Ukraine's partner countries are set to approve plans for military assistance within the framework of capability coalitions for several years ahead in December, Deputy Defense Minister for European Integration Serhiy Boyev said on Oct. 18.
The documents are being prepared within each of the eight coalitions and take into account the current and medium-term needs of Ukraine's Defense Forces for international military assistance—primarily the equipping of brigades with modern Western military technology and the quality training of personnel. The deputy minister also noted that the assistance within the coalitions aims to ensure the implementation of Ukraine's Victory Plan.
"The formation of roadmaps will help partners better understand the needs of Ukraine's Defense Forces and the possibilities of their provision," Boyev said during a meeting of the group of leading countries of the capability coalitions.
“The coalition support format provides the opportunity for flexible use of available resources and planning. In December, we expect the approval of our joint plans for receiving assistance over the next few years.”
The meeting was attended by representatives from the United States, United Kingdom, France, Germany, the Netherlands, Denmark, Norway, Latvia, Lithuania, Estonia, Poland, and Luxembourg.
Western military aid to Ukraine
Germany provided Ukraine with a new military aid package worth 600 million euros ($651 million) on Oct. 11. The package includes an Iris-T SLM air defense system, tanks, howitzers, and drones.
The European Union is moving towards investing in Ukraine's defense industry, as it cannot produce all the necessary weapons for Ukraine, The Washington Post reported on Oct. 14.
French Defense Minister Sébastien Lecornu announced on Oct. 16 that the first French kamikaze drones would be delivered to Ukraine within a few weeks.
U.S. State Department spokesperson Matthew Miller stated on Oct. 17 that the United States is confident that countries in Europe and beyond will continue to provide military aid to Ukraine.

🇩🇪🇺🇦 🚨 GERMANY TO SEND NEW WINTER MILITARY AID PACKAGE WORTH $1.3 BILLION TO UKRAINE
During a visit to Kiev, German Federal Defense Minister, Boris Pistorius announced a new winter Military aid package worth an estimated $1.3 Billion for Ukraine.
Germany will deliver it's third package consisting of four Iris-T SLM air defense systems, increasing the total number of Iris-T's promised to be delivered to Ukraine from 8 to 12.
However, according to German media, only 3 Iris-T SLM systems have actually been delivered so far, and only one for this year.
Pistorius also promised Kiev 20'000 rounds of 155mm shells, equal to the number sent by Germany to Kiev so far.
In addition to 155mm shells, Germany will also be sending a total of 8'000 PARM anti-tank mines which fire a small fin-stabilized rocket when an armored target is acquired.
According to German media, the Federal Government of Germany hopes to produce an additional 130'000 shells for delivery to Ukraine over the next year, which would require a large expansion of shell production.
The new aid package also includes 60 "high-tech surveillance drones" of various types, as well as an additional two dozen radar systems for detecting enemy drones.
The German government also made no mention of whether there will be any deliveries of Taurus cruise missiles in this or future aid packages, hinting at a long-term "no" from the Chancellor, according to German media.
The German Defense Minister also visited the location of a German-supplied American Patriot missile defense system, located somewhere outside the Kiev region.
German media agency, Bild made extensive claims without evidence about the capabilities of the Patriot air defense system, going so far as to claim the system defends Kiev from both cruise and ballistic missiles.
Including claims about the system's ability to target and intercept the Russian Kinzhal hypersonic missile, something the Kiev regime has said repeatedly without producing evidence.
The total aid package worth $1.3 Billion Germany intends to send Ukraine includes:
▪️4 IRIS-T SLM anti-aircraft missile systems
▪️20,000 shells of 155mm artillery ammunition
▪️More than 24 drone detection systems
▪️60 high quality reconnaissance drones

Ukraine will receive five additional air defense systems from allied countries
Namely:
◾️additional Patriot batteries from the USA;
◾️the promised Patriot from Germany;
◾️announced Patriot from Romania;
◾️Patriot components, donated by the Netherlands and other partners, to ensure the operation of the additional Patriot battery;
◾️and an additional SAMP-T system donated by Italy".
In addition, in the coming months, the US and its partners intend to provide Ukraine with "dozens of tactical air defense systems, including NASAMS, HAWK, IRIS T-SLM, IRIS T-SLS, and Gepard systems."

Russian Aerospace Forces: just a shadow of what once was

The performance of the Russian Aerospace Forces (VKS) in the war in Ukraine proved to be the opposite of the original expectations. The Russian force failed to disable Kiev's defenses in the first weeks due to extensive preparations by the Ukrainian air force and its air defense units when the invasion began.
Ukraine has prevailed since then, thanks to the anti-aircraft weapons and technology provided by the US and Europe.
When Russia invaded on February 24, 2022, most experts assumed that Ukrainian land forces could present a respectable defense, but that the air war would prove invaluablely unbalanced. Russia has spent months deploying air power assets at various points on the border with Ukraine - in Belarus, southern Russia and Crimea - in preparation for demolishing strategic Ukrainian facilities and destroying the country's combat capability.
It wasn't like that.
“Despite estimates that Russia would establish air superiority in 72 hours, Russian forces failed to control the skies and suffered huge aircraft losses that prevented their air support for the land invasion,” says an August 2022 Atlantic Council assessment of the performance of the VKS in Ukraine.
A litany of missions that VKS spoiled or lacked training and organization to perform explain its multiple failures. Critical factors in the details of the Atlantic Council's evaluation include two major shortcomings.
“Russian forces failed to integrate tactical or battlefield intelligence; they did not seem to know where the high-value targets were, including Ukrainian President Volodymyr Zelenskyy, mobile SAMs, us critical IADS and Ukrainian military command posts,” he said. “[The Russian military] seemed to have no plan to combat unmanned Ukrainian air systems and drones, and these systems had a devastating impact on Russian ground forces. The air campaign did not seem to have a comprehensive concept or unifying theme... as such, Ukrainian air defenses were operating at full or almost full capacity and were able to institute huge aircraft losses from the first day of the conflict."
FAILURE TO SUPPRESS
Last October, during the Warsaw Security Forum, the former commander of the Supreme Headquarters of the Allied Powers in Europe (SHAPE), retired USAF General Philip Breedlove, highlighted how few expected the failure of the VKS to eliminate Ukraine's air defenses. The Russian military doctrine has always dictated that neutralizing the enemy's anti-aircraft means was the main objective of any military campaign.
“We assumed that Russia still had the ability to carry out the suppression and destruction of the enemy air defense mission – to locate, track and neutralize these Ukrainian surface-to-air facilities,” he explained. "This is a set of skills that the air forces, particularly the USAF, practice every day. But if the Russians have ever had this ability, they have completely forgotten how to do it."
As the war progressed into the fall of 2022, Ukraine began to receive batteries of short-range air defense systems from the U.S. and Europe, including Norway's Kongsberg NASAMS complex, followed by Diehl Aerospace's IRIS-T SLM/SLS system and built in Germany.
They are, however, short-range platforms that employ tactical-level air-to-air missiles originally designed for fighter planes. The missiles then undergo adaptations for anti-aircraft applications launched from the ground. In the case of Diehl IRIS-T, the infrared missile is also interchangeable between an aircraft or the ground launcher.
“In the operation, the return occurs between the missile and the launcher – not between the radar system used to provide the target coordinates,” said a Diehl representative, noting another of the virtues of the system. "This makes the integration of any radar into this system much less complicated."
The oldest generation HAWK missile batteries donated by Spain and the German-made 35 mm self-propelled Flugabwehrkanonenpanzer Gepard anti-aircraft cannon complex complemented the state-of-the-art systems. The combination of them, plus the VSHORAD range weapons, such as the US-made portable Stinger FIM-92 missile, produced some disastrous effects on VKS.
UNACCEPTABLE LOSSES
Although Ukraine has only older Soviet-designed air defense batteries for long-range Russian aircraft interceptions, along with the Western shorter-range system, VKS has lost some of its more advanced aircraft. Most estimates indicate that by April Russia had seen 70 fixed-wapped combat aircraft shot down, including 11 Sukhoi Su-30SM fighters and 18 or more Su-34 attack aircraft. Only the short-range and low-flying attack platform, the Su-25, suffered greater losses.
The Su-34 is the most expensive aircraft of all the different Sukhoi models in service with the VKS. It is also the aircraft with the lowest production rate. In the year before the invasion of Ukraine, the Russian industry would have manufactured less than 12 units.
Intended to replace its 1970s predecessor, the variable geometry wing Su-24, the Su-34 has been a high-priority item in the future structure of the Russian armed forces. Only 70 of the latter remain in Russian service, but VKS can now keep them for much longer than originally planned.
The production of the aircraft has decreased - as well as many other Russian weapons systems - due to sanctions imposed by the U.S. and its allies that prevent the import of thousands of electronic components on which Russia has become almost totally dependent for its defense production lines. The deficiency requires the Su-34 to release short-range unguided weapons instead of the stand-off ammunition for which it was designed to carry, placing it in the position of being shot down in large numbers.
