I have seen sasuke’s 699 panel of understanding what naruto felt at vote1 floating around twitter (a mistranslated one at that) as a means to say sasuke views naruto like a brother so here I am.

when do you continuously ask someone the same thing over and over again? when you don’t understand something, or when u want a different answer.

sasuke has been explicitly trying to get naruto to define their bond with each other from vote1 (it’s also worth noting that sasuke was affected by naruto saying he’s a bond he finally made, rather than naruto wondering if they were like bros). then at ksa. then at vote2. to which sasuke finally accepted after he asked naruto to define friendship to which naruto said he can’t quite explain it but he hurts when sasuke is in pain.

given that we see those are the same feelings sasuke himself harboured for naruto when they were young (before vote1) -

sasuke’s saying that after all they’ve been through and all the questioning of their bond the sasuke *at this time* (also emphasised in Japanese text) finally understands what naruto was trying to explain all the way at vote1. sasuke felt it himself.

it didn’t take sasuke 699 chapters to understand what brotherhood means to him considering he already had that in his only brother itachi. what did take 699 chapters was sasuke understanding naruto’s uhm specific and unexplainable brand of friendship for him.
