A rebel group with alleged links to Rwanda this week seized Rubaya, a mining town in eastern Congo known for producing a key mineral used in smartphones, the group said Thursday in a statement. In a statement shared with The Associated Press, a spokesperson for the M23 rebel group said the town was “liberated.” The Congolese army declined to comment on the situation. The decades long conflict in eastern Congo has produced one of the world’s worst humanitarian crises, with over 100 armed groups fighting for control of the mineral-rich area near the border with Rwanda. Many groups are accused of carrying out mass killings, rapes and other human rights violations. The violence has displaced about 7 million people, many beyond the reach of aid. The town of Rubaya holds deposits of tantalum, which is extracted from coltan, a key component in the production of smartphones. It is among the minerals that was named earlier this month in a letter from Congo’s government questioning Apple about the tech company’s knowledge of “blood minerals” being smuggled in its supply chain. “The fall of Rubaya is in a way the embodiment of this systemic plundering,” Ernest Singoma, a civil society activist in Goma, told the AP on Thursday. There’s been an upsurge in fighting in recent months between M23 rebels and Congo army forces, and it comes as the United Nations plans to withdraw peacekeepers from the region by the end of the year.

Rebel group in Congo earns $300,000 monthly from seized mining areas
Congo’s armed rebel group, M23, earns about $300,000 a month by controlling a mining area in the east of the country, according to the UN Security Council.
In April, M23 seized the Rubaya mining area in eastern Congo. More than 15 per cent of the world’s supply of tantalum, a rare metal extracted from coltan, comes from Rubaya, Bintou Keita, head of the UN mission in Congo, told the Security Council.
Unless international sanctions are imposed on those benefiting from this criminal trade, peace will remain elusive and civilians will continue to suffer.
The key mineral is used in the manufacture of smartphones and computers. It ranks among the minerals identified earlier this year in a letter from the Congolese government.
The decades-long conflict in eastern Congo has led to one of the world’s worst humanitarian crises. More than 120 armed groups are competing for power, land and valuable mineral resources, while others struggle to protect their communities. The violence has displaced some 6 million people in the east of the country.
M23, or the March 23 Movement, is a rebel military group composed mainly of ethnic Tutsis. They broke away from the Congolese army more than a decade ago. In 2012, they staged a major offensive and captured the provincial capital of Goma near the border with Rwanda.
Congo claims Rwanda has been involved in war crimes in the east, with US and UN experts accusing it of military support for M23. In February, Rwanda admitted it has troops and missile systems in eastern Congo to ensure its security, pointing to a build-up of Congolese forces near the border.
Last week, a regional court in East Africa began proceedings in a case filed by Congo against Rwanda, accusing it of violating Congo’s sovereignty and territorial integrity by sending troops to assist rebels in the east of the country.

People who are displaced within the Democratic Republic of Congo (DRC) face a significant dilemma. Those who ended up in overcrowded camps around Goma in North Kivu province are experiencing deteriorating conditions and food shortages, prompting them to return to the homes they fled due to fighting in the country's conflict-hit east. However, they often find themselves in danger in their local villages and end up returning to the camps out of desperation. "I lived in the camp for over a year. We suffered a lot and had too little food," one affected Congolese man told DW. Even after his return, he struggled daily to survive amid a worsening situation that led to increased hardship and looting. He is not facing this dilemma alone. Hundreds of people are currently being forced to return to their home villages despite the dangers, due to the poor supply situation in the camps. The struggle against M23 rebels and the plight of the displaced On the border with Rwanda in eastern Congo, the Congolese army is engaged in conflict against rebels from the M23 group, one of more than 120 armed groups that have been fighting for a share of the region's gold and other mineral resources — which include major deposits of copper, gold and diamonds — and committing mass killings in the process. For years, Congo, the United Nations and Western countries have accused Rwanda of supporting the rebels in order to control the region's lucrative mineral resources. Rwanda has repeatedly denied the accusations. Congolese President Felix Tshisekedi on Wednesday called on the international community to sanction Rwanda for its role in "destabilizing" his country.
