Gas prices to jump eight cents a litre in New Brunswick with new clean fuel regulations taking affect Friday
Gas prices are set to rise again in Atlantic Canada, with New Brunswick seeing the largest spike.
Less than a week after the carbon tax rolled out on July 1 increasing the price in fuel, the federal government will introduce new “clean fuel regulations” beginning July 7. The price of fuel will jump by a projected eight cents a litre in New Brunswick, while Nova Scotia drivers are set to see an increase just under four cents a litre.
“People are barely able to eat,” says driver Marcus McCue. “You see the people all around Saint John in the tents and stuff like that and now you want to raise gas? I don’t know.”
“I get why we are trying to do it,” fellow driver Randy Lundrigan says. “To try not to leave such an imprint on mother earth.”
“Well if it goes up it goes up because everyone is going to put the 20 dollars in and pay 5 cents or 10 cents more whatever it is,” said another Saint John resident. “They are going to have to pay for it.”
The eight cent jump was set by the New Brunswick Energy and Utilities Board on recommendations made from the company Grant Thornton Limited.
Jonathan Alward is the vice president of policy with the Atlantica Centre for Energy. He notes the carbon tax and the clean fuel regulations have the same goal, to drive up the price of fossil fuels and reduce emissions.
“The carbon tax is really designed to sway people away from using fossil fuels by increasing the price each year at least until 2030,” says Alward. “The clean fuel regulations are designed to help the fossil fuel sector produce cleaner fuels for drivers across the region.”
The fuel hikes come at an already stressful time for Atlantic Canadians with inflation rates remaining high. Alward notes Maritimers rely on fossil fuels more than other parts of the country, and cleaner options aren’t always in the cards.
“So many residents, even if they can afford it, don’t have access to buy an electric vehicle to reduce their use,” says Alward. “We don’t have public transit the same as you would find in Toronto or Ottawa or other big metropolitan cities.”
“I think it’s really important for the federal government to understand those realities of living in Atlantic Canada, and while it is important to reduce our emissions and there is a lot of ways to do that, continually increasing the cost is going to have a disproportionate impact on Atlantic Canadians.”
The federal government is set to roll out rebates to help New Brunswickers with the rising cost of fuel. New Brunswick residents can expect to start seeing those rebates in October.

Editor's Note: Berlin is bracing for severe recession and economic turbulence as Russia cuts its gas supplies, writes Constanze Stelzenmüller. This article originally appeared in the Financial Times.
In a strong bid for least surprising prediction of the year, Germany’s Commerzbank said last week that Russian cuts in natural gas supplies could trigger “a severe recession” and possibly even an economic crisis like “the one that occurred after the financial crisis in 2009.” Gas rationing would “probably be inevitable.”
Well . . . yes. Courtesy of Russian President Vladimir Putin, most Germans have just learnt from the evening news what a gas turbine looks like: sort of like a rocket engine, and a lot larger (and heavier) than German Chancellor Olaf Scholz.
Germany’s national turbine drama began months ago when Gazprom, the Russian state-controlled operator of its main gas supply line, Nord Stream 1, sent the Siemens-made piece of machinery to Canada for maintenance. Ottawa refused to send it back, citing Ukraine sanctions; in response, Gazprom suspended all deliveries to Germany. Berlin had to beg the Canadians for the turbine’s return, so as not to give the Kremlin excuses for keeping the gas tap turned off.
When the behemoth landed in Germany, Gazprom first sent the gas supply back up to 40 percent, and then throttled it back down to a fifth of the pipeline’s capacity; gas prices jumped 20 percent. The company says the missing turbine is to blame. But it refuses to take it back without “guarantees,” said Kremlin spokesman Dmitry Peskov, alleging that otherwise the turbine could be placed under sanctions or turned off remotely. German industry and policymakers say the former assertion is untrue and the latter groundless.
Chancellor Scholz gave a snap televised press conference in front of the colossal piece of kit, still awaiting its onward journey in a factory hall. It was, he said, in perfect working order and ready to travel; Gazprom’s (and the Kremlin’s) cynical feints were just a “bluff.”
But Putin, of course, is not bluffing. His message to Berlin is simple: turn on Nord Stream 2, or your economy gets it.
To its credit, the “traffic light” (Social Democrat-Green-liberal) government has been laboring to wean Germany off Russian fossil fuels for months. Coal imports have been stopped. Oil imports are scheduled to end by December. But decoupling from gas, Berlin says, will take until the end of 2024 — chiefly because key German industries (chemicals, paper, glass) depend on it, and because most private households heat with it.
Some companies have been nimble enough to adapt: For example, SKW in Saxony Anhalt, a producer of fertilizer that was being priced out of the market, switched to manufacturing a water-urea mix that is much in demand to reduce diesel engine pollution. Mayors are announcing that they will turn off building lights at night, and stop heating public pools. The government is promising energy allowances to companies hit particularly hard by rising gas prices.
The coalition might even give up its refusal to extend the life of Germany’s last three nuclear plants. (In which case I will have been wrong in my previous column.) By way of bait, the opposition has dangled a speed limit — and this despite the fact that Germans consider tearing up and down the Autobahn at 200km per hour as a sacred and inalienable birthright, comparable only to Americans’ Second Amendment right to bear arms.
Still, lowering consumption, switching products, and government handouts will not stop insolvencies, offshoring, and loss of jobs — or gas rationing. And so Germans are bracing themselves for a possible recession, with continuing inflation, a marked drop in consumer spending power and a darkening business climate.
The latest polls still show strong support for Ukraine, and for decoupling from Russian fossil fuels; but it is diminished, and shows a clear east-west divide. Eastern mayors and state legislators have warned of “massive social tensions.” The minister president of Saxony wants the war in Ukraine to be “frozen,” his Bavarian counterpart calls for “thinking of our own people.” The frictions between the three government coalition partners are beginning to show.
A bizarrely self-congratulatory Russian propaganda video that recently went viral said: “Winter is Coming [Time to Move to Russia].” But conceding to the Kremlin by pushing Ukraine towards an armistice and putting Nord Stream 2 into operation would be political suicide. Putin is waging war not just against Ukraine, but against the West. And Germany is the fulcrum where he must apply maximum force to break up Europe and the trans-Atlantic alliance.
Hard times lie ahead. So be it.

Rest In Peace, Alex! - Phroyd
Alex Trebek, who became known to generations of television viewers as the quintessential quizmaster, bringing an air of bookish politesse to the garish coliseum of game shows as the longtime host of “Jeopardy!,” died Nov. 8 at 80.
The official “Jeopardy!” Twitter account announced the death without further details.
Mr. Trebek had suffered a series of health reversals in recent years, including two heart attacks and brain surgery, and was diagnosed with pancreatic cancer in 2019. He continued to host new episodes of his show until production was suspended in March because of the coronavirus pandemic, and then filmed socially distanced episodes that began airing Sept. 14.
For more than three decades, Mr. Trebek was a daily presence in millions of households, earning near-rabid loyalty for the intellectual challenge of his show, in which questions were presented as answers and answers were delivered in the form of questions. By the time of his death, “Jeopardy!” was one of the most popular and longest-lasting programs of its kind in TV history.
Mr. Trebek, the self-made son of a hotel chef, had no sequined co-presenter to match Vanna White on host Pat Sajak’s “Wheel of Fortune.” His show neither attracted nor allowed histrionics, no galloping, shrieking contestants such as those summoned to “Come on down!” on “The Price Is Right” with Bob Barker. Even the “Jeopardy!” theme song, one of the most recognizable jingles on television, was restrained in its dainty dings.
There was no “hot seat” like the chair for contestants on “Who Wants to Be a Millionaire?” with Regis Philbin — a show that “Jeopardy!” purists disdained for its elementary subject matter and inflated prize money.
On “Jeopardy!” there were only questions and answers — or rather, answers and then questions — leavened by the briefest of banter before Mr. Trebek directed his three contestants back to business.
He became known, a reporter for the New Republic magazine once observed, for his “crisp enunciation, acrobatic inflections [and] hammy dignity” as he primly — and with precise pronunciation — relayed clues in categories such as “European Cuisine,” “U.S. Geography,” “Ballet and Opera,” “Potent Potables” and “Potpourri.”
“The folding type of this cooling device became accepted in China during the Ming dynasty,” Mr. Trebek might declaim, as competitors raced to buzz in with the reply, “What is a fan?”
“Jeopardy!” was the creation of singer and talk-show host Merv Griffin, whose TV empire also included “Wheel of Fortune” and “Dance Fever.” His wife, Julann Griffin, proposed the show’s conceit. If players provided questions instead of answers, she said, then “Jeopardy!” would be safe from the high-profile cheating scandals that plagued TV quiz shows in the 1950s.
The Griffin brainchild aired on NBC from 1964 to 1975, then returned as “The All New Jeopardy!” from 1978 to 1979, both times with the stately actor Art Fleming as host. Mr. Trebek took over when the show was revived in syndication in 1984, also serving during his first several seasons as producer.
Much like his program, Mr. Trebek indulged in few frills. He favored conservative suits. When he shaved his signature mustache in 2001 — “on a whim,” he said — his viewership erupted in titillation.
The most exuberant flourish about the show might have been the exclamation mark in the title. Mr. Trebek, for his part, emitted few if any exclamations as he led contestants through the first round of clues; then a second, higher-stakes round dubbed “Double Jeopardy!”; and then “Final Jeopardy!,” in which players could wager all or some of their earnings on a single stumper.
“My job,” he told the Associated Press in 2012, “is to provide the atmosphere and assistance to the contestants to get them to perform at their very best. And if I’m successful doing that, I will be perceived as a nice guy and the audience will think of me as being a bit of a star. But not if I try to steal the limelight! The stars of ‘Jeopardy!’ are the material and the contestants.”
(Perhaps the show’s greatest stars were Ken Jennings, who reigned over the grid for 74 shows in 2004, claiming $2.5 million in winnings, and Watson, the IBM computer that defeated Jennings and another champion, Brad Rutter, in 2011.)
Fans who attended tapings of the show received a rare insight into Mr. Trebek’s dry humor when he held forth with them during commercial breaks, cutting up about how he didn’t “like spending time with stupid people,” which resulted in his having “very few friends.” He often regaled the crowd with tales of his DIY home-improvement projects.
He said his breakfast consisted of a Snickers and Diet Pepsi, or a Milky Way and Diet Coke. And he was not always as staid as he might have seemed, once tearing his Achilles’ tendon when he chased a burglar from his hotel room in 2011.
But to most “Jeopardy!” viewers, Mr. Trebek was akin to a neighbor they saw every day without becoming intimately acquainted. In a tribute to Mr. Trebek after his cancer diagnosis was announced, Jennings affectionately described him as “a riddle wrapped in an enigma wrapped in a Perry Ellis suit.” One of the few clues to his past was his slight Canadian accent.
George Alexander Trebek was born in Sudbury, Ontario, on July 22, 1940. His father was a Ukrainian immigrant, and his mother was French Canadian. In a memoir published in July, “The Answer Is . . . Reflections on My Life,” Mr. Trebek described a childhood marked by poverty and illness, including a painful form of rheumatism that he developed after falling into a frozen lake at age 7.
Mr. Trebek said that he considered becoming a priest but did not enjoy his experimentation with a vow of silence. “I was a very good student, but leaned more toward show business than anything else because I had a way of entertaining the class,” he told the Toronto Star. “I wasn’t the class clown, but always prominent — even when I was quiet.”
He said he was nearly expelled from boarding school and then dropped out of a military college after three days because he did not wish to subject himself to a buzz cut.
Mr. Trebek began working at the Canadian Broadcasting Corp. while studying philosophy at the University of Ottawa, where he graduated in 1961. As a broadcaster for radio and television, he delivered coverage in English and French, reported on news, weather and sports, and hosted “Reach for the Top,” a popular teen quiz show.
In 1973, Mr. Trebek came to the United States as host of “The Wizard of Odds,” a short-lived game show created by fellow Canadian Alan Thicke.
“It was canceled on a Friday, and I was disappointed, of course,” Mr. Trebek once said on “The Dan Patrick Show,” a sports talk program. “It was replaced the following Monday by a show called ‘High Rollers,’ which I also hosted. . . . After two and a half years, it was canceled, and it was replaced by another show which I hosted. So I have the either great honor or dubious honor of having replaced myself on three different occasions.”
Mr. Trebek, who became a U.S. citizen in 1998, also hosted shows including “Double Dare,” “The $128,000 Question” and “Battlestars.” He subbed for Chuck Woolery, Sajak’s predecessor on “Wheel of Fortune,” bringing him to the attention of Griffin. For a period Mr. Trebek hosted “Classic Concentration” and “To Tell the Truth” while also presiding over “Jeopardy!,” where he reportedly commanded $10 million a year.
As “Jeopardy!” host, Mr. Trebek participated in national contestant searches and shepherded the first teen, senior and celebrity tournaments. He also contributed clues, drawing from his knowledge in such arcane fields as oil drilling and bullfighting. He personally reviewed all clues before taping a show and claimed that he could answer about 65 percent of them correctly. If he judged one too difficult, he asked writers not to use it.
“I’ll say, ‘Nobody’s going to get this,’ ” he told the New York Times in a 2020 interview. “And they usually take my suggestions, because I view myself as every man.”
By the time Mr. Trebek completed 30 years as host, “Jeopardy!” reached 25 million viewers a week. His Emmys included a lifetime achievement award, and, in 2013, he ranked No. 8 in a Reader’s Digest poll of the most trusted people in America. Jimmy Carter, the highest-ranking president on the list, arrived at No. 24.
A ubiquitous presence in pop culture, Mr. Trebek appeared in the “Got milk?” advertising campaign, in films including “White Men Can’t Jump” (1992) and on television shows including “The Simpsons” and “The X-Files.” In a memorable episode of “Cheers,” Mr. Trebek welcomed as a contestant the postal carrier Cliff Clavin (John Ratzenberger), the sitcom’s most undesirable bachelor, in a round of “Jeopardy!” with categories including “beer,” “mothers and sons” and “celibacy.”
Mr. Trebek was spoofed on “Second City Television,” the Canadian TV sketch show, and “Saturday Night Live,” with comedian Will Ferrell, as his impersonator, barely containing his contempt for dimwitted contestants on “Celebrity Jeopardy!”
“I’ll take ‘Swords’ for $400,” Sean Connery, portrayed by Darrell Hammond, intoned in a Scottish accent when the category of clues was in fact “ ‘S’ Words.”
Mr. Trebek’s first marriage, to Elaine Callei, ended in divorce. In 1990, he married Jean Currivan. A complete list of survivors was not immediately available.
Little changed about “Jeopardy!” as the years wore on for the show, for Mr. Trebek and for fans. Newfangled topics, such as twerking, were occasionally introduced. Over time, contestants revealed themselves to be more familiar with Dan Brown, author of “The Da Vinci Code,” than with the English poet Samuel Taylor Coleridge, the New Republic noted. And Mr. Trebek was called upon to learn to rap to read certain clues.
But mainly the show stayed “comfortable, like an old pair of shoes,” Mr. Trebek once said. In its constancy, it became all the more comforting for the legions of fans who turned to “Jeopardy!” for its promise of clear right and wrong answers in a world where the matter of what is true was increasingly subjected to partisan debate.
“There’s a certain comfort that comes from knowing a fact,” Mr. Trebek told the Times in July. “The sun is up in the sky. There’s nothing you can say that’s going to change that. You can’t say, ‘The sun’s not up there, there’s no sky.’ There is reality, and there’s nothing wrong with accepting reality. It’s when you try to distort reality, to maneuver it into accommodating your particular point of view, your particular bigotry, your particular whatever — that’s when you run into problems.”

Canada’s inflation fears and targeting Ukrainian civilians: In The News for Mar. 18
Some three-quarters of respondents told the firm they planned to cut spending on household items and eat from local restaurants less frequently.
About one in two were already using their vehicles less to save on gasoline as prices at the pumps get pushed ever higher and a further one in five respondents planned to do the same in the near future.
Almost one-third were looking at buying an electric vehicle.
Overall, four-fifths of respondents said inflation was having a serious impact on their households, and the financial squeeze may only worsen as inflation rates are expected to go even higher.
The poll of 1,515 Canadians was taken between March 11 and March 13, but cannot be assigned a margin of error because online panels are not considered truly random samples.
Statistics Canada reported this week that the annual inflation rate in February was 5.7 per cent, a year-over-year increase in the consumer price index not seen in 31 years.

CALGARY — WestJet Airlines Ltd. is preparing for an “immediate and dramatic” uptick in demand in the wake of the government of Canada’s decision to remove pre-entry COVID-19 testing requirements for vaccinated travellers.
Ottawa announced Thursday that as of April 1, travellers arriving in Canada by air, land or water from any country no longer have to provide a negative COVID-19 test result to gain entry, as long as they’ve had at least two doses of an accepted vaccine.
The move comes after months of lobbying by the Canadian travel industry, which had argued that the requirement to seek out and pay for a rapid antigen test before boarding a flight home was an unnecessary barrier to family and business travel.
“Our view is that the desire to travel has remained throughout COVID, but it hasn’t translated into booking demand because of the restrictions that have been imposed on the industry,” said WestJet chief commercial officer John Weatherill in an interview Thursday.
In February, the federal government announced that double-vaccinated air and land travellers no longer need to present a negative result from a molecular test, such as a PCR test, before departure for Canada.
The government also lifted a mandatory self-isolation requirement for unvaccinated children under 12 returning to the country, as well as a blanket travel advisory against trips abroad.
Weatherill said WestJet has seen a dramatic jump in bookings as a result of these changes, meaning that March break is shaping up to be the airline’s busiest period since before the pandemic began.

OTTAWA — Canada has designed a system with the potential to welcome millions of Ukrainians fleeing war to Canada, Immigration Minister Sean Fraser said Thursday, as the government opened applications.
The program, which marks a major departure from Canada’s typical refugee policy, allows an unlimited number of approved Ukrainians to find refuge from Russian aggression in Canada for three years while they decide their next steps.
The allowed stay was extended to three years from two before applications opened. The government has also offered eligibility to family members of Ukrainian nationals, regardless of their own nationality.
The program is based on Canada’s tourism stream, which can accommodate more than two million visitors per year.
“This is the kind of thing that will allow us to adjust in response to increasing demands,” Fraser said in an interview.
It’s hard to predict what the uptake will be, since many refugees have said they want to remain close to their country to wait out the outcome of the war. Fraser’s best guess so far is that there will be tens of thousands of applications.
So far 9,000 Ukrainians have arrived in Canada since January, after their applications were expedited.
The government says more details about settlement plans for those people fleeing to Canada will be released soon, but so far have set up a job board where employers can post jobs available to the temporary refugees.
The UN refugee agency, UNHCR, says three million people have fled Ukraine since Russia’s attack on the country began, and the vast majority are women, children and older adults.

WASHINGTON — U.S. President Joe Biden and China’s Xi Jinping are set to speak today as the White House warns Beijing that providing military or economic assistance for Russia’s invasion of Ukraine will trigger severe consequences from Washington and beyond.
Planning for the call has been in the works since Biden and Xi held a virtual summit in November, but differences between Washington and Beijing over Russian President Vladimir Putin’s prosecution of his three-week old war against Ukraine are expected to be at the center of the call.
White House press secretary Jen Psaki said Biden would question Xi about Beijing’s “rhetorical support” of Putin and an “absence of denunciation” of Russia’s brutal invasion of Ukraine.
“This is an opportunity to assess where President Xi stands,” Psaki said.
The U.S.-China relationship, long fraught, has only become more strained since the start of Biden’s presidency. Biden has repeatedly criticized China for military provocations against Taiwan, human rights abuses against ethnic minorities and efforts to squelch pro-democracy advocates in Hong Kong.
But the relationship may have reached a new low with the Russian invasion.
In the days after Putin deployed Russian forces in Ukraine, Xi’s government tried to distance itself from Russia’s offensive but avoided criticizing Moscow. At other moments, Beijing’s actions have been provocative and have included amplifying unverified Russian claims that Ukraine ran chemical and biological weapons labs with U.S. support.

KYIV, Ukraine — As Russian forces pressed their assault on Ukraine, world leaders called anew for an investigation of the Kremlin’s repeat attacks on civilian targets, including airstrikes on schools, hospitals and residential areas that led one official to lament that his city had never seen such “nightmarish, colossal losses.”
U.S. Secretary of State Antony Blinken said Thursday that American officials were evaluating potential war crimes and that if the intentional targeting of civilians by Russia is confirmed, there will be “massive consequences.”
In city after city, hospitals, schools and buildings where people sought safety from the bombardment have been attacked. Rescue workers searched for survivors in the ruins of a theater that served as a shelter when it was blown apart by a Russian airstrike in the besieged city of Mariupol. And in Merefa, near the northeast city of Kharkiv, at least 21 people were killed when Russian artillery destroyed a school and a community center, a local official said.
In the northern city of Chernihiv, dozens of bodies were brought to the morgue in just one day.
The United Nations political chief, Undersecretary-General Rosemary DiCarlo, also called for an investigation into civilian casualties, reminding the U.N. Security Council on Thursday that international humanitarian law bans direct attacks on civilians.
She said many of the daily attacks battering Ukrainian cities “are reportedly indiscriminate” and involve the use of “explosive weapons with a wide impact area.” DiCarlo said the devastation in Mariupol and Kharkiv ”raises grave fears about the fate of millions of residents of Kyiv and other cities facing intensifying attacks.”
In Mariupol, hundreds of civilians were reportedly taking shelter in a grand, columned theater in the city’s center when it was hit Wednesday by Russian forces. More than a day after the airstrike, there were no reports of deaths. With communications disrupted across the city and movement difficult because of shelling and other fighting, there were conflicting reports on whether anyone had emerged from the rubble.

TORONTO — Gordon Lightfoot kept his humbled composure on Thursday night as a room of devoted fans toasted the Canadian folk legend at the premiere of “Lightheaded,” an affectionate documentary about the community that’s grown from decades of his music.
Held in-person at the restored 1930’s-style Eglinton Grand venue in Toronto, the modest, invite-only event was centred around one thing: the 83-year-old guest of honour who showed up to receive the loving embrace alongside his bandmates.
“Tonight is very special to us,” Lightfoot said as he took a moment aside from the festivities.
“There are some really great fans in this group here,” he added. “I’m happy to meet them.”
And with that he stepped away to mingle with the group, posing for photographs with the filmmakers and their friends, and sticking around to watch the documentary for the first time.
“Lightheaded” is a love letter to Lightfoot and the meaningful impact his classic songs such as “Sundown,” “If You Could Read My Mind” and “The Wreck of the Edmund Fitzgerald” to name a few, have on listeners, especially the ones who refer to themselves as Lightheads.
The documentary traces a group of them, led by its producer and lifelong fan John Corcoran, as they traverse the globe in hope of taking another hit of Lightfoot’s live energy. Much of the footage was captured during his tour of the United Kingdom and British Isles in 2016.

NEW YORK — Pete Davidson has bowed out of a short ride to space on a Jeff Bezos rocket.
The “Saturday Night Live” star is no longer able to make the flight, which has been delayed for nearly a week, Bezos’ space travel company said Thursday night. No other details were provided.
The company announced earlier this week that Davidson would be one of six passengers on Blue Origin’s next flight. It had been scheduled for next Wednesday, but has now been shifted to March 29 for more testing, the company said.
Davidson would have been the third celebrity to climb aboard a Blue Origin automated capsule for the 10-minute flight from West Texas. Canadian born actor William Shatner and former NFL great and “Good Morning America” co-host Michael Strahan took a flight last year. Bezos was on his company’s first flight with passengers last July.
The company said it will announce Davidson’s replacement to join the five paying passengers in the coming days. Davidson was going as Bezos’ guest. The company has not disclosed the ticket price for paying customers.

Carbon tax takes effect Canada Day
As drivers rush to the pumps to try to get ahead of Saturday’s gas price hike, Atlantic Canadian premiers are urging Ottawa to rethink its clean fuel regulations and for people to write their Members of Parliament.
In addition to a 14 cent per litre price jump in gas prices in Nova Scotia Saturday due to the carbon tax, gas prices will increase nearly 4 cents on July 7 because of new clean fuel regulations.
The Council of Atlantic Premiers argue it will disproportionally increase costs for Atlantic Canadians.
“Clean Fuel Regulations, unlike the partial rebates the federal government intends to provide for the increased carbon tax will not be offset,” the premiers said in a joint statement.
The premiers have also been fighting against the carbon tax, arguing its implementation should be delayed because of inflation. That will not happen.
Steven Guilbeault, Canada’s minister of Environment and Climate Change notes provinces had a lot of time to prepare for this.
“We’ve been working on this since 2019. So it’s not like this is coming out of the blue,” said Guilbeault. “And unfortunately many of them waited at the very last minute to implement measures.”
Nova Scotia scrapped its cap-and-trade system after Ottawa deemed it wasn’t efficient enough as is, and a provincial spokesperson says Nova Scotia determined the province wasn’t large enough to support a cap-and-trade model like Quebec.
“If we followed that model all the money would have left the province,” said Michelle Stevens, a director with Communications Nova Scotia. “The best option for Nova Scotians was for the Federal government not to punish Nova Scotians with a carbon tax.”
With the carbon tax, consumers will receive quarterly rebates. The amount given depends on the province. In Nova Scotia for example, an individual will receive $124 while a family of four will get $248 four times a year.
Ottawa argues 8 out of 10 Canadians get more money back than they pay, but the Canadian Taxpayers Federation notes that Nova Scotians will be at a loss.
“The carbon tax will cost the average family in Nova Scotia $431 more this year than what they get back in rebates,” said Franco Terrazzano, federal director of the Canadian Taxpayers Federation. “That’s according to the parliamentary budget officer.”
Saint Mary’s University professor Kate Ervine, who works in the Department of Global Development Studies, says dealing with climate change is going to be incredibly expensive.
“But there are real questions around what are the best policy tools to actually achieve the ends of mitigation,” said Ervine.
She points out how political leaders and businesses who opt in-favour of a carbon pricing model push it as the most effective and efficient way to lower emissions, but research suggests otherwise.
"The studies are showing it’s actually very marginal gains you get from that policy and if we want policy that’s consistent with the policy of climate breakdown and where we’re headed we need a way more aggressive policy,” Ervine said. “We need to be much more pro-active.”
Ervine says what’s often missing from the polarized and politicized debate around carbon taxes is that Canada and the rest of the world are far behind on lowering emissions.
“If you’re going to price carbon, many would say in order to push it past that really marginal impact that is super politicized you should provide rebates to low-income households, to those who are disproportionately impacted but then you should actually use the rest of the revenue to actually fund more aggressively a low carbon transition,” Ervine said.

The plan is to make Venezuelans suffer enough so that, desperate, they will accept whatever government is presented. Troops and weapons aren’t required. That approached worked in Chile in 1973, but so far in Cuba it hasn’t – after almost 60 years. The process has advanced. Citing a report from Venezuela’s National Survey on Living Conditions, analysts Mark Weisbrot and Jeffrey Sachs noted recently that 40,000 more Venezuelans died in 2018 than in 2017. The death rate jumped by 31 percent. The purpose here is to establish that the U.S. government actually intends to make Venezuelans suffer. U.S. deeds and officials’ words are revealing. Those responsible need to be called to account. Interviewed on October 19, 2018, Secretary of State Mike Pompeo conceded that U.S. sanctions against Venezuela “sometimes have an adverse impact on the people of Venezuela.” But on March 11, 2019 he was celebrating: “The circle is tightening, the humanitarian crisis is increasing by the hour. I talked with our senior person on the ground there in Venezuela last night … You can see the increasing pain and suffering that the Venezuelan people are suffering from.” Answering a reporter’s question 3. USD/CAD Forecast April 15-19 – Will Canadian CPI, retail sales shake up CAD?
USD/CAD[1] reversed directions last week, posting losses of 0.50%. This week’s key events are manufacturing sales, consumer inflation and retail sales. Here is an outlook for the highlights of this week and an updated technical analysis for USD/CAD.
It was a very quiet week for Canadian events, with no major indicators. In the U.S., inflation numbers improved in March. CPI, the key gauge of consumer spending, climbed to 0.4%, its highest gain since January 2018. The producer price index also looked strong, climbing 0.6%, marking a 5-month high.

BoC Business Outlook Survey: Monday, 10:30. The Bank of Canada’s quarterly survey has proved to be very impactful in some past occasions. The Ottawa-based institutions have used this report to hint about changes in monetary policy. The BoC has been in dovish mode, and investors will be looking for any hints ahead of next’s week rate decision.
Manufacturing Sales: Tuesday, 8:30. The manufacturing sector has been hit hard by the U.S.-China trade war, and the indicator posted three straight declines before rebounding with a gain of 1.0% in January.
OPEC Meetings: All Day. OPEC members are holding a key meeting at a time when oil prices are on the rise, with civil unrest in Libya and Venezuela, and OPEC expected to make further cuts to supplies. If oil prices continue to climb, traders can expect the Canadian dollar to rise higher.
Inflation: Wednesday, 8:30. CPI jumped 0.7% in February, up sharply from the January reading of 0.1%. Core CPI, which excludes the most volatile items, also improved to 0.7% in February.
Trade Balance: Wednesday, 8:30. With the global trade war taking a bite out of the export sector, Canada’s trade deficit has widened in recent months. The trade deficit in January was C$4.2 billion, higher than the estimate of C$3.5 billion.
Retail Sales: Thursday, 8:30. Core Retail sales posted a weak gain of 0.1% in January, after two straight declines. Retail sales have not fared as well, recording three successive declines. Will we see an improvement in February?
USD/CAD Technical Analysis
Technical lines from top to bottom:
We start at 1.3757, which has held since May 2017.
1.3660 was the high point for USD/CAD in December.
1.3547 capped USD/CAD in June 2017. Next, 1.3445 was the peak in early December.
1.3385 is next.
1.3350 (mentioned last week[2]) remained relevant throughout the week.
Lower, 1.3265 was the high point in mid-November. 1.3225 has held in support since early March.
1.3175 was a swing low in late November.
1.3125 was a low point earlier that month.
1.3048 has provided support since early November.
1.2970 is just below the round level of 1.3000. This line was a trough in late October.
1.2915 has held in support since mid-October. It is the final line for now.

The Canadian economy has not been particularly strong, but higher oil prices have supported the Canadian dollar. Both the Bank of Canada and the Federal Reserve are in dovish mode and are yet to raise interest rates in 2019.

Long-term care homes are being offered masks and gloves, but only if they can pay big
TORONTO — At long-term care homes across Canada, personal protective equipment (PPE) is in short supply.
In a video provided by one home in Western Canada, which asked to remain anonymous, the shelves are empty where the essential tools to protect nursing home staff and residents — gloves and masks — should be stored.
Yet, long-term care homes in need have been getting emails offering those very supplies. The catch? Often, they are being offered at a major markup.
Emails that were provided to CTV News show suppliers offering high-grade masks that were once a buck a piece are now available for almost $8 each — a 700-per-cent increase.
Surgical masks that cost 12 cents each in December are now nearly $6 a piece. That’s almost a 5,000-per-cent jump.
The situation has some afraid that they will not be able to afford the protection they desperately need.
Jodi Hall, the chair of the Canadian Association for Long Term Care said she feels that it “really puts our residents’ lives at risk if we can’t access and provide the equipment that’s needed for us.” Upping the prices, she said, is “not acceptable.”
But the story is more complex than it first appears, according to a Canadian company that serves as the middleman to offer critically needed N95 masks to long-term care facilities and hospitals.
Alpine Rescue and Medical Supply officials say they have access to a shipment coming early this week of surgical and N95 masks. The company sent emails to hospitals and long-term care groups with the urgently needed N95 masks listed at $17.52 a piece, plus shipping and handling. That’s over 900 per cent above the normal selling price of about $1.70.
Company officials say the high price isn’t set by them, but by their international supplier. They say they are only adding a 5 per cent markup from that price to cover their costs.
Their owner, Jeff Burko, told CTV News over the phone that they are selling this personal protective equipment “as a community service.
“Every single person that we’ve offered this to, or have contacted us, have been made aware that this is on a cost-recovery basis and we acknowledge the fact that the cost is exorbitant,” Burko said.
“However, we don’t have any control over that whatsoever.”
Burko said in a follow up email to CTV News that his company’s supplier is in the U.S., and that they have told him that high prices are due to “grossly inflated manufacturing costs” and “air transport fees,” adding that the company might be selling these products at a loss if the shipment is subject to higher tariffs than they’ve planned for.
So just where are these masks and gloves coming from?
Some suppliers say they are being shipped from “Asia.” Others are more direct. An email from another possible supplier named “Simon” writes: “these are masks manufactured in China by reputable manufacturers with FDA certification.” But it’s not clear if these claims are true or not.
Still, the higher prices leave those caring for vulnerable seniors in a desperate position.
“We absolutely have very little choice to purchase the equipment that we need at whatever price point,” Hall said. “And it does feel like these companies are profiting at our expense and at our residents’ expense.”
Meanwhile, Ottawa is awaiting their own shipment of PPE Monday.
Although the government has not disclosed specifics on potential markups from suppliers, Federal Minister of Health Patty Hadju has indicated that they are prepared for that possibility.
“This is the wild west of procurement,” said Hadju. “And what we’re trying to do as a country is obviously keep an eye on the cost, but also knowing that we are going to have to pay inflated prices in a market where there is a high demand for these products.”
The Canadian Association for Long Term Care say they wrote a letter to federal officials weeks ago — warning of all this — but that they never heard back.

Managers can increase leases by 2.2 per cent this year. It's the largest increase in county rental guidelines in more than six years.
"A lot of seniors are on fixed incomes and really find it hard when they have to face rent increases every year," said Rick Baker, president of Canadian Association of Retired People Ottawa.
"What is happening is it's pushing more people out in the streets."
Norma-Jean Quibell, a spokesperson with the Ottawa chapter of the Association of Community Organizations for Reform Now, or ACORN, is calling for a freeze on rents until minimum wages go up.
Ontario froze the minimum wage at 14 dollars per hour two years ago, the same year it jumped up from $11.60 an hour.
"One of the biggest problems that is going on in Canada and in the western world in general is inflation with things like rents, food, gas, transportation in general but minimum wages and incomes aren't going up to match that," Quibell said.
"ACORN would like to see a rent freeze for that reason because if you're not going to raise people's income, why are you raising their rent?"
Dakota Brasier, a spokesperson for Ontario's Housing Minister Steve Clark, said the Progressive Conservatives are not responsible for setting rents. Rent guidelines are calculated based on the Ontario Customer Price Index.
"Our government remains loyal to securing the continued protection of people, including from unlawful kicking and keeping buildings well maintained," wrote Brasier in an email to CBC.
"It is important to note that managers are not needed to raise rents every 12 months, and if they choose to increase rent it can be lower than the guideline."
Rents in Ottawa have been steadily rising over the last few years and at a much higher rate than the region's rent control guideline.
Data from the private rental website, Rentals.ca in partnership with Bullpen Consulting, found rents of condos and apartments rose about nine per cent over the course of 2019.
"It's been a tough year for anyone looking for a rental in Ottawa last year," said Matt Danison, the CEO of Rentals.ca, an online rental advertisement company based in Ottawa and Toronto.
Many managers are redoing older housing stock and increasing rents on properties that were once lower-priced, he said. They're having no trouble filling them because of high demand.
According to the last rental market report by the Canada Mortgage and Housing Corporation released in 2018, the overall emptiness rate in the city is 1.6 per cent. Usually a healthy target rate is three per cent.
"Ottawa is one of the fastest growing real estate markets in Canada right now," Danison said.
Quibell herself wonders whether she could afford to find a home in Ottawa if she and her family of five had to move.
The 35-year-old Quibell now pays about $1,500 a month for a four-bedroom garden home in Accora Village, a rental complex in Britannia. The house comes with a dishwasher, laundry, central air and a parking spot.
Her family makes ends meet with two minimum wage incomes and 45 per cent of their earnings going to pay rent, she said.
Looking on Kijiji one day in late December, many of the housing options were too far from downtown to be able for her family and most costed more than $2,000 a month.
"A largish family could not afford these rents if they're poor," she said looking at the online ads.
"That's the kind of situation that we are now in."

Canada’s Trudeau Retains Power in Election but Will Have Minority Government
Canadian Prime Minister Justin Trudeau’s Liberals held onto power after a closely fought election on Monday but were reduced to a minority government that will need the support in Parliament of a smaller left-leaning party.
The vote showed a deeply divided country with the defeated Conservatives winning the popular vote, while a resurgent separatist Bloc Quebecois made big strides in the mainly French-speaking province of Quebec.
The Liberals had won or were leading in 156 out of 338 seats in Monday’s vote, according to Elections Canada. That put the Liberals far short of the 170 seats needed for a second straight majority government.
“You did it, my friends. Congratulations,” Trudeau told supporters in Montreal early on Tuesday, speaking as his main opponents were giving concession speeches.
Trudeau, who took power in 2015 as a charismatic figure promising “sunny ways,” saw his popularity drop over old photos of him in blackface and his handling of a corporate corruption case. He will now have to rely on the New Democratic Party (NDP) to push through key legislation.
Although the NDP had a disappointing night, with the 24 seats it had won or was leading in down sharply from the 2015 election when it won 44, the party could exercise significant influence over Trudeau’s next government.
“I think a Liberal government supported by the NDP is likely going to lean farther left,” said John Manley, a former Liberal finance minister who now works in the private sector.
“It raises a series of issues about what are the demands that an NDP party would make. What’s the price of governing going to be? I think businesses are going to be reluctant to make any moves until they get some satisfaction around that.”
NDP leader Jagmeet Singh said he had spoken with Trudeau and
told him his party would be “working hard to deliver on making sure we deliver the priorities that Canadians have.”
Minority governments in Canada rarely last more than 2-1/2 years.
Ahead of the vote, opinion polls showed a tight race between Trudeau and his main rival, Conservative leader Andrew Scheer.
“Tonight we have put him on notice,” Scheer said in Regina, Saskatchewan, of Trudeau. “His leadership is damaged and his government will end soon and when that time comes, we will be ready and we will win.
“We are the government in waiting,” added Scheer, 40, whose party won 122 seats.
Trudeau, 47, who has championed diversity as prime minister, was endorsed by former U.S. President Barack Obama in the final stretch of the campaign and is viewed as one of the last remaining progressive leaders among the world’s major democracies.
But the son of the late Liberal Prime Minister Pierre Trudeau also had to overcome a sense of fatigue with his government.
U.S. President Donald Trump, whose relationship with Trudeau has been testy at times, congratulated him “on a wonderful and hard fought victory” via Twitter.
The Bloc Quebecois saw its support jump in Quebec, the only place where the separatist party contests elections. It was elected or ahead in 32 seats, more than three times what the party won in 2015.
“Dear Quebecers, I heard your message tonight,” said Trudeau, who also addressed voters in two western provinces where Liberals were shut out of seats.
“To Canadians in Alberta and Saskatchewan, know that you are an essential part of our great country. I’ve heard your frustration and I want to be there to support you. Let us all work hard to bring our country together,” he said.
The Greens, who have assailed Trudeau for not doing enough to combat climate change, also made gains on Monday.
The Canadian dollar was little changed after the Liberal win, holding at near three-month highs.
“Markets don’t like uncertainty so it will all depend on what coalition they can come up with and how sustainable that will become,” said Greg Taylor, portfolio manager at Purpose Investments in Toronto.
“The bigger problem is it seems that Canadians have never been more divided and the next government really needs to work to correct that. Alberta is at risk of a broader separatist movement and that would be a major negative for Canada.”
WESTERN ANGER
Two Liberal Cabinet ministers lost their seats in western Canada, including veteran Ralph Goodale, the public safety minister. Anger at Trudeau has mounted in the oil-producing region over federal environmental policies that the energy industry says will harm output.
The oil industry’s top lobbying group has blamed Trudeau’s policies for throttling investment in the sector, and some global energy companies have shed assets in the oil sands region of Alberta, the country’s main oil-producing province.
Canada’s economy, however, has been on a general upswing in 2019. The Canadian dollar has been the best-performing G10 currency this year, rising more than 4% against its U.S. counterpart, as the economy added jobs at a robust pace and inflation stayed closed to the Bank of Canada’s 2% target.
The six-week official campaign period was a rough and meandering ride with dirty tactics on both sides in the G7 country.
The liberal image of Trudeau, whose father opened the country to mass immigration, took a severe blow when pictures emerged early in the campaign of him wearing blackface in the early 1990s and in 2001.
Trudeau had already been wrestling with the fallout from accusations he pressured his justice minister to help shield engineering firm SNC-Lavalin Group Inc from corruption charges. In August, a top watchdog said Trudeau breached ethics rules.
Scheer also proved to be a determined opponent, although his hopes for a major breakthrough were dashed.
He had promised to balance the federal budget and eliminate a “carbon tax” on fossil fuels.
“The Tories made a fundamental mistake by being opposed to the carbon tax,” said Hugh Segal, who was chief of staff to former Conservative Prime Minister Brian Mulroney.
“I’ve often heard it said the worst mistake a party can make is to get sucked into its own low expectations of the population,” he said.
