Magical Skill, Capability and Power
Magical Skill, Power and Capability are separate things, though I can understand why someone would be confused between them. This article will give you an in-depth look at what they are and what the difference is.
Magical Capability
Magical Capability is the amount of magic you can expel in one time, with one spell. It does not affect how much magic you can use before resting, merely how much your body can take to release with one spell. This is partly affected by the horns a creature has, but is mainly to do with your race and your heritage.

Magical Skill
Magical Skill is the ability to control all the magic you release. If you don't have the skill it doesn't matter how much Power or Capability you have, your magic will be unstable and mostly unusable.
Magical Skill is not gained through heritage or horns, it is simply built up over time. People can be born with natural skill in certain aspects, but even they have to build up skill to fully master their magic. Despite beliefs, there are no spells or potions that can increase your skill, and it can only be gained through practice.

Magical Power
Magical Power is the amount of magic you can expel before you need to rest. This shows how much magic you have in total. This is usually controlled by the number of horns you have, but can be influenced by heritage.

This sounds like the kind of worldbuilding you end up having to write a story around and that is *excellent*.
Reminds me of a writer mentioned on Writing Excuses (podcast) years ago, who wrote I think it was a hard sci fi lawyer story with the idea that it would have an audience among lawyers AND lovers of hard sci fi. Turns out the main audience had to like BOTH hard sci fi and lawyer stories to enjoy his books.
(It miiightve been space opera but I dont think so). If anyone is interested and wants to search the archives, I was listening regularly for maybe seasons 6-9, and Im pretty sure the episode was about genre distinctions, maybe within SFF.
i care so much about fictional morality and ethics but not in a lame ass "is this character/ship problematic" way. i'm cringe for other reasons.

Negative energy spells are banned by order of the Waterdeep convention. Research has concluded that fallout from negative energy spells lingers in the air and may lead to reanimation of any and all local corpses at a future time.
This is why necromancers and liches are almost universally reviled and considered 'evil'. They're either studying warcriming, or are a walking war crime.
Yes, yes, wizards and their war crimes, but why is it always the obvious stuff? I want to hear about the weird shit that's considered war crimes in your fantasy setting due to its unique history of international relations. I want to see a wizard who's guilty of whatever the wizard equivalent of accidentally blowing up an undersea telecommunications cable is.
(No, that's not a hypothetical example. That one genuinely is a war crime in real life – look it up!)

Magical Relations to Horns
As has been stated, all post-god creatures with horns have some kind of magic. The number, size, health and type of horns often show some kind of relation to the magic of the user. This guide has all the information you will need.
Number of Horns
The number of horns shows the amount of magical capability, or power, a person has. The more horns, the more power. However, bear in mind that this does not equate to skill.
1 horn: Will be able to do simply spells or one designated spell. E.g. only shapeshifting or only levitation magic.
2 horns: Able to do more complicated magic, but still simple. Can do multiple designated spells.
3 horns: No animals have been sighted with this level of magic. Able to do much harder spells, but less of them.
4 horns: Incredibly powerful, often hard to wield successfully.
5-6 horns: Usually too powerful for mortal bodies to handle. Few have been able to survive horn growth. The only current living example is the current Fae leader.
7 horns: Planet destroying.
7+ horns: God level.
This is only a rough guide. Sometimes creatures with less horns are more powerful and vice versa.

Size of Horns
The size of the horns can show you one of two things.
It can affects the magical capability of a creature; the bigger the horns the more capability one can have.
It can show you the maturity of a lifeform. A younger member of a species will have smaller horns because they have not had time to grow. This can still affect the capability of the lifeform, but it is not certain.
Shape of Horns
The shape of the horns can often show you the beings magic types, or what they naturally can do better than others.
Straight: Shows speciality in defensive spells, or in status spells e.g. poison, fear.
Slight curve: Shows speciality in elemental or telekinetic type spells.
Curved round the ears (like a ram/mountain sheep): Shows speciality in healing spells.
Curved round itself in a spiral: Shows speciality in creation spells.

Damaged Horns
Damaged horns can cause lots of problems for magic users. It can make the magic unstable and hard to control, but also in a lot of cases it can increase the magical capability of a user. Full breaks are the deadliest, and can often make magic users lose complete control of the spells, changing the strength or outcome of them. Small cracks do not cause much difference other than perhaps a slight power increase, and maybe your teleportation doesn't end up quite where you want it to. Larger cracks cause more instability, but not much more power.

In some cultures, damaged horns can be a shameful thing, and having a damaged horn from anything other than battle implies failure or excommunication from your home.
