I think this is the most important page to talk about how Bruce and Damian both view their relationship.

To Bruce, Batman and Robin are the only thing holding him and Damian together. If Damian is not Robin, then he probably won't stay by Bruce's side.

For Damian, Batman and Robin is preventing him and Bruce of truly developing their relationship and learn who they are, and how to be with each other outside of the mask. Damian does not want to truly leave Bruce's side, he just wants to discover who he is, and in that case Robin is just hindering him.

In any case, I don't think Damian will answer well to Bruce's insistance of him being Robin, especially with the tracker and Dr Bashar's death. (another death that he "could have" prevented, that's probably going to drive him even more away from the mask)
