The RMT rail union has rejected new pay offers, in a blow to any hopes the lengthy dispute was close to ending.
The body which represents train firms and Network Rail had described the proposals as their “best and final”.
RMT boss Mick Lynch branded the offers “dreadful”, while the transport secretary called the move “a kick in the teeth for passengers”.
The rejection was made by the national executive committee but the industry and government want a members’ vote.
Twenty officials and representatives sit on the body but the RMT said the decision was made following a wide-ranging consultation with every level of the union involved in the national rail dispute.
Mr Lynch said the offers did not meet members’ expectations “on pay, job security or working conditions”.
The RMT said it would now seek further meetings with Network Rail and the Rail Delivery Group (RDG) – which represents train operating companies – to try to work towards a settlement.
But it will start preparing to re-ballot its members when the existing strike mandate runs out in late May.
It is a significant moment in the ongoing national rail dispute – not just because the RMT has rejected what were billed as final offers from the employers, but because the union is now talking explicitly about seeking an “unconditional” pay deal.
The government and industry have said all along that a pay increase would have to be funded by “reforms”.
There had been movement in the dispute in recent months and on all sides the tone had become less antagonistic. But it is clearly not as close to a resolution as some onlookers had hoped.
Pay deals
The RDG said on Friday that passengers and “many hard-working RMT members will be deeply dismayed that the union leadership has opted to reject our fair proposals without putting out a vote to their full membership in a democratic referendum”.
It said it had made “substantial changes” to its offer after recent negotiations, including a minimum 9% pay increase over two years which rail workers “will now miss out on, without even having had an opportunity to have their say”.
“We removed driver-only operation and gave an improved job security offer,” the group said, adding: “The railway’s financial crisis is not going away.”
“The RMT leadership must now accept the urgent need to make the railway fit for the future for both our people, and the communities the railway serves,” it said.
Last month, the RDG put forward a list of changes to working practices which it said could fund a 5% pay rise for 2022 and a further 4% this year.
Separately Network Rail, whose employees include maintenance and signalling staff, offered a package including a 5% pay increase last year and 4% for 2023, plus other benefits such as discounted travel for family. Members rejected this in December.
Network Rail recently put forward a slightly updated offer, but kept the pay element the same.
The RMT said it was seeking “an unconditional pay offer, a job security agreement and no detrimental changes being imposed on members terms, conditions and working practices”.
The transport secretary echoed the rail industry’s position that RMT members should be given a vote on the deals on the table.
Mark Harper said workers are “being blocked from having a say on their own future” and that a decision had been made for them behind closed doors.
‘So-called modernisation’
Planned changes to how maintenance teams at Network Rail work are a particular point of contention for the RMT.
The union said it viewed proposed plans as “unsafe” and unworkable. Network Rail has always insisted safety would not be compromised.
Mr Lynch said: “We have carried out an in-depth consultation of our 40,000 members and the message we have received, loud and clear, is to reject these dreadful offers.
“Our members cannot accept the ripping up of their terms and conditions or to have safety standards on the railway put into jeopardy under the guise of so-called modernisation.
“If our union did accept these offers, we would see a severe reduction in scheduled maintenance tasks, making the railways less safe, the closure of all ticket offices, and thousands of jobs stripped out of the industry when the railways need more investment, not less.”
Network Rail’s chief negotiator Tim Shovellor claimed employees want to accept the offer and said the RMT “refuses to listen and instead takes soundings from the echo chamber of its most active members.”
This is separate to the train drivers’ dispute. The drivers’ main union, Aslef, says it hopes to have more talks next week.
A smaller union, the TSSA, said on Friday that thousands of its members would be given a vote on the offers from the train companies.

Can I hear more about the "Everyone is a dragon on Homeworld" au please?
sure! it was something i discussed with some people a while ago, but i still really love the idea
basically the IPRE world was a world of almost entirely dragons? or at the very least, the IPRE was all dragons, and polymorph is used a lot just because it’s easier to make people size ships than dragon sized ships.
everything goes basically the same, but when lucretia does her redaction she also takes away the fact that they’re dragons, since that would raise a lot of questions for the new lives she tries to set them up with.
my favorite part is honestly just the types of dragons everyone is and some fun facts regarding that so here those are
Taako and Lup: twin green and red dragons respectively. there’s prejudice against chromatic dragons even on their homeworld, so they had to fight to prove themselves against that as well. Lup of course has fire breath which is what led her to evocation. Taako, incidentally, has poison breath. he’s not very fond of using it.
Barry: black dragon. the only other chromatic dragon on the IPRE mission, it’s part of what caused lup and taako to sort of take him under their wings. people always surprised to find out he’s a black dragon, at least until they really get to know him. has acid breath
Magnus: a bronze dragon, of course very good nature and loves to fight against evil doers. he has lightning breath, which is something him and carey bond over once magnus remembers he’s got that
Merle: Copper dragon, which are known to be both on the weaker side of dragons and avoiding combat, both of which merle takes offense to. also known for being pranksters, which merle does not take offense to. has an acid breath, absolutely never remembers he has acid breath, often asks barry to use his instead
Davenport: brass dragon, very small and almost all wings, davenport still had to sort of prove himself to be a serious leader. has a fire breath, which he tends not to use unless angry. fun fact, brass dragons are known to be the most talkative types of dragons.
Lucretia: silver dragon. loves to be around people and protect those she cares about, but not necessarily in the limelight. immediately realized angus was also a silver dragon. has a cold breath, but rarely uses it if she can help it
some bonus stuff!
kravitz is also a dragon in this, because Fuck It More Dragons. He’s a gold dragon, and is very, very pretty.
lup and barry become dracoliches in this. this makes the ‘red robe’ considerably more terrifying than he already was.
angus thought he was the only secret dragon on the moon. angus is so tired by the end of this.

I still love the thought of Lup insisting on wear a red robe in the Lup lives away and if Lucretia weren't already grey thanks to Wonderland Lup would surely be making her grey
The first two months that she is on the strange moonbase, Lup continues to wear the red robe that she wore to her first arrival. It is comfortable and well-worn and there is a strange torn space on the collar where it feels like a patch should once have sat, but in a place where Lup’s memories feel like swiss cheese, it’s a comfort.
Seeing Madam Director’s eye twitch every time she wears it is just an added bonus.
“So, do either of you know why the director seems so heated over my look?”
Carey looks up from where she moved from painting her fingernails black to painstakingly painting individual scales up her arm. “I mean, rule one of the-” her voice statics out for a moment “- is never trust a Red Robe. If you see one, you’re supposed to just book it in the other direction. I, personally, don’t know if I believe these Red Robes actually exist- and really, if they did, they should have come up with a better name for their secret society-”
“I thought the director was going to have an aneurysm when you first showed up,” Killian says, eyes still on the pieces of cord that she is carefully braiding together. “Stranger, wearing a red robe, somehow found our top secret moon base? I’m glad you’re here, don’t get me wrong, but I honestly don’t know why she let you stay.”
Lup hums in thought, nods. “Well, I always enjoy causing problems on purpose. I mean, I will admit, that’s more-” Like they so often do, her thoughts fall away and for a moment there is the feeling of vertigo of missing the final stair. There’s a look of concern from Killian, and honestly, that’s fair. Lup shrugs it off though, shakes her head, because her mind may be a bit like a sieve and she might keep reaching for things that slip out from her grasp, but that doesn’t mean it has to stop her. “A little bit of rebellion is the spice of life.”
And maybe, if Madam Director got worked up enough about it, she could try giving Lup some real answers.

Idk if you remember me but I used to be in the official disocrd. I remember being in there and thinking you were one of the popular ones the mods loved and I just wanted to apologize for that. I always felt like no one in that server paid attention to me so after a certain point I had every channel except one muted so I never got to see how poorly they treated you.
i do remember you! or, that is, i don’t remember your specific discord moniker off the top of my head, but i do remember when you followed me and thinking ‘oh yeah! thats a chill person i like.’ and you have been so ever since. jeez though, i’m sorry you had the same sort of neglected feeling :(
i’m surprised that you had such a different read on how i was treated than i did (no hard feelings though!!), but maybe that’s just sort of... how it worked? maybe there were just quite a lot of us who didnt feel like they were connecting with anyone in there, all isolated from each other, and the forbiddance of speaking out and simultaneous happy-happy-joy platitudes made the alienation all the worse. maybe we just all had the sense that everybody was having a great time and we were the only odd one out, and the fact that we couldn’t speak plainly about it so we had to sort of play along reinforced that.

If Kravitz can possess things can the rest of the Reaper Squad? If they can imagine Lup possessing something and when Taako picks it up she goes "RAAGH IT'S ME"(like how Thor said Loki does to him in Thor Ragnarok)
She absolutely does that. She only stops this incredible prank of hers when she possesses a lamp in Taako’s bedroom to scare him as he’s going to bed and then Krav and Taako spill into the room, absolutely on their way to get Spicy and Lup is just Oh No No No NoNONONONONO and it scars everyone there.
