The Congress party has stooped to a new low in the methods it is using to contest the elections. As per the latest samachar in Hindi, Reetam Singh, a Congress worker from Guwahati, Assam, was arrested a few days back on charges of making and sharing a deep-fake video of Union Home Minister Amit Shah. The fake video shows Shah as announcing in Telengana that when the BJP comes to power in Telengana, it will abolish reservations for SC, ST and OBC.

In the original video Shah had said that if the BJP comes to power in Telengana, it will remove the 4% reservation for Muslims given by TRS and continued by Congress in the state as it is unconstitutional.

According to the latest headlines Hindi news live, the video has been shared widely by congress workers in different states such as Telengana, Jharkhand, Gujarat and Maharashtra among others.

In Telengana the fake video was shared by none other than the Chief Minister Revanth Reddy himself! In this regard he has been summoned by the Delhi Police to appear before them and answer questions regarding the sharing of the fake video by him.

The latest samachar in Hindi reports that in Jharkhand, Twitter has withheld the account of the state's Congress unit in response to a legal demand.

In addition to that, the president of Jharkhand Congress, Rajesh Thakur was summoned by the Delhi Police on 02 May 2024 to appear at their office in connection with the circulation of the fake video on the union home minister.

On 30 April 2024, police in Gujarat arrested Satish Vansola, who is the personal assistant of Congress MLA, Jignesh Mevani in Banaskantha as well as an Aam Admi Party worker, Rakesh Baria from Limkheda in Dhaod district for sharing the fake video on Shah.

The question that arises now is whether the Congress leadership was aware of such a video being made by a junior level party worker in Assam or were they not aware of it?

Don’t they know that the BJP is leading a digital revolution in the country and would tackle such a deep fake video immediately after it is published? If the Congress did not know even that much then it is easy to see that this party is headed for more disasters and marginalization.

India Today Investigation: Jamtara emerges as the biggest den of digital crime

Do you get calls inquiring about the passwords of your bank accounts, insurance, credit cards and so forth?

If you do, there's a great chance they may be originating from the jungles of Jamtara, a sleepy district in Jharkhand, where the perpetrators of the country's massive hacking scams live, operate and lead a lavish life.

India Today's special investigation team has busted what primarily is the underground arsenal of the nation's online robbers.

Operating out of Jamtara, some 225 km of the state capital of Ranchi, these impostors have been found using a variety of traps to access usernames, passwords and OTPs from their targets. And once their victims share their secret codes with these complete strangers, poof - it's gone. Their bank accounts empty out in the blink of an eye.

Spread over 1,800 sq km, Jamtara is home to around eight lakh people, most of them rural.

But traffic on the cellphone towers and the lifestyle of many of the district's residents belie its thin population and official statistics on poverty.

"If you see their homes, you will find LED TVs, sofas, beds and most modern equipments," said Surendra Prasad, an inspector at Jamtara's Narayanpur police station.

WHAT THE INVESTIGATION REVEALED

An independent investigation by India Today revealed how a number of Jamtara's young men were building their exploits from digital theft.

The probe found that this Jharkhand district has in fact turned into the country's hub of phishing calls - a widespread criminal practice of stealing private and financial information from the vulnerable in order to swindle them out of their money, digitally.

Top sources in the Intelligence Bureau and the NIA are also alarmed. Most of cyber crimes, they say, are now being traced to Jamtara.

MODUS OPERANDI

India Today's undercover reporters dredged up an entire racket of call scammers working from the forests of this district. This breed of young frauds would use various tricks to dupe their victims across the country, the investigation revealed.

"You use an ATM card. Did you get a message two days ago that it had been blocked?" said Asghar, giving a dry run of how his band of crooks would strike a conversation with their potential targets on the phone.

"You didn't have its renewal verified as per the order of the Modi government," he continued, sitting on his motorbike underneath a cluster of bamboo trees.

Their modus centres around manipulating the psychology of fear.

They would intimidate their victims about a possible loss or even arrest so much so that many of them would irrationally share their tightly-guarded financial and computer codes, Asghar explained.

Every day, scammers like Asghar make innumerable calls from the forests of Jamtara, impersonating as representatives of reputed companies to insidiously seek out information they require for their digital robbery.

Asghar told India Today's special team that they, at times, would make off with as high Rs 1 lakh in a matter of hours.

Jamtara's ring of phishing callers is extraordinarily trained, India Today's probe found.

They would use basic techniques to obtain even 3D-secure PINs from their targets after preying skilfully on their fears.

Cyber crimes have risen alarmingly in the country - more than 20 per cent in a year alone.

According to the latest NCRB data, India recorded 11,592 cases in 2015 over 9,622 the year before.

A majority of them - almost 66 per cent - involved in online cheating in 2015.

Jamtara has become a hunting ground for cyber police from all over India, investigating online crimes because many cases of digital fraud are traced to this back-of-beyond district.

"You need to generate a new password," Ashgar said, giving a training session to India Today's undercover team on accessing passcodes in cold calls.

"For that, you are being given a secret number, 1025, to add up to your old password. Let us know what you get after adding and we will deactivate your old password with that code," he continued.

If their victim shared the result, Asghar and his accomplices would quickly subtract 1025 from it to access the original password. And that's how they strike their target's account.

Probed how they maintained a data-base of their victims, Asghar revealed his gang would ring up as many people as possible in different states randomly.

"Every region has its own separate phone codes and series - Maharashtra, Tamil Nadu, Jharkhand, etc. Just use those codes and series for each state and keep adding the numbers chronologically, say from 40 to 100. It (calls) will be executed randomly," he said.

DEMONETISATION EFFECT

When ordinary citizens queued up outside banks and ATMs for their ration of cash, post demonetisation, phishing scammers were making a killing from their online loot, India Today's special investigation discovered.

As more and more people fell into their calling traps, driven largely by fears of non-compliance to government rules, the e-wallets and bank cards of these digital swindlers puffed up with the booty.

"We got a lot of money these days. We had from Rs 1 lakh to Rs 2 lakh dropping in two cards alone," admitted Asghar. "We bought a (Honda) CR-V in one day by swiping two of our cards." They, said Asghar, would also rent out their cards to potential customers for hefty commissions.

He also offered one to India Today's undercover reporter. "The percentage is between 70 and 75. Get this card swiped at a store known to you, where they don't demand Aadhar. There you can buy as much as you want," he said.

By the their own admission, local police say nearly 80 per cent of all cyber crimes in the country have their roots in Jamtara.

As India Today reporters drove deeper into the district, they found that the entire system here had been subverted to enable parallel economy feed voraciously on the bank savings of tax payers. The unqualified digital loot in Jamtara was found to be also encouraging unscrupulous elements in neighbouring districts to extract their pound of flesh.

Intriguingly, police in Jamtara appeared to be well aware of the scammers' tactics.

"What they do is basically tell you that they are bank managers and that your ATM card was being locked. If you do not want your card locked, then they seek your 16-digit number and CVV number and they will transfer it online to an e-wallet," said inspector Prasad from the Narayanpur police station.

"They will carry out purchases, transfer money and to ensure they get their goods delivered here, these criminals got someone to sit in Delhi where all the goods would be delivered. Once there, someone from here would go and pick it all up and get it here," he added.

Around 100 suspected digital frauds have been arrested from Prasad's jurisdiction alone.

He told India Today's undercover reporters that the scammers acquired multi-language skills by visiting various states, such as Maharashtra, Tamil Nadu and Andhra Pradesh.

Delhi hospital refutes charge alleged by patient on being 'kept next to bodies'

A video has surfaced on social media in which a coronavirus patient has alleged that he was kept on a bed "next to dead bodies" at a hospital in Delhi, a charge refuted by authorities at the facility.

The video circulating on WhatsApp and other networking platforms show a man, wearing a mask, who apparently shot the video inside the ward of LNJP Hospital where he is admitted.

In the video, he alleges that he was kept on a bed in a ward that had "dead bodies next to his bed" and that he was not getting good on time.

LNJP authorities refuted the allegations, saying, this patient "required psychotherapy and counselling that was arranged for him. He is currently being attended to by specialists in the field". There was no problem of food or water in that particular ward or any other ward of the hospital, a senior official of the hospital said.

Nearly 70 dead in 'horrific' outbreak at veterans' home

Nearly 70 residents sickened with the coronavirus have died at a Massachusetts home for aging veterans, as state and federal officials try to figure out what went wrong in the deadliest outbreak at a long-term care facility in the US.

While the death toll at the state-run Holyoke Soldiers' Home continues to climb, federal officials are investigating whether residents were denied proper medical care and the state's top prosecutor is deciding whether to bring legal action.

"It's horrific," said Edward Lapointe, whose father-in-law lives at the home and had a mild case of the virus. "These guys never had a chance."

Sixty-eight veteran residents who tested positive for the virus have died, officials said Tuesday, and it's not known whether another person who died had COVID-19. Another 82 residents and 81 employees have tested positive.

COVID-19 cases in US cross 1 million with nearly 59,000 fatalities

The number of people infected by the coronavirus in the United States crossed one million and the fatalities jumped to nearly 59,000, but several states initiated the process to reopen their economies amidst signs of decline in both new cases and deaths.

"We continue to pray for the victims as well as for those Americans who are grieving their lost ones and their loved ones. There's never been anything like this. We suffer from one heart but we will prevail. We are coming back, and we're coming back strong," US President Donald Trump said at the White House during his remarks on the Paycheck Protection Program.

The US on Tuesday became the first country in the world to have more than one million cases of coronavirus. It accounts for nearly one-third of the 3.1 million cases globally. With nearly 59,000 deaths, the US also accounts for one-fourth of the over 213,000 global fatalities.

British Airways is set to slash up to 12,000 jobs as part of a restructuring plan as the carrier grapples with the fallout of the novel coronavirus pandemic, its parent company IAG said Tuesday.

Rajasthan HC extends deadline for conducting elections to three municipal corporations

The Rajasthan High Court on Tuesday extended the deadline for conducting elections to Jaipur, Kota and Jodhpur municipal corporations till 31 August. A plea was moved before the court by the state election commission seeking an extension of the deadline for elections to the three corporations.

The commission argued that it was not possible to hold the polls amid the ongoing lockdown imposed to combat the coronavirus threat.

The bench of Chief Justice Inderjeet Mahanty and Justice S K Sharma, which heard the plea, extended the deadline for conducting the elections to three corporations till 31 August.

On 18 March, the court had told the commission to conduct the elections to the corporations within six weeks.

CRPF jawans posted at Ranchi's Hindpiri to enforce lockdown

CRPF jawans are being posted in three shifts at Ranchi's Covid-19 hotspot Hindpiri locality to ensure that people strictly follow lockdown rules, an official said on Tuesday. Residents of Hindpiri are not allowed to enter or leave the area, Ranchi Deputy Commissioner Rai Mahimapat Ray said.

The administration would provide ambulance in case of any emergency medical requirement, he said.

Ray held a meeting with the CRPF and district officials on Tuesday, a day after the Jharkhand government decided to deploy personnel from the central para-military force amid rising coronavirus cases, mostly in that locality.

Ranchi Senior Superintendent of Police Anish Gupta said action would be taken if any person flouts the lockdown guidelines.

Coronavirus in Delhi Latest Update

Delhi's reports 3,314 cases with 201 recoveries that is highest in a day

The total number of COVID-19 cases in Delhi rose to 3,314 on Tuesday, even as 201 coronavirus patients recovered from the disease, the highest so far in a day with no fatalities, authorities said. No death was reported for the third consecutive day in the National Capital.

Among the 3,314 cases includes a Delhi Police constable attached to the crime branch. The constable had visited the Tablighi Jamaat religious congregation in Nizamuddin, which had last month become the epicentre of the COVID-19 spread.

Fifteen members of the crime branch team, who came in touch with the constable, have been advised home quarantine. So far, 1,078 COVID-19 patients have recovered and there are 2,182 active cases in Delhi. The number of containment zones in the city reached 100.

Bank employee tests positive in Ghaziabad

An employee of a nationalised bank and a doctor have tested positive for coronavirus, an official said here on Tuesday. Chief Medical Officer Dr NK Gupta said both have been shifted to a Sahibabad hospital.

The bank employee himself gave his blood sample for testing as he was feeling unwell. The bank has been sanitised as closed. Its 15 employees have been quarantined. Their family members will also be quarantined.

The official said so far 60 people have tested positive for the virus, of which 31 have recovered. At present, 29 are under treatment, he said.

The total number of confirmed coronavirus cases in India inched towards 30,000, with 1,594 new infections reported on Tuesday. The total deaths due to COVID-19 rose to 937 on Tuesday, with 50 new patients succumbing to the virus in 24 hours. Additionally, more than 7,000 have recovered.

Addressing the daily press conference, Health Ministry joint secretary Lav Aggarwal also cautioned that there could be "life-threatening complications" if guidelines were not followed in administering the plasma therapy, in which blood plasma is transfused from a recovered COVID-19 patient to a critically-ill person.

The therapy, which is currently in trial stage, works on a principle that immunity can be transferred from a healthy person to a sick patient using antibodies in convalescent plasma.

Aggarwal said the Indian Council of Medical Research (ICMR) has launched a national-level study to check efficacy of the plasma therapy, but till this study is completed and a robust scientific proof is available, this therapy should be used only for research or trial purpose.

Recovery rate on the rise, says health ministry

While according to the Ministry of Health and Family Welfare website, COVID-19 cases had risen to 29,974, latest figures announced by various states and union territories indicated that the figure had climbed to 30,255 cases, PTI reported. The PTI tally also reported that the toll stood at 947 while the MOHFW has reported 937 deaths.

The health ministry figures suggest that an average of about one in 25 have tested positive so far. Among those having tested positive, one in 30 has died on an average, while the ratio of those having recovered is approximately one in four.

Aggarwal added that the recovery rate of COVID-19 patients has as such improved to 23.3 percent of total cases. The number of active COVID-19 cases stands at 22,010, while 7,026 people have recovered, and one patient has migrated, the ministry said.

Harsh Vardhan says India to be able to produce RT-PCR kits from May

Health Minister Harsh Vardhan, while addressing the media on Tuesday said, "No fresh case has been reported in 80 districts for last seven days. In 47 districts, no case has been reported in the last 14 days, while 39 districts have not reported a case for the last 21 days. 17 districts have not reported a case for the last 28 days."

He also said, "For the last 14 days, our doubling rate is 8.7, while for the last 7 days, it is 10.2 days. In the last 3 days, it is 10.9 days roughly."

The minister added that India will be able to produce RT-PCR and antibody test kits by May. "All processes are in advanced stage and production will start after getting approval from ICMR. It will help us in meeting our target of 1 lakh tests per day by 31 May," he added.

In Delhi, 4.11 percent of health workers, including 13 paramedics, 26 nurses, 24 field workers, 33 doctors, are affected by COVID-19, Vardhan added.

"This is worrying and there are currently about 100 hotspots in Delhi. This number should go down," he was quoted as saying by ANI.

"According to experts, we need to increase the periphery of sealed areas in Delhi to fight COVID-19 better," he added while reviewing meeting on the coronavirus situation in Delhi.

Maharashtra cases cross 8,500; Gujarat, Delhi top 3,000 infections

Maharashtra has reported the maximum cases at over 8,500 and at least 369 deaths. Meanwhile, Gujarat has over 3,700 cases, while Delhi also has more than 3,100 confirmed cases.

On Tuesday, Mumbai Police asked personnel who are above 55 years of age and having some pre-existing ailment to go on leave, in a bid to protect them from the coronavirus infection. The move comes after COVID-19 claimed lives of three Mumbai Police personnel in the last three days.

During an analysis, it came to light that the three deceased and the other police personnel currently undergoing treatment for coronavirus disease were above the age of 50, a senior Mumbai Police official said on Tuesday.

"In view of this, we have decided to protect our policemen and officers - who are above 55 years of age and having some pre-existing ailment — and asked them to take leave," he said.

"Because of their age, these police personnel are at a higher risk. Therefore, we are allowing them to take leave during these days," the official said.

Meanwhile, Rajasthan, Madhya Pradesh, Tamil Nadu and Uttar Pradesh each have reported more than 2,000 cases.

A 55-year-old Central Reserve Police Force (CRPF) personnel succumbed to the coronavirus infection on Tuesday in Delhi's Safdarjung hospital. This is the first COVID-19 death reported in paramilitary forces that function under the MHA.

In Delhi, Lieutenant Governor Anil Baijal directed all district magistrates to implement a "micro-containment zone strategy" in their respective areas to arrest the spread of COVID-19, an official said. Under this plan, small clusters reporting cases of the dreaded virus will be identified and declared containment zones instead of big ones.

At present, the authorities block the entry and exit points of an area where COVID-19 cases emerge and people are not allowed to step out of their houses. Essential items are delivered at the doorstep.

The National Capital also saw the NITI Aayog building getting sealed for 48 hours, after a director-level officer tested positive.

In Tamil Nadu, Chief Minister K Palaniswami said COVID-19 cases are on the rise in the state as people have a casual attitude to norms like social distancing and do not understand the gravity of the contagion.

The state reported 121 more people testing positive on Tuesday, taking the state's tally to 2,058, while a 68-year old man died of coronavirus in Chennai. The new positive cases included two police personnel and a flower vendor in Chennai.

In Assam, where fewer new cases have emerged in the last few days, two people tested positive, taking the total infections to 37. Some of the northeastern states have not reported a single case for quite some time.

In Uttar Pradesh, Chief Minister Yogi Adityanath asked officials to increase testing capacity while also seeking preparation of work plans to restart industrial units after the end of the lockdown on 3 May, and for giving employment to migrant labourers.

He also said emphasis should be on social distancing and continued patrolling by the police.

In Surat, Gujarat, hundreds of migrant workers came out on roads and vandalised the office of an under-construction building and some vehicles while demanding that they be sent back to their native places.

MHA, MoHFW issue guidelines for home isolation

The MHA and health ministry issued guidelines regarding health facilities in the country, and the treatment of non-coronavirus-infected patients requiring facilities like dialysis, etc.

The MHA asked all states and Union Territories to ensure that health facilities, especially in the private sector, remain functional and those needing critical healthcare such as dialysis, blood transfusion and chemotherapy are not denied such services amid the ongoing lockdown.

This followed reports that many hospitals in the private sector were hesitating in providing critical services to their regular patients either on account of fear of contracting COVID-19 or because they are keeping their hospitals or clinics closed.

The Health and Family Welfare Ministry has issued guidelines for home isolation of people who either have very mild COVID-19 symptoms or are in the pre-symptomatic phase. Such patients with requisite self-isolation facility at their residence will now have the option for home isolation.

Clarity on COVID-19 lockdown likely in coming days

In the coming days, some clarity is expected to emerge about the ongoing lockdown in India. A nationwide lockdown has been imposed till 3 May by the Centre to check the spread of the coronavirus, which has claimed more than two lakh lives worldwide and infected over 30 lakh since it first emerged in China last December.

Several countries have implemented lockdown and other containment measures, though some of them including New Zealand, France and Switzerland have begun relaxing those curbs.

The question of when to reopen schools loomed large as European countries and US states drew up plans to restart their battered economies.

Despite alarm among some teachers, parents and mayors, France detailed plans on Tuesday to start opening schools on 11 May, with limits on class size and rules requiring face masks.

Hard-hit Italy intends to keep schools closed until September. And in the US, where President Donald Trump said states should seriously consider resuming classes before the end of the academic year, dozens have said it would be unsafe for students to return until the summer or the fall.

Elsewhere around the world, the virus appeared all but vanquished in New Zealand. Australia opened the beach in Sydney.

Brazil, however, was emerging as a new hot spot for infections. And new doubts were raised over whether Japan will be able to host the already postponed Summer Olympics next year without the development of a vaccine.

In the years since, documentary filmmaker duo Shirley Abraham and Amit Madheshiya have trained their focus on the fault lines of contemporary India. Their short documentary, Searching for Saraswati, released via The New York Times last year, explored how ancient myths are being used to push the idea of hypernationalism. Their latest project, titled The Hour of Lynching (18 minutes long), looks at how “viral videos” are being used to perpetuate hate towards minorities. It is the first documentary from India to receive a Pulitzer grant, and will be released in the US and in the UK (through The Guardian) later this month. In this interview, they talk about the power of imagery, the idea of justice and the ecosystem of lynchings. Excerpts:

Why do you think there is an international interest in the lynchings in India?

Shirley Abraham (SA): I’d say it’s the continuity of history. The American South has had a traumatic history, where 4,400 such documented incidents took place between 1877 and 1950.

Amit Madheshiya (AM): This sort of primordial violence happening in contemporary India is the first degree of shock for anyone. Around 49 people have been lynched to death since 2014, yet it’s not an election issue. Today, the US has a museum of lynchings where they memorialise those incidents, acknowledging that they, as a people, came to a point where they thought it was okay to carry out such gruesome violence. But here what we have is silence.

In the US, the memorialising came 70 years later. Do you think India needs time to reflect as well?

AM: The template exists in the form of American racial history. We have to learn not to do this again. That is why history exists, so that we can learn.

Did you decide to document the lynchings because of the silence?

AM: Mob lynchings are a kind of spectacle that asks for an audience. A theatre that happens in public. The ones participating in it believe they have to send out a message — both to the minority and the majority. To the former, they say, ‘You are unwelcome here and there is no rule of law to protect.’ To the majority, ‘This is what we can do.’ This idea is encouraged when we do not condemn it and choose to remain silent.

Since I am a photographer, I go back to Roland Barthes’s landmark essay (The Photographic Message), where he says a photograph does transmit a code that this event happened in a specific moment at a specific time. But moving images, which we gruesomely refer to as viral videos, convey the message that the same incident can be made to happen again. They are meant to goad the majority. In this theatre, one doesn’t applaud by clapping but by keeping quiet. We, as documentary filmmakers, had to break the fourth wall and condemn the act.

Is that why you chose the medium of the moving image?

AM: Our film is a critique and comment on the lynchings. In the American South, professional photographers were invited to take pictures of white men along with their victims hung from trees or set to fire. The photographs were souvenirs for rich white men. Today, people perpetrating the violence in India are taking their own images. It comes with a great sense of impunity that nothing will happen to us. They believe they have to create this spectacle for it to be recreated elsewhere. The film is also a critique of how we all own these videos today and, in the process, become complicit to the crime.

SA: I was interested in the idea of justice. The mobs believe they are above the law. In this way, they find a sense of justice for themselves. But when we met the families of the victims, we realised they, too, were seeking videos of their loved ones as a way to validate their grief or accept that such an incident happened. Asmeena, the wife one of the victims Rakbar Khan, who was lynched in July 2018 in Alwar, says she wished everybody could see the perpetrators the way they were consuming her pictures on news media. She came to a point of acceptance that even if the perpetrators continue to live with impunity, there will be some form of justice if they do not remain faceless.

Why did you choose the short documentary medium to tell a story with so many facets?

AM: The perpetuation of this spectacle happens online through WhatsApp groups and social media. It is the ecosystem the virus is infesting, so we wanted to inject an antibody within the same system. The internet is the best medium for a film on viral videos.

If the lynchings are a part of a larger ecosystem that directs hate at the minorities, why did you focus only on the killings?

SA: We found the lynchings a good way of looking at our moral compass. Take, for instance, the case of Mohammad Akhlaq. The narrative after his lynching was skewed. When the system spoke about a slaughter, it was the slaughter of the imagined cow, and not the man. It was the food in his fridge that was sent for forensic testing. When talking of the accused, people spoke of the man who was lynched and not the people who committed the gruesome act. There was a complete inversion of what we know as right and wrong.

It’s a crime, yes, but what happens when such orgiastic violence is injected into the bloodstream of a society? One thing is we develop a very high level of tolerance for violence.

AM: It’s also why we chose to work with one family (Rakbar Khan’s). The grief is lost in statistics. While important, they don’t illuminate the human experience. How is the family coping? Has it disintegrated? These were some of the questions we wanted to explore.

SA: I believe we were able to evoke an essence of that larger ecosystem through this film. We see children as young as 10, being given weapons training, which means they are being trained by a militaristic society.

How much did you find the government to be responsible?

SA: The Prime Minister spoke up only once after the first reported instance of lynchings. His, and his ministers’ silence, is an enabler in such a case. In an essay, James Baldwin says mobs are not autonomous…they execute the real will of the state even though they are faceless. There are FIRs being filed against “unknown persons”. Who are these? Who is outsourcing this to the mobs with impunity? That is something that remains known and hidden at the same time.

AM: Many perpetrators have been rewarded publicly. For instance, BJP[1] Union minister Jayant Sinha[2] garlanded an accused in Jharkhand.

"We knew we would see changes in atmospheric composition in many places during the lockdown," said Pawan Gupta, a Universities Space Research Association (USRA) scientist at NASA's Marshall Space Flight Center. "But I have never seen aerosol values so low in the Indo-Gangetic Plain at this time of year."

A COVID-19 patient in West Bengal's Howrah district gave birth to a baby and the health condition of both of them is stable, hospital authorities said on Wednesday.

The pregnant woman was admitted to the Sanjiban Hospital in the Fuleswar area on 13 April and she later tested positive for the infectious disease, said its Director Subhasis Mitra.

The woman, a resident of Howrah city, gave birth to the baby boy around 8 pm on Monday, he said.

Meanwhile, the Union Cabinet approved Rs 15,000 crore for "India COVID-19 Emergency Response and Health System Preparedness Package" for setting up dedicated treatment facilities and laboratories as part of an urgent response to contain the pandemic.

The Cabinet also approved an ordinance aimed at preventing violence against health workers after several cases of assaults on doctors were reported during the coronavirus outbreak.

Maharashtra, Gujarat report most deaths

Of the 49 deaths reported since Tuesday evening, 19 were from Maharashtra, 18 from Gujarat, four from Madhya Pradesh, three from West Bengal, two from Andhra Pradesh and one each from Jharkhand, Tamil Nadu and Uttar Pradesh, the ministry said.

Of the total 652 deaths, Maharashtra tops the tally with 251, followed by Gujarat at 95, Madhya Pradesh at 80, Delhi at 47, Rajasthan at 25, Andhra Pradesh at 24 and Telangana at 23, according to the ministry.

The death toll reached 21 in Uttar Pradesh, 18 in Tamil Nadu while Karantaka has reported 17 cases.

Punjab has registered 16 deaths, while West Bengal has reported 15 fatalities due to coronavirus infection so far.

The disease has claimed five lives in Jammu and Kashmir, while Kerala, Jharkhand and Haryana have recorded three COVID-19 deaths each.

Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data.

According to the health ministry''s data updated in the evening, the highest number of confirmed cases in the country are from Maharashtra at 5,221, followed by Gujarat at 2,272, Delhi at 2,156, Rajasthan at 1,801, Tamil Nadu at 1,596 and Madhya Pradesh at 1,592.

The number of COVID-19 cases has gone up to 1,412 in Uttar Pradesh, 945 in Telangana and 813 in Andhra Pradesh.

The number of cases has risen to 427 in Kerala, 425 in Karnataka, 423 in West Bengal, 380 in Jammu and Kashmir, 254 in Haryana and 251 in Punjab.

Bihar has reported 126 coronavirus cases, while Odisha has 82.

Forty-six people have been infected with the virus in Uttarakhand while Jharkhand has 45 cases.

Himachal Pradesh has 39 cases, Chhattisgarh has 36, while Assam has registered 35 infections so far.

Chandigarh has 27 COVID-19 cases, Ladakh 18, while 17 cases have been reported from the Andaman and Nicobar Islands.

Meghalaya has reported 12 cases, while Goa and Puducherry have seven COVID-19 patients each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each.

"Our figures are being reconciled with the ICMR," the ministry said on its website.

It further said that one case of Jharkhand has been reassigned to Bihar after reconciliation.

Cabinet approves ordinance making attacks on doctors non-bailable offence

The Union government proposed making attacks on health workers non-bailable with maximum punishment of seven years in jail and Rs 5 lakh fine.

Javadekar said a person can be sentenced to anywhere between three months and five years in jail, besides a fine between Rs 50,000 and Rs 2 lakh, for crimes against healthcare workers under the new provision. In cases where injuries are serious, the punishment will range from six months to seven years, and carry fine between Rs 1-5 lakhs, the minister told reporters.

"Our government has zero tolerance against violence and harassment targeting doctors, nurses, paramedics and ASHA workers when they are doing their best to fight the pandemic," Information and Broadcasting Minister Prakash Javadekar said after a Union cabinet meeting.

It was not clear whether these provisions would continue even after the COVID-19 crisis.

The Indian Medical Association (IMA) called off its proposed ''white alert'' and ''black day'' protests scheduled for 22 and 23 April following a meeting with Home Minister Amit Shah through video conference on Wednesday. The doctors' body has been demanding that the Centre bring a law to protect healthcare workers from rising attacks at a time when they are battling COVID-19.

The Union Health Ministry also advised chief secretaries of all states and Union Territories to adopt adequate measures in ensuring the safety of health workers involved in COVID-19 services.

In a letter, Union Health Secretary Preeti Sudan said amongst all professionals, the skills and services of these health workers place them in a unique position of saving lives.

Meanwhile, official sources told PTI that Prime Minister Narendra Modi will interact with chief ministers via video conferencing on 27 April morning on the way ahead in the fight against coronavirus. This will be the third such video conference.

In the last interaction on 11 April, several chief ministers had recommended extension of the 21-day lockdown by two weeks, which was slated to end on 14 April earlier. Modi then extended it to 3 May.

Centre, West Bengal govt continue to be at loggerheads

A political stand-off continued between the BJP-headed Central Government and the Trinamool Congress-led government in West Bengal, with Chief Minister Mamata Banerjee alleging that the Centre had dispatched faulty testing kits to her state.

"Canards are being spread every day that only a few are getting tested in Bengal for COVID-19. This is absolutely false. Faulty kits were sent to Bengal which have now been withdrawn. We didn't even get adequate testing kits," she told a press conference.

The state government, however, assured it will abide by all the Central Government orders on the nationwide lockdown and said "it is not a fact" that it was not cooperating with the central team deputed to assess the COVID-19 situation in the West Bengal.

The assurance followed the Centre's allegation that the West Bengal government was obstructing the central team's work.

West Bengal has so far reported 15 deaths and 385 confirmed cases, though at least 79 people have been cured of COVID-19 in the state.

Punjab has registered 16 deaths, while West Bengal has reported 15 fatalities due to coronavirus infection so far. The disease has claimed five lives in Jammu and Kashmir, while Kerala, Jharkhand and Haryana have recorded three COVID-19 deaths each. Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data. According to the health ministry''s data updated in the evening, the highest number of confirmed cases in the country are from Maharashtra at 5,221, followed by Gujarat at 2,272, Delhi at 2,156, Rajasthan at 1,801, Tamil Nadu at 1,596 and Madhya Pradesh at 1,592. The number of COVID-19 cases has gone up to 1,412 in Uttar Pradesh, 945 in Telangana and 813 in Andhra Pradesh. The number of cases has risen to 427 in Kerala, 425 in Karnataka, 423 in West Bengal, 380 in Jammu and Kashmir, 254 in Haryana and 251 in Punjab. Bihar has reported 126 coronavirus cases, while Odisha has 82. Forty-six people have been infected with the virus in Uttarakhand while Jharkhand has 45 cases. Himachal Pradesh has 39 cases, Chhattisgarh has 36, while Assam has registered 35 infections so far. Chandigarh has 27 COVID-19 cases, Ladakh 18, while 17 cases have been reported from the Andaman and Nicobar Islands. Meghalaya has reported 12 cases, while Goa and Puducherry have seven COVID-19 patients each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each. "Our figures are being reconciled with the ICMR," the ministry said on its website. It further said that one case of Jharkhand has been reassigned to Bihar after reconciliation. Cabinet approves ordinance making attacks on doctors non-bailable offence The Union government proposed making attacks on health workers non-bailable with maximum punishment of seven years in jail and Rs 5 lakh fine. Javadekar said a person can be sentenced to anywhere between three months and five years in jail, besides a fine between Rs 50,000 and Rs 2 lakh, for crimes against healthcare workers under the new provision. In cases where injuries are serious, the punishment will range from six months to seven years, and carry fine between Rs 1-5 lakhs, the minister told reporters. "Our government has zero tolerance against violence and harassment targeting doctors, nurses, paramedics and ASHA workers when they are doing their best to fight the pandemic," Information and Broadcasting Minister Prakash Javadekar said after a Union cabinet meeting. It was not clear whether these provisions would continue even after the COVID-19 crisis. The Indian Medical Association (IMA) called off its proposed ''white alert'' and ''black day'' protests scheduled for 22 and 23 April following a meeting with Home Minister Amit Shah through video conference on Wednesday. The doctors' body has been demanding that the Centre bring a law to protect healthcare workers from rising attacks at a time when they are battling COVID-19. The Union Health Ministry also advised chief secretaries of all states and Union Territories to adopt adequate measures in ensuring the safety of health workers involved in COVID-19 services. In a letter, Union Health Secretary Preeti Sudan said amongst all professionals, the skills and services of these health workers place them in a unique position of saving lives. Meanwhile, official sources told PTI that Prime Minister Narendra Modi will interact with chief ministers via video conferencing on 27 April morning on the way ahead in the fight against coronavirus. This will be the third such video conference. In the last interaction on 11 April, several chief ministers had recommended extension of the 21-day lockdown by two weeks, which was slated to end on 14 April earlier. Modi then extended it to 3 May. Centre, West Bengal govt continue to be at loggerheads A political stand-off continued between the BJP-headed Central Government and the Trinamool Congress-led government in West Bengal, with Chief Minister Mamata Banerjee alleging that the Centre had dispatched faulty testing kits to her state. "Canards are being spread every day that only a few are getting tested in Bengal for COVID-19. This is absolutely false. Faulty kits were sent to Bengal which have now been withdrawn. We didn't even get adequate testing kits," she told a press conference. The state government, however, assured it will abide by all the Central Government orders on the nationwide lockdown and said "it is not a fact" that it was not cooperating with the central team deputed to assess the COVID-19 situation in the West Bengal. The assurance followed the Centre's allegation that the West Bengal government was obstructing the central team's work. West Bengal has so far reported 15 deaths and 385 confirmed cases, though at least 79 people have been cured of COVID-19 in the state.
