I like the headcanon that Karasu' peculiar mannerisms came about because being forced to change from trainee Doman shinobi to full-time imperial assassin (after the rebellion of all times, when the empire had plenty of targets for them to eliminate) left him with lingering trauma.

I can easily see Gekkai handing him a long list of people who need to die, no questions asked - mostly people who took part in the uprising, but there are some innocent civilians thrown in there for good measure to test how tight his hold on Karasu actually is - with the implication that if Karasu fails or tries to betray his new masters he will be hunter down and killed.
