Ok there is an actual answer to this from the classic who episode pyramids of mars, during the episode Suetekh also had minions that he controlled using a psychic signal however if you could disrupt the signal it would cause Suetekh to lose control which was attempted by the doctor during part two of the serial, now I donāt know about extended media but from my knowledge there wasnāt any conformation that signals could breach the universeās barriers, the ability to fall into parallel universes without the help of the time lords was a bit of a shock for the doctor and something he had to seal closed.
The most weāve really seen something in the prime(shows) universe effecting a parallel universe was in The Stolen Earth and Journeys End where the reality bomb was causing the stars to go out in the parallel universe which can be argued that the destruction of matter was breaking down the walls of reality causing the destruction to spread into the parallel universe.
The ending of doomsday had the doctor sending a holographic projection however itās mentioned that not only was there a tiny crack still open between the worlds but also that to send the goodbye required the doctor to burn up a sun. There hasnāt been anything to indicate an event was creating a crack between universes so the extensive power to crack though and also transmit the signal would likely be extremely difficult. Thatās not to say Suetekh wouldnāt be able to do it however it would likely require his full force and he was still prioritizing the doctor and figuring out the mystery of Ruby. Perhaps Suetekh would have expanded to the parallel universe after destroying the doctor but itās indicated that his goal with destroying life completely in the prime universe.
So what would have happened to his created minions in the parallel world? While; itās clear that the people that Suetekh have created are just normal people until the trigger, so they likely would just be people for the rest of existence. Thereās nothing to trigger their awakening and as such nothing to stop them from being normal people.
Rose, Tentoo, Jackie, Parallel Pete and Tony Tyler, because everywhere the Doctor landed was turned into dust, but the Doctor only reversed it with Sutekh in his own universe

Set/Seth/Suetekh
Egyptian God of the Desert, Storms, Disorder, Violence, War, Chaos, Fire, Trickery, Envy, Storms and Foreigners
Set, also known as Seth and Suetekh was the brother of Osiris, Isis and Horus the Elder, uncle to Horuc the Younger, and Brother-Husband to Nephthys. His other consort was the goddess Tawaret, a hippo-headed deity who presided over fertility and childbirth. He is one of the first five gods created by the union of Geb (Earth) and Nut (Sky) after the creation of the world. His name is usually translated as "Instigator of confusion" and "Destroyer" and he was associated with Disorder, Foreign Lands and People, and the color red. He is sometimes depicted as a red-haired beast with a forked tail and cloven hooves or a shaggy red dog-like beast known as a sha (or, to modern-day scholars, as the Set Animal) which some scholars claim was modeled on the Saluki breed while others maintain was a purely mythological creature. Imagined speciffically to represent Set whose other symbols were The Griffin, Hippopotamus, Crocodile, and Tortoise (Though he was primarily associated with the serpent). Other Names He was often called were "Lord of the Desert" and "Ruler of the South" as he was originally a god of Upper Egypt (the south) and the barren lands beyond Egypts borders.

Early in Egyptian history, Seth is spoken of in terms of reverence as the god of wind and storms. He was even known as the Lord of Upper Egypt. Horus being the Lord of Lower Egypt. It was Seth who stood in the front of the solar barque to defended the sun god Ra from his most dangerous foe, the serpent Apep. At this time, he seems to have had no conflicts with the cults of Isis or Osiris. In fact, he was part of the same family of gods, and married to his twin sister, Nephthys.
however, it appears the followers of Seth may have resisted the followers of Horus and the First Dynasty pharaoh, Menes, when he united Upper and Lower Egypt. This struggle for control of Egypt seems to be reflected in the mythology. At this point, Seth is portrayed as questioning the authority of his brother, Osiris. The Osiris cults took this opportunity to discredit the followers of Seth; he was now considered to be Osirisā evil brother. And the story was told that Seth was evil since birth, because he ripped himself from his motherās womb by tearing through her side. In the Osiris legends, it is Seth who tricks and murders Osiris. He is also the antagonist of Horus. By the Twenty-sixth Dynasty, Seth was the embodiment of evil. He was depicted with red eyes and hair. The ancient Egyptians believed red represented evil.
Son of Geb and Nut. Brother of Isis, Nephthys, and Osiris. The husband of Nephthys or sometimes the husband of Taurt.
