The pokemon outside of the pokemon center is a kirlia, the emotion pokemon, psychic/fairy. As you'd expect, they tend to be very aware of their trainers emotions. If they were dumped you should try take them inside the center to at least get some food and water, along with reporting the release to a nurse.
