Carol's Rogues - Kerwin Korman / Doomsday Man
One of Carol's earliest foes was the evil scientist Kerwin Korman. In his earliest appearances, Korman's chief weapon was an incredibly destructive tachyon beam. Korman frequently worked with AIM, who you'll see a few more times on this list.
Much later, Korman was cybernetically merged with the robotic Doomsday Man, when he again fought Carol. Doomsday Man on his own was already a powerful threat that Carol had fought several times, and their merger very nearly resulted in Carol's defeat.
Korman has a decent claim for being Carol's archenemy, being the first villain created specifically for her and having appeared in different runs decades apart. The biggest flaw in that analysis is that there's no good thematic or personal link between them. Korman hates Carol due to multiple defeats at her hands, but there's little to indicate that she ever thinks about him when he's not actively trying to kill her.
