no the lead paint has no bearing on wether things are spooky or not i just believe that he consumed a significant amount of lead paint as a child. he got that lead paint stare.
Trying to watch the X-Files with my sister is actually horrible because every time Mulder has an idea she’s like “yeah there’s nothing spooky about this he just ate lead paint as a kid…he was in that generation right” and then I have no choice but to confirm that he was in fact in the lead paint generation…
