I think the main reason that jotaro doesn't look like mc in his part is because he is too mysterious to be a mc.

The main character of a story is supposed to be the most familiar character the readers know in the story. No matter the background story of mc, what mc is thinking and what mc has gone through in the story is usually what the reader must know. Because we need to learn the story through mc and we need to cheer for the mc.

But jotaro is totally the opposite. He is a character full of mystery. For most of the time we don't know how is he feeling, what is he doing. For example, we never know that he read and burned dio's notebook in part 3 until part 6 (i know the reason is araki hadn't planned part 6 yet when he was writing part 3, but still). In most of the story we don't know what is he thinking (eg. The death 13 fight where many readers thought he know something is wrong but he actually really dk). We don't even know what he normally do outside of fighting stand users (i am sure no one would have thought that he would perform a cigarette trick and play orange eating competition before watching oingo episode). Even after finishing part 3, we still didn't really know a lot about him.

I think it is quite interesting, because it totally fit the setting of jotaro express too less that he is always misunderstood by others. He is not only misunderstood by other characters, but also many readers. Many readers think he is a jerk because he express his true feelings too less. Many readers think that jotaro is just a cool edgy guy, not knowing the fact that he would play with polnareff in free time. Many readers thinks he just hate jolyne and abandon her on purpose (just like jolyne at first), until jolyne later stated that jotaro left them to protect them.
