The sponsor of the bill, Democratic delegate Sheila Ruth, said in a committee hearing that these tent cities are not harmful or dangerous to communities.
"We shouldn't be destroying homeless encampments," Ruth said.
Ruth did not respond to a request for comment.
Ruth is pushing to permit homeless encampments in Maryland as Democratic politicians roll back on similar policies across the country. The Los Angeles City Council in October banned homeless camps in 54 locations. Austin, Texas, in May overwhelmingly voted to ban public camping across the city. Seattle and Washington, D.C., have cleared out homeless camps in recent months, and New York City mayor Eric Adams (D.) on Friday released a plan to remove homeless people from public areas such as subway trains.
Baltimore City estimates that there are more than 2,000 homeless people in the city on any given night. Statewide estimates put Maryland's homeless population at more than 6,000.

The University of Memphis told faculty they could collect a $3,000 stipend for redesigning their curricula to align with the university's commitment to "diversity, equity, inclusion, and social justice," according to an email sent to all faculty obtained by the Washington Free Beacon. The offer is part of the university's "Eradicating Systemic Racism and Promoting Social Justice Initiative."
Interested faculty are asked to submit a copy of syllabi to be reworked as well as a 500-word "narrative" on their "diversity, equity, and inclusion philosophy" and how the new lessons will "address disparities" in their subject area.
The University of Memphis's offer is part of a growing trend on college campuses, where the overt promotion of social justice has become the new norm. At Ohio's Kenyon College, a small liberal arts school, professors can no longer receive tenure unless they can demonstrate "promotion of an inclusive classroom environment that values diversity."
The stipend offer from a public university has triggered concerns from both faculty and lawmakers over use of taxpayer money. One faculty member who requested anonymity due to fear of retribution said the offer "makes you scratch your head" due to the school's financial restraints.
"We've had a hard time retaining good faculty at our salary levels, so anytime you see money being spent on non-student or non-faculty causes, it makes you scratch your head," the professor said. "Could this money be spent on students or retaining quality faculty rather than a progressive agenda that isn't likely supported by the taxpayers or voters of Tennessee?"

Commerce Secretary Gina Raimondo has a conflict of interest. She must work with her agency to combat and counter China on the world stage, all while supporting her husband’s position as a top executive for an artificial intelligence company whose major venture capital firm investor Is backed by the Chinese government.
Danhua Capital is based in California and is financially backed by the Chinese Communist Party. They are also one of the main funders of PathAI, an artificial intelligence firm that employs Raimondo’s husband, Andy Moffit. Moffit acts as the chief people officer.
The Chinese firm lists PathAI as one of its featured “biotech and health” investments on its website, although it’s unclear how much specifically Danhua Capital has invested. According to a 2018 Reuters report on the firm, Danhua Capital was established and funded as part of the Chinese government’s “penetration of Silicon Valley.”
In 2018, the Center for a New American Security (CNAS) testified before Congress that Danhua Capital’s mission is to use capital to narrow the technology gap between China and the United States. The Washington Free Beacon reports that many staffers from CNAS, a liberal think tank, are now employed in the highest ranks of the Biden administration.

Vanita Gupta—whose net worth of between $42 and $187 million makes her the Biden administration's wealthiest nominee—owns at least $500,000 in Aptiv PLC, an international auto parts manufacturer chaired by her father. In contrast with Gupta's advocacy for a $15 an hour minimum wage, the company pays some of its Mexican employees hourly rates as low as $1.30, according to active job listings reviewed by the Washington Free Beacon. One job posted on Indeed.com, for example, offers a line operator role at a Zacatecas plant that pays the U.S. dollar equivalent of $260 a month for a 50-hour per week job. . . .
In her role as president and CEO of The Education Fund, Gupta made a moral case for raising the minimum wage. In a 2018 press release, Gupta said that "a living wage is not a privilege, it is a civil and human right for all." Her case for raising wages was unequivocal: "Raising wages is a moral question: do we value the people who are the engine of our economy or not? The answer must be yes."
Aptiv's business practices appear to fail Gupta's own test of valuing people who are the engines of economies.
Other positions currently advertised by the company include a full-time general operator job that pays $290 a month and a production line operator position that pays $274 a month.Gupta's personal financial disclosure forms list between $500,001 and $1 million in Aptiv stock, and she has taken profits in recent years as well. The forms show that Gupta received between $5,000 and $15,000 in dividends from Aptiv last year.

A running list of makeshift ‘sports’ being invented due to social isolation
My new favorite sport is finding people who are inventing sports on TikTok.
Almost every major sports league is on hiatus, but as long as humans occupy the world, it will never be sports-less.
The coronavirus pandemic is going to teach us a lot of things. Among them — low on importance, but high on relevance to this publication — is that human beings can find a way to play games in any situation. Sports are an instinct just like blinking. And as long as we are the easily-bored rulers of the planet, we’ll find every way we can to keep ourselves amused.
Case in point: As millions commit themselves to self-isolation without any major sports competitions to distract them, many are using platforms like TikTok to show off games they jerry-rigged with the limited resources of their living arrangements. Below is a running collection of sports (and sports-ish) activities that have emerged from quarantine, graded by how sports they are.
