January 1760 letter to Captain Peter Gwinn of the Phillis. (As an aside: Timothy Fitch died penniless in 1790 after a particularly pernicious bout of diarrhea. So while I’ve been taught not to impose judgment on the past, one certainly might say that he got what he deserved.)

Aboard the Phillis on its return to Boston was a young girl from West Africa who would come to be known as Phillis Wheatley. She had been purchased by the wealthy merchant and tailor John Wheatley as a servant for his wife Susanna and received the same name as the ship that brought her in chains to the shores of America. Tutored in reading and writing by the Wheatley children and steeped in popular 18th-century neoclassical poetry, Wheatley went on to embark upon her own career as a poet. With the 1773 publication of Poems on Various Subjects, Religious and Moral in London, Wheatley became the first published African American female poet, earning the praise and admiration of thousands throughout England and the American colonies. Lauded by such colonial luminaries as George Washington and Thomas Paine, Wheatley nevertheless was forced to repeatedly defend her own authorship against claims lodged by those who found the very notion of a literate female slave poet utterly inconceivable. Her accomplishments were further demeaned by those who saw the danger her literacy and creative output posed to an economic system legitimized by racial theories that dehumanized the slave. In his 2004 article “Neoclassical Culture in a Society with Slaves: Race and Rights in the Age of Wheatley,” Professor Eric Slauter examines contemporary responses to Wheatley’s publication and the manifold ways in which her work was diminished in order to maintain the status quo of slavery.

We know of Phillis Wheatley’s image not through a stately three-quarter-length portrait in an extravagant frame but through a simple one done by a fellow slave named Scipio Moorhead that was adapted by a London engraver and used as the frontispiece to Wheatley’s pioneering volume. The Phillips Library at PEM is fortunate enough to possess two signed first-edition copies of Wheatley’s collection, including an annotated edition owned by the famous Salem bookseller John Dabney. Despite her considerable fame and eventual emancipation, Wheatley spent her adult life working in the homes of the Boston elite as a scullery maid and died penniless at the age of 31, a victim of the sexism and racism of her era.

On Trying Too Hard with Depression

There’s such a thing as trying too hard.

Anyone who has ever suffered through a case of insomnia knows this well. The harder you try to sleep, the less rest you get. Sleep only comes if you can relax and let go.

It’s true for many other things, too.

Like garage-door controls.

The other day, I was trying to get into my neighbor’s house to walk his dog and pressed the code into the box outside the garage more than 20 times, but the garage wouldn’t lift.

“You’re pressing the buttons too hard,” my daughter told me.

She did the sequence one time, pressing the buttons effortlessly, and up the garage went.

And it definitely applies to managing your thoughts.

The Harder You Try, the More Negative Things Can Get

A study published in August 2007 in The Journal of Neuroscience showed that there was a breakdown in normal patterns of emotional processing that prevented depressed and anxious people from suppressing negative emotions. In fact, the more they tried, the more they activated the fear center of their brain — the amygdala, which fed them more negative messages.

In the study, Tom Johnstone, PhD, then of the University of Wisconsin in Madison, along with colleagues there and at Tufts University in Medford, Massachusetts, examined 21 adults diagnosed with major depressive disorder and 18 non-depressed people of comparable ages. Participants were asked to view a series of emotionally positive and negative images and then specify their reaction to each one. A few seconds after the presentation of each picture, participants were asked to either increase their emotional response, to decrease it, or simply to continue watching the image.

The results showed distinctive patterns of activity in the ventromedial prefrontal cortex (vmPFC) and the right prefrontal cortex (PFC), areas that regulate the emotional output generated from the amygdala: the almond-shaped group of nuclei located deep within the temporal lobes of the brain that play a primary role in the processing of memory, decision-making, and emotional reactions. The vmPFC is compromised in depression, possibly because of the inappropriate engagement of right PFC circuitry in depressed individuals.

It even applies to exercise.

Why Too Much Exercise Can Be Too Much

While regular and moderate exercise can boost longevity, cardiovascular health, and mood — and improve symptoms of all kinds of chronic conditions — long-term endurance exercise and working out too hard can actually harm our health, according to recent research, such as a study published in 2015 in the Canadian Journal of Cardiology that linked excessive exercise to heart rhythm issues. Such exercise has been linked to pathological structural remodeling of the heart, enlargement of arteries, and increases in anxiety and depression.

Too much exercise can also exacerbate autoimmune disease, gut dysbiosis, and adrenal fatigue. According to Chris Kresser, an acupuncturist and leader in functional and integrative medicine, overtraining affects blood levels of important neurotransmitters like glutamine, dopamine, and 5-HTP, and can negatively impact the hypothalamic-pituitary axis, possibly causing conditions like hypothyroidism. Extreme exercise also increases levels of the stress hormone cortisol, which can cause sleep disturbances, digestive issues, depression, weight gain, and memory impairment.

I know consciously that trying too hard doesn’t always render the best results, but when I experience a depressive episode, I automatically start pedaling faster, thinking that I will escape the biochemical storm sooner if I just try harder.

When Self-Help Is No Help

I showed up recently to my psychiatrist appointment with another self-help book in my hands: Mental Health Through Will Training, by Abraham Low, MD, the late professor of psychiatry at the University of Illinois College of Medicine in Chicago who founded Recovery International, a self-help group for people with nervous, mental, and emotional problems. The book is an invaluable resource that has plenty of wisdom and insights for managing chronic depression, and I was using it as an adjunct to psychiatric care. But its provocative “push yourself as much as you can” philosophy was exactly what I shouldn’t be reading in a dangerous, mixed state of bipolar disorder.

“I think you should stay away from all self-help books right now,” my doctor told me, reminding me of all the times before when I’d been in this state of mind and looked for the answer in mental health literature or self-help groups or mindfulness techniques — as if I were missing some key cognitive behavioral strategy that would instantly deliver me to the land of sanity. Moreover, pushing too hard, she said, has typically led to setbacks in my recovery rather than helped me heal.

People often ask me how much they should push themselves when it comes to managing their depression: Should they go into work, or call in sick? Should they force themselves to socialize, or stay home and recover? Having read way too many self-help books, I can say there is research to support both perspectives. The right answer is going to be different for everyone, and will vary for the same person at different times.

For me, though, right now I’m learning the hard lesson of patience and trust and moderation.

I’m learning, once again, that more isn’t always better.

In fact, sometimes less is more.
